MEETING MINUTES
CALL TO ORDER Council President Joyce Craft called the Committee of The Whole
Meeting to order.

JOHN McFARLAND, City Administrator; LUCY
LAUTERBACH, Council Analyst; ROSS EARNST, Public Works
Director; RON CAMERON, City Engineer; DON WILLIAMS,
Parks and Recreation Director; JACK PACE, Senior Planner.
Jack Pace called the Council's attention to the memo from Rick
Beeler to the Mayor, dated January 20, 1995, which was included
in the packet. The memo stated that the Planning Commission is
deliberating on the draft Plan which is to be supplemented by
Urban Center alternatives from the Tukwila Tomorrow Committee.
The memo outlined the 1995 Work Plan for Completion of the
Comprehensive Plan Update as follows:
Tukwila Tomorrow completion January
Planning Commission review completion March
Revisions and publication April
City Council review and adoption completion August
Revisions and publication September
Pace emphasized that the schedule includes the Council receiving
the Planning Commission's recommendation the first part of April.
In anticipation of that, a meeting will need to take place with the
Council (in February) to discuss a process for reviewing the
document.

Council President Craft inquired if this was the plan the Council
had requested a couple a weeks ago.

4. Comp Plan and Zoning Map to Council April
5. Ping. Comm. gets Development Regulations -April
6. Planning Commission finishes Regulations June
7. City Council review and adoption /completion October

Councilmember Robertson suggested other councilmembers
accompany Councilmember Duffie to the Planning Commission
meeting this coming Thursday to discuss Comp Plan schedules.
Robertson and Ekberg agreed to attend.
The Council expressed concerns that they had been misinformed.
It was their understanding that a detailed schedule for the process,
including options for reviewing all parts of the Comp Plan along
with general time frames and implications for workload would be
available for Council review at tonight's meeting.
McFarland explained that the new DCD Director had recently
come on board and he (McFarland) wanted to give him a chance to
get acquainted with the staff, the department goals and objectives
and how he wishes to proceed. McFarland said today was the first
day the new director was able to devote full attention to the
development of zoning regulations.
Pace responded that this is part of it. He would like to come back
in February with a specific detailed Plan. The February date would
allow for coordination of public notices for open houses with the
Council's work sessions and hearings.
After a lengthy discussion, Council President Craft summarized the
schedule as she understood it from tonight's discussion:
Pace stated he will return to the Council in early February to work
out a calendar of specific dates for work sessions, briefings as well
as dates for public hearings.

Review grant applications Ross Earnst, Public Works, briefly reviewed the list of projects to
for various public works be considered for funding. He stated that the City expects other
projects. requests this Spring. State TIA and UATA grant applications
along with ISTEA applications are due in the next two (2) months.
A plan for project submittals has been prepared based on priorities,
budget, and submittal categories.

REPORTS
The new DCD Director informed the Council that today was his
first full day on the job. He said his priority was to review the
Comp Plan issues in terms of scheduling and other concerns in an
effort to keep the process moving forward. He said by the early
February meeting, DCD will provide concrete information that the
Council can react to.
After a brief review of the list of projects, the Council agreed to
complete the discussion at their upcoming Retreat
MOVED BY EKBERG, SECONDED BY DUFFIE, TO EXTEND
THE MEETING BY APPROXIMATELY FIVE MINUTES.
MOTION CARRIED.
Mayor Rants announced there will be a three months
demonstration train ride on the new commuter rail beginning
Saturday, January 28, from Everett to Edmonds, and Seattle to
Kent. The first ride has been designated for elected officials and
community leaders only.
Councilmember Robertson suggested the Council consider
modification to the Community Center Plans to provide for a
road/path that would allow accessibility to boat ramps on the river.
He said the most effective way to resolve the problem, however,
would be to focus attention on bridges where trails run underneath.
Those are unconstrained areas for boat launching. Robertson
stated that the cost for two (2) boat ramps would cost under
$10,000.
It was the consensus of the Council to hold further discussions on
this issue at future Sub Committee meetings.
Councilmember Ekberg reviewed various materials the Council
should take to the upcoming Council Retreat.

ADJOURNMENT
11:25 p.m.
City Administrator McFarland announced a meeting that will be
held at South Central School District auditorium tomorrow night.
The topic for discussion "Making Tukwila History Come Alive."
Councilmembers were encouraged to attend.
McFarland also informed the Council of a meeting he had attended
this past Friday on Senate Bill 5038, which is the Regional
Governance Bill. He said there are 162 districts of government in
King County that have to meet by March 1st and agree upon what
issues would be handled regionally, locally, and how revenues
would be disbursed to handle the same. A subsequent meeting will
be held near the end of March where time will be dedicated to
flushing out the Suburban Cities' agenda on this same issue.
