SUBJECT: Building Area `2', Pad `A', and Restaurant Pad Surcharge Recommendations
This memorandum presents detailed surcharge recommendations for the above
referenced building pads for the MBK Northwest Parkway Supercenter project in Tukwila,
Washington. We previously presented preload/surcharge recommendations for the overall
project area in our design report for the project (draft dated September 23, 1997). Now that the
grading plan has been produced, more specific recommendations were requested in our
meeting on February 3 by you and by Rob King representing MBK Northwest. The
recommendations are provided to supplement, not supercede, our previous recommendations,
Building Area No. '2' — Comp USA
Building Area No. `2' is located between the existing ACT III Theater and Sportmart
buildings in the truck court area, Existing pavement grades within the proposed footprint range
from approximately Elevation 24.0 to 25.8 feet. Therefore, approximately Ph to 3' feet of
fill will be required to achieve slab subgrade elevation for the proposed finished floor elevation
of 27.8 feet. We understand that floor loads are expected to range from about 100 to 125 psf
and column loads are expected to be less than about 150 kips,
The purpose of a preload program is to induce a major portion of the settlements which
would otherwise occur when building and floor Loads are applied. A preload typically
simulates the same loading as future building and floor loading. Additional surcharge can be
placed to shorten the required duration of a preload program. We understand that a maximum
30-day period is available during the construction schedule for preloading or surcharging this
area. For this period, we recommend a 5- foot -thick surcharge (i.e., to Elevation 32.8 feet) be
placed above the proposed finished floor elevation.
Based on our review of original geotechnical reports for the adjacent structures, a 4- to
5 -foot -high surcharge was placed above finished floor elevation during construction of the north
structure and a 6- to 10- foot -high surcharge was placed above finished floor elevation during
construction of the south structure. Based on the available information, no filling above the
present grades has been accomplished within the central area of the proposed new building
footprint. A 5- foot -high surcharge will significantly reduce potential differential settlements
between the previously unfilled area and the adjacent structures. We estimate settlements in the

range of 4 to 12 inches for the above recommended surcharge. A wide range of settlement is
anticipated based on the variable historical loading of the area.
For the east and west sides of the footprint, the crest of the surcharge fill should extend
to All height above the proposed finished floor elevation for a distance of at least five feet
outside of the planned building footprint. Along the north and south sides of the footprint
(adjacent to the existing structures), we recommend that the crest of the surcharge extend full
height to a distance of 5 feet from the existing building walls. From this point, the surcharge
should be tapered to the new finished floor grade level at the location of the existing building
walls. Surcharge fill need be compacted only to the extent necessary to support construction
equipment. The surcharge surface should be sealed and crowned to promote runoff of surface
water. Following the surcharge period, the excess fill can be removed from the building area
and used as structural fill or surcharge fill in other areas.
We understand that grading and surcharge placement will occur during the wet spring
months. We recommend that the building pad fill and surcharge consist of clean material (sand
and gravel with less than 5 percent fines) in order to achieve adequate compaction of the
material during the wet season. The clean material will also reduce the potential for schedule
delays that could arise in rehandling and compacting the surcharge fill when it is moved to
another building pad. We should be provided a sample of the proposed material before its use.
Proposed Pad 'A' Building and Proposed Restaurant
The proposed Pad 'A' and Restaurant building pad will be located within the existing
parking lot west of the above Building Area '2'. Existing grades within the proposed footprint
range from approximately Elevation 24.0 to 25.7 feet. We understand that less than PA feet of
fill will be placed to achieve slab subgrade elevation for these structures. Floor loads are

For a 30-day surcharge program, we also recommend a 5- foot -high surcharge be placed
above the proposed finished floor elevations to induce settlements in these building areas. The

Settlement Monitoring
We recommend that several settlement monitoring plates be installed prior to placing
any new or additional fill in the building areas. Please refer to our design report for an
example of a suitable settlement plate and detailed settlement monitoring recommendations.
