The survey was conducted for the purpose of structure demolition. In addition, the survey complies with the asbestos good faith survey requirements of Washington Administrative Code (WAC) 296 -62 -077, Puget Sound Air Pollution Control Agency (PSAPCA) Regulation III, Article 4. The asbestos survey was performed by accredited Asbestos Hazard Emergency Response Act (AHERA) building inspectors. A copy of the certificates are included in Appendix A. This survey consisted of a visual inspection, touching of suspect materials, and sample collection with analysis. Destructive investigation was performed. 1.1 Building information Dreamcraft Homes is developing the property which will require demolition of all structures. There area seven structures including three residences, three storage buildings, and one small barn. Refer to the site map in appendix B, drawing 5031. Residence #1: This house is located on the southeast end of the subject property. It is white with a blue /green trim. The house has a basement, main floor and a small loft that serves as a bedroom. The heating system appeared to have been a wood stove. There is gas supplied to the kitchen. Construction is typical wood frame with a concrete basement. The exterior is sided with wood. Roofing consists of composition roofing shingles on plywood sheathing. Interior flooring is hardwood floors throughout with sheet vinyl in the kitchen, laundry, both entries and the bathroom. Carpet has also been installed over the top of the wood flooring. Wall and ceiling systems are a combination of gypsum with paint or wood finishes. There is a 12- x 24 -inch nailed ceiling tile in the bedroom. The walls of the living room and bedroom are wood and /or press board. So is the ceiling of the living room. Domestic water pipes were uninsulated. Residence #2: The house is a single story residence constructed in the 1940's. Construction is typical wood frame with cement asbestos board siding on the exterior. Roofing consists of asphaltic shingles. The interior flooring is primarily hardwood except the kitchen and bathroom, which have sheet vinyl flooring. The heating is provided by an oil -fired central forced -air furnace. The furnace has been removed but the duct work remains. Domestic water pipes were insulated with a black insulation and a small amount of corrugated wrap (aircell insulation). Oa AIED -Tox NORTHWEST Residence #3: This building is partially burned. The roof has fallen into the interior of the structure. During the survey, representative samples were taken of suspect materials contained within the burned portion of the structure, as well as suspect materials on the exterior. It was a single story residence, typical wood frame construction, and has a garage on the east side. Residence #4 (12001 46111 Avenue South): This building is located on the north side of the subject property and is a single family, single story residence. It is wood framed concrete foundation. Flooring throughout is tongue and groove wood plank with carpet and sheet vinyl materials in various locations. Siding is wood with a tar sheet underneath. There is a combination of gypsum and fibrous board material on the walls and ceiling throughout the residence. Shack #1: This building is a wood frame garage with a flat roof. There is an asphaltic board on the east side. It is approximately 10- x 12 -feet and is located on the north side of a concrete pad in the center of the subject property. Shack #2: This building is a wood frame shed -like structure with a metal roof. It is approximately 10- x 12 -feet and is located on the west side of the property, north of residence 1. Shack #3: This building is a wood frame shed -like structure with a composition roof. It is approximately 8- x 8- feet and may have been used as a dog house. It is located in the west side of residence 1. Barn: This building is a wood frame shed -like structure with a composition roof. It has a dirt floor, although plywood and other wood products are lying directly on the dirt. It is located on the west side of the property by the concrete pad. The building is in poor condition. 1.2 Asbestos Summary The AHERA regulation, 40 Code of Federal Regulations (CFR) 763, is the primary governing regulation when performing asbestos surveys. This regulation was originally enacted for school buildings but has since been applied to public and commercial buildings by the Asbestos School Hazard Abatement Reauthorization Act (ASHARA) in 1994 and in 1995 by the Occupational Safety and Health Administration's (OSHA) worker protection regulations, specifically 29 CFR 1926.1101(k) and in the state of Washington, WAC 296 -62 -077. PSAPCA also requires compliance with AHERA's survey and sampling requirements. This applies during any renovation or demolition activities where suspect asbestos - containing material may be disturbed. AHERA defines suspect asbestos - containing materials (ACM) as one of three categories. They are "surfacing materials "(i.e., sprayed fireproofing, popcorn ceiling texture, etc.), "thermal system insulation "(TSI) (i.e., pipe or building insulation, etc.), and "miscellaneous materials" (i.e., flooring material, roofing, construction mastics, etc.). Med -Tox Northwest's building inspectors surveyed each building for these materials and sampled them as required. For a list of all materials sampled for asbestos and homogeneous sample numbers, refer to Appendix C. The following table shows the ACM identified in each building. In addition, on the southeast side of the residence there is a pile of soil and building debris from site work operations approximately 4 -feet high that has CAB intermittently dispersed throughout. This pile and the sides of the residence will require sifting and raking to remove CAB. 2.0 LABORATORY ANALYTICAL METHODS 2.1 Asbestos - Containing Material Testing A total of 83 bulk samples (some multiple layered) were analyzed by polarized light microscopy (PLM), dispersion staining EPA Method 600 /R- 93/116. Med -Tox Northwest is accredited through the National Voluntary Laboratory Accreditation Program (NVLAP) of the U.S. Department of Commerce. This accreditation does not constitute endorsement, but rather a finding of laboratory competence. Our NVLAP participant number is 102021 -0 (see certificate in Appendix E). The laboratory analytical report, which provides detailed layered analysis, is in Appendix D. 3.0 CONCLUSIONS /RECOMMENDATIONS ACM's have been identified in Residence #1, #2, #3, and #4 and in Shack #1. Residence number 2 is scheduled for relocation to another site and may not require removal of all asbestos - containing materials. Care will be required to ensure the CAB siding is not disturbed or damaged during relocation (All of the CAB should be removed prior to relocation). The ACM on the remaining buildings must removed prior to demolition of the structures. Care will be required to ensure that existing CAB around Residence number 3 is cleaned from all of the vegetation and soils. In addition, the abatement contractor selected for asbestos abatement should perform additional investigation in the burned structure, Residence #3. Although this survey included representative sampling from the burned areas, an abatement contractor can be more intrusive since they are better equipped for demolition activities. We do not expect additional materials to be identified, but, given the burned condition, it is recommended. The results of this survey are required to be made known to the demolition contractor prior to demolishing the buildings. Prior to abatement of ACM, notifications must be filed with the Washington Department of Labor and Industries (L &I), and PSAPCA, and remain on -site during the duration of abatement. 4.0 LIMITATIONS A good faith effort has been made to identify ACM in the Tukwila residential structures. Destructive investigation was performed in order to identify all possible suspect materials. Med -Tox Northwest performed this sampling consistent with the level of care and skill ordinarily exercised by professionals currently practicing under similar conditions in the area.
