Field inspection and data collection was based on the following Scope of Work: 1) Review the existing asbestos survey, including a comprehensive visual inspection of each property, to detemine the level of compliance with current applicable regulations. 2) Where necessary, provide bulk sampling and analysis of suspect asbestos-containing materials not identified in the existing surveys. 3) Perform a visual inspection of the subject property to identify and inventory all accessible suspect lead-based paints. 4) Perform Lead Check swab sampling of all suspect lead-based paints. 5) Perform chip sampling of all paints found to show a positive Lead Check indication and subsequent laboratory analysis utilizing Atomic Absorption ON methodology (10% of all negative Lead Check indications will be analyzed as a quality assurance measure). r 4 Section 2.0 Asbestos - containing Materials (ACM) Summary Pacific Rim Environmental, Inc. (PRE) reviewed the asbestos - containing materials survey inventory conducted by Law /Crandall, Inc. in December of 1992 in conjunction with a visual inspection of the subject property. The review included a comparative evaluation of suspect asbestos-containing materials identified in the Law /Crandall survey and those present in the facility on the date of the visual Inspection. PRE also reviewed the survey's sampling methodology and, as necessary, collected additional bulk samples to ensure compliance with Puget Sound Air Pollution Control Agency Regulation Article 111. PRE recommends a minimum of three samples per suspect asbestos- containing material, regardless of material type, if the material exceeds 100 square feet in area. Quantities of identified asbestos - containing materials were also confirmed during the inspection. Table 2.1 contains a summary of asbestos - containing materials identified by Law /Crandall including material description, location, quantity, asbestos percentage and type. However, some discrepancies in material quantities were noted. PRE identified 25 additional asbestos - containing insulated pipe fittings in the attic mechanical room and 20 additional asbestos - containing insulated pipe fittings were identified in the Boiler Room Total fittings is estimated at 45 in the attic mechanical room and 60 fittings in the Boiler Room. PRE's sample analysis showed the presence of asbestos in a powdery layer of pipe insulation identified within the layered paper insulation on 5" piping in the Boiler Room. The layered paper insulation was described as non- asbestos-containing by Law /Crandall. The identification of the asbestos - containing layer in this insulation increases the linear footage of asbestos - containing pipe insulation by 10 linear feet for a total of 410 linear feel. PRE's sample analysis showed the presence of asbestos in a decorative cove base identified in the main corridor of the subject property's southem section (outside of the Gymnasium). This material was not sampled in the main corridor by Law /Crandall and was therefore not represented as asbestos - containing in the in their survey. PRE estimates approximately 250 linear feet of this material is present in the corridor. Decorative cove base and associated mastic were confirmed as non asbestos - containing in other areas of the subject property. Section 3.0 Asbestos Abatement Cost Estimate The following abatement cost estimates are based on current industry averages. Actual abatement costs may vary depending on the logistics of the removal of material. The estimate is meant only as a guideline to assist in the selection of an abatement contractor. It is in no way intended to serve as, or replace, a comprehensive abatement specification. Estimates include permitting, removal and disposal. Of those, two (2) tested positive for the presence of lead. A total of nine (9) chip samples were taken for analysis. The HUD Guideline for lead -based paint is 1.0 mg/cm2 or 5,000 µg/g (0.5% by wieght). Those paints found to contain more than 0.5% lead must be treated as a lead -based paint. Of those analyzed, two samples were found to contain lead in excess of .5 %. Those were as follows: • Yellow paint on a sheet -rock substrate identified on walls in the office adjacent to the Kindergarten Room. • Green and pink paints identified on window sills in the main hallway leading to the Kindergarten Room. Appendix B Lead and Asbestos Sample Summaries contains a complete summary of swab and chip sampling data including Sample Number, Sample Location, Sample Description, Color of Outer and Inner Layers, Multiple Layers (Yes or No), Chip Collected (Yes or No), and Chip Sample Results in Percentage of Lead in Paint If the subject property is to be renovated or remodeled, there are procedures regarding the disturbance or removal of the lead -based paints that should be followed (i.e. initial air monitoring, clearance sampling, etc.). These procedures can be found in HUD - 0006700 Guidelines for the Evaluation and Control of Lead -Based Paint Hazards in Housing. tt is not required that these regulations/procedures be utilized on this project, however, because these are the only available guidelines for the removal of lead -based paints PRE feels it necessary to inform you of the existence of these guidelines. The only Washington State rules or regulations that currently apply to lead -based paints are WAC 296-155-17603 Scope* and WAC 296- 155 -17607 Permissible Exposure Limit'"'. Initial air monitoring must be performed on employees doing renovation or remodeling work in areas found to have materials containing lead. Because the WAC codes do not specify an amount of lead that would establish a material as lead containing, it must be assumed that a material containing any lead is regulated by these codes. Swab sampling of the paints in this building was intended to identify those paints that might contain lead. Those samples identified as positive by the swabs are chip sampled to establish the actual percentage of lead in the paint. Identifying paints with high lead contents aids in the separation of materials that may affect the TCLP results of the demolition/renovation waste stream. Low percentages of lead can still exist in those paints considered negative by swab sampling. These paints with such low levels of lead would not be considered lead -based paints by the HUD Guidelines, and it is highly unlikely that they could negatively affect the TCLP sample of the waste stream from the associated structure. However, as per the WAC codes, any presence of lead in paint would require initial air monitoring be performed. during renovation or demolition. Prior to disposal, the waste stream generated from the renovation or demolition of all structures must be analyzed using EPA Method 1311 - Toxicity Characteristic Leachate Procedure (TCLP) - Lead by Atomic Absorption Spectrophotometry. Waste found to have a leachability greater than or equal to 5 ppm must be disposed of as hazardous waste, waste with a leachability of less than 5 ppm may be disposed of as solid waste. • WAC 298 -156 -17603 Scope. WAC 296 -156- 176, Lead, applies to all construction wait where an employee may be occupationally exposed to lead. At construction work excluded from coverage in the general industry standard for lead by WAC 29662 -07521 (1)(b) is covered by this standard. Each sample was initially examined under a Nikon SMZ - 2T stereoscopic microscope at a magnification of 10X to 50X. Fibrous material was examined for morphology and content. Representative fibers from each sample were immersed in a fluid with a known refractive index. The specimens were examined under polarized light using a Nikon Labophot microscope with a McCrone Dispersion Staining objective under 100X magnification. Optical characteristics of the fibrous material were examined to determine the mineralogy of the fiber. The observed optical characteristics include angles of extinction, sign of elongation and refractive indices. Separate layers of inhomogeneous samples were analyzed and reported separately. Unless otherwise stated, asbestos content was quantified by calibrated visual estimation (CVES). Samples in which asbestos was not observed were reported "none detected ".
