Kenneth Johns; Expires 3/31/96 CITIZEN COMMENTS CONSENT AGENDA TUKWILA CITY COUNCIL REGULAR MEETING MINUTES Mayor Rants called the Regular Meeting to order and led the audience in the Pledge of Allegiance. MOVED BY MULLET, SECONDED BY EKBERG, TO EXCUSE COUNCILMEMBER ROBERTSON. MOTION CARRIED Mayor Rants read a Proclamation designating the week of November 13 -19 as American Education Week. None MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. Mayor Rants requested council's confirmation of his appointment of Kenneth Johns to the Community Oriented Policing Board. MOVED BY HERNANDEZ, SECONDED BY DUFME, TO CONFIRM THE APPOINTMENT OF KENNETH JOHNS TO POSITION #5 ON THE COMMUNITY ORIENTED POLICING BOARD. MOTION CARRIED. a. Andover Park West overlay acceptance Tukwila City Council Regular Meeting November 7, 1994 Page 2 OLD BUSINESS Financial Planning Model CIP Review Mayor Rants reported he would attend a joint meeting of the Eastside Transportation Board and the South King County Area Transportation Board on November 9th. The agenda includes discussion on RTA review of the ballot proposition, strategy for County Council approval, costs and financing, and regional and state funding issues. Rants said the present RTA proposal has $150 million set aside for a Bellevue to Tukwila exploratory rail system pointed toward high technology with or without Bellevue. Funding would be divided equally ($75 million each) and could used separately or together. The City must decide what group would handle the money for the southend. He suggested that the cities who are affected by the rail system, Tukwila, Renton, Newport Hills, Burien, SeaTac would be the most logical choice. Finance Director Alan Doerschel presented the CIP and Financial Planning Model for Council's initial review. Doerschel explained that $56 million dollars of money is budgeted to change hands in 1995. This amount includes $21 million in the General Fund. The remainder of the money is in the Enterprise Funds and Capital Funds. Council briefly reviewed the prioritized designations for parks and trails, residential streets, facilities, bridges and commercial streets with staff. Discussions will continue at the November 14th COW. REPORTS Mayor Rant's asked for Council's opinion regarding whether or not Mayor the City should maintain its membership in the PSRC (Puget Sound Regional Council). Rants recommended the City continue its membership. Councilmember Hernandez concurred stating that the City must stay in the organization and make its voice known even though we don't agree with some of their decisions. Councilmember Mullet also concurred and noted that the news media has not been very supportive of the southend cities. Councilmember Ekberg agreed that Tukwila needs to participate and be represented in government entities. Councilmember Craft said she felt the City should stay involved in PSRC to "protect itself". Councilmember DeRodas also agreed with staying in PSRC. Councilmember Duffie said the City should withdraw from both the PSRC and the ACC (Airport Communities Coalition) and let the City stand on its own two feet. Tukwila City Council Regular Meeting November 7, 1994 Page 3 Reports (con't) Rants reported that dues for Suburban Cities have increased by three percent to $3,800 for 1995. Council Staff Mayor Rants reported that the Countywide Planning Policies have been ratified by percentages of jurisdictions voting so it is immaterial whether Tukwila votes at this point. Rants also reported that the Metro/King County merger will cost everybody in the county at least $4 million a year more to do business in 1995 than it did in 1994. In 1996 there will be an additional $4 million on top of the 1995 expense. Rants said the charter calls for the county to take over after 1996, thereby saving taxpayers "a lot of money Rants reported the Council Analyst is drafting a letter for him to King County councilmembers regarding Boeing Field which will address curtailing night flights, take offs, and phasing out Stage II aircraft. Council asked that the letter also address mitigation measures such as insulating the homes most affected by the noise. Councilmember Duffie reported there would be a petition submitted to the Community Affairs and Parks Committee requesting a trail be put in near his home. Councilmember Hernandez reported she attended an Open House for the Tukwila Youth and Family Services and four Vision Tukwila meetings. She also attended a meeting of the Tukwila Pond Corporation where it was announced that Puget Power is contributing $10,000 to the pond trust fund. City Administrator John McFarland announced the Police Department passed the state accreditation process in outstanding fashion. 113 Council President Mullet announced that the Airport Cities Coalition (ACC) is requesting a contribution of $200,000 for 1995. Following a brief discussion, Council requested a public hearing be held on November 21, 1995 to hear public comments on funding of the ACC and the Regional Committee on Airport Affairs (RCAA) for 1995. The public works crew had the water valves shut down within 30 minutes and within two days repairs were completed.. McFarland praised the staff for their outstanding efforts.
