CALL TO ORDER Mayor Rants called the Special Meeting to order and led the
audience in the Pledge of Allegiance.

SPECIAL PRESENTATIONS Viki Witschger, Administrative Services Director, introduced new
employee Erica Heino, Administrative Clerk for the
Administrative Services Department. The Council gave her a
warm welcome.

SPECIAL MEETING
MINUTES
Ron Waldner, Police Chief, informed the Council that the Tukwila
Police Department had been presented an award a couple of weeks
ago at the State's Chiefs and Sheriffs Conference. The State
Association of Chiefs and Sheriffs has been the primary sponsor
for the Washington State Special Olympics Program. Officer Ted
Rutt and Sergeant Susie Hanson served as coordinators of the
Special Olympics Program and raised over $5,000. This placed us
among one of six police departments in the State to gain the
recognition of the Circle of Honor.
Mayor Rants spoke on behalf of the Police Accreditation Program,
stating that the Program is intended to provide law enforcement
agencies of Washington an avenue for demonstrating that they

meet commonly accepted standards for efficient and effective
service. Law enforcement executives that choose to have their
agencies accredited under this program will have examined all
aspects of their operation, policies and procedures that fit the law
enforcement requirements of their jurisdictions. Accreditation
reflects that the accredited agency was carefully measured against
an established set of standards and has met or exceeded accepted
practices in law enforcement. According to the Accreditation
Evaluation Team that was here three weeks ago, the Tukwila
Police Department set new standards for agencies seeking
accreditation in the State of Washington. The Mayor applauded
the leadership of Police Chief Ron Waldner for a job well done.

Alan Doerschel, Finance Department, briefed the Council that on
October 14th the Mayor submitted to the Council a Six -Year CIP
for the General Government (generally, the money for these
expenditures comes from sales and property tax revenues); and for
all of the Enterprise Funds (which come from the users, i.e. water,
surface water and utilities). They were all balanced with known
revenues, grants, and developer fees. They were essentially the
same plan that was adopted in 1994 -1999 with minor changes.
Colleen McFee, 3836 South 130th Street (corner of East Marginal
Way and 130th) commented that the overpass at Macadam over
South 133rd Street needs a higher clearance. She encouraged the
Council to address this issue as they continue to review the CIP.

Mayor Rants opened the second public hearing at 7:32 p.m.
Nada Hughes, National Bank of Tukwila and President -Elect for
the Southwest King County Chamber of Commerce for 1995,
thanked the Council on behalf of the Chamber for supporting their
1994 contract for services, and requested continued support for
1995. She gave a brief update of some of the accomplishments
made during 1994.

Amending surface water
billing procedures
Paula Jellison, former President of the King County Sexual Assault
Resource Center Board of Trustees; and currently working in the
King County Prosecutor's Office as the Director of Community
and Legislative Affairs, commented that the City's continued
funding of KCSARC indicates the commitment to the Sexual
Assault problem, and to preventing further acts of this type of
violence. She thanked the Council for their continued support.
Kate Kado, Director of Resource Development at Community
Health Centers of King County, commented that her organization
has been serving the citizens of Tukwila since 1971. She thanked
the Council for their past support of basic health care services for
low income and uninsured Tukwila residents; and she encouraged
support of these services again for 1995.
The Mayor closed the public hearing at 7:35 p.m.

City Attorney Cohen read an ordinance of the City of Tukwila,
Washington, amending Ordinance No. 1549, as codified at TMC
14.32.020, 14.32.030, 14.32.050 and 14.32.060, relating to the
storm and surface water utility billing practices and definitions;
repealing Ordinance No. 1719; providing for severability; and
establishing and effective date.
MOVED BY DUFFIE, SECONDED BY MULLET, TO ADOPT
ORDINANCE NO. 1720 AS READ.*
Councilmember Robertson informed the Council that this
ordinance was discussed at last week's Committee of The Whole
Meeting, and changes are primarily administrative.

1995 Budget Reports

REPORTS
Evelyn Boykan, Human Services Coordinator; and Sarah
Skoglund, Human Services Advisory Board Chair, were present to
present human services budget recommendations for 1995 through
1996. Contract awards will span two years pending positive
performance in the first year of service.. The Board reviewed 31
proposals submitted by organizations for a total of almost
$400,000. In keeping within a limited budget, the Board made
some difficult decisions that included recommending decreases in
five proposals, rejecting four proposals, but adding four new
programs to the City's Human Services Program for 1995 and
1996. Boykan Skoglund thanked the Council for their support.
The Council continued review of the 1995 Proposed Budget; and
the 1995 -2000 CIP Projects, making additions, deletions and other
changes to the Six Year proposed Capital Improvement Plan.
It was the consensus of the Council to forward budget discussions
to the December 5, 1994 Regular Council meeting; then on to a
December 12, 1994 Special Meeting for continued review.
Mayor Rants reported he had received a letter of commendation
from the Washington State Department of Transportation TransAid
Service Center. The Center annually conducts a project
management review of selected cities On September 28, 1994,
such a review was conducted on the Southcenter Parkway Project.
The Center found that the City Engineer (Ron Cameron) and his
staff administered the project in accordance with the required
procedures and were commended for their professional
management of this project.
The Mayor also distributed copies the King County International
Airport's Strategic Master Plan.
The Mayor informed the Council that he had received letters from
two cities, Kirkland specifically, addressing the King County
Policies. They wrote a letter approving the policies and listed three
areas that would not work in their city: densities, jobs and
housing. He said the City needs to take action with a resolution,
listing the areas of disagreement therein.

resolution urging the members of the King, Pierce and Snohomish
Counties to confirm and continue their participation in the
Regional Transit Authority. He said he will deliver this same
message for the City of Tukwila when he meets with RTA this
Thursday.
Councilmember Hernandez reported that she had attended the
Human Services Round Table meeting on November 17; a
breakfast meeting at Southcentral School District on November 16;
and the Foster Community Club meeting the evening of November
16 where they discussed Code Enforcement. She also attended
Open House for the Youth Option Program held at the YWCA on
November 15.
Councilmember Robertson reported he had attended South King
County Area Transportation Benefit District (SKATBd) Special
Meeting this morning to discuss the RTA's recommendation.
Someone has said that the RTA proposal does not adequately
address the need for high- capacity transit connecting centers on the
Eastside with those in South King County. SKATBd urged King
County and the other Councils to affirm their participation in the
RTA and support placing the ballot issue before the voters.
