City Hall Council Chambers August 15, 2016 — 7:00 P.M.
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:05 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Dennis
Robertson, Verna Seal, Joe Duffie, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod.
CITY OFFICIALS
Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Turpin, City Attorney; Mike Villa, Police
Chief; Doug Johnson, Police Commander; Robert Eaton, Parks and Recreation Manager; Peggy
McCarthy, Finance Director; Laurel Humphrey, Council Analyst; Christy O'Flaherty, City Clerk.
SPECIAL PRESENTATIONS
New employee introductions.
Police Department:
Introduction and Oath of Office to Police Officer Zachary Line
Commander Doug Johnson introduced Officer Line to the City Council. Officer Line is a lateral hire from
Louisville, Kentucky, where he was a patrol officer and part of the special response team for civil
disturbances. He was born in France and moved to the United States at age 18 and has played college
basketball and semi - professional baseball. He also has a degree in criminal justice.
Mayor Ekberg administered the Oath of Office to Officer Zachary Line (Badge #227), and his wife pinned
on his badge.
Officer Line introduced members of his family in the audience and expressed his commitment to the City
of Tukwila.
Parks & Recreation Department:
Robert Eaton, Parks and Recreation Manager, introduced Gordon Hanscom and Matt Austin to the City
Council.
Mr. Hanscom is the Lead Parks Maintenance Specialist and was raised in Auburn, Washington. He has
worked in various City - related jobs, making him a great fit for this position.
Mr. Austin holds the Parks Maintenance Specialist position and owned his own landscaping company.
He also attended Clover Park Technical Institute to attain Landscape Management credentials. He looks
forward to using his skills in his position for the City.
Mr. Eaton introduced Deron Pointer to the City Council. Mr. Pointer works at Foster Golf Links providing
support in the Pro Shop. Mr. Pointer graduated from Washington State University and played football and
baseball and has a deep understanding of golf. He is currently the golf coach at Foster High School and
is taking on the role of coach for the Highline School District as well.

The Councilmembers welcomed the new employees to the City of Tukwila

Jacqueline Carroll, 16241 49'" Avenue South, commended Mayor Ekberg on his vision and City staff for
their implementation of the SeeClickFix system. She had been cleaning the street area near her home
for many years, when she called the City for assistance. She was told about the SeeClickFix system, and
she downloaded the app and utilized the system regarding her concern. Within 2 weeks, the situation
was resolved, with City staff responding immediately to spray weeds and then dig them out. Additionally,
she expressed concern regarding the 3 shooting incidents in the last 5 days in the City. She spoke with
Police staff, which has given her a greater feeling of confidence during these troubling times.
Angelina Benedetti from the Foster Library and Marie Parrish from the Tukwila Library Advisory Board
came forward to provide information regarding the "Be a part of the Art" event at the Foster Library on
August 20 from 11:00 a.m. -3:00 p.m. and August 21 from NOON -4:00 p.m. This event is for ages 5 and
older to join artist John Fleming to create art for the new library. Under tents in the Foster Library parking
lot, people are invited to come and paint designs on a section of a 30- foot -long steel blade, representing
their own design /flag. All art supplies will be provided.
CONSENT AGENDA
a. Approval of Minutes: 8/1/16 (Regular)
b. Approval of Vouchers #372756- 372868; #160801- 160802 in the amount of $1,238,529.84
c. A resolution supporting the City's efforts to obtain economic development funding from the Port of
Seattle. RESOLUTION NO. 1888

d. Authorize the Mayor to sign a construction management agreement with AECOM Technical Services
for the Andover Park East Water and Sewer Replacement Project in the amount of $532,893.84.

e. Authorize the Mayor to sign a design consultant agreement with KPG, Inc., for the Crystal Springs
Emergency Surface Water Repair Project in the amount of $59,979.68. (Emergency Resolution No.
1887) [Reviewed and forwarded to Consent by the Utilities Committee on 819116.]
f. A resolution authorizing submission of an application for grant funding assistance for the Riverton
Creek Flap Gate Removal Salmon Recovery Project ( #16 -1892) to the Salmon Recovery Funding Board
as provided in RCW 77.85, WAC 420 and other applicable authorities. RESOLUTION NO. 1889

MOVED BY DUFFIE, SECONDED BY HOUGARDY THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7 -0.
REPORTS
a. Mayor
Mayor Ekberg attended the Action Tukwila event on August 13, 2016 and the summer festival at the
Vietnamese Martyrs Church on August 12 and August 14, 2016. The celebration at the church was
indicative of Tukwila's diversity and had almost 8,000 participants.
b. City Council
Councilmember Robertson said he was in Sitka, Alaska last Monday for a fishing vacation which is why
he was unable to attend the last Council meeting.
Councilmember Seal emphasized that the Action Tukwila community potluck was amazing, as was the
Somali soccer tournament.
Council President Duffie thanked all of those involved in the Action Tukwila potluck, and he reported that
he attended the ground breaking for the Pedestrian Bridge.

Councilmember Hougardy attended the recent Soundside Policy meeting. Additionally, she attended the
ground breaking event for the Pedestrian Bridge and the ribbon cutting for the J.C. Penney appliance
store. She also attended the "Come Sit at Our Table" potluck put on by Action Tukwila, and she was
impressed that people came and went all day and there was always plenty of food.
Councilmember Quinn expressed condolences to the family of the teen who perished in the recent
shooting. Mr. Quinn attended the community potluck and commended the 20 core people who moved
forward with what seemed like an impossible feat. He thanked the Mayor and City Administration for their
support in making this happen and commended 2 staff members from Public Works who worked hard all
day at the event. He was moved by so many citizens coming out on a very hot day to activate this space
with food, music and a strong sense of community. Additionally, he attended the Vietnamese Martyrs
Church summer festival and the Somali soccer tournament.
Councilmember Kruller extended kudos to all those involved in the Action Tukwila event. While she could
not attend, she followed the news media reports and found it inspiring. She hopes this will plant a seed
and become a tradition in Tukwila. She expressed pride for the United States as it relates to the recent
Olympic events in Rio Brazil, emphasizing the inclusion of refugees in the Olympics who have no country
to call their own.
Councilmember McLeod was very involved in the Action Tukwila potluck and commended the business
community for their support by way of donations and sweat equity in making the event a success. He
found it inspiring to see different religious leaders introducing themselves at the event and having
conversations and getting to know each other. He did his best to represent the Council in the street
soccer event with one goal and one assist.
C. Staff
David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions.
d. City Attorney
There was no report.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Council President Duff ie expressed support for his brother -in -law and many others in Louisiana suffering
from flooding - related incidents.
Councilmember Seal expressed the highest regard to Sam and Linda McLeod, parents of Councilmember
McLeod, for the level of support and "pitching in" without being asked at the Action Tukwila community
potluck.
EXECUTIVE SESSION - Potential Litigation — Pursuant to RCW 42.30.110(1)(i) — 45 minutes
Mayor Ekberg announced that the Council will go into Executive Session to discuss Potential Litigation —
Pursuant to RCW 42.30.110(1)(i). It will last no more than 45 minutes, and no decisions will be made
during the Executive Session. No action will be required in the Open Meeting after the Executive Session
has concluded.
