structure is to be repaired or replaced, in which case a Residential Building
Permit is required:
COMMERCIAL REROOF: If roof structure is to be repaired or replaced, a commercial building permit
will be required.

Narrative describing existing roof, material being removed, and material being installed.
Pre - roofing inspection required by U.B.C. Appendix 1515.2.1.
1. 1994 Washington State Non - residential Energy Code requires documentation showing
roof insulation conforms with W.S.E.C. Section 1132.1 Exception #6. Documentation must verify one
of the following.
a) The subject roof is currently insulated or conforms otherwise with the W.S.N.E.C.
b) The r f will be insulated to conform with tl a required W.S.N. E.C. R- values.
2. Roofing manufacturer's specification and listing for fire retardant rat ng.
3. U.B.C. APPENDIX SECTION 1516 - BUILT -UP ROOFS: 1516.1 General. Built -up roof
covering shall be completely removed before applying the new roof covering. New roofing
conforming to Section 1503 shall be applied except that when the new roof is to be applied directly,to
a nailable deck which has residual bitumen adhering to it, a rosin -sized or other dry sheet shall be
installed prior to the installation of the new roof system.
EXCEPTION: The building official may allow existing roof coverings to remain when
inspection or other evidence reveals all of the following:
1) That the roof structure is sufficient to sustain the weight of the additional dead load of the roof
covering.
2) The roof deck is structurally sound.
3) Roof drains and drainage overflows are sufficient to prevent extensive accumulation of water.
4) The existing roof covering is securely attached to the deck.
5) The existing insulation is not water soaked.
6) Fire - retardant requirements are maintained.
NOTE: A certification letter is required prior to final inspection and sign -off of the permit.

PART 1 - DESCRIPTION
Provide all ,.labor, materials, equipment, supervision and
incidentals as needed to install a complete POLYGLASSTM
reinforced modified bituminous roofing system over a new or
approved, prepared existing roof substrate. All details of
installation shall conform to "POLYGLASST„
Specifications, Details and General Recommendations."
QUALITY ASSURANCE
1. Products used in the work of this Section shall be
manufactured by POLYGLASSTM or approved for use in
conjunction with the products manufactured by POLYGLASSTM.
2. The Roofing Contractor and his personnel shall be currently
approved by POLYGLASSTM as qualified to install the materials
of this section.
3. Do not apply roofing during inclement weather. Do not apply
roofing membrane to damp, frozen dirty, or dusty surfaces.
PART 2 - MATERIALS
BASE SHEET - POLYGLASSTM modified bituminous base
sheet, reinforced with a glass fiber mat and weighing
approximately 80 pounds per roll. There are approximately 200
square feet of finished base sheet coverage in each roll.

ROOFING MEMBRANE - POLYGLASSTM modified bituminous
roof membrane reinforced with a polyester mat, Top surface of
membrane is sanded. This material is packaged in a roll
providing approximately 100 square feet of finished roof
coverage and weighs approximately 90 pounds.

FASTENERS - Unless otherwise approved by POLYGLASSTh,
or specified by the architect, shall consist of fasteners and
plates of the size, type and quality required for FM Approval,
SURFACE COATING (Where required by specification) -
emulsion coating, asphalt latex emulsion roof surfacing
material, asphaltic based aluminum roof coating (fibrated or •
non - fibrated) or a colored acrylic coating, may be required to
meet necessary fire code approvals. Consult POLYGLASST,,,
Technical Service Department for fire rated assembly
information.
PRODUCT HANDLING
All materials, except those that are shop fabricated shall be
delivered to the job site with their original-labels intact. Bulk
materials shall be identified by the manufacturer as to
specification issued.
All materials shall be stored in accordance with the instructions
of the manufacturer prior to their application or installation. No
wet or damaged materials will be used in the application.
Materials stored on the job site shall be a minimum 4" off the
ground or the roof.
Application of all roofing shall be accomplished in such a way
that each area will be complete at the end of each days work._
All roof edges and incomplete flashing shall be protected
against water entry, particularly between work periods.

When ambient temperature is below 40 degrees F, care must
be exercised in handling and storing POLYGLASST„
membrane. Only rolls for immediate application shall be
exposed to the elements.
All masonry, concrete and sheet metal surfaces incorporated
into the roof system shall be primed with asphalt primer
meeting ASTM D 41 specification and allowed to dry prior to
installing bituminous roofing materials.
Wood curbs or nailers, where required, shall be pressure
treated with approved pressure treatment meeting AWAP
Standard P -S;
PART 3 - APPLICATION
PREPARATION
The roof surface which is to receive the POLYGLASSTM, roofing
system shall be smooth, clean, free from loose gravel, dirt and
debris, dry and structurally sound.
FOR REROOFING APPLICATIONS;
1. Remove existing roof fleshings from curbs and parapet walls
down to the surface of the roof. Remove existing fleshings at
roof drains and roof penetrations.
2. Remove all wet, deteriorated, blistered or delaminated
roofing membrane or Insulation and fill In any low spots
ocolirring as b result of removal work to create a smooth even
surface for application of new roof membranes.
3. Existing roof surfaces shall be primed as necessary with
asphalt primer meeting ASTM D 41 specification and allowed to
dry prior to installing the POLYGLASSTM roofing system.
INSTALLATION
Decks: prime where required, in accordance with requirements
and recommendations of the primer & deck manufacturer (if
applicable),
MEMBRANE:
Directly over the prepared /primed deck install ELASTOBASE,
or alternatively a Type G -2, glass fiber base sheet, with
minimum 3" side laps and 6" end laps, without wrinkles or
fishmouths. The base sheet shall be fastened with Factory
Mutual approved fasteners, appropriate for the specific deck
type and thickness. Length to be as recommended for Factory
Mutual required penetration of layers and deck.
Alternatively;
Install base sheet in a full coating of approved cold adhesive
(see MATERIALS section above), in accordance with the
adhesive manufacturer's recommendations and installation
instructions.
Directly over the ELASTOBASE install one ply of POLYFLEX.
Sheets shall be set with min. 3" side laps and min 6" end laps.
The rolled membrane sheet shall be set and. unrolled
approximately six feet to align sheets: A propane torch flame
shall then' be applied to the exposed, outer surface of the roll
(the membrane underside) until the surface reaches the proper
application temperature " (generally 350 to 400 degrees
Fahrenheit).
The roll Is then gradually unrolled to create a continuous heat
weld between the membrane and substrate. The remainder of
the roll is re- rolled and installed in the same manner. There
should be approximately 1/4" to 3/8" bleed out crf the melted
membrane backing adhesive at the overlaps. The laps shall
be top rolled using a six inch wide roller applying pressure over
the laps immediately after heat weld is completed.
All overlaps shall be checked and sealed. At all locations
where the lap is not sealed, a trowel shall be used to open the
lap, heat is to be applied with the torch into the lap to melt the
adhesive (on the back of the top roll) and seal the lap. Any
area where a satisfactory re -weld cannot be achieved shall
have a piece welded over,it, extending min 6" in all directions
beyond the unwelded seam.
The rolls of membrane shall be installed perpendicular to the
slope of the roof, starting at the lowest point of application,
wherever possible. Laps of sheets should be installe' so as to
shed water with the slope of the roof wherever practical. At any
intersection between different roof slopes, narrow valleys or
gutters (less than 3' wide) or similar details, install an additional
ply of smooth POLYFLEX under the cap sheet, extending
minimum 3" onto each surface.
FLASHINGS
The flashing shall be installed using POLYGLASSTM, flashing
sheets and min. 6" wide POLYGLASSTM stripping sheets. The
stripping sheet shall be installed with a minimum' of three
inches in both the horizontal and vertical surfaces. The flashing
sheets shall be installed with a minimum of six inches on the
horizontal surface and extend a minimum of eight inches above
the finished roof surface.
The flashing sheets shall be installed by the same heat weld
method used for the roof membranes. The top edge of the
flashing sheet shall be secured using a termination bar (only
when the wall surface above is waterproofed), or nailed 4" on
center and covered with an approved counter flashing.
Items related to reroofing operations such as sheet metal
gravel stops, roof vents, and similar items shall be incorporated
into the new roof system in accordance with the
recommendations described in the current issue of the
POLYGLASST,,, "SPECIFICATIONS AND DETAILS" manual.
APPLICATION OF SURFACING
Roof coating shall as applied as the surfacing material over the
membrane, as required by the specifier. Application of coating
shall be in accordance with the recommendations and
specifications of the coating manufacturer.

Based on the above, if a final inspection is not called for within ten (10) business days from the
