PRESENTATIONS II. BUSINESSAGENDA A. Supplemental Agreement: South 144th Street Phase II Project Staff is seeking Council approval of Supplemental Agreement No. 5 with KPG, Inc. in the amount of $78,250.38 for the South 1441h Street Phase II Project. Only two construction bids were received for the original design and both were rejected due to being over budget. This supplement will be for the redesign work needed to prepare for a second advertisement this fall. The total includes $29,563.90 in reimbursable funds for Seattle City Light design and $48,686.48 in Tukwila redesign /rebidding costs. Funds for the supplement will come from the 2016 construction budget and the entire project budget has been revised to include $362,000 in additional Traffic Impact Fees from Tukwila Village. UNANIMOUS APPROVAL. FORWARD TO SEPTEMBER 26, 2016 COMMITTEE OF THE WHOLE. B. Transit Network Plan Update The Committee continued discussion of the draft Transit Network Plan. The next step for the Plan is to solicit additional public feedback regarding the conclusions and recommendations, and then present a revised draft to the Committee at a later date. The Committee requested no additional changes at this time. DISCUSSION ONLY. C. Kin Cg ounty Metro Park & Ride - Interurban Avenue South King County Metro closed the small auxiliary Park & Ride lot on Interurban Avenue South in 2014, eliminating 41 spaces. Residents have contacted the City to complain about the lack of available parking options in this vicinity and have at times mentioned interest in a resident - only program. King County Metro provides service to the region and does not offer a residential program or allow cities to provide special parking privileges on its property. Staff suggested that the Council could choose to lease the vacant lot for $12,000- 20,000 per year and implement a residential permit parking program which would have additional costs Transportation Committee Minutes ................................................................................. ............................... September 19, 2016 associated with signage, mirror hanger permits, and enforcement. The City could also pursue an agreement with King County Metro to reinstate the lease of the small lot with funding paid by the City, again at up to $20,000 per year. Councilmember Quinn asked that staff investigate the possibility of providing parking spaces at Foster Golf Links, potentially sectioning off an area and charging a fee for use. These spaces could also be resident -only. The Committee requested additional information on this proposal and indicated a desire to reconsider the other option for the City to lease the small lot if Foster Golf parking proves unfeasible. RETURN TO COMMITTEE. D. Update on Parking at Sound Transit Light Rail Station Staff provided the Committee with an update on the Settlement Agreement with Sound Transit regarding parking at the Tukwila International Boulevard Light Rail Station. Per the Settlement Agreement, Sound Transit is required to monitor parking usage and offsite impacts relating to the Station, including the submission of parking studies to the City. Thelastupdate was in April 2016, and others are due in October 2016, April 2017, and September 2017. The requirement to provide additional parking at TIB was deferred to December 31, 2017 and will be based upon results in the last study as well as impacts from the new station at South 20011 St. The Angle Lake Station will open on September 24, 2016 and include 1,120 parking spaces. Councilmember Seal mentioned that traffic control at the TIB Station has been very inadequate on game and event days. INFORMATION ONLY. E. Turnover of Public Infrastructure: 138xx Macadam Road South Staff is seeking Council approval to accept the Bill of Sale and Public Storm Drainage Easement for a value of $72,172.50 from JK Monarch, LLC. This represents a turnover of public sidewalk, curb, gutter, street paving, and storm drainage system for the Macadam 7 Lot Short Plat infrastructure project, in which seven houses will be built. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 3, 2016 REGULAR CONSENT AGENDA. F. Proposed 2017 -2018 Biennial Budget - Residential and Arterial Streets The Committee continued its review of the proposed 2017 -2018 budget for the Residential (103 Fund) and Arterial (104 Fund) Streets, including discussion of the high costs of undergrounding certain projects and the possibility for savings that could be directed to other projects or more safety features. Staff responded that the last adopted CIP included Council direction for undergrounding on 42nd and 53rd and the projects have been so designed and incorporated into this balanced budget proposal. Finance staff distributed a chart indicating General Fund debt service if the two bond proposals are adopted. The Committee discussed that the bond debt will have to be considered with the entire budget and the City's overall debt. DISCUSSION ONLY. FORWARD TO COMMITTEE OF THE WHOLE. III. MISCELLANEOUS At full Council, Councilmember Kruller raised concerns about safety at intersections at South 135tH Street and 34t1 Avenue South, South 137t1 Street and 3411 Avenue South, and South 14P Street and 65t" Avenue South. Staff will conduct engineering analysis to determine if stop signs are warranted, which is the typical process. Councilmember Seal asked about the criteria for deciding a request should be investigated, which comes with a cost to the City. Before a stop sign is installed, research on accident history, pedestrian safety and traffic volumes are all considered. Chair Robertson suggested that since this request was raised at a Council meeting and received consensus to go to Committee, it would serve as a good educational opportunity for the Council.
