Dear Bill: As requested, we have completed a design for segmented block retaining walls at the subject project's fire truck turn - around area located between Lots 2 and 3. We recently met with Mr. Gary Bumstead at the site and in our office to discuss requirements for retaining wall construction. We understand that the rockery shown on Sheet C -3, located adjacent to the 42nd Avenue South block, will not be constructed. • In lieu of rockery construction, a 2:1 (Horizontal:Vertical) backslope will lead up from a 12 -foot high (maximum) retaining wall at the southern terminus of the turn - around to within approximately two feet of the 42nd Avenue South sidewalk. The attached Figure 1 shows a design detail for geogrid reinforced wall construction. parameters and design methodology used in the wall design are outlined in Figure 1 of the drawings. The retaining wall should be constructed in accordance with the guideline specifications for modular block retaining walls described in the referenced drawings. All correction requests from each department must be addressed at the same time and reflected on your drawings. I have enclosed review comments from the Public Works Department and the Planning Division. At this time the Building Division, and the Fire Department have no comments regarding your application for permit. The grades on lots 1, 2 and 3 have been significantly changed from the grading plan approved as part of the preliminary plat. A rockery behind the 42nd Avenue sidewalk has been deleted and the rockery around the end of the hammer head turnaround has been changed to a retaining wall. These changes have the effect of increasing the grade changes across the house footprints from 8 and 9 feet to 19 and 22 feet, making the side yards unusable and requiring significantly greater engineering for the house foundations. These revisions are a significant change from the original plans and cannot be administratively approved. They shall be addressed in conjunction with the other issues raised in the City's letter to Bill Fowler of January 23, 1998. Work on this permit can resume only after a comprehensive review of the existing . conditions on the Fosterview site and the preliminary plat requirements.
