ROLL CALL Councilmember excused OFFICIALS SPECIAL PRESENTATIONS Tukwila Pond Project TUKWILA CITY COUNCIL JOE DUFFIE; JOAN HERNANDEZ; JOYCE CRAFT, Council President; DENNIS ROBERTSON; ALLAN EKBERG; STEVE MULLET. MOVED BY HERNANDEZ, SECONDED BY ROBERTSON, TO EXCUSE COUNCILMEMBER DOROTHY DE RODAS FROM TONIGHT'S COUNCIL MEETING. MOTION CARRIED. JOHN McFARLAND, City Administrator; LUCY LAUTERBACH, Council Analyst; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; DON WILLIAMS, Parks and Recreation Director; JACK PACE, Senior Planner. Don Williams briefed the Council that the consultants had successfully completed the site studies on the Tukwila Pond Project. He said the purpose of the work was to investigate existing site conditions and options for improvements; and, to study whether or not a park in the western upland area could be built with limited adverse effects to the remainder of the site. Three firms were selected to complete the study: Dames Moore completed environmental and geotechnical work; KCM completed hydrology and water quality analysis; and Springwood studied site wildlife, plant and water quality conditions. Murase Associates served as coordinator, reviewer, and facilitator. After the presentations, a very lengthy discussion ensued with the Council agreeing to postpone making a decision on this issue until they've heard from the Tukwila Park Pond Committee. It was suggested that the Park Pond Committed be invited to a Community Affairs and Parks Committee meeting scheduled for Monday, January 30, 1995, beginning at 5:00 p.m., to discuss options, the City's vision, and the net effect of this project. NEW BUSINESS Authorize Mayor to sign easement with WSDOT Authorize Mayor to sign property agreement with WSDOT Steve Lawrence, 4461 South 144th, commented on behalf of the Foster Community Club and distributed a letter supporting the same. The letter, in essence, stated that the Foster Community Club wholeheartedly supports the concept of having a greater police presence along Highway 99. a. Approval of Vouchers: Nos. 76333 thru 76548 in the amount of $774,773.30 MOVED BY HERNANDEZ, SECONDED BY DUFFIE, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. The Council agreed to removed the Bid Award for purchase of police patrol vehicles from the agenda due to no bids being received for the proposal. MOVED BY EKBERG, SECONDED BY DUFFIE, TO AUTHORIZE THE MAYOR TO SIGN EASEMENT WITH WASHINGTON STATE DEPARTMENT OF TRANSPORTATION (WSDOT) FOR DRAINAGE FACILITY IN SOUTHCENTER PARKWAY RIGHT -OF -WAY (SR -5, SOUTH 178TH STREET TO SOUTH 126TH STREET).* Councilmember Ekberg explained that the Transportation Committee had reviewed this issue and agreed that the drainage facility is necessary due to the HOV and truck lane improvements that will extend north and south -bound on I -5. *MOTION CARRIED. MOVED BY EKBERG, SECONDED BY DUFFIE, TO AUTHORIZE MAYOR TO SIGN PROPERTY AGREEMENT WITH WSDOT CONCERNING A PORTION OF THE SR -405, GREEN RIVER INTERCHANGE, PARCEL NO. 1- 13996, THAT LIES SOUTHEASTERLY OF SOUTHCENTER BLVD.* Councilmember Ekberg explained that WSDOT purchased a parcel of property at the north easterly corner of Fort Dent Way and Special Meeting Minutes January 23, 1995 Page 3 New Business Property agreement with WSDOT (Cont'd) ADJOURN TO COMMITTEE OF THE WHOLE 9:39 p.m. Interurban Avenue in conjunction with limited access acquisition for the Southcenter Blvd. (Grady Way to 68th Avenue) construction project. The proposed agreement with WSDOT preserves the City's ability to purchase this property. Decisions regarding the property do not have to be made for approximately nine months. *MOTION CARRIED.
