ROLL CALL JOE DUFFIE; JOAN HERNANDEZ; STEVE MULLET, Council President; ALLAN EKBERG; DOROTHY DeRODAS. Craft, Robertson excused MOVED BY HERNANDEZ, SECONDED BY MULLET, TO EXCUSE COUNCILMEMBERS CRAFT AND ROBERTSON. MOTION CARRIED OFFICIALS Agenda Amended Mayor Rants requested the Bid Award be moved ahead of the Tukwila Pond Park presentation. BID AWARD Minkler Blvd. Sewer Line/ Interim Street Design Robertson arrived 5:45 p.m. CITIZEN COMMENTS None SPECIAL PRESENTATION Tukwila Pond Park Designs RHONDA BERRY, Asst. City Administrator; ROSS EARNST, Public Works Director; DON WILLIAMS, Parks Recreation Director. MOVED BY MULLET, SECONDED BY DeRODAS, TO AWARD A CONTRACT TO TRI -STATE CONSTRUCTION CO. IN THE AMOUNT OF $1,364,356.33 FOR THE MINKLER BLVD. SEWER LINE REPLACEMENT AND INTERIM STREET DESIGN PROJECT. MOTION CARRIED. Robert Murase, Lorraine Sako, and Charles Klimas of Murase and Associates presented four design concepts for development of the Tukwila Pond Park to the full Council and members of the Pond Board. Schemes A,B, and C were presented to the Community Affairs and Parks Committee on August 22nd. Pond Board members were also present at this meeting. The fourth design, Scheme D, was developed following the sub committee meeting. It combined many of the features of Schemes A and C which the majority of the participants at the August 22nd meeting favored. (See Community and Parks Committee meeting minutes, attached.) Tukwila City Council Special Meeting August 29, 1994 Page 2 Special Presentation (con't) NEW BUSINESS Tukwila Pond Project Landscape and Design Contract Murase Following discussion it was the consensus of the group to direct the Murase firm to continue developing the concept shown in Scheme D with the addition of some type of shelter, other than glass, for year -round use. MOVED BY EKBERG, SECONDED BY MULLET, TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH MURASE ASSOCIATES, INC. IN THE AMOUNT OF $43,018 FOR LANDSCAPE AND PARK DESIGN SERVICES FOR THE TUKWILA POND PARK PROJECT.* Councilmember Hernandez noted that the master model was listed as a separate cost. She asked for the estimated cost of this portion of the project. Lorraine Sako responded that at a minimum the cost for the model would be $4,000. Mayor Rants stated that this cost should probably be borne by the non profit board. Rants explained that Council's role at this point is to approve a contract to get a design, get a master plan put together, so that the non profit board can move forward in raising the funds for the project. Councilmember Robertson questioned the absence of a water quality analysis from the Scope of Work. Don Williams explained the original contract with Murase was over $60,000 and did have additional detailed work included such as additional site analysis and water quality analysis. Although a detailed analysis is not built into the construction of the park, it is one of the things the City will want to do at the Tukwila pond site. Williams further explained that the proposed contract contains a provision under the analysis section for all of the sub consultants to give a brief review, analyzing the sites and the permits that will be needed and the work that needed to be done. Councilmember Robertson questioned whether the source of the water, where it comes from, where it goes, is enough of an issue that the City would want to spend more money and possibly more time working that out in parallel with the conceptual design before the non profit group moves forward with fund raising process. Other subjects discussed but not resolved were the possible dredging of the pond and the adjacency issue. *MOTION CARRIED MOVED BY HERNANDEZ, SECONDED BY MULLET, THAT THE MEETING BE ADJOURNED.
