Reference: Keystone Wall Design by Terra Associates, Inc., dated October, 1996
Dear Mr. Bumstead:
As requested, we observed the construction of a Keystone retaining wall on the subject project. We
previously prepared a design for the wall and presented our recommendations in the above referenced
Keystone Wall Design. Our services during wall construction included performing compaction tests in
the wall backfill, observing foundation support, observing placement of geogrid reinforcement, and
observing installation of the wall drainage.
WALL CONSTRUCTION
The Keystone wall was constructed to create a raised level area for the access driveway for Lots
through 3 of the project. Much of the plat grading was' completed during 1996 and into. 1997, prior to .
wall construction.
We observed that the foundation subgrade for the wall was cut into firm native soils at depth. ,A layer of
imported pit run gravel was then placed in the excavation and compacted to raise the base of the wall
slightly. A layer of crushed rock was then placed over the pit run gravel up to the block subgrade level..
The completed foundation grade was observed to be firm and unyielding. RECEIVED'

The finished Keystone wall varied from 4 to 12 feet in height. As the wall was constructed, we
observed that the appropriate length of geogrid reinforcement was installed between compacted fill
layers depending on the finished wall height.
A four -inch diameter perforated PVC pipe was placed behind the Keystone wall at the start of
construction and was covered with 3/4 inch minus washed drain rock. The layer of drain rock was also
placed between the blocks and extended up the full height of the wall backfiil for drainage. A second
PVC pipe was placed further behind the granular backfiil zone for added drainage.
FIELD DENSITY TESTING
Imported pit run gravel was placed and compacted behind the Keystone wall. We performed a total of
23 field density tests in the wall backfiil in general accordance with American Society for Testing and
Materials (ASTM) Test Designation D -2922 (Nuclear Gauge Method). These tests were provided on an
on -going basis as the contractor constructed and backfilled the wall. All of the tests indicated that a
minimum relative compaction of 95 percent was achieved. These test results are based on laboratory
maximum density tests performed in general accordance with ASTM D -698 (Standard Proctor).
Based on our field density testing and observations of the wall construction, it is our opinion that the
Keystone wall has been constructed in general accordance with our design recommendations. We will
prepare a final report covering other aspects of earthwork construction after the work is complete.

and the location of the outlet pipe. The drain outlet elevation is below the level of the on -site drainage
system. Connection to the public drain system. in 42 "d Avenue would require considerable clearing and
cutting of vegetation in the park to reach a suitable discharge point. The flow from this pipe should be
inconsequential. If the City wishes, a riprap pad could be installed at the outlet for energy dissipation, but
we do not feel it is needed.

Soil conditions have been assumed to be as shown in Geotechnical Engineering Study, Proposed 10 Acre Residential
Plat, by Terra Associates, Inc. dated August 11, 1990, and Updated Geotechnical Report, Fostery ew Estates
Residential Plat, prepared by Terra Associates, Inc. dated December 22, 1992.
A nominal soil unit weight of 130 pcf, a friction angle of 32 degrees, and a cohesion value of zero psf were assigned to
the retained soil zone and foundation soils for design of the wall. A soil unit weight of 130 pcf, a friction angle of 36
degrees and a cohesion value of zero psf were applied to the reinforced soil zone based on the use of backfill consisting
of clean, pit run material. These parameters were developed based on the results of our field investigations and
laboratory testing. The regional water table is assumed to be below the base of the excavation.
A general traffic surcharge of 200 psf has been used in the design. Assumed soil conditions must be verified by the
geotechnical engineer on -site during the performance of the work. The wall has been designed to the following safety
factors:
• Pullout F.S. z 1.5
• Sliding F.S. ? 1.5
• Overturning F.S. > 2.0
• Bearing Capacity F.S. > 2.0
Computer program STRATAWALL ver. 4.1, dated April 1994 by Strata Systems, Inc. has been used for design of
the wall.
Contractor shall excavate to the lines and grades shown on the civil drawings. Geogrid elevations shall be as shown on
the Geogrid Reinforcing Elevation Sheets dated October 1996. Finished grades shown on Geogrid Reinforcing
Elevation Sheets are based on those shown on Sheet C -6 dated October 3, 1996.

by the block manufacturer. The geogrids should be tensioned by hand until it is taut, free of wrinkles, and lying
flat. Stakes should be used to maintain the tension until the fill placement over the grid is completed. No overlaps
should be allowed in the direction of strength. Adjacent roll widths should overlap a minimum of four inches.
5. Geogrid may be interrupted by periodic installation of guard rail or sign posts.
6. The structural fill within the reinforced zone shall consist of gravelly sand or sandy gravel containing less that 5
percent by weight of Material passing the #200 sieve. The reinforced fill shall be placed and compacted in
accordance with the recommendations given in the project geotechnical reports.
7. Fill within the block units shall consist of free - draining, 3/8" to 3/4" crushed rock or gravel. Gradation of the fill
shall be approved by the geotechnical engineer.
8. Track equipment should not be allowed on exposed reinforcement. A minimum of six inches of fill should be
placed on the top of the geogrid before track equipment can be operated. Large equipment should not be allowed
within five feet from the back of the wall. The fill within five feet of the wall should be compacted using hand -
operated equipment.
9. The drainage pipe behind the wall should be verified by the engineer's representative. The drainage layer shown
on the drawing should consist of washed rounded drain rock with less than two percent fines. The size
requirements are shown on the drawing. The contractor should provide the engineer with samples of the drainage
material for approval before bringing the material to the site. If the drain rock becomes contaminated with fines
during handling at the site, the material should not be used in the drainage layer.
10. Finished grades behind the retaining walls must be completed in a manner which provides free and positive
drainage away from the walls at all times. If grades do not aiiowwv for providing this drainage, surface water runoff
should be collected in yard drains or catch basins which are tightlined to an appropriate discharge location.
11. If groundwater seepage is identified during construction, an additional drain should be placed at the base of the
reinforced fill zone against the soil cut face to minimize the potential for excessive buildup of hydrostatic
pressures against the wall.
12. It will be the contractor's responsibility to verify grades in the field and to confirm that the wall can be
constructed as designed before construction begins. If discrepancy is observed, the engineer should be informed
immediately so any required changes can be made. The contractor should ensure that all manufacturer's
recommendations are followed. All work shall be performed tc existing W2HA regulations. The contractor will
be solely responsible for site safety.
