RE: WELLS FARGO BANK #92780 / TUKWILA, WA
Michael Jenkins of the City of Tukwila Planning Department has
advised me that mechanical screening for roof top units is not
required if the unit sits further than 10' in from the edge of the
roof and does not exceed 20' in height.
Based upon this conversation, it appears as though the mechanical
screening is not necessary.
Please advise as to your decision.

Sealskin® A
The Industry Standard
Description
Sealskin is a rigid mineral aggregate
insulation board composed of expanded
perlite, cellulose binders, and water-
proofing agents. Its tough top surface
(Sealskin) is treated to retain bitumen for
a tight bond with the membrane. Avail-
able in 24" x 48' and 48" x 48" boards.
Uses
• A thermal insulation and base for most
membranes over any structural deck.
• A layer to protect pure foam insula-
tions from hot asphalts.
• A protective layer over soft insulations
susceptible to traffic damage.
• When FM and /or UL approved systems
are specified.
Benefits
• Tough, heavy Sealskin on top surface
retains asphalt to tightly bond the
membrane.
• Most cost-effective thermal perfor-
mance for moderate R- values.
• Performance proven for more than 30
years.
• Guaranteed as a substrate by most
single ply and BUR membrane
manufacturers.
• Resistant to water penetration.
Note: international Permalite, Inc.
recommends the use of a layer of perllte
over foam insulation to minimize the
potential of BUR blistering.
Standards & Compliance
Sealskin is in compliance with:
• ASTM Standard C728 (which
supersedes Federal Specification
1111.1- 529b).
• UL Class A constructions on both
combustible and non - combustible
roof decks.*
• UL requirements of (TGXX) metal deck
assemblies.

General
This specification is for use over any type of structural deck
which is not nailable and which offers a suitable surface to
receive the roof, Poured and pre -cast concrete decks require
priming with Manville Concrete Primer.
It is also for use over Fesco, Fes -Core, Fesco -Foam, Ultra -
Gard Gold, UltraGard Premier or other approved insulations
which are not nailable and which offer a suitable surface to
receive the roof. Insulations should be installed in accordance
with Manville Insulation Specifications 500, 501, 502, or 503.
Refer to the Manville Industrial /Commercial Roofing Systems
Manual, It can also be used over Manville Recover Specifica-
tions RC -1, RC -2, RC -3 or RC -4. This specification is not to be
used directly over gypsum, lightweight insulating concrete
decks, either poured or pre -cast, or over fill made of light-
weight insulating concrete.
Design and installation of the deck and /or roof substrate
must result in the roof draining freely to outlets numerous
enough and so located as to remove water promptly and
completely. Areas where water ponds for more than 24
hours are unacceptable and will not be guaranteed.
Note: All general instructions contained in the current Manville
Industrial /Commercial Roofing Systems Manual should be
considered part of this specification.

Flashing details are available on separate specification sheets

Application
Note: On roof decks with slopes up to 1" per foot the roofing
felts in mineral surfaced specifications may be installed either
perpendicular or parallel to the roof incline.
Using GlasPly Premier or GlasPly IV, start with a piece 9"
wide, then over that, one 18" wide, then over that, one 27"
wide, then over all three, a full width piece. The following felts
are to be applied full width, overlapping the preceding felts by
27 1/2" so that at least 4 plies of felt cover the substrate at all
locations. Install each felt so that it is firmly and uniformly set,
without voids, into the hot asphalt (within 25 °F of the EVT)
applied just before the felt at a nominal rate of 23 lbs. per
square over the entire surface. When installed over insula-
tions, more or less than 23 lbs. per roofing bitumen
may be needed due to the absQ,r "r 't`aNlation.
AUG 3
Specification 5GIC
c
Prior to application of GlasKap, cut the cap sheet into
handleable lengths (12' - 18'), lay the material out on the roof
and allow it to relax and flatten. To accommodate a full width
sheet, apply a mopping of hot asphalt, approximately 20 °F
above the EVT, at a nominal rate of 23 lbs. per square. (This
higher temperature maximizes the bonding of the cap sheet
to the ply felts.) Then flop the cap sheet into the hot asphalt.
On subsequent courses, the cap sheet is positioned upside
down, directly over the sheet in the preceding course such
that the side lap area is exposed. Care should be taken to
maintain 2" side laps and 6" end laps. Asphalt is applied in
the same manner as before, however, it is also applied to the
exposed side lap area of both the preceding and current cap
sheet. The top cap sheet is then flopped into place. The cap
sheet must be firmly and uniformly set, without voids, into the
hot asphalt with all edges well sealed.
At ambient temperatures below 70 °F, refer to the cold
applications sections in the Manville Built -Up Roofing
Systems Products and Specifications Manual or the Manville
Industrial /Commercial Roofing Systems Manual.
Asphalt should meet the requirements established in ASTM
D 312. Never heat the asphalt above the Flash Point (FP).
Heating above the Finished Blowing Temperature (FBT)
should be strictly regulated and never allow for more than 4
hours to preclude asphalt degradation. If the Equiviscous
Temperature (EVT) is not available, heating guidelines are as
follows:
Asphalt Type
Heating Application

Nailing Requirements: On decks with a slope over 1" per
foot the roofing felts must be installed parallel to the incline
and must be nailed. Nailing strips shall be attached to the
deck, run perpendicular to the incline, be capable of retaining
the nails securing the roofing felts, have the same thickness
as the insulation, and be at least 3 1 /z" wide. Wood nailing
strips shall be provided at the ridge and at the following
approximate intermediate points:

Locate a nail at each nailer, spaced 3/4" from the leading edge
of the felt. Nails must have a 1" minimum diameter cap.
Where capped nails are not used, fasteners must be driven
through caps having a minimum diameter of 1".
Termination of a continuous cap sheet MUST occur at a
nailer. At points of termination, locate 5 nails at each nailer.
The first nail is to be spaced 3/4" from the leading edge of the
cap sheet, with the remaining 4 nails spaced approximately
8' /z" o.c. with the nails staggered across the width of the
nailer to reduce the chance of the cap sheet tearing along the
nail line.

The submitted application documents identify the use of one layer 3/ inch R -2.08 insulation
to replace the existing roof insulation. Washington State Energy Code Section 1132•.1
would require prescriptive insulation values of R -21 or R -30. The permit applicant must
provide the required insulation R- values per W.S.E.C. or document how proposed insulation
will comply otherwise.
