This letter will provide a narrative response to each of the review comments we received on the
Pavilion Mall Erosion Control and Demolition plan which we submitted to the city for review, On
November 30, 1997, our office received a fax transmittal containing 4 review comments regarding
the project. The following is a description of how we addressed each comment:
1. The sanitary sewer manhole at the SE corner of the site was relocated to reflect a more
accurate location. The existing 1,000 gallon grease interceptor along the east wall of the
building has been shown on our plan with a note "to be removed." The sanitary sewer line
extending from this grease interceptor to the south has been abandoned and the connection
to the existing manhole has been capped just outside the manhole.
2, The existing grease trap at the northeast corner of the building has been shown. The grease
trap has been called out "to be removed" and the existing sanitary sewer main will be
abandoned with the line capped at the existing 8 inch main to the north.
3. We have revised the location of the existing driveway to the SE corner of the site. Where we
had previously shown the driveway is actually a cross walk location. The existing bollards
at this crosswalk have been called out "to remain" on the plan.

I discussed with you several changes to the erosion control sump detail shown on sheet 2 of
2. You requested the 6 inch perforated pipe be wrapped with filter fabric which we have
done. You also suggested the 6 inch perforated pipe have an end cap installed which we
have shown on the detail. You were to discuss this detail with the city's storm drainage
engineer. If additional changes are required, you indicated they could be handled by an 8.5
x 11 revision transmitted to the city via fax.
If there are additional questions or comments regarding this re- submittal, please give me a call as
soon as possible.

Dear Mr. Startzel:
Your SEPA application, on behalf of Trammell Crow, for the demolition of Pavilion Mall, a 211, 082
square foot structure, has been found to be complete on November 3, 1997 for the purposes of
meeting state mandated time requirements. I have been assigned to this project.
The next step is for you to install a notice board on the site within 14 days of the date of this letter.
In addition, you must obtain laminated copies of the Site Plan and Notice of Application to post on
the board, which are available at DCD. After installing the sign, you need to retum the signed
Affidavit of Posting to the our office and you will receive the Notice of Application and Site Plan.
The sign must be posted within the property lines for Pavilion Mall, preferably near the intersection
of Southcenter Parkway and S. 180th Streets.
This determination of complete application does not preclude the ability of the City to require that
you submit additional plans or information, if in our estimation such information is necessary to
ensure the project meets the substantive requirements of the City or to complete the review
process. I will be contacting you soon to discuss this project. If you wish to speak to me sooner,
