SPECIAL MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCEIROLL CALL
Mayor Pro Tempore Duffie called the Special Meeting of the Tukwila City Council to order at 7:05 p.m.
and led the audience in the Pledge cfAllegiance.
ROLL CALL
Dana Almberg - Dideon, Administrative Support Technician, called the roll of the Council. Present were
Councilmembers Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas
McLeod, and Council President Joe Duffie (in the role of Mayor Pro Tempore).

CONSENT AGENDA

MOVED BY ROBERTSON, SECONDED BYHOUGAR8Y THAT THE CONSENT AGENDA BE
APPROVED AS SUBMITTED. MOTION CARRIED 7-0.
REPORTS
a' Mayor
Mayor Ekberg was not present.
b' City Council
Councilmember Robertson commented that Waste Management did not pick up recycling this past week.
Counci|member Seal participated in the BaA Part of the Art painting project mtFosbarLibnaryon
Saturday, August 20, 2016. She stated parking issues around the light rail station were discussed in the
Transportation Committee meeting; there have been a lot of people "tailgating" in front of people's
houses. The "No Parking" signageisaproblem.
Councilmember Hougardy attended the King County Regional Transit Committee meeting on
Wednesday, August 17.2D1S. They are working on the Long Range Plan; she also stated access ho
transit isan issue et park and ride lots. Chris {)'C|oire from Metro will work with the City toaddress
solutions. Ms. Hougardy attended the Be A Part of the Art painting project at Foster Library on Saturday,
August 28.2O1G. She has been communicating with a neighbor who appears to have a halfway house
operating next tuthem. She will be working with them and staff and has encouraged the community
member toaftenda Council meeting.

Councilmember Quinn has heard concerns from residents about traffic sign adjustments and a new turn
lane at S. 154th. He would like an update regarding this issue, including budget information. He feels this
could be a hazard and may need to be taken to Transportation Committee. His family participated in the
Be A Part of the Art painting project at Foster Library on Saturday, August 20, 2016. He referenced an
Informational Memo from the Community Affairs and Parks Committee agenda packet from this evening
regarding the Tukwila International Boulevard Comprehensive Plan. He will ask the Council Analyst to
provide the memo to all Councilmembers.
Councilmember Kruller commented that she is aware of the Waste Management issue because of
postings on social media sites. She suggested Waste Management may have a way to post a message
explaining what happened and what will be done. She attended the Port of Seattle Harbor Tour on
Wednesday, August 17, 2016 and participated in the Be A Part of the Art painting project at Foster Library
on Sunday, August 21, 2016. Members of the Church by the Side of the Road helped out at the Tukwila
School District this past weekend, getting facilities ready for the school year. She saw that this past
weekend was the Tukwila Garage Sale and requested information on how many people participated.
Councilmember McLeod participated in the Port of Seattle Harbor Tour on Wednesday, August 17, 2016.
Mayor Pro Tempore Duffie participated in the Port of Seattle Harbor Tour and visit to the Columbia Tower
on Wednesday, August 17, 2016.
c. Staff
David Cline, City Administrator, stated he and his family participated in the Be A Part of the Art painting
project at Foster Library on Sunday, August 21, 2016. He also attended the Washington City /County
Management Association (WCMA) conference in Walla Walla this past week; he was elected President
for this next year. Part of the role in leadership is outreach to the next generation; he will be teaching
some classes.
d. City Attorney
The City Attorney was not present.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Mayor Pro Tempore Duffie asked if there were any citizen comments.
Sharon Mann, 4452 South 160th Street, reported that she spoke to David Della at Waste Management
regarding the issue of recycling being missed this week, and he stated that the recycling pickup would be
done by 6:00 p.m. this evening.
EXECUTIVE SESSION — Collective Bargaining — Pursuant to RCW 42.30.140(4)(a) — 90 minutes
Mayor Pro Tempore Duffie announced that the Council will go into Executive Session to discuss
Collective Bargaining — Pursuant to RCW 42.30.140(4)(a). It will last no more than 90 minutes, and no
decisions will be made during the Executive Session. No action will be required in the Open Meeting
after the Executive Session has concluded.
7:30 p.m. Mayor Pro Tempore Duffie called a brief recess to allow the audience to exit the Council
Chambers, and the Councilmembers entered the Hazelnut Conference Room to conduct the Executive
Session.

8:41 p.m. UNANIMOUS CONSENSUS EXISTED TO ADJOURN THE SPECIAL MEETING.
