HomeMy WebLinkAbout2016-09-06 Transportation MinutesTRANSPORTATION COMMITTEE Meeting Minutes • . f - 1 • City Council Transportation Committee September 6, 2016 - 5:30 p.m. - Foster Conference Room, 6300 Building Councilmembers: Dennis Robertson, Chair; De'Sean Quinn, Joe Duffie (Absent: Verna Seal) Staff: David Cline, Bob Giberson, Robin Tischmak, Ryan Larson, Peggy McCarthy, Vicky Carlsen, Craig Zellerhoff, Gail Labanara, Laurel Humphrey Guests: DJ Tiller, resident; John Miller, resident CALL TO ORDER: Acting Committee Chair Robertson called the meetingto order at 5:30 p.m. I. PRESENTATIONS Mr. Miller addressed the Committee with concerns about Tukwila Urban Center Pedestrian /Bicycle Bridge construction project detours that are unsafe for bicyclists and pedestrians. He encouraged the City to consider these impacts when designing future detours. II. BUSINESSAGENDA A. 53rd Avenue South (South 137th Street - South 144th Street) Roadway Layout Status Staff provided the Committee with an update on the 53rd Avenue South (S. 137th - S. 1441h) Project, which was last discussed at the February 16, 2016 Transportation Committee meeting. At that time, four roadway options were presented with varying amenities requiring different amounts of right -of -way donations from adjacent property owners. Staff held an open house and sent a follow -up mailer in March to gauge property owner interest in donating ROW to the City in order to receive street enhancements such as landscaping and bike lanes. The City learned there is minimal interest from the majority of the property owners in donating their property. Therefore, the proposed new roadway design will include two 11.5 foot sharrow lanes, two 5 foot sidewalks, 2 feet on each side of the roadway for retaining walls, and a 3 foot planter area on the west side to provide room for illumination poles and utilities. Some property owners were interested in donating land for landscaping and City staff and KPG will continue to work with them. INFORMATION ONLY. B. Proposed 2017 -2018 Biennial Budget - Residential and Arterial Streets Staff provided a preliminary overview of the proposed 2017 -2018 Budget and Capital Improvement Programs for Residential (103 Fund) and Arterial (104 Fund) Streets. Staff expects minor adjustments and the addition of a CIP page for Interurban Avenue South and will return to Committee with those changes. Chair Robertson questioned the appropriateness of combining bond with mitigation on 42nd Avenue South. Councilmember Quinn suggested that Councilmembers consider lessons learned since the policy decision to Transportation Committee Minutes ................................................................................... ............................... September 6, 2016 fund undergrounding of utilities, and to be aware of the tradeoffs due to the high associated costs. DISCUSSION ONLY. RETURN TO COMMITTEE. III. SCATBd No report was given. IV. MISCELLANEOUS Per a recent request from Councilmember Quinn, the Transportation Committee will be notified of traffic control revisions when appropriate. Southcenter Boulevard and 52nd Avenue South: In response to numerous complaints about drivers turning left from 52nd, a "left turn pocket" was created on Southcenter Boulevard. Staff will look at ways to make the curbing more visible via reflectors. 4V Avenue South and Interurban Ave S: The white stop bar was moved further back on 48t" Ave S to allow for a larger turn radius for right hand turns from Interurban Ave S when vehicles are stopped at the light.
