During our inspections of all building at Southcenter Corporate Park this is what we found:
• Buildings #1, 2, 12, & Canopy
One Roof: 28# base sheet, two plies of 15# felt, and gravel.
• Buildings #3, 9,10, & 11
One Roof: Rosin, tow plies of 15# felt, and gravel.
• Buildings #4 & 6
Two Roofs: rosin, two plies of Type IV plysheet, gravel, 1/2" perilte coverboard, two plies of cold
process, and sprayed with granules.
• Buildings #5,7, & 8
One Roof: Glass base sheet, torchdown membrane, and silvercoat.
Buildings 1, 2, 3, 9, 10, 11,& 12 will have all gravel removed and new system installed. The weight
difference is approximately 65 pounds Tess.
Buildings 4 & 6 will have the top roof removed and a new system installed.

This letter is to inform you of corrections that must be addressed before your
application for development permit can be approved. All correction requests from each
department must be addressed gthe same time and reflected on your drawings. I have
enclosed review comments from the Building Division. At this time the Public Works
Department, Planning Division and the Fire Department have no comments regarding
your application for permit.
The City requires that four (4) complete sets of revised plans be resubmitted with the
appropriate revision block.
In order to better expedite your resubmittal a Revision Sheet must accompany every
resubmittal. I have enclosed one for your convenience. Corrections /revisions must be

PLAN REVIEWER: Contact Bob Benedicto at (206) 431 -3676, if you have
any questions regarding the following comments.
The general building code requirement for re- roofing built -up roofs is to completely remove the
existing built -up roof covering before applying the new. The exception to this requirement permits
the installation of new roof covering over existing provided that five specific conditions exist.
In order to confirm that the conditions in UBC Section 1516.1 (exception) have been determined
we will require additional information as follows:
1. For the building #4 re -roof, the scope of work indicates "Remove top roof only." How many roof
coverings exist on this building?
2. A letter from a structural engineer is typically accepted as evidence that the roof structure is
sufficient to sustain the weight of the additional dead load of the roof covering. However, the letter
that has been submitted with this application provides only an intuitive opinion that the roof
structure should be better off because of the removal of much of the existing gravel.
We will need a more definitive statement based upon design loading summary which includes the
conditions that are proposed in the scope of work. In regard to Item #1 above, it would seem that a
field inspection or at very least a review of the building plans would be necessary to make any
conclusions as to the capacity of the roof.

Dear Rod,
I have reviewed the FAX on the proposed roofing of six building in the South Center Corporate
Park, in which much of the existing gravel will be clean off and '/:" thick insulation and a single
ply roof membrane will be added. As you know we have not looked at the buildings nor have we
reviewed any drawings which would indicate the type of roof structure, so we have no
information as to the capacity or condition of the existing roof structure. The only conclusion I
can draw from this proposed removal / reroof is that the roof structural system will benefit, as it
will have less dead load to support.

All reroofing shall conform to the applicable provisions of Chapter 15 of this code. ,
Roofing materials and methods of application shall comply with the U.B.C. standards or shall
follow manufacturer's installation requirements when approved by the building official.
SECTION 1515 — INSPECTIONS
New roof coverings shall not be applied without fir,t obtaining an inspection by the building offi-
cial and written approval from the building official. A final inspection and approval shall be ob-
tained from the building official when the reroofing is complete. The preroofing inspection shall
pay particular attention to evidence of accumulation of water. Where extensive ponding of water is
apparent, an analysis of the roof structure for compliance with Section 1506 shall be made and cor-
rective measures, such as relocation of roof drains or scuppers, resloping of the roof or structural
changes, shall be made.
An inspection report covering the above- listed topics prepared by a special inspector may be ac-
cepted in lieu of the preinspection by the building official,
SECTION 1516 — BUILT -UP ROOFS
1516.1 ,General. Built -up roof covering shall be completely removed before applying the new
roof covering. New roofing conforming to Section 1503 shall be applied except that when the new
roof is to be applied directly to a nailable deck which has residual bitumen adhering to it, a rosin -
sized or other dry sheet shall be installed prior to the installation of the new roof system.
EXCEPTION: The building official may allow existing roof coverings to remain when inspection or
other evidence rcvcalsl of the following:
I. That the roof structure is sufficient to sustain the weight of the additional dead loud of the roof covering.
2. There is nut more than one existing roof covering on the structure.
3. The existing roof covering is securely attached to the deck.
4. The roof deck is structurally sound,
5. The existing insulation is not water soaked.
1516.2:• Preparation of•Roof and Application of New Covering.
1516.1.1 General. When reroofing without removal of existing roof coverings is permitted by the
building official and when the conditions specified in the exceptions to Section 1516.1 above have
been met, the reroofing shall be accomplished in accordance with this section.
1516.2.2 Over gravel- surfaced roof coverings. Over, gravel- surfaced roof coverings, the roof
shall be cleaned of all loose gravel and debris. All blisters, buckles and other irregularities shall be
cut and made smooth and secure. Minimum 3 /8- inc.`t (9.5 mm) insulation board shall be nailed or
securely cemented to the existing roofing with hot bitumen over which a new roof complying with
Section 1503 shall be installed. When insulation board is to be attached with hot bitumen, the exist-
ing surface shall be primed.
Alternatively, on nailable decks only, all existing gravel shall be spudded off to provide a smooth
surface. All blisters, buckles and other irregularities shall be cut and made smooth and secure. A
rosin -sized or other dry sheet shall be installed and a base sheet as defined in the code shall be me-
chanically fastened in place. New roofing conforming to Section 1503 shall be applied.

managed by Contractor in conjunction with and in harmony with other contractors and the
,owner, who will be performing work on the lobby pavilions bldgs. 1,2,3,4,10 & 12, re-
cladding the exteriors of bldgs. 1,2,3,4,10 & 12 with dryvit, installation of new HVAC
units on bldgs. 1,2,3,4,10 & 12 and interior tenant improvements on buildings 1,2,3,4,10
& 12. All roofing is to include, but not be limited to, the following scope of work:
Scope:
1. (Building 4 only) -- Remove all base flashing. Remove top roof only. remove all
blisters and ridges. Prepare roof deck for re -cover per continued scope in paragraphs
A -F.
2. (Buildings 1, 2, 3, 10 & 12) -- Remove all base flashing. Remove all loose gravel.
Remove all blisters and ridges. Prepare roof deck for re -cover per paragraphs A -F.
A) Install 1/2 inch Dow recovery board. Mechanically fasten (8) fasteners per
board,
B) Install crickets between all drain locations to extend 1/8 distance between
drains, and 1/4 the distance between perimeter edge of drain.
C) Install 1x6 solid sloped blocking on edge at top of parapet walls as shown on
the attached detail, Exhibit B.
D) Disconnect and reconnect all electrical and gas disconnects as required.
E) Provide new pre - finished 24. Ga, color to be determined counter flashing and
coping metal. Counter flashing to be installed per S.M.A.C.N.A. requirements.
Coping metal will be fastened with continuous cleats and seamed with 1 inch
standing seams, per the attached details, Exhibit A. Any deviations from these

A. CONTRACTOR shall furnish the labor and materials specified in Article One of
this CONTRACT AGREEMENT for roofing of buildings 1,2,3,4,10 & 12 as described in

OWNER shall have the right to assert in any legal action any claims arising out of
