Per our previous discussions and reports, the review did identify the header beam between the stage and gymnasium as well as the main gymnasium beams as being significantly deficient for the total design loads. Per our discussions and site visits on August 25 and September 29, these main beams do not have intermediate supports at the stage partition wall (this is consistent with our review of the provided plans). Per our discussions, we have enclosed the sketches SKO -A, SKI, SK2 and SK3 to address the condition necessary to shore these existing beams for Thorndyke Elementary School. These solutions are provided as temporary solutions (two to five years) in anticipation of the demolition of both schools. Should the life expectancy of these solutions be extended, a more permanent solution should be used. Tukwila Elementary School is similar to Thorndyke and the framing will require similar supports. The gymnasium and stage floor is built over a crawl space and the attached sketches SKO -B, SKI, SK3, and SK4 address the repair procedures for this building. INSTALLATION The following is a condensed ex- planation of the basic process used to mechanically attach the Hi -Tuff/ EP roofing system to an approved roof deck. Detailed guide specifi- cations for this attachment method, as well as for fully adhered, stone ballasted, paver ballasted, vented roof system (Hi -Tuff VRS), and Hi- Tuff Plus Total Roof System, are contained in the Hi-Tuff Technical Manual which is available by con- tacting JPS. Quality Assurance: The HI -Tuff/ EP Roofing System may be applied only by roofing contractors autho- rized by JPS. When a request for warranty has been submitted by the installing contractor and approved by JPS, an inspection will be made by a JPS technical representative to ascertain that the roofing system has been installed according to JPS - approved specifications and details. Laying Insulation Minimum Thickness: Must be approved in writ- ing by JPS. Manufacturer's Instructions: The manufacturer's Instructions with re- gard to attachment, compatibility, and spanning of metal flutes will determine the suitability for me- chanical attachment and the appli- cation, subject to acceptance by IPS. 1PS minimum requirements su. persede manufacturer's, Board Layout: Boards must be installed with the longest dimen- sion perpendicular to the direction of the membrane seams, with end joints staggered, and butted as closely as possible (no gaps over 1 /4-in. Membrane Seaming: Field sheet seams are to be made at overlaps using an automatic hot -air welder. The area to be welded must be clean and free of dirt, debris, and adhesives. A hand -held hot -air welder can be used for small work, details, and repairs. Seam Testing: Once the seam has cooled completely, the entire lap edge must be probed with an approved seam probing tool (Sears cotter -pin extractor) to verify seam consistency. Warning: Probing before the seam has cooled will damage the mem- brane. In addition, a destructive test should be performed daily on a 3 -in. (7.6 -cm) wide area of seam weld to verify peel strength. WARRANTY Warranty Types :JPS Elastomerics offers three basic types of limited warranties on the Hi-Tuff/EP roof- ing systems for which warranties have been requested in advance of installation: (1) 5- or 10 -year membrane only warranty (standard); (2) 5- or 10 -year material and labor warranty (standard or NDL); (3) 15 -year total system warranty (standard or NDL). The Standard Warrantyassures that IPS will repair or replace and HI -Tuff membrane or other JPS materials which are found to be defective and causing leaks, up to the original cost of the membrane, subject to the terms, conditions, and limitations described on the Warranty. The NDL Warranty assures that JPS will restore the roof to a leak- free condition, repairing or replac- ing any HI -Tuff membrane or other JPS materials which are found to be defective and causing leaks, with no stated limit on the replacement cost, Subject to the terms, condi- tions, and limitations described on the Warranty. Warranty Charges: A modest fee is charged for Hi -Tuff warranties based on the size and type of instal- lation, and the type of warranty requested. Pre -Job Requirements: Only au- thorized Hi -Tuft contractors may apply for a Warranty by filling out and submitting a "Request for War - ranty" (RFW) form and submitting it to JPS for approval prior to the start of the job. Post -lob Requirements: After in- stallation is completed, the contrac- tor must arrange for a final inspection. The purpose of the framing was to determine the adequacy of the framing to support a new mof membrane and 2" of rigid insulation. It is anticipated that the new materials will weigh leas than 2.0 psf. (Based on core samples taking of the existing roofing, the maximum weight of the existing materials does not Oct! to exceed 8.0 psf.) Based on out review, the additional weight of the new materials should not have a significant impact on the existing framing. The review did identify the header beam between the stage and gymnasium as being lightly deficient for the total design loads. It does not appear that this beats will pose a threat during the summer months. when roof snow loads will be limited, but this condition should be addressed before the fall. It appears that the potential aoludou will involve cutting the upper roof glulam beams to eliminate the negative moments over the stage beats. This will also reduce the loads to the stage beam. It is our understanding that Tukwila Elementary is identical to Thorndyke and that the framing would require the UPC repahs. Our cost opinion for this repair is approximately $500 per building for a total construction cost of $1 ,000 for both schools. Each roof system is applied over two (2) layers of fiberboard insulation. Each layer is one (1) inch thick and overlies the wood deck. Tukwila consists of 32,660 sqft. and Thorndyke spans 28,650 sqft. of roof systems respectively. Thorndyke was originally constructed in 1968 and Tukwila in 1962. Material Removal Both schools have experienced varying levels of roof leaks. During the spring and summer of 1996, the district commissioned the services of a structural engineer to assess the integrity of the structural beams at both schools. Based upon the results of that review, repair of four (4) beams occurred at Thorndyke. Tukwila Elementary was found to be in satisfactory condition. Core samples were also taken. The results indicated that the underlying layers of fiberboard insulation had not been saturated with moisture to the point where a complete tear -off would be warranted. Minor demolition of materials (wood deck and underlying insulation) may be called for in areas where roof leakage has been concentrated. Material Installation The district has awarded the bid for this work to Scholten Roofing, Inc. of Lynden, WA. The roofing contractor will approach the work in a two (2) phase fashion. Phase one will be the reroof of Thorndyke Elementary and will commence on May 26, 1997. Phase two will cover Tukwila and will commence on June 20, 1997. Weather permitting, both phases are anticipated to be one (1) week in duration. The roofing contractor will be applying a J.P. Steven's "Hi -Tuff' roof system (Elastomeric Sheet) with an additional two (2) inches of Polyiso insulation being installed.
