REGULAR MEETING
MINUTES
CALL TO ORDER Council President Steve Mullet (Mayor Pro -Tem) called the
Regular Meeting of the Tukwila City Council to order and led the
audience in the Pledge of Allegiance.

VISTA End of project report
CITIZEN COMMENTS
CONSENT AGENDA
Karen Wright and the VISTA Volunteers presented their End of
Project Report on activities, accomplishments and
recommendations.
The Council praised the VISTA Volunteers and the Coordinators
for the outstanding job they did for the City.
Kathy Stetson, 13258 40th Avenue South, commented that since
she lives so close to the Community Center, she was able to hear
the music from one of the events the VISTA Volunteers had
sponsored. She thought it was great.

amount of $613,084.14.

A CONTRACT FOR THE 62ND AVENUE SOUTH ROCKERY
REHABILITATION PROJECT TO PARSONS BROTHERS
ROCKERIES, INC. IN THE AMOUNT OF $47,430.47.*
Earnst clarified that this contract is targeted specifically for the
62nd Avenue South Rockery Rehabilitation Project.

PROPOSED ORDINANCE BE READ BY TITLE ONLY.

City Attorney Cohen read an ordinance of the City Council of the
City of Tukwila, Washington, raising the maximum limit on
income necessary for senior citizens and disabled persons to
qualify for reduced water rates; amending section 14.04.240 of the
Tukwila Municipal Code; and setting an effective date.
MOVED BY DUFFIE, SECONDED BY CRAFT, TO APPROVE
ORDINANCE NO. 1714 AS READ.*
Doerschel clarified that the ordinance does not apply to families,
only senior citizens (married couples) and disabled persons.
The Council expressed concerns that this specific ordinance had
not been before a council sub committee nor a Committee of The
Whole for discussion.
Councilmember Hernandez suggested that the Finance Director
consider options that would create a standard document that is
always current, rather than having to come before the Council
every other year to amend the TMC.
Doerschel agreed that options to standardize the ordinance should
be explored.

PROPOSED ORDINANCE BE READ BY TITLE ONLY.
City Attorney Cohen read an ordinance of the City Council of the
City of Tukwila, Washington, amending Chapter 14.16 of the
Tukwila Municipal Code, to raise the City/Metro rate for sanitary
sewer service due to an increase by the Metropolitan King County
Council, and to increase disposable income criterion for senior
citizens and disabled persons to qualify for reduced sewer rates;
repealing Ordinance Nos. 341; 376; 405; 462; 587; 666; 857; 913;
934; 935; 1007; 1144; 1249; 1352; 1380; 1402; Section 3; 1407,
Section 4; 1540; 1541; 1612; and 1667; and setting an effective
date.
MOVED BY DUFFLE, SECONDED BY EKBERG, TO
APPROVE ORDINANCE NO. 1714 AS READ.*
Doerschel clarified that the Metro sewer rates will increase from
$15.90 per month to $17.95 per month effective 1/1/95; and, the
disposable income will increase from $24,000 per year to $26,000
for senior citizen discount criteria. He also explained that
repealing all of the various ordinances noted above will expedite
the amendment process. As it stands now, staff have to go back
and amend each individual ordinance every time an amendment is
made.

City Administrator McFarland reported that Mr. Roger Baker's
complaint regarding the noise made by Burlington Northern
Railroad is still being looked in to. There have been problems in
trying to assess the situation. However, Burlington has pledged to
work with the City to try to find ways to mitigate some of the noise
at night in the transfer yard. McFarland says he will have more to
report after he has met with their Public Relations Specialist.
Allan Ekberg suggested the City look into utilizing the services of
an intern to pull together all of the different definitions and
terminologies that are within the various City ordinances and group
them together into one Master Definition Ordinance.
