We previously presented preload /surcharge recommendations for the overall project area in our design report for the project dated February 23, 1998. The recommendations are provided to supplement, not supercede, our previous recommendations. We understand that the building will be located within the existing parking lot and that less than 2 feet of fill will be placed to achieve slab subgrade elevation. Floor loads are expected to range from about 100 to 125 psf and column loads are expected to be less than about 150 kips. Because of the presence of very soft compressible silt soils beneath the proposed building, we recommend that a preload/surcharge program be completed to reduce post- construction settlements to within tolerable limits. The purpose of a preload program is to induce a major portion of the settlements which would otherwise occur when areal building loads are applied. A preload typically simulates the same loading as future slab loadings. Additional surcharge can be placed to shorten the required duration of a preload program. We estimate that about 6 weeks will be required for a preload /surcharge height of 2 feet above finished floor elevation. We estimate that the duration can be shortened to about 3 weeks if the surcharge height is increased to 4 feet above finished floor elevation. The crest of the surcharge should extend 5 feet outside the building footprint. The building pad fill should be compacted to the recommended criteria to an elevation about 6 inches above finished subgrade level to allow for settlements. Surcharge fill need be compacted only to the extent necessary to support construction equipment. The surcharge surface should be sealed and crowned to promote runoff of surface water. Following the surcharge period, the excess fdl can be removed from the building area and used as structural fill or surcharge fill in other areas. We recommend that several settlement monitoring plates be installed prior to placing any new or additional fill in the building areas.
