The drawing C4 of 11 indicates placing gravel next to the curb in lieu of landscaping. Gravel is not an acceptable substitute for landscaping. Additionally, gravel is maintenance intensive and tends to spread out onto the traveled surface. The landscape area should remain planted with vegetation. The revision submittal sheet dated 11 -30 -98 requests a change of the vehicle access areas of tracts A, B, C, and D to asphalt versus brushed concrete. This change is not acceptable, the differentiation between brush concrete and asphalt is intended to demarcate a separate pedestrian lane distinct from the traveled way. When the following changes are made, the plans may be approved. The Landscape plans must be attached to the full set. Tract C has been modified on the Landscape plan but the sidewalk has been moved so that it doesn't line up with the existing sidewalk on S. 150 Pl. Sheet C- 1 Modify Tract C to show width and use of easements. The location of bollards is inconsistently show on the various plan sheets. There should be three locations: South end of tract C and the east and west ends of Tract A. The location within the tract is also important. The location within Tract A should be immediately adjacent and touching the corner of the junction of sidewalks /driveways. The location of the three bollards within the driveway of Tract C should be coordinated with Public Works. Modify the various sheets to be consistent and avoid confusion. Sheet C -4 Modify bollard detail to show a four inch concrete collar around base to act as a mow strip. Bollard signage must be per my August 13 memo to Gary Barnett. Modify the residential driveway detail to show a planter width of five feet typical. Sheet C -5 Modify the Tract C and B so that the driveway width is ten feet with a adjacent five foot sidewalk and two and a half foot shoulders on either side so that a 20 foot wide driveable surface is maintained for fire apparatus. In Tract C the width of the driveway will increase to all a minimum of 20 feet from the western curb and northern terminus of S. 150 Pl. in the Brigadoon Plat. The geotechnical investigation will supports the development of the site for residential housing. AGI provided engineering services for the referenced site in accordance with our proposal dated May 6, 1998. The services were authorized by Mr. Brent Rollins of HBR Enterprises on May 18, 1998 by signing our service agreement. 1.2 BACKGROUND Prior to this investigation, AGI completed a Preliminary Geotechnical Evaluation of the site and prepared a letter report dated June 3, 1997. The study was conducted to identify geotechnical and geologic issues that would affect the proposed development and to provide recommendations that would assist the design team in developing a conceptual development plan. No erosion or landslide hazards were identified in the study, but AGI recommended that a detailed slope stability analysis be performed on permanent slopes over a 2:1 (horizontalvertical). The site is a 4.2 -acre lot bounded by 57th Avenue South to the east, residential property borders on the other sides. Based on the development plans supplied to us from OTAK Engineering, dated January 13, 1998, and on conversations with Mr. Tom Tuma of Tuma Engineering, your general civil engineer, we understand that the existing 150th Street will be extended into the site to terminate in a. cul de sac, as shown on Figure 2. We also understand that the proposed roadway grades will be reached by lowing the existing grades in these areas. Additional site development will also include placement of utilities prior to construction of the single family housing units. Complete earthwork or structural details for the individual residential properties are not known at this time; however, we anticipate that the structures will be lightly loaded. 1.3 SCOPE OF WORK The purpose of our geotechnical investigation was to analyze subsurface conditions and to provide recommendations to assist with the design and construction of the site improvements. Our specific scope of services included the following elements: • Reviewing background information from our files from other geotechnical investigations performed nearby. We also reviewed readily available information provided in geologic and soil survey maps. • Providing excavating equipment and staff to excavate 4 test pits to maximum depths of 6 to 8 feet below ground surface (bgs). Obtaining grab samples from the bucket of the excavator and if possible, obtaining relatively undisturbed soil samples. • Performing laboratory analysis (i.e., moisture /density and particle size testing) on selected samples to aid in characterization of soils encountered. AGI f icH'.QLLGII S • Performing engineering analyses as a basis for evaluating foundation and pavement support compared to subsurface conditions encountered. We evaluated the suitability of onsite soils for use as structural fill and the bearing capacity and settlement of foundation elements. We also evaluated modulus of vertical subgrade reaction for support of slab- on -grade floors, lateral earth pressures for retaining structures, and groundwater issues. • Preparing this report detailing our findings, conclusions, and recommendations. Section 2.0 of this report describes site surface and subsurface conditions, Section 3.0 presents a discussion and our conclusions regarding the project, and Sections 4.0 and 5.0 present our . recommendations for design and construction, respectively. Appendices A and B, respectively, describe our field exploration and summarize laboratory testing procedures and results. 2.0 SUBSURFACE CONDITIONS 2.1 SURFACE AGI i ECHM)LOG,ES The site is bounded by residential housing units and undeveloped lots on all four sides. The housing units on the south property boundary appear to have been constructed within the last 10 years. The site also borders two streets. A portion of the east property line is bounded by 57th Avenue South, and the west property line will intersect South 150th Place. Fencing surrounds most of the property. The site slopes downward to the west at grades from 3.2 to 16 percent. A majority of the site is covered by field grass and briar patches. Mostly deciduous and a few •coniferous trees are growing on site and range in size from 4 to 40 inches in diameter. During our site visit, no standing water was observed, although we did observe standing water in low lying, poorly drained depressions during our previous study. A small, overgrown drainage swale, trending east to west in the western quarter of the site flows into a catch basin near the terminus of South 150th Street and the west property line. 2.2 SUBSURFACE AGI explored subsurface conditions by excavating four test pits within the area of the proposed development as shown on Figure 2. The test pits were excavated to depths of between 4.8 to 6.4 feet. Test pit activities were monitored by an AGI geotechnical engineer who examined and classified the soils encountered, obtained representative soil samples, and recorded pertinent information including stratigraphy and groundwater occurrence. Soil units encountered were classified according to the Unified Soil Classification System. A log of the each test pit, as well as details of our field exploration, are provided in Appendix A. Soil units encountered are described below in their stratigraphic order of occurrence: Topsoil: Brown topsoil was encountered at the surface of each test pit and was characterized by a high percentage of organic material in the soil matrix. The topsoil was between 6 to 12- inches thick. Weathered Glacial Till: Below the Topsoil deposit, Weathered Glacial Till (Weathered Till) was encountered in all the test pits. The Weathered Till consisted of gray to reddish silty sand that was fine to coarse grained. Some fine to coarse gravel and roots and occasional cobbles were also present. The deposit was in a loose to medium' dense condition and was moist based on field observations and laboratory test results. Weathered Till is characterized by medium to high strength and low to medium compressibility. Unweathered Glacial Till: Underlying the Weathered Till, Unweathered Glacial Till was encountered in all test pits except TP1. The deposit was present to the maximum depth of test pit TP3 at 5.8 feet bgs and to 3.5 and 5.0 feet bgs in test pits TP2 and TP4, respectively. The Unweathered Till consisted of gray to brown silty sand that was fine to coarse grained. Some fine to coarse grained gravel and cobbles were also present. The Unweathered Till was in a dense to very dense condition and was moist based on field observations and laboratory test results. Unweathered Till is characterized by high strength and low compressibility. In test pit TP4, the deposit consisted of a layer of gray and reddish brown sandy silt that was fine grained. The layer was hard and moist based on field observations and the silt was slightly blocky in consistency. - �- AGI fECHr.OEOCIES Advance Out-wash: This deposit was encountered underlying the Unweathered Glacial Till deposit to the maximum depth of test pits TP2 and TP4 (6.4 and 6.0 feet, respectively). The Advance Outwash deposit consisted of brown sand that was fine to coarse grained. Some fine to coarse gravel and trace silt were also present The deposit was in a dense to very dense condition and was moist based on field observations and laboratory test results. Because the deposit was also overridden by a glacier, similar to the Glacial Till deposits, Advance Outwash is characterized by high strength and low compressibility. 2.3 GROUNDWATER During our investigation, groundwater was not encountered in any of the test pits. We did not observe standing water or seepage on the site, however, we were not able to inspect all of the surface . due to dense surficial vegetation, particularly in the western quarter of the site. 3.0 DISCUSSION AND CONCLUSIONS 3.1 GENERAL AGI TECH )LL)CIES Based on the results of our subsurface investigation and laboratory and geotechnical analyses, we believe that the proposed development can be constructed at the site, provided that the recommendations in this report are implemented. This section summarizes our overall conclusions and recommendations regarding the site subsurface, earthwork, foundations, floors, site drainage, and utilities. Specific design and construction recommendations are presented in Section 4.0 and 5.0, respectively. 3.2 SUBSURFACE Based on field reconnaissance, results of our subsurface exploration, and review or geologic maps (Waldron et. aL, 1962), it appears that the soil deposits encountered are native and of Glacial origin. Geologic maps indicate Vashon Glacial Till is the surface soil deposit expected in this area. Vashon Glacial Till is characterized as a mixture of silt, sand, and graveL In some areas the till can be thin and consists of loose silty sand and graveL In other locations, the till is thick and, where cemented, can be very difficult to excavate with normal earthwork equipment The till is glacially consolidated and, therefore dense, strong, and relatively incompressible. Both Weathered and Unweathered Glacial Till are present. The Weathered Glacial Till deposits, overlying the Unweathered Glacial Till is till material that has been physically and chemically weathered by freezing and thawing, root intrusion, oxidation, reduction, and other processes. The deeper Advance Outwash deposit was also glacially consolidated and is generally characterized by a very dense gravelly sand mixture with varying degrees of silt. It is also characterized by high strength and low compressibility. Advance Outwash deposits were not geologically mapped in the immediate area, but are typically encountered below Tills in the Puget Sound area. The majority of the soils underlying the site are relatively impermeable due to the high proportion of fine- grained materials (Le., silts) in the soil matrix. 3.3 EARTI-IWORK We understand that earthwork necessary for placement of the roadway will involve lowering grades by up to 4.5 feet. Clearing of the site will involve removal of vegetation, topsoil, and an existing building. We expect that only shallow excavations for footings and utilities will be required planned. We recommend maximum depths of 2 feet bgs for footings bearing on the Glacial Till or Advance Outwash. Concrete slab -on -grade floor systems and pavement areas may bear directly on either undisturbed Till or the Advance Outwash deposit;. The native Weathered and Unweathered Glacial Tills and Advance Outwash deposits are moisture sensitive due to their high fines content. Wet weather may therefore present practical constraints on the use of On -Site FilL Accordingly, we do not recommend its use during these periods, typically between October and May. Ripping bars to scarify the deposit may be necessary. 3.4 FOUNDATIONS We judge that a conventional shallow foundation system, such as spread footings, will provide satisfactory support for the proposed single family housing units. Foundations should bear on either Unweathered Till deposit, the Advance Outwash deposit, or Structural Fill. The consistency of subgrade material used for foundation bearing should be field verified by the geotechnical engineer before placing concrete for the foundation system. Provided fills are placed and compacted and foundations and footings are constructed as described herein, we estimate total settlement will be Iess than 1/4 -inch. Differential settlement should be less than 1/2 -inch over 50 feet. Specific design and construction recommendations are presented in Sections 4.0 and 5.0, respectively. 3.5 FLOORS A concrete slab -on -grade floor system is appropriate provided the floors are founded on undisturbed Till, Advance Outwash, or Structural Fill. Before placing Structural Fill, the subgrade should be proofrolled as described in Section 42.1. We also recommend the underslab drainage measures outlined in Section 4.6 be included. 3.6 SITE DRAINAGE Because the majority of the surficial site soils are moisture sensitive and relatively impermeable, both short- and Long -term drainage control measures should be included in project design and construction. Over the short term, we believe site and construction drainage can be reasonably well controlled by careful excavation practices. Typically, these include, but are not limited to, shallow upgrade perimeter ditches or low earthen berms, and temporary sumps in excavations to collect seepage and prevent water from damaging exposed subgrades. Drains should be included at the bottom of all temporary slopes to collect surface water flow from the slope and prevent it from flowing onto exposed building subgrades. All collected water should be directed under control to a positive and permanent discharge system, such as a storm sewer. Over the long term, more permanent measures such as installation of footing and wall drains, should be included. All permanent drains should be directed to a positive and permanent discharge point well away from the structure. Roof downspouts should not be connected to footing and wall drains, but should be tightlined separately to their discharge point. This will avoid the potential for roof debris to be washed into footing and well drains and possibly blocking them. Cleanouts should be provided for both footing and wall drains and the downspout tightlines. Specific site drainage recommendations are provided in Sections 4.6 and 5.3 of this report. For this reason, dewatering options, both short and long term, are discussed in the Section 5.2.4. 3.8 SLOPES We did not perform slope stability analyses because the planned grades are not steeper than 2 :1 (horizontal to vertical). ONIFT111,215.0018ergsno Prl Owwi p d RiPati e 4.0 DESIGN RECOMMENDATIONS 4.1 GENERAL AGI TEC N4)UE)GIES The following sections present our design recommendations for use by you and your other consultants on this project It is important to remember, however, that for satisfactory and successful construction of this project, the recommendations must be applied in their entirety and in conjunction with the construction recommendations provided in Section 5.0 of this report. 4.2 SITE PREPARATION AND EARTHWORK 4.2.1 ,$tripping Proof rolling, and Excavation Our subsurface exploration encountered soils that we judge competent for foundation bearing. However, if unsuitable soils, such as organic rich soils, are exposed during construction, material beneath proposed foundation, slab -on -grade floors, and paved areas should be excavated to depths below planned subgrades as shown below. • Shallow Foundations : • Slab -on -Grade Floor : • Paved Areas: 2 feet 1 foot 1 foot Removal of unsuitable material should extend at least 2 feet laterally beyond the foundation perimeter at the excavation base. Before placing Structural Fill to establish foundation or pavement grade, the exposed soil should be proofrolled or hand probed and unsuitable soils overexcavated as recommended below. 4.2.2 Structural Fill Soil materials used to establish grade beneath structural elements such as spread footings and floor slabs should consist of Select Fill Material or On -Site Fill Materials as defined in Section 5.2.2, and compacted to the following minimum relative compaction: • Foundations and Floor Slabs: • Pavement Subgrades: 4.2.3 Fill Placement and Compaction 95 Percent 95 Percent (upper 2 feet) Upon completion of stripping, general excavation, proofrolling, and overexcavation, Structural Fill should be placed as described in Section 5.2.7 to achieve design elevations. The existing deposits are suitable for use as On- Site Fill Material provided they can be properly moisture conditioned and compacted. As discussed in Section 3.3, these soil deposits are moisture sensitive and accordingly they may be difficult to achieve the minimum relative compaction requirements during periods of wet weather, typically between October and May. Buried Topsoil is unsuitable for use as On -Site Fill MateriaL Soil materials used to establish grade beneath structural elements such as spread footings and floor slabs should consist of Structural Fill. Due to the low permeability and corresponding high fines content of the native soils, keyway subdrains should also be installed as shown on Figure 3. We recommend that both temporary and permanent slopes be constructed as follows: • Temporary Slopes (maximum height of 4 feet) should be constructed as follows: -- Cut : -- Fill : Maximum 1 -1/2:1 (horizontakvertical) Maximum 1 -1/2:1 • Permanent Slopes (maximum height of 15 feet) should be constructed as follows: --- Cut : — Fill : Maximum 2:1 (horizontal:vertical) Maximum 2:1 All permanent slopes should be planted with a rapid - growth vegetative cover as soon after completion of slope construction as possible in order to limit the possibility of erosion. The vegetative cover should ideally incorporate the use of large and small vegetation to produce a vegetative mat with both deep and shallow root systems. 4.3 SEISMIC DESIGN CRITERIA Structural design for seismic forces should be accomplished in accordance with the appropriate building code. Reinforced plastic sheeting is satisfactory for this purpose. • Protection Measures : A layer of sand, approximately 2 inches thick, may be placed over the membrane to protect it from damage, to act as an aid in curing of the concrete slab, and also to help prevent cement paste bleeding down into the underlying capillary break. • Modulus of Vertical Subgrade Reaction : 235 kips per cubic foot (kcf) for undisturbed Unweathered Glacial Till, Advance Outwash, or Compacted Structural Fill 4.6 DRAINAGE Design criteria for drainage are as follows: • Footing Excavation Drain : In the event that groundwater seeps into footing excavations, it should be possible to remove it by gently sloping the base of excavation to one or more shallow sump pits and pumping the water from there to a positive permanent discharge sys tem. • Footing Drains : These drains should be installed after construction of the building footings and immediately before backfilling against building stem walls. A typical detail is presented on Figure 4. • Surface Runoff : Interceptor ditches or trenches or low earthen berms should be installed along the upgrade perimeters of the site to prevent surface water runoff from precipitation or other sources from flowing over the face of excavated slopes or onto graded areas. • Downspout or Roof Drains : These should be installed once the building's roof is in place and the following criteria should be followed. — Discharge in tightline to positive, permanent drain system. -- Under no circumstances connect these tightlines to the perimeter footing drains. Retaining walls can consist of conventional retaining walls such as cast -in -place concrete or gabion gravity walls provided that their foundations bear in the undisturbed competent native soils or structural fill Alternatively, we recommend constructing Mechanically Stabilized Earth Walls (MSE). Depending on the site constraints, MSE walls can typically be constructed much more economically, particularly in fill slopes. An MSE wall consists of a concrete block wall with a soil reinforced backfilL A schematic of a typical MSE wall with general construction recommendations are shown on Figure 5. If needed, AGI can assist you in designing an MSE wall. A rocker wall would be suitable in the dense Unweathered Till and Advance Outwash deposits. 4.8 UTILITIES All utility line excavations, particularly beneath paved or floor slab areas, should be properly backfilled with Structural Fill to the specified degree of compaction, or better. Specifically, we cover structural excavation and drainage. Our design criteria are based on these construction recommendations; therefore, these recommendations should be incorporated into the project specifications in their entirety. • 5.1.2 Standard Specifications Where possible, we refer to the 1994 Edition of the State of Washington Standard Specifications for Road, Bridge, and Municipal Construction. 5.1.3 Reference Standards Reference Standards are referred to by agency or association initials and are from the latest editions of the following : ASTM - American Society for Testing Materials 5.2 EARTHWORK 5.2.1 General Earthwork consists of clearing and stripping, excavating, placing and compacting fill, utility trench backfilling,, structural excavating and backfilling, and all subsidiary work necessary to complete the grading of the developed areas to conform with the lines, grades, and slopes shown on the plans. Terms used in this section are defined as follows: • Percent Compaction is the required in -place dry density of the material, expressed as a percentage of the maximum dry density of the same material as determined in the laboratory by ASTM Test Method D1557 (Modified Proctor). • Optimum Moisture Content is the moisture content (percent by dry weight) corresponding to the maximum dry density of the same material as determined by ASTM Test Method D1557. • Moisture - Sensitive Soil is on -site soil containing more than 5 percent fines (silt- or clay -sized particles) based on the fraction passing the 3 /4-inch sieve. • StructuraI Fill is fill material placed and compacted in areas that underlie structures or pavements. The native Weathered and Unweathered Glacial Till soils are moisture sensitive due to their high fines content. Therefore, we do not recommend use of this material during the wetter months, generally between October and May. The deeper, Advance Outwash deposit may be suitable for use during these periods. • Select Fill Material is imported soil consisting of clean, free- draining sand and gravel containing less than 5 percent fines (silt and clay sized particles) based on the fraction passing the 3/4 -inch sieve. 5.2.3 Quality Control The contractor should be made responsible for quality control of the earthwork. As the geotechnical engineer provided by the owner, we can observe and test the contractor's work for conformance with the geotechnical aspects of the plans and specifications. The contractor should be required to provide us with every reasonable facility for checking the workmanship for conformance. We will prepare a daily record of our observations and tests, which will be made available to the contractor and to the owner. You may wish to consider making the contractor responsible for retesting work if it fails to meet the requirements of the plans and specifications, and for the associated costs of such retesting. The contractor should submit samples of each of the required earthwork materials to the geotechnical engineer for evaluation and approval prior to use. The samples should be submitted at least 4 days prior to their use and sufficiently in advance of the work to allow the contractor to identify alternative sources if the material proves unsatisfactory. 5.2.4 Seepage Control Runoff or groundwater seepage that would interfere with the contractor's work should be controlled during construction. Control may consist of temporary drainage ditches or subsurface drains either of which may remove water by gravity drains or use of sumps. Installation of such measures should be the contractor's responsibility. 5.2.5 General Excavation General excavation consists of removing unsuitable on -site soils to sufficient depth to achieve design grades. The contractor should be responsible for excavating and disposing of or reusing excavated materiaL Estimated depths of excavation range from approximately 2 to 5 feet, depending on the specific location. In general, the on -site soils can be excavated using standard earthmoving equipment. If earthwork operations are performed during periods of wet weather, these soils will deteriorate in the excavation process. Foundation bearing may also become disturbed, requiring repair. C R171111111S 1101 Marna Pr G.accert R...( dna -14- AGI TECHNOLOGIES After design grade is reached, exposed soils should be proofrolled to identify soft or unstable areas requiring additional excavation and replacement with Structural Fill Proofrolling should be accomplished with a heavy, rubber -tired vehicle such as a loaded dump truck or a steel drum vibratory roller. Soft soils encountered during proofrolling should be excavated and replaced with Structural Fill. All final surfaces exposed by the complete excavation should be finished true to line and grade and present a smooth, firm surface. After a rainfall, construction equipment should be prevented from traveling on the exposed site subgrade until the soils have been allowed to dry sufficiently. Otherwise, traffic activity on the wetted subgrade will degrade the exposed materials and result in additional excavation of the disturbed materials. Such additional excavation should be performed at the contractor's cost. 5.2.6 Structural Excavation The work addressed in this section covers excavation and backfill for structural elements such as the proposed building foundations and parking and drive areas. Excavation for footings should be performed after site preparation is completed and any necessary Structural Fill has been satisfactorily compacted in accordance with the specifications. Excavation of footings should be made so as to avoid disturbing or loosening adjacent soils. Footing excavations should extend into Foundation- Bearing material to the depth shown on the plans. Excavations should be kept free of water at all times and all loose material should be removed from excavations prior to placement of formwork, reinforcing steel, concrete, or backfilL The contractor should inform the geotechnical engineer after the footing excavations have been completed and before placement of reinforcing steel, formwork, or concrete. We will then observe foundation excavations and provide written confirmation that the footings bear on the expected Foundation- Bearing material During wet weather, in areas where the exposed subgrade consists of Moisture - Sensitive Soils, the contractor should take measures to protect foundation excavations once they have been approved by the geotechnical engineer. These measures could include, but are not limited to, placing a layer of pea gravel, crushed rock, or lean concrete on the exposed subgrade, or covering the exposed subgrade with a plastic tent. If additional overexcavation is required because the subgrade was not protected, the cost of such additional work should be borne by the contractor. During dry weather, the contractor should take measures to protect the foundation excavation's exposed subgrade soils from drying out. These measures may include watering the subgrade as necessary. If the subgrade soils dry out and become loose, they should be moisture conditioned and recompacted to the Percent Compaction specified. After placing foundation concrete, backfilling with Structural Fill should be performed. 5.2.7 Structural Fill Construction This section covers placement and compaction of earth materials to create Structural Fill. If grading is performed during the wet winter months, generally October through May, we recommend that On- Site Fill Material be used only if it has been drained sufficiently well to achieve the required compaction. n WOfl1[91S MI tams.. AGI TECH'.O1O .IES The On -Site Fill Material or Select Fill Material should be moisture conditioned to within 3 percent of Optimum Moisture Content, placed in level lifts not exceeding 8 inches in loose thickness, and compacted to the specified percent compaction to produce a firm and unyielding surface. If field density tests indicate the required Percent Compaction has not been obtained or the surface is pumping and weaving under construction traffic, the fill material should be reconditioned as necessary and recompacted to the required Percent Compaction before placing any additional materiaL Fill slopes should be compacted by slope rolling and trimming, or should be overfilled and trimmed back to plan grade to expose a firm, smooth surface free of loose material. 5.2.8 Utility Trench Backfilling and Compaction This section covers backfilling of all utility trenches. The contractor should be responsible for the safety of personnel working in utility trenches. We recommend all utility trenches, but particularly those greater than 4 feet in depth, be supported in accordance with state and federal safety regulations. Utility trench backfill should consist of Structural Fill constructed as recommended in the preceding paragraph of this report. If backfilling is performed during periods of wet weather, it may not be possible to achieve adequate compaction with On -Site Fill Material unless it is sufficiently well drained. Within building areas and the upper 2 feet below subgrade in pavement areas, utility trench backfill should be compacted to at least 95 Percent Compaction. Below 2 feet in pavement areas, it should be compacted to at least 90 Percent Compaction. Particular care should be taken to make sure bedding or fill material is properly compacted in place to provide adequate support to the pipe. Jetting or flooding is not a substitute for mechanical compaction and should not be allowed. 5.3 DRAINAGE 5.3.1 General This section covers the placement of aggregate drainage materials and drain lines in the areas and to the lines and grades shown on the plans. The materials that should be used are as follows : • Capillary Break should consist of a minimum of 4 inches of free- draining sand and gravel containing less than 5 percent fines (silt and clay size particles) based on the fraction passing the 3/4 -inch sieve. • Free - draining Granular Material should consist of clean, free- draining gravel or crushed rock meeting the requirements of Section 9 -03.12 (2), "Gravel Backfill for Walls," in the Standard Specs cations. 010.1111.215. - 16- AGI fECHNOLCK1ES • Drainpipe should be a smooth- walled, rigid PVC or other rigid pipe conforming to the minimum sizes and dimensions shown on the plans. Corrugated plastic pipe should not be used because it has a tendency to mush and become blocked, and is often laid without a gradient. • Vapor Barrier should consist of an impermeable membrane of reinforced plastic or equivalent material 5.3.2 Concrete Slab -on -Grade Drainage After all structural and utility trench backfills are satisfactorily compacted and subgrade preparation is completed, the Capillary Break should be placed in a manner to prevent segregation and should be compacted with appropriate vibratory equipment to provide a tight particle interlock. Any free water that has collected in the Capillary Break should be drained or removed by pumping before concrete is placed. The contractor should exercise care during installation of the Vapor Barrier to provide at least 12 inches of overlap between individual sheets. Care should also be exercised during construction to prevent puncturing or tearing the membrane. If such punctures or tears occur, the contractor should cover the affected area with an additional section of Vapor Barrier. 5.4 GEOTECHNICAL ENGINEER We recommend you retain AGI as the geotechnical engineer during construction to observe and test the geotechnical aspects of the contractor's work. At a minimum, this should include proofrolling, fill placement, and foundation preparation. Other observations may be required by permitting authorities. This will allow us to compare the actual conditions encountered with those expected by this investigation and to modify our recommendations, if necessary. We will be present at the site on a part-time basis to check that the contractor's work conforms with the geotechnical aspects of the plans and specifications. Our daily field reports and final report form an important record of construction. Observation and testing by the geotechnical engineer, however, should not in any way release the contractor from the responsibility of performing the work in such a manner as to provide a satisfactory job that meets requirements of the project plans and specifications, or from meeting contractual obligations to the owner. 5.5 CONSTRUCTION SITE SAFETY The scope of our services did not include construction safety practices and this report is not intended to direct construction means, methods, techniques, sequences, or procedures, except as specifically described, and then only for consideration in design, not for construction guidance. The contractor should be made responsible for construction site safety and compliance with Local, state, and federal requirements. The excavations were completed using a Ford 555E rubber tired backhoe. Disturbed soil samples were obtained by collecting grab samples from the excavator bucket The test pit locations were measured in the field by taping from existing building corners and property boundaries. Test pit elevations were estimated based on the site plan you supplied us and we assume that these elevations are relative to feet above Mean Sea Level (MSL). The locations and elevations should only be considered accurate to the degree implied by the location method used. The test pit excavations were monitored by our geotechnical engineer who laid out the test pit locations, examined and classified the materials encountered, obtained representative soil samples, and recorded pertinent information including soil sample depths, stratigraphy, soil engineering characteristics, and groundwater occurrence. Groundwater levels where recorded and are those existing at the time excavation was completed. Representative soil samples were obtained and were classified in accordance with the Unified Soil Classification System (see Plate Al). All samples were sealed to limit moisture loss, labeled, and returned to our laboratory for further examination and testing. The test pit logs, modified to reflect the results of laboratory examination and testing, are presented on Plates A2 and A3. The stratification lines, shown on the logs, represent the approximate boundaries between soil types; actual transitions may be either more gradual or more severe. The conditions depicted are for the date and location indicated only, and it should not necessarily be expected that they are representative of conditions at other locations and times. A brief description of the tests performed for this study Is provided below. The results of laboratory tests performed on specific samples are provided at the appropriate sample depths on the individual test pit Togs. However, it is important to note that these test results may not accurately represent in -situ soil conditions. All of our recommendations are based on our interpretation of these test results and their use in guiding our engineering judgement. AGI cannot be responsible for the interpretation of these data by others. In general accordance with our General Conditions, the soli samples for this project will be discarded . after a period of 30 days following completion of this report unless we are otherwise directed in writing. SOIL CLASSIFICATION As mentioned earlier, all soil samples are visually examined in the field by our representative at the time they are obtained. They are subsequently packaged and returned to our laboratory where they are reexamined and the original description is checked and verified or modified. With the help of information obtained from the other classification tests, described below, the samples are described in general accordance with the Unified Soil Classification System, ASTM Test Method D- 2487 -83, The resulting descriptions are provided at the appropriate sample location on the individual test pit logs and are qualitative only. The attached Soil Classification /Legend (Plate Al) provides pictorial symbols that match the written descriptions. MOISTURE CONTENT Moisture content tests were performed on several samples obtained from the test pits. The purpose of these tests is to approximately ascertain the in -place moisture content of the soil sample tested. The moisture content is determined in general accordance with the ASIM Test Method. The information obtained assists us by providing qualitative information regarding the anticipated moisture contents in material that may be used as on -site fill. The results of these tests are presented at the appropriate sample depths on the test pit logs. PARTICLE SIZE ANALYSIS AGI (FCNP.UIIX.ItS Limited particle size analyses were conducted on two soil samples to determine the percentage of fines (silt and day- sized particles) based on the fraction passing the 3 /4-inch mesh sieve. The information gained from this analysis helps us to qualitatively estimate the suitability of on -site soils for use as fill and the drainage characteristics of the undisturbed materiaL . The results of the test are presented on Plate B1 and at the appropriate sample depth on the test pit log. Sheet C -4 The residential driveway detail should show a 5 foot planter width instead of the 4 feet. Two bollards should be placed at the western end of Tract A. The bollards at either end of Tract A should be engraved with "Tukwila" and "15" in a circle. (See the copy of a photo showing the type face, size and location for letters and numbers.) On the bollard detail a 6 inch collar at the base would provide a maintenance mow strip. This sheet should indicate the construction details i.e. subbase for Tract A, B, and C. The vertical transition from Tract C to the end of S. 150 Place is not clear and should be shown in detail. Sheet C -11 Can the illumination poles be positioned such that the easternmost pole is closer to the west end of Tract A? Sheet C -2 All plans show a 15 and 5 foot wide driveway and sidewalk respectively for Tract C. yet the description on C -5 indicates that the total width varies from 20 - 28 feet. This needs to be clarified and shown on this drawing. In addition, driveway access to Lot 21 would be improved by having it off Tract C. The following signage issues are necessitated by Tract C as it is currently shown: "No Parking" signs in front of the adjacent house on S. 150 Place. Sheet C -5 Tract B should have 2.5 feet of all weather surface (crushed compact gravel ?) on either side of the paved surfaces in order to achieve a total width of 20 feet. The Detail sheet, GN1 from the tree permit application, should be combined with C -5 and . included in the utility set because it shows construction details for Tract A. I have concerns about the Fire Department's comment on the cul -de -sac. The City Council has approved the subdivision layout as it is shown and the road width exceeds the TMC standard of a minimum of 20 feet. If there is a turning radius issue then it should be identified as such and resolved accordingly.
