CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

Robertson excused MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO

Wendy Morgan, 15144 65th Ave. S., urged Council to pass the
human services budget as it stands calling it a thoughtful program
that helps people to help themselves. Morgan also urged some
level of funding for the log cabin so it can be used by the Historical
Society.

MEMORANDUM OF AGREEMENT AMENDMENT. MOTION

City Administrator John McFarland read AN ORDINANCE OF
THE CITY OF TUKWILA, WASHINGTON, ADOPTING THE
ANNUAL BUDGET OF THE CITY OF TUKWILA FOR THE
FISCAL YEAR 1995.
Councilmember Duffie spoke against approving the 1995 budget
since hearing there would be a reduction in property tax revenues
in the new year. Duffie opposed continued spending on new
projects and improvements, stating he felt residents would rather
have safer neighborhoods instead of new developments and streets
and other things the City is putting money into. Duffie said the six
year street plan should continue.
Mayor Rants explained that before the budget could be passed,
Council needed to approve the the list of proposed budget cuts to
match the one percent reduction that Councilmember Craft had
requested. The list was forwarded to Council on December 16th.
Rants said that with the proposed cuts, the budget is balanced.
Doerschel reviewed the proposed changes to the budget ordinance
which reflected the one percent reduction.

REPORTS
EAST MARGINAL WAY FROM 1995 TO 1997; REMOVE
$90,000 FROM REPAIRS AND OVERLAY AND PLACE IT IN
THE ENDING FUND BALANCE.**
Councilmember Robertson explained that Council's intention is to
delay as much expenditure as possible in 1995 until they have time
to look at the whole issue of the budget. Council wants
specifically to look at residential revitalization.
Councilmember Hernandez said she is opposed to taking out the
$90,000 for Repairs and Overlay, but would support the
amendment as long as Council was looking at it as a deferment and
not a cut.

Finance Director amended the Street/Arterial Street (104) fund to
reflect the sales tax reduction and the removal of the East Marginal
Way project.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ,
TO APPROVE STREET /ARTERIAL STREET CHANGES AS
PROPOSED BY THE FINANCE DIRECTOR. MOTION
CARRIED WITH DUFFIE VOTING NO.
Councilmember Ekberg suggested the following changes to the
1995 Goals: Page 39, remove first bullet under Program Goals,
Dedication of maze and historical marker at Duwamish Park: page
113, remove the word "comprehensive" from the Public Works
administration's new goal for development of a comprehensive
neighborhood revitalization plan.
MOVED BY MULLET, SECONDED BY HERNANDEZ, TO
ADOPT THE PROPOSED GOAL CHANGES. MOTION
CARRIED.
*MOTION CARRIED WITH DUFFIE VOTING NO. THE 1995
BUDGET IS ADOPTED AS AMENDED.
Mayor Rants announced that he will run for re- election in 1995.
