Approval of Minutes: 8/22/94 b. Approval of Vouchers: Nos.74012 through 74017 in the amount of $499,845.71 MOVED BY HERNANDEZ, SECONDED BY DUFFIE, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. OFFICIALS JOHN McFARLAND, City Administrator; ROSS EARNST, Public Works Director; LUCY LAUTERBACH, Council Analyst. Mayor Rants read Proclamations 1) designating the month of October 1994 as Crime Prevention Month, 2) designating October 27, 1994 as Turn Off the Violence Day. For the benefit of the residents in attendance, John McFarland reported the Mayor's office had received a phone call advising them that people are traveling through the City painting house numbers on curbs and charging the residents $15 for the service. The flyer that is being handed out by these individuals states that their project is endorsed by the Council on Neighborhood Safety and has the endorsement of local police and fire departments. McFarland clarified that the City is not part of this program and does not endorse this service. The City requires that house numbers are visible from the street. It does not require that house numbers be painted on the curbs. McFarland told the audience that if they find that their house numbers have been painted on the curb, they are under no obligation to pay for the service. MOTION CARRIED. City Administrator John McFarland read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, CHANGING THE NAME OF SOUTHCENTER BOULEVARD BETWEEN THE 6700 BLOCK AND THE 7000 BLOCK TO FORT DENT WAY. MOVED BY HERNANDEZ, SECONDED BY MULLET, TO APPROVE RESOLUTION NO. 1306 AS READ. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MULLET, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED McFarland read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, CHANGING THE NAME OF SOUTH 158TH STREET BETWEEN 51ST AVENUE SOUTH AND 53RD AVENUE SOUTH TO SOUTH 159TH STREET. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE RESOLUTION NO. 1307 AS READ. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. Tukwila City Council Regular Meeting October 3, 1994 Page 3 New Business (con't) REPORTS Mayor Council MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE RESOLUTION NO. 1308 AS READ. MOTION CARRIED. Mayor Rants clarified that October 24, 1994 is the date set for the public hearing. Mayor Rants reported he attended an informal Duwamish Coalition meeting last week with Councilmembers Mullet and Hernandez. The meeting consisted of a cruise up the river to the turning basin and back. During the trip the group noted enhancements that had been made to the riverbanks and improvements that had been made to benefit the habitat. They also observed properties that could be considered for redevelopment due to their encroachment on the river itself. The Port of Seattle funded the excursion. Councilmember Duffie reported Tukwila Elementary continues to experience unleashed dogs on the school grounds. Duffie said letters would be sent to parents notifying them that unleashed animals found on school property will be picked up by animal control. Duffie requested information on which ordinance the City follows Tukwila's or King County's. Councilmember Hernandez reported she attended the Planning Commission's public hearing on the Comprehensive Plan. Hernandez said Jim Haggerton did an excellent job facilitating the meeting. Hernandez also attended a consumer focus group meeting at the National Bank of Tukwila. The group met to share their ideas regarding what they felt were consumer credit needs of the community. Regarding animal control problems, Council President Mullet reminded Council that King County had promised that a new communications program would be instituted this month. Mullet suggested the City consider setting up its own animal control line to handle calls from residents who cannot get through to King County. Tukwila City Council Regular Meeting October 3, 1994 Page 4 Reports (con't) MISCELLANEOUS EXECUTIVE SESSION 7:37 p.m. 8:08 p.m. Councilmember Robertson reported he and Public Works Director Ross Earnst met with elected officials and public works staff from Burien, SeaTac, and Renton to discuss the RTA proposal and what the proposal means to those cities along the 1-405/518 loop connection. Robertson praised Earnst on the work he did in preparation of the meeting. SKCATBD will vote on a position on the RTA in two weeks. Councilmember Ekberg reported he attended the S.W. King County Chamber's Success Foundation charity banquet which was designed to raise funds for students to attend a business session during summer months. Ekberg said the event was a success and very well attended. Mayor Rants reported he will attend the Governance Committee of the Chamber of Commerce as an opponent to Valley General Hospital's levy rate increase. Mayor Rants announced the dates for the upcoming Vision Tukwila community meetings as follows: *October 25; Foster Presbyterian Church; 7 p.m. *October 26, Showalter; 7 p.m. *November 1; NC Machinery; 12 noon *November 1; Fellowship Bible Church; 7 p.m. *November 2; Tukwila Community Center; 7 p.m. MOVED BY DUFFIE, SECONDED BY EKBERG, TO ADJOURN TO EXECUTIVE SESSION FOR 30 MINUTES TO DISCUSS A LEGAL MATTER.
