crete.,:> concrete patios, masonry walls, garage floors, drive-
ways end similar structures and all loose miscellaneous
material, Properly cap sanitary sewer and water connec-
tions,' properly f i l l or otherwise protect a l l basements,
cellars, septic tanks, wells and other excavations.
4. All permits, inspection records, end approved plans shall be
available at the :Job site prior to the start of any con -
struction.. These documents are to be maintained and avail-
able until final inspection approval is granted,
Temporary erosion control measures shall be implemented as
the first order of business to prevent sedimentation off-
site or into existing storm drainage facilities
The Site shall have permanent erosion control measures in
place.: as, soon as possible after final grading has been
cotnp.leted and prior to the Final Inspection.

1.0 INTRODUCTION AND SCOPE OF WORK
1.1 Definitions

Asbestos is a naturally occurring mineral fiber that was widely used in many materials and products until
the U.S. Environmental Protection Agency (EPA) regulated its use in the 1970s. Listed below are
definitions for various terms used in this document.
Asbestos-Containing Material
An asbestos - containing material (ACM) is a material or product which contains more than one percent
( >1 %) asbestos. ACMs include building materials such as floor tile and acoustical "popcorn" ceiling
material. as well as non- building products such as brake shoes, appliances, and heat - resistant clothing that
contain more than one - percent asbestos.
Asiarstoa-00n fining Bu lding Material
An asbestos - containing building material (ACBM) is an ACM that is found on or in structural members of a
building. ACBMS include but are not limited to) the following:
• TherinaLiyateinJusilatisio (TS') is material applied to pipes, pipe fittings, boilers, breeching, tanks
ducts, or other structural components to prevent heat loss or gain, water condensation, or for other
purposes.
• $utfaoingi atmjal is material such as fireproofing and acoustical /decorative plaster that is sprayed -
on, troweled -on, or otherwise applied to surfaces of building structural members.
• iscellnneo s n Brink are building materials on structural components, structural members or
fixtures, such as floor tile and mastic, sheet flooring, gypsum wallboard, cement board and piping
(Tmnsito), glued -on and suspended ceiling tiles, putty and caulking, gaskets, asphalt rooting
material, and blown -in insulation.

According to U.S. Occupational Safety and Health Administration (OSHA) Asbestos Regulations,
Construction Standards (29 CFR 1926.1101), Chapter 296.62 Washington Administrative Code (WAC) a
presumed asbestos- containing material (PACM) is defined as thermal system insulation and surfacing
material found in buildings constructed no later than 1980.
Friable Asbeslg,g-TontaininQ Material
An ACM is considered more hazardous if it is in a friable condition. A friable material is one that can he
crushed, pulverized, or reduced to powder under hand pressure when dry. Friable ACMs are considered
more hazardous because they have a greater potential to release asbestos fibers into the air. If an ACM is in
good condition, and is not disturbed, it is not considered an immediate health hazard.

1.2 Regulatory Background
Asbestos is regulated at the federal level by the EPA and 081-IA, at the state level by the Washington
Department of Labor and industries (L&I), and at the local level by regional air pollution control agencies
including the Puget Sound Air Pollution Control Agency (PSAPCA) which regulates asbestos air issues in
Snohomish County. For counties without local air pollution control agencies, the Washington Department
of Ecology regulates asbestos air issues.
ACM surveys are required for renovation or demolition of buildings. Prior to the demolition of a building,
federal, state, and local regulations require that an ACM survey be performed. For example, Washington
state has a "Good Faith Inspection" requirement that is specified in Chapter 296 -62 -07721 WAC for
buildings that arc to be renovated or demolished. In part, WAC 296 -62 -07721 states, "Before authorising
or allowing any construction, renovation, remodeling, maintenance, repair, or demolition project, an owner
or owner's agent shall perform, or cause to be performed, a good faith inspection to determine whether
materials to be worked on or removed contain asbestos. The inspection sha!l be docwnented by a written
report maintained on file and made available upon request to the director." Further, the EPA's Asbestos
Model Accreditation Plan (40 CFR Part 763, Appendix C to Subpart E) states, "All persons who !nspact for
ACMs in schools or public and commercial buildings must be accredited,"
The EPA administered Asbestos Hazard Emergency Response Act ( AHERA) established a program for
managing asbestos in the nation's schools. Among other things, AHERA specifies sampling procedures (40
CFR 763.86) for materials suspected of containing asbestos. These sampling protocols have become
industry standards.
1.3 Scope or Work
The ACM survey for the three subject buildings included the following:
• Survey conducted by an EPA AHERA certified building inspector. A copy of the building
inspector's certification is included in Appendix A.
• A visual survey for the presence of accessible and/or exposed suspect ACMs. Bulk samples of the
suspect ACMs were collected in accordance with 40 CFR 763.86.
• Laboratory testing of the bulk samples using polarized light microscopy with dispersion staining
(PLM/DS) to quantify asbestos content of the suspect AGMs.
• incorporation of the results of the survey for ACMs into this report that includes a description of
survey methodology /sampling protocols; results of analytical testing; estimated quantities,
conditions and friability of ACMs; sample and ACM location diagram; and recommendations,
The ACM survey was limited to ACBMs, or ACMs found on or in structural members of the building, The
ACM survey does not include ACMs that may be associated with non- structural building components such
as appliances.

2.0 BUILDING DESCRIPTION
The three subject buildings are located at 14840 Pacific Highway South in Tukwila, King County,
Washington (see Figure 1 — Location Map). For this survey, the buildings are designated as Building A,
Building R, and Building C.
Building A is a two -level apartment building with a partial basement. The building has a reported 6,676
square feet and was constructed in 1942, according to King County Department of Assessment records.
The building is of wood- fntrne construction.
Building B is a one -story apartment building with a partial basement. According to assessment records, the
building was constructed in 1948, and has 3,043 total square feet. Building 13 is of wood -frame
construction.
Building C is a single- family residence that was reportedly constructed in 1936. The building has a
reported 602 square feet, and Is of wood -fi ume construction.
3.0 SURVEY METHODS
3.1 Sampling Protocols
The fieldwork for this survey was performed on July 30 and August 4, 1999. An initial walk through in and
around the buildings was performed to locate materials that may contain asbestos. The observed suspect
ACMs that were uniform in color and texture were grouped into homogenous areas or materials. For
example, floor tile constitutes one homogeneous material or sample group, while wallboard constitutes
another. Different colored or patterned floor tile each constitutes a separate homogeneous material. Sample
locations were chosen in a random manner that were representative of each homogeneous material. In some
cases, samples were obtained from damaged locations, if they existed, or Braun least noticeable locations.
This was done to prevent (Wilier damage and to reduce the disfigurement of the material.
The survey was performed using AHERA sampling protocols as required by PSAPCA for buildings that are
to be renovated or demolished. Depending on the type of building material, AHERA specifies the number
of samples to be obtained and analyzed if a suspect ACM is not assumed to contain asbestos. According to
AHERA, a building material i8 classified by one of three categories - surfacing material, thermal system
insulation (TSI), or miscellaneous materials. For surfacing materials such as "popcorn” ceiling material or
fireproofing, AHERA specifies the number of samples to be obtained based upon square footage. This
sampling scheme, which is known as the "347 Rule ", specifies the following: at least three samples be
collected for each homogeneous material of surfacing material that is 1,000 square feet or leas; at least five
samples be collected from each homogeneous material of surfacing material that is 1,001 to 5,000 square
feet; and at least seven samples be collected from each homogeneous material of surfacing material that is
greater than 5,000 square feet. AtiBRA specifies a minimum of three samples be collected for each
homogeneous area of TSI such as pipe, boiler, or duct insulation. For miscellaneous materials, such as floor
tiles, sheet vinyl flooring, wallboard, and ceiling tiles, AHERA does not specify an exact number of
samples to collect and analyze, only that samples be collected in a manner sufficient to determine whether a

material contains asbestos. A material is considcred asbestos containing by the EPA and NWAPA, if any
one sample from a homogeneous material contains more than one percent (1 %) asbestos,
3.2 Laboratory Analytical Methods
NVL Laboratories, Inc. (NVL) of Seattle, Washington performed the bulk sample analysis for this project.
The NVL laboratory is accredited under the National Institute of Standards and Technology's National
Voluntary Laboratory Accreditation Program (NVLAP). The NVLAP certification number for NVL is
102063. All bulk samples were analyzed using test method 40 CPR ch. I (1 -1 -87 edition) Pt 763, Subpt. R
App. A, pages 293-299. A laboratory report detailing each sample analysis for samples collected by
ADaPT is included in Appendix B.
4.0 SURVEY FINDINGS
4.1 Observations
Building A and Building B are of wood -flame construction. Interior walls and ceilings are covered with a
combination of gypsum wallboard and plaster. The floors are covered with various types of sheet vinyl
flooring, 12 -inch floor tile, or carpeting.
Heat for each building is provided by natural gas wall - mounted units. The buildings formerly had oil
burning, hot water central heating systems that have been abandoned. Remnant heat system piping in the
basements are covered with asbestos- containing TSI.
The roofs of Building A and Building B are covered with asphalt. Some of the windows are glazed. The
exterior sides of the buildings are covered with a combination of wood panels and plaster.
The occupant of the southwest unit of Building A did not speak English, and did not allow ADaPT to access
the unit, Additionally, the attic spaces of each building were not accessible as it would have required
moving the personnel affects of tenants, Certain basement storage areas of Building B were padlocked and
not accessible.
Building C
Building C is of wood -frame construction. Interior walls and ceilings are covered gypsum wallboard. The
floors are covered with a combination of sheet flooring and carpeting. Heat for the building is provided by
electric baseboards. ADaPT did not observe suspect TSI associated with Building C.
The roof of Building C is covered with asphalt shingles. Some of the windows are glazed. The exterior
sides of the building arc covered with wood clapboards.
The east portion of Building C was locked and not accessible.

The estimated ACM quantities given in the tables are based on measurements obtained during ADaPT's on-
site reconnaissance. Asbestos abatement contractors should base their bids on independently obtained field
measurements.
5.0 ASSESSMENT
Two types of asbestos- containing TSi associated with the abandoned heating systems for Buildings A an' B
were found in the basements of each building. Corrugated cardboard TSI that is known by the trade name
Aircell covers the abandoned pipes (Homogeneous Material or HM 101 in Building A and HM201 in
Budding B), The Aircell TSI contains 55% ehrysotile• The Aircell and piping is approximately four to six
inches in diameter, and ADAPT observed approximately 150 to 200 linear feet in Building A, and 15 linear
feet in Building B. In Building A, the fittings of the Aircell TSI covered piping are covered with a mudded
joint compound (UM 102) that was found to have 1 5% chrysolite and 3% crocidolitc. ADaPT counted
approximately 15 to 20 fittings in the basement of Building A. AR of the observed TSI was in poor to fair
condition, and is friable. It is possible that additional asbestos- containing TSI associated with the
abandoned heating systems is hidden beneath or behind floors and ceilings of Building A and Building 13.
Asbestos was detected in six types of sheet vinyl flooring in portions of Buildings A and B including the
kitchen of Unit 6 (HM 119), the bathroom of Unit 9 (HM 123), the kitchen of Unit 13 (HM 210), the
Building B laundry room (HM 212), and the kitchen and bathroom of Unit 15 (11M 213 and HM 214).
Refer to Table 1 and Table 2 for a description of each type or pattern of sheet flooring, and its specific
location. The representative samples of each of the sheet vinyl floorings contained 55% to 60% chrysotile
asbestos. The six types of sheet vinyl flooring were observed to be in good' and non- friavlc conditions.

The asbestos is in the fibrous backing of the sheet vinyl flooring, and not in the exposed, resilient surfltce
layer. The total quantity of asbestos - containing sheet vinyl flooring in Buildings A and B is an estimated
500 square feet.
Unit 2 of Building A had two types of brown, 12 -inch floor tiles that were found to contain asbestos. Both
types of tile did not have associated mastic, as they appeared to be of the peel- and -stick variety. The floor
tile of HM 106 is in the Unit 2 bathroom, was found to have 4% chrysotile, and covered approximately 50
square feet. The floor tile of HM 107 is in the entryway of Unit 2, was found to have 5% chrysotile, and
covered approximately 10 square feet. The two types of floor tile were observed to be in relatively good
condition and non - friable.
Approximately 4,000 to 5,000 square feet of a surfacing texture (HM 131) is applied to certain walls of
Units 3, 4, 5, and 6 in Building A. The quantity of asbestos detected in six samples of surfacing texture
ranged from none detected to 4% chrysotile. The surfacing texture should be considered friable; however, it
is coated with paint and hand pressure does not readily produce dust or dislodge it. Overall, ADaPT
visually observed the surfacing texture to be in a good condition.
Approximately 4,000 to 5,000 square feet of a plaster (JIM 132) is applied certain to walls and ceilings of
Building A. Only one of six samples (Sample 2505 -214) of the plaster had a detectable concentn tion of
asbestos. That one sample had a quantity of 2% chrysotile. Overall, ADaPT visually observed the plaster
to be in a good condition, hut it should be considered friable.
Silver paint that IA applied to the asphalt roofing and penetration mastic of Building A was found to have
2% chrysotile asbestos in three separate samples. The silver paint is represented by three .epamte
homogeneous materials (HM 135, HM 136, and lIM 137), and is associated with the asphalt roofing and
penetration mastic. The silver paint covers the entire roof of Building A, on estimated 5,000 to 6,000 square
feet.
Homogeneous material 137 corresponds to asphalt penetration mastic applied to the roof deck of Building
A, around vents and superstructures. The quantity of asbestos detected in the sample of the penetration
mastie was 15% chrysotile. ADaPT estimates that there is approximately 100 to 150 square feet of the
penetration mastic. The penetration mastic was observed to be in a good and non- friable condition.
Asphalt roofing covering the roof deck of Building B was found to have 13% chrysolite (HM 222).
included is a portion of the southern portion of the Building B roof that has a coating of silver paint (IIM
224). The total quantity of asphalt roofing covering the roof deck is an estimated 3,000 square feet. The
asphalt roofing material was observed to be in a good and non - friable condition.
6.0 CONCLUSIONS AND RECOMMENDATiONS
The asbestos - containing Aired and mudded joint compound TSI in Buildings A and B are friable and in
fair to poor condition. To comply with federal and state worker protection regulations, the asbestos -
containing TS] should be labeled, and access to the areas where it is present restricted. In their observed
conditions, the various non -TSI ACMs pose no immediate health or environmental hazard, and there is no
regulatory requirement that they be removed. Prior to their removal, any activities that will disturb the

ACMs should be avoided. These activities include, but are not limited to renovation, demolition, sanding,
drilling, cutting, or abrading, especially using mechanical methods.
Prior to the demolition of each building, the ACMs must be removed. The removal or abatement of
surfacing materials and TS! is defined by federal and state regulations as Class f Asbestos Work. The
removal of sheet vinyl flooring, floor tiles, and roofing material is defined as Ciass II Asbestos Work,
Class 1 asbestos work requires the used of certified asbestos abatement workers. Depending upon the
removal method, some Class II Asbestos Work may be conducted by personnel who are not certified
asbestos abatement workers. Non =Certified asbestos abatement workers that conduct Class It Asbestos
Work are still required to adhere to worker protection regulations, such as the wearing of personal
protective equipment and air monitoring. In addition, there are notifications that must be filed with
PSAPCA and L&I, and there are waste transportation and disposal regulations that must be followed.
For this reason, in ADaPT's opinion it would be prudent to contract with a licensed asbestos abatement
contractor to remove all of the ACMs.
The Building A positive samples that represent the surfacing texture of MM 131, the interior plaster of
HM 132, and the silver paint of HMs 135, 136, and 137 were found to have a relatively low
concentration of 2 -4% chrysotile. This asbestos quantity is relatively low and it is possible that the
samples could be found to be non - asbestos - containing (no greater than 1% asbestos) by performing
additional analysis known as point counting. Point counting is an analytical procedure that more
accurately quantities asbestos content in a sample with a low asbestos percentage, us compared to
PLM /DS analysis. Based on past experience, ADaPT has found that in is majority of the castes, point
counting will reduce the PLMIDS detected asbestos quantity in the 2-4% range, to 1% or less, thus
rendering the ACM a non -ACM. Laboratories typically charge 530.00 per sample for point counting on
a three to five day turn around.
The ACM survey for each building was limited to accessible and exposed asbestos- containing building
materials. ADaPT did not perform selective demolition of walls, floors and ceilings to assess for hidden
ACMs, as the buildings were occupied when the fieldwork was conducted. Such an assessment will need
to be performed after emit building has been vacated, and may be combined with the designing of an
abatement plan. Suspect ACM® that may be hidden include TSI associated with the Building A and
Building B abandoned heat systems; sound dampening paper or felts beneath floors; tarpaper; wiring,
and flooring materials beneath carpets, Areas not accessed, as noted in Section 4.1, will additionally
require an assessment for ACMs. If during renovation/demolition activities, suspect ACMs are
discovered that were not identified by this survey, work should be stopped until an assessment can be
made regarding the actual asbestos content of the suspect ACM.
With the exceptions noted in the previous paragraph, the sampling and testing performed for this ACM
Stuvcy complies with the "good faith inspection" requirements specified in Chapter 296.62-07721 of the
WAC. This report must be made available to any contractor submitting a bid to undertake any work in the
buildings, and this report must be present on site during such work. Chapter 296.62 =07721 additionally
requires that employer and building owners to label ACMs, notify employees of the presence of ACMs
within a facility. Employees, such as maintenance personnel, that may contact or disturb ACMs must be
appropriately trained.

If the ACMs are removed, both PSAPCA and L&I have permits or notifications that must be filed ten
working days prior to the commencement of ACM abatement activities. Additionally, the PSAPCA permit
has an associated fee. Finally, asbestos abatement contractors would likely require electrical power and
water in the buildings in order to remove the ACMs.
6.0 LIMITATIONS
While an EPA accredited AHERA building inspector performed the survey for ACMs, it should be noted
that it does not constitute a strict AltERA style survey. However, the survey was performed and samples
were collected in general accordance with EPA/AHERA guidelines for commercial buildings. Other
limitations appear elsewhere in this report.
ADaPT warrants that this ACM Survey was performed using generally accepted asbestos assessment
practices. This report has been prepared for the exclusive use of McConkey Development and their agents
for specific application to the subject building. Use or reliance upon this report by a third is at their own
