Dear Mr. Lancaster,
I am the project manager representing Group Health on the construction of their new parking garage
at their facility in Tukwila. Construction of the parking garage and main entrance reconfiguration is
nearly complete. We have been working with Jim Morrow, Director of Public Works, to allow
Group Health to occupy the garage upon completion of the construction and prior to 100%
completion of the main entrance if we provide traffic control. This morning we were informed that
we need to have this request reviewed by your department in order to facilitate approval for
temporary occupancy.
The parking structure is complete and we are getting the; necessary inspections this week. The
parking area along the south side of the garage is 100% complete. The main entrance work is
underway with about 60% of the work complete as of today. This work is expected to be complete
January 5, 2001.
I have information from your department outlining how we can pursue a bond to allow for
temporary occupancy. The bulk of the work that is incomplete at this time is the landscaping for the
south portion of the new main entrance driveway and the planting areas along East Marginal Way
South. The project general contractor, Foushee, has estimated the cost of this work and a bond has
been prepared for the cost of work times 150 %. ..
With the construction complete, our goal is to obtain approval to occupy as soon as possible. Our
plan was to occupy the garage on Monday, December 18. We are requesting your review and
consideration for Group Health to temporarily occupancy the parking garage until the remainder of
the landscaping work can be installed, reviewed and approved. Any assistance to expedite the
review process would be much appreciated. Please don't hesitate to call me at 206 - 988 -2713 if you

The following represents the costs to relocate the main entry driveway to the ROC East
facility. It is based on Lance Mueller's sheet A1.1, Revision #6 dated September 14, 2000,
Barghausen's sheets C1 -05, Revision #5 dated September 14, 2000 and Main Street
Design's sheet L -1, Revision #2 dated July 11, 2000. Additive costs are as follows.
Total Additive Costs CP #14, Revision #1 $274,408.00
This figure specifically excludes the following.
• WSST
• Removal of the trellis at the NW corner of ROC East
• Removal and replacement of the existing curb, gutter and sidewalk from the
north edge of the current driveway to the property line
• Removal and replacement of the section of sidewalk shown as new west of the
turn around loop.
We have allowed $10,000 for adjustments to existing utilities per notes 16, 17, 18 & 24 on
sheet C4. The balance of this Change Proposal is per plan. Timing has been figured per the
attached project development schedule dated September 25, 2000 depicting a complete
overlap of the garage schedule.

In response to Group Health's September 19, 2000 submittal (Revision #1), the Planning Department has the
following comments:
Landscaping:
1. Per TMC 18.52.020 attached, a Type II landscape perimeter is required in this zone to screen
parking areas. Per TMC 18.52.030(B) attached, please add shrubs and living ground cove-along
the north side of the entrance driveway (which is also the south side of an on -grade parking area).
There must be at least one shrub planted every 5 feet and living groundcover must reach 90%
coverage in three years. No shrubs or living groundcover were indicated on your plans for this
particular area (although "lawn" is shown on a planting detail, it is not shown on the plant list).
Additionally, to meet screening requirements and to balance your landscape design, please extend
the planting of Pyrus calleryana in an easterly direction (running to the end of that parking area).
2. You must also add shrubs and living ground cover on the south side of the entrance driveway (which
is also the north side of an on -grade parking area). There must be at least one shrub every 5 feet
and the living groundcover must reach 90% coverage in three years. No shrubs or living
groundcover were indicated on your plans for this particular area (although "lawn" is shown on a
planting detail, it is not shown on the plant list).
3. Although a scale was not provided, the "Lawn /Planting Bed Detail" indicated a significant slope in a
sample planting bed. Please provide additional planting details to describe how the rootball for trees
and shrubs will be stabilized in this scenario. Additionally, in the absence of living groundcover,
please address how mulch will be prevented from migrating and eroding on the slope.
PLEASE NOTE: If a change should be required by the Building Department in the configuration of the on-
grade parking area(s) or the location of the handicapped parking, the Planning Department must again
review your revisions for compliance with TMC 18.52 (Landscaping) and TMC 18.56 (Parking).

The Short Subdivision Committee has completed their review of the above - referenced short plat application.
Based on the City's review . of your short plat submittal, short plat preliminary approval is granted subject to
the conditions stated below.
There are three basic steps in the approval process: Preliminary Approval, Final Approval and Recording.
These three steps and their requirements are described as follows:
I. Preliminary Approval of Short Plat
This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short
Subdivision Committee and approved with conditions. The conditions imposed are to ensure that the
short plat is consistent with the City's policies and regulations.
A. PRELIMINARY APPROVAL CONDITIONS
1. General
a. Submit a survey map for the short plat as described in the application
checklist which is consistent with all of the conditions of approval. The
survey must show the legal descriptions before and after the short plat.
The surveyor's original signature must be on the face of the short plat and
must have adequate margins meeting King County recording requirements.
b. All required common improvements must be constructed by the owner of
the property and must be accepted by the City or a bond posted by the
owner for construction of same, prior to the short plat being filed (TMC
17.24.030). Said bond shall be in an amount equal to 150% of the

estimated cost of complete construction of such improvements as
determined by the Director of Public Works.
2. Landscaping
a. Based on the information provided on your "Site Plan Significant Trees
Retention /Removal Plan" submitted June 15, 2001, you are proposing to
remove eleven significant trees from slopes that are greater than 20 %.
These trees are currently located on proposed Lots 1, 8 and 9. Per TMC
18.54.050 and TMC 18.54.130(3)(b), you must replace these eleven trees
with twenty -nine trees. The face of the plat shall contain the following
condition:
Prior to the issuance of the final Certificate of Occupancy for each
house on each of the nine lots, the following condition shall be met
(for each lot, respectively): a minimum of three evergreen and /or
deciduous trees will be planted on each of eight lots and a
minimum of five evergreen and /or deciduous trees will be planted
on the remaining lot. The minimum size of each tree shall be a 2.5
inch caliper for deciduous trees and a 6 to -8 foot height for
evergreen trees.
b. The final design of the proposed vault in Tract A will be subject to approval
of the Directors of Public Works and Community Development prior to
issuance of final short plat approval. Approval of the design of the vault is
dependent upon the satisfaction of the following objectives:
i) creation of a visual barrier around the vault through the appropriate
and adequate use of evergreen plant materials and /or a fence or
masonry wall; and
ii) the vault is designed for ease of maintenance and nuisance
control.
3. Easement and Turnover Documentation
a. The proposed short plat references certain easements and covenants. The
easement and covenant documents must be submitted prior to final short
plat approval. They will be recorded at the time the short plat is recorded.
The required documents include:
(i) Tract A Deed with notarized signatures, legal description, drawing
showing location and completed King County Excise Tax form.
(ii) Drainage easement with notarized signatures, legal description
and drawing showing location.

(iii) Utility easement with notarized signatures, legal description and
drawing showing location:
(iv) Drainage covenant with notarized signatures.
(v) Any additional undisclosed easements, deeds and /or covenants.
b. All documentation necessary for turnover of infrastructure shall be provided
to the City as a condition of final short plat approval.
B. EXPIRATION
The final short plat must be filed with the King County Department of Records by August
29, 2002, twelve months from the date of this preliminary approval or the application will
expire. The City may grant one six -month extension if requested in writing prior to the
expiration date.
II. Final Approval
The next step is to submit the necessary short plat documents in compliance with the conditions of
approval. After the documents have been found to be in order, and the all of the requirements of the
short plat have been met, the Chairman of the Short Subdivision Committee signs your short plat
which constitutes a grant of final approval.
III. Recording
It is your responsibility to record the City approved short plat documents first with the King County
Department of Records. The short plat is not complete until the recording occurs and copies of the
recorded documents are provided to the Department of Community Development.
The signature of the Chairman of the Short Subdivision Committee certifies that your short plat is
ready for recording. You will need to pay the recording fees and submit your approved original short
plat to the King County Department of Records (206- 296 - 1570).
After recording, the County returns the recorded originals to the City of Tukwila within 4-6 weeks, at
which time your short plat is considered complete. You can shorten this processing time by hand -
delivering a copy of the recorded short plat to me.

comments. You will not need to install these under a City Franchise
Agreement, because the water and sewer will be installed while the property
belongs to Keystar.
2. Provide a letter from Zipper Zeman Associates stating the design meets the
geotechnical requirements.
3. Provide two itemized cost estimates for ALL work and a performance bond
for 150% of the highest estimate.
4. Provide site distances and reference for method used to determine them.
5. Provide lighting calculations per the Draft Infrastructure Design and
Construction Manual I provided you.
6. For all public infrastructure provide plans, profile, material specifications, and
installation specifications.
7. On the permit plan set show:
• The vault access at a right angle to S. 130th St., 20' wide, and
having the appropriate turning radii at the right of way.
• Show removable bollards at the detention vault access.
• Show location of the power vault and other elements of the lighting
system.

Building and mechanical permits were issued for three new homes. Average square footage per
home is 2,500 square feet.
Group Health Parking Garage (12400 East Marginal Way SI
The building permit for the 3 -tier 201,892 square foot parking garage was issued. This $9
million project will begin construction immediately.
OTIIER
Light Rail - Sound Transit and the FTA have scheduled an "Agency Scoping Meeting" for the
Tukwila Freeway Route Supplemental EIS. The meeting will be held at the Tukwila Community
Center on August 10, at 10:30 AM. This is not a "public meeting," but is aimed at interested
Federal, State and local government "technical" personnel. The stated intent is to solicit input
from interested agencies concerning the issues and impacts that should be addressed by the
Supplemental EIS. Sound Transit has assured us we will receive a preliminary draft of the SEIS
next week so we have an opportunity to review it before the scoping meeting. However, they
have been promising this draft document to us for several weeks now. They are also saying that
these delays will not delay the ultimate schedule for the SEIS.
The Planning Commission - A public hearing was held Thursday, July 27'''. The Planning
Commission approved a request for a Conditional Use Permit from US West/Quest, to collocate a
three sector -six antennae PCS site on an existing 100' monopole in the north parking lot of the
Lewis and Clark Theatres, with no conditions. US West/Quest is planning to submit applications
for 3 more PCS sites in the city.

In our letter of June 14th, Item #2, we recommended that a generic directional sign be posted on the wall of
the parking garage entrance (TMC 19.22.030). We again enclose a copy of TMC 19.22 (Internal Information
Signs) for your reference.
However, under Correction Letter #3, you elected to use a freestanding internal information sign.
Unfortunately, such a sign is subject to slightly different criteria (see TMC 19.22.040). You have met all of
those criteria with the exception of the size of the sign face, which may not exceed 4 square feet in area, per
sign face. Your proposal shows a sign face that is 2'3" x 2'6" or 5.625 square feet in area. Please revise the
size of the sign face so that it does not exceed 4 square feet in area per face.

Bicycle Parking:
We again enclose a copy of TMC 18.56.130 (Development Standards for Bicycle Parking) for your reference.
1. All required bicycle parking (16 spaces) must be located within 50 feet of an entrance to a building or
use (TMC 18.56.130(B)(1).
2. If bicycle parking is not visible from the street, a sign must be posted indicating the location of the
bicycle parking spaces (TMC 18.56.130(C)(3). We recommend that a generic directional sign be
posted on the wall of the parking garage entrance. This sign will be considered an "internal
information sign" under TMC 19.22.030, and as such, may not exceed 6 square feet in size.
3. Legitimate bicycle spaces are individual units within ribbon racks, inverted "U" racks, locking wheel
racks, lockers or other similar permanent structures (TMC 18.56.130(C)(1). Please illustrate
"creative pipe rail TB -9 bike rack or equal" (which you reference on Sheet A2.1) in an elevation
detail.
4. All bicycle parking must be separated from motor vehicle traffic by a barrier, curb, post or bollard or
other similar device (TMC 18.56.130(C)(4). Please illustrate this separation in both a plan view and
elevation detail.

5. As stated in our May 23rd letter, Item #4, please provide wheel stops two feet from the end of each
of the compact spaces located along the west side of the garage's south elevation. Please revise all

In response to Group Health's May 16, 2000 submittal, I have the following technical review comments:
1. The matrices for "Parking Required" and "Parking Provided" appearing on Sheet A1.1 have a
number of typographical errors. In the "Parking Required" matrix, the total number of stalls for
Material Management should be 181, not 18. The total stalls in the matrix should be 797, not 634. In
the "Parking Provided" matrix, the total for Level Two should be 213, not 206. The total for Level
Three should be 206, not 213. The total for On Grade should be 203, not 176.
2. On Sheet A1.1 the restriped paving for the parking stalls located along the eastern side of the Group
Health facility is not correctly dimensioned for compact cars. Per TMC 18.56.090, the dimensions of
each compact space should be 16' x 8' with a 25' aisle width. We are enclosing a copy of TMC
18.56.090 for your reference.
3. The required number of bicycle spaces for office, warehouse and manufacturing uses is 1 space per
50 parking stalls. Based on the number of proposed parking spaces (811), 16 bicycle parking
spaces are required. We are enclosing a copy of TMC 18.56.130 Development Standards for
bicycle parking.
4. Please increase the width of the planting strip along the west side of the garage's south elevation to
match that on the eastern side of the garage's south elevation. The plant materials on the west side
should be identical to those proposed on the east side (as shown on Sheet L1).
To provide for a wider planting strip, the standard parking spaces (measuring 19' x 8.5') located
along the western side of the garage's south elevation could be converted to compact spaces
(measuring 16' x 8'). Wheel stops placed two feet from the end of each of these compact stalls will
provide additional protection for the planting strip. Please revise all plan sheets accordingly.
5. To ensure the health, survivability and attractiveness of the landscaping you have proposed, we urge
you to provide an irrigation system in those areas to be landscaped.
A SEPA Determination of Non - Significance was made on April 21, 2000 under File E2000 -003. The appeal
period passed without comment.

The proposed 3 -level parking structure will be developed to
consolidate parking for the existing Health Cooperative Operations
Building.
The north portion of the site that is currently to be developed into a
parking garage is now a parking lot. The eastern portion of the
site contains a detention pond. The new garage will serve the
Group Health Support Facility.
There are currently 400 parking stalls on the entire parcel. The
north parking lot (alone) to be used for the garage construction
currently contains 234 parking stalls. (Included in the 400). When
the garage is completed it will contain 608 parking stalls. The
newly created surface parking area (outside of the garage) on the
north lot will include 21 stalls. The parking around the existing
building contains 171 stalls. This new total parking for the entire
12 -1/2 acre parcel is 800 parking stalls.
Access to the site is through existing driveways across from S..
124th Street on East Marginal Way South.
The exterior of the building will be a combination of smooth
painted rusticated concrete.

1. Earth

The site is fully developed and is about 12 -1/2 acres consisting of
an existing parking lot on the north 1/3 of the parcel. There is an
existing building on the site of approximately 272,000 s.f. with
parking and a perimeter service road. The ground is generally flat
and the north parking lot slopes slightly to the southwest. There is
an existing storm water detention pond of approximately 1,100 s.f.
in the northeast portion of the site.
b. What is the steepest slope on the site (approximate percent
slope)?
5% except for ditches and drainage pond.
c. What general types of soils are found on the site (for
example, clay, sand, gravel, peat, muck)? If you know the
classification of agricultural soils, specify them and note any

of an existing parking lot on the north 1/3 of the parcel. The new
garage will be constructed on this north parking lot. No fill is
anticipated to construct the new garage. Grading will consist only
of minor leveling of existing contours to achieve a flat subgrade for
the garage slab on grade. There will be approximately 1,000 c.y.
of export soils as result of foundation displacement.

Asphalt paving will remain until concrete paving is in place.

No significant increase of impervious surface will occur due to the
fact that the area of new construction is presently paved as a
parking lot. The site will be approximately 85% impervious at
completion of this project.

During construction we anticipate vehicle and equipment exhaust

The source of runoff to the site is seasonal rainfall. Storm water
runoff generated by the proposed project will be collected and
conveyed by a series of catch basins and tightlines to an open
combined wet/detention pond for storm water detention and water
quality treatment. The pond is located in the northeast corner of
the site and will discharge into an existing system that conveys
runoff to the existing drainage system. See civil design drawings.
2) Could waste materials enter ground or surface waters? If so,
generally describe.
Based on the collection system designed, no waste materials can
enter the ground except for fertilizers in planting areas.
Impervious surfaces will channel all runoff to the water quality
pond which will provide treatment of water from vehicle
maneuvering and parking areas. This facility will be designed to
meet current Government standards.
d. Proposed measures to reduce or control surface, ground, and
runoff water impacts.
The site will be designed with a drainage system that will collect
all site runoff. This runoff will be conveyed to a detention facility.
This facility will regulate the site runoff to a level that will meet City
standard. Design of this system will be approved by the City.

lot (alone) to be used for the garage construction currently

replaced as follows:

Based on the Traffic Report dated March 22, 2000, the Group
Health parking garage itself will not generate any new trips, and
the Group Health Facility will not generate any new trips over what
it generates today, however, there are more employees at the site
today than were originally estimated in the 1996 Traffic Study. In
1996 the trip generation by Group Health was 1,605 trips. Since
1996, approximately 2,127 net new vehicle trips were added to the
street network on a weekday. The a.m. peak hour is the peak
hour for trips generation.
Proposed measures to reduce or control transportation
impacts, if any:
Group Health Cooperative has temporarily leased 700 parking
stalls at Boeing's Oxbow facility, which is located approximately
one block west of the intersection of East Marginal Way and South
102nd Street. In addition, Group Health has contracted with
Pacific Parking LLC to shuttle employees between its Tukwila
location and Boeing's Oxbow parking lot. The Oxbow temporary
parking and employee shuttle service will be available through the
construction of the new garage.

This SEPA review is for a 3 -level parking structure that will contain approximately 608
parking spaces. The site is approximately 12.5 acres in size and is located between

for the existing 270,937 square foot Group Health facility, currently located on the

needed from you to ensure that the project meets the substantive requirements of the City and to
complete our review process. We have the following comments:
Site Description:
For the purposes of this SEPA review, the project site is the entire Group Health facility located at
12400 East Marginal Way South. Your description and references tend to focus exclusively on
the proposed parking structure. Please revise all of your responses in the SEPA checklist to
reflect this fact (in particular, Items B1a, B1e, B3a(i), B8a and B8c).
Transportation:
Answers to the questions in this section should be expanded upon.
1. Please provide an answer to question B14f. While you may reference the traffic study
(indicating the title, date and preparer) the phrase "see attached traffic study" is not an
adequate substitute.
2. In Item A6 and B14c please indicate the total number of surface and garage parking
spaces that are available now and at the completion of construction.
3. Item B14g does not address the impacts that will be experienced when the Group Health
parking lot on the west side of the street is destroyed (causing a loss of approximately 272
surface parking spaces). If off - street neighborhood parking will result during this
construction period, you must provide that information in the checklist. Will an employee
shuttle be used? What is the proposed CTR arrangement? Your plan to mitigate these
impacts (both during and after construction) should be discussed.

In response to Group Health's February 23, 2000 submittal, I have the following technical review comments:
1. This development permit (D2000 -055) cannot be issued until a SEPA Determination has been made.
The application for the SEPA Determination is currently in technical review (E2000 -003).
2. The Public Works Department has indicated that the Group Health Cooperative main entrance
driveway must be realigned and reconstructed so it will be located directly across from South 124th.
The driveway is currently offset 150 feet from South 124th. Please revise the plans accordingly.
As a result of the repositioning of the main entrance driveway, proposed parking stalls may be lost.
The plan should be revised to identify and document all of the parking spaces to be provided, both
by type (i.e., garage vs. surface parking) and number of stalls of that type. The applicant must show
the total square footage of all usable floor area in the existing Group Health facility. The applicant
must categorize this usable square footage by type of use (i.e., office, warehouse, etc.). The
applicant must show the calculations used to determine the minimum number of required parking
spaces as well as they number being proposed.

The Level 1 Downstream Analysis provided for the Group Health Cooperative Building
Parking Garage Addition SEPA Checklist is not consistent with the contract drawings
dated December 22, 19999. The following inconsistencies were noted:
1. Off site analysis does not address storm water leaving the detention system at the
northwest corner of the site, adjacent to East Marginal Way. The downstream
analysis needs to address both drainage systems of the site.
2. In core requirement #8 the proponent states the existing detention basin will be
enlarged to a wet pond /dead storage system for water quality of the storm water
runoff being discharged from the site. The contract drawings dated 12/22/99
showed that a compost. filter is being installed as a water quality device. The Level
1 report should state what the intent of the storm water design features proposed for
the site is.
1. The Level 1 Downstream analysis should address the removal of the existing
detention system and its relocation for the drainage basin at the northwest corner of
the project site.

DEVELOPMENT
Fort Dent Rugby Field (6800 Fort Dent Way)
A pre - application meeting was held for the development of a rugby field immediately north of
the existing soccer field, on the east side of the property. This project will consist of the rugby
field, ramp, viewing platform and landscaping. The applicant is anticipating beginning
construction in the summer.
Above Net Communications (3433 South 120th Place)
A pre- application meeting was held with the Sabey Corporation for a tenant improvement for a
co- location data center in an existing 115,000 sq. ft building. The applicant is anticipating Phase
I of the project (70,000 sq. ft.) to begin this summer with Phase II to begin later this fall.
OTHER
Sound Transit Light Rail - Sound Transit staff provided DCD with a draft of their report on the
E -4 alignment option. Copies have been distributed to Public Works, the Fire Department and
Parks and Recreation for review. Comments are due to Sound Transit on April 11, but we are
trying to get them done sooner to allow full consideration. Right now, the draft report is missing
most of the financial analysis we were expecting to see. We will be meeting with Light Rail
staff on Tuesday, April 4 to review the report and to discuss issues related to the Carasino
property. Don Williams or Bruce Fletcher will attend.
On a related matter, we will be contracting with Timothy Lowe of Woronzof Associates to assist
with the analysis of E1.1 property acquisition costs. We are experiencing difficulty with Sound
Transit concerning information we need to complete our analysis. They are attempting to
renegotiate the terms of our previous agreements.
Group Health and Sabey Corporation - Staff held a follow up meeting with Group Health and the
Sabey Corporation representatives about the outstanding issues for the two new R &D buildings.
They have made the requested changes to the wetland mitigation area, but still need to resolve
traffic impact and mitigation issues.
Fosterview Estates - is set for public hearings on the final plat and CC &Rs before the City
Council on April 17th. Notice will be mailed and published on Monday and the packets will go
out the middle of next week.

DEVELOPMENT
Fosterview — A public meeting (open house) was held on the Fosterview Final Plan application on
Tuesday evening. Four area residents attended. The Final plan is expected to go before the City
Council in April, with April 17 being the most likely date.
Group Health — Met with the Sabey Corporation representatives on Friday to discuss the project's
status and work toward resolution of outstanding issues. Considerable progress was made concerning
wetland impacts and appropriate mitigation. Sabey expects that the revised traffic impact report will
be submitted to Public Works on Monday, March 20. Brian Shelton participated in part of the meeting
and tentative resolution was achieved on some street improvement and access issues.
OTHER
Sound Transit Light Rail — Sound Transit will hold a community meeting on the E -4 alignment
alternative next Wednesday, March 22 at the Tukwila Community Center.
PERSONNEL
New intern — Ben Dowling, an undergraduate in Community Planning at the University of
Washington, has been hired as a planning intern. Ben started work this week.
Administrative Clerk — Applications for the DCD Administrative Clerk position are currently under
review in Personnel. We hope to select candidates next week for testing and interview.
Best for Last - There was considerable celebration in DCD this week with the announcement that
Carol Lumb has been signed to a new mult -year, multi - billion dollar contract. Hooray!

On Thursday the 24th the BAR held public hearings on modifications to two previously
approved projects:
MBK Northwest - (180th and Southcenter Parkway):
Presented a revised design for a two tenant retail building on the South Lot of the
Parkway Supercenter.
Sabev Corporation- (12421 Tukwila International boulevard):
Presented addition of a mechanical building to house backup electrical generators at the
Intergate'West development.
Both projects were approved as proposed, without Staff recommended conditions. Staff
was urged to ensure that the noise ordinance was fully enforced at the Intergate West site
due to past noise ordinance violations.
Group Health - Met with the project architect and project lead to discuss site plan and
design issues. They still have not resolved issues concerning frontal improvements and
potential street vacations. This is affecting the timing of BAR review', since both issues
affect "the site layout. We also reiterated our concerns concerning the conceptual wetland
mitigation plan. They agreed to get with their project biologist to address these concerns.
OTHER
DCD staff later met with Public Works staff concerning the traffic report submitted by
the applicant on February 22. Public works has some concerns about the methodology
used to asses traffic-iinpacts..- Apparently the traffic-consultant has not performed the — --
analysis in the manner they were instructed.

The source of runoff to the site is seasonal rainfall. Storm water
runoff generated by the proposed project will be collected and
conveyed by a series of catch basins and tightlines to an open
combined wet/detention pond for storm water detention and water
quality treatment. The pond is located in the northeast corner of
the site and will discharge into an existing system that conveys
runoff to the existing drainage system. See civil design drawings.
2) Could waste materials enter ground or surface waters? If so,
generally describe.
Based on the collection system designed, no waste materials can
enter the ground except for fertilizers in planting areas.
Impervious surfaces will channel all runoff to the water quality
pond which will provide treatment of water from vehicle
maneuvering and parking areas. This facility will be designed to
meet current Government standards.
d. Proposed measures to reduce or control surface, ground, and
runoff water impacts.
The site will be designed with a drainage system that will collect
all site runoff. This runoff will be conveyed to a detention facility.
This facility will regulate the site runoff to a level that will meet City
standard. Design of this system will be approved by the City.

This letter documents the number of existing parking stalls at the Group Health
Cooperative (GHC) Operation Center's Main and West parking lot. The location of
GHC's Main parking lot is on the northeast corner of East Marginal Way South and
South 124th Street; the location of GHC's West parking lot is on the west side of
East Marginal Way South between South 124th Street and South 126th Street.
Existing stall counts were conducted by Entranco on September 28 and 29, 1999.
A total of 408 parking stalls were observed in GHC's Main parking lot and a total of
272 parking stalls were stalls were observed in GHC's West parking lot.

DEVELOPMENT
Cornell Comprehensive Sanction Center (13400 Interurban Ave. S.) — Cornell Companies, Inc. has
notified DCD of its intention to seek permits for a "Comprehensive Sanction Center." Cornell's stated
intent is to convert the former Greenbaum Furniture building into a facility housing certain federal
prisoners, under contract to the federal government. If determined to be a "corrections facility," this
proposal would be considered by the City Council under an Unclassified Use Permit process. A pre -
application conference has been scheduled for February 17, at the applicant's request.
Group Health (12401 East Marginal Way) - Staff held a public information meeting for the two
building Group Health R&D project at 12401 East Marginal Way. About eight neighborhood residents
attended, asked questions and submitted comments on the project. Also present were Bob Fadden;
Group Health's architect, and Eileen DeArmon, Sabey's representative. Neighborhood concerns
include light and glare, noise, parking, traffic and buffering. The BAR hearing has been tentatively
scheduled for February 24th, but is likely to be"delayed until March as the applicant has not completed
all of the studies necessary for the City to make a SEPA determination. As of Thursday, the traffic
consultant is estimating completion of his report on February 18.
OTHER
Sound Transit E=4 Community Meeting — Sound Transit has tentatively scheduled a community
meeting on the E -4 option for February:24. We have impressed upon them the need to have good,
detailed information on the E -4 option and its potential impacts so that community. members have
something real to review. Some of the information we want them to have may not be available in time,
so we have discussed the possibility of delaying the meeting for a week or two. We need to close the
loop on thispossibility early next week.
In related news, Michelle Giguere reported Friday that the president's budget includes only $35 million
for Sound Transit. This is significantly less than they were expecting.
Tukwila/Seattle PAA and 14th Avenue Bridge — Received a revised version of the proposed agreement
from King County, which should reflect :the comments of all parties on the previous version. This
revised version is under review, and final versions of the boundary adjustment maps are being
prepared.

We have received and reviewed the additional documentation you submitted to us on January
10th in connection with your application for a SEPA Planned Action. We have the following
comments.
Since the time of Group Health's initial occupancy in 1995 -1996 the use of both Marginal Way
sites has intensified. As the number of employees have increased, so have the associated traffic
levels and impacts. As a result, the City Engineer has asked Group Health to provide one revised
traffic analysis that accurately reflects the existing and proposed uses at both sites.
Due to this increase in traffic impacts, Tukwila's SEPA Official (Steve Lancaster) has determined
that this project does not fall within the scope of the MIC Planned Action EIS. Therefore, your
request for a SEPA Planned Action has been denied.
A SEPA determination will now be required. To accomplish this, you must apply for the standard
SEPA Environmental Review. We have enclosed an application packet for your use. Although
you must resubmit using these application requirements, no additional application fees will be
charged.
Please carefully review the "Complete Application Checklist Table" found in the enclosed packet.
For purposes of completeness, you will not need to provide the following items (as they were
previously submitted under your SEPA Planned Action request):

Pursuant to the pre - application checklist file No. PRE99 -036, we have outlined the
parking management plan explaining how parking will be accommodated during
construction.
Group Health has executed an agreement with the Boeing Corporation to rent
approximately 500 parking stalls at the Boeing Oxbow Facility - located approximately
1.5 miles north of Group Health at the intersection of South 102nd and South 104th. It is
Group Health's intent to provide a shuttle service between the two locations for the entire
time of construction. The spaces will be available February 1, 2000, or later depending on
when construction starts. The term of this agreement with Boeing is open- ended. P lease

This memorandum documents the traffic impacts associated with the proposed Group
Health Cooperative (GHC) parking garage in Tukwila, Washington. The proposed
parking garage includes approximately 280 parking spaces located on the north side of
the existing GHC building at 12400 East Marginal Way South. The current site is
occupied by existing GHC surface parking. It is anticipated that the parking garage will
be completed in the year 2000. A site plan has been developed for the proposed
parking garage and is shown in the attached figure.
The proposed parking garage is intended to replace the loss of GHC parking stalls on
the west side of East Marginal Way due to the proposed development of that site. Since
there are no land use changes associated with the proposed parking garage, we do not
expect the number of vehicles generated by the existing site to change with the addition
of the proposed parking garage.
To determine the traffic impacts of the proposed GHC parking garage, level of service
(LOS) calculations were conducted at the GHC main entrance with and without the
proposed parking garage. Existing traffic counts were conducted to determine the_
number of vehicle trips that would shift to the realigned GHC main entrance. The counts
were conducted by Traffic Data Gathering on July 22, 1999 during both the a.m. and
p.m. peak hours.
The methodology used to analyze the intersections was consistent with the 1997 Update
to the Highway Capacity Manual, Special Report 209, Transportation Research Board.
The LOS reported for unsignalized intersections is expressed as average control delay
per vehicle by movement. For unsignalized intersections, the LOS is reported for the
worst case among all of the calculated movements at the intersection (typically one of
the stop-sign controlled side street approaches). Table 1 summarizes the existing a.m.
and p.m. peak hour LOS and delay at the GHC main entrance.

movements (usually one of the stop - controlled side street approaches). The LOS at unsignalized intersections
applies only to the capacity of the worst movement, and is not a valid indicator of overall traffic operations at an
intersection.
The GHC main entrance is currently operating below capacity and will continue to
operate below capacity with the proposed project. As shown in the above table, the
GHC main entrance would operate at LOS C or better during both the a.m. and p.m.
peak hours with or without the proposed parking garage. Based on the results of this
analysis we do not anticipate any traffic - related issues with the proposed project.

BUILDING DIVISION
The following is meant to be general information related to the requirements of the Tukwila Building Division for the
processing of building permits. Specific code issues will be addressed through the normal plan review process after the
permit is applied for.
Comply with the Uniform Building Code, 1997 Edition, as adopted and amended by the State (Table 10 -B,
Section 1607, and Section 3003 of the 1997 UBC. are not adopted).

Comply with the Uniform Mechanical Code, 1997 Edition, as adopted and amended by the State.
Comply with the Uniform Plumbing Code, 1997 Edition, as adopted and amended by the State.
Comply with the Washington State Energy Code, Chapter 51 -11 WAC, 1997 Edition. Energy code
specifications and data must be included on the building plans.
Comply with Washington State Regulations for'Barrier Free Facilities or Design (State amendment replaces
UBC Chapter 11 in its entirety).
All applications and plan submittals must be complete in order to be accepted by the Permit Center for plan
review. Use the Plan Submittal Checklist provided on the reverse of the application as a guide to the
necessary materials and information needed.
Plans submitted for approval must be stamped by a Washington State licensed architect or engineer and shall
specifically contain the name of the person designated as the architect or engineer of record for the project.
This person shall be responsible for reviewing and coordinating all submittal documents prepared by others,
including deferred submittal items, for compatibility with the design of the building. (See UBC Section
106.3.4)
8. Temporary erosion control measures shall be included on the plans. Normally, no site work will be allowed
tiantil erosion control measures are in place.
9. Rockeries are not permitted over 4' in height. Retaining structures over 4' in height must be engineered
retaining walls, and require a separate building permit.
10. All rack storage requires a permit and rack storage over 8'.high must be designed for Seismic Zone 3. A
Washington State structural engineers stamp will be required on plans and structural calculations submitted
for rack storage over 8' high.
11. Construction documents shall include special inspection requirements as specified in UBC Section 106.3.5
and 1701. The architect or engineer's inspection, program required by Section 106.3.5 shall be included
with plan submittal documents when permit application is submitted. Notify the Building Official of testing
lab hired by architect or owner prior to permit issuance date. The contractor may not hire the testing lab.

ENVIRONMENTAL
1) The site may have slope areas that are 20 percent or greater in gradient. Undeveloped slopes that are 20 percent
and greater are generally considered as sensitive areas and subject to the Sensitive Area Ordinance (SAO). Areas
of Potential Geologic Instability are addressed in the Ordinance which is Section 18.45.080 E. of the Tukwila
Municipal Code (TMC). The applicant will provide a survey to identify sensitive area slopes present on the
property. "Unnatural" slopes created from previous legal grading activities can be exempt from the requirements
of the SAO.
2) Natural slope areas, 20 percent or greater, that are cleared for development will be subject to the Tree Ordinance
(Tree Regulations - TMC Chapter 18.54). A required landscape plan will consist of tree retention and tree planting
per the standards of the Ordinance. Tree replacement is required for those greater than 4 inches in diameter al
breast height (DBH) except for black cottonwood trees. Only trees present on sensitive area slopes will be subjecl
to the Tree Regulations.
3) Wetland drainage areas have been identified on the site. It appears these areas will be rated as Type 3 wetlands. A
wetland determination study will be required as part of the development application. Wetland developmen
standards included in the SAO' (TMC 18.45.080 C. 1.) allow the use of isolated, Type 3 wetlands with approvec
mitigation for replacing wetland function and area. Because there is a proposal that includes wetland relocation,
mitigation plan will also be required.
At this time it does not appear that other agency approval is necessary; however, a SEPA checklist will need to ix
processed through the City.

FIRE DEPARTMENT - Construction Information .
1. The City of Tukwila has adopted the 1997 Uniform Fire Code. This and other nationally recognized
standards will be used during construction and operation of this project. (City Ordinance No. 1846)
2. Fire hydrants will be required. (City Ordinance. No. 1692) .
3. Required fire hydrants shall be approved for location by the Fire Department, approved for purity by the
Water Department, and fully in service prior to start of construction. By line of vehicular travel, a fire hydrant
must be no further than 150 feet from a structure; and no portion of a structure to be over 300 feet from fire
hydrant. (Uniform Fire Code 903 and City Ordinance No. 1692)

Automatic fire sprinklers audible and visual devices and a minimum 'of one pull station per floor are required
for this project. Sprinkler system and fire alarm shall comply with N.F.P.A. #13, #72, and ADA requirements.
Sprinkler plans shall be submitted to Washington. State Surveying and Rating Bureau, Factory Mutual or
Industrial Risk Insurers for approval prior to being submitted to Tukwila Fire Marshal for approval. The fire
alarm plans are to be submitted directly to the Tukwila Fire Marshal for approval. Submit three (3) sets of

5. Maximum grade is 15% for all projects.
6. Hose stations are required. (City Ordinance No. 1742)
7. A fire alarm system is required for this project. (City Ordinance No. 1742). Plans shall be submitted to the
Tukwila Fire Marshal for approval, prior to commencing any alarm system work. Submit three (3) sets of
complete drawings. This includes one for our file, one for company file, and one for the job site.
8. Special installations'of fixed extinguisher systems, fire alarm systems, dust collectors, fuel storage, etc. require
separate plans and permits. Plans to be submitted to the Fire Marshal prior to start of installation. (City
Ordinance Nos. 1742 and 1846).
9. Portable fire extinguishers will be required in fihished buildings per N.F.P.A. #10 (Minimum rating 2A, 10
BC).

SECURITY RECOMMENDATIONS
PARKING GARAGE
Lighting: Energy efficient security lighting is a relatively low -cost, yet
extremely effective way to protect cars and people in the parking garage.
Lighting levels should be carefully selected and oriented so that points and
areas vulnerable to Crime are accented. Sufficient lighting in the covered
parking area is essential. The following minimum lighting levels are
recommended, in accordance with standards set by the National Parking
Association (1985):
Drive aisles: 7 - 10 foot - candles Bumper walls: 1 - 2 foot - Candles
Stair towers: 30 foot - candles Elevator lobby: 30 foot - candles
High activity areas: 50 foot - candles
Landscaping: Plant materials should be placed and maintained so to
provide visibility and prohibit hiding places for unauthorized people.
Sticker shrubs may discourage crime activities. Low shrubs and umbrella
trees (where the canopy is maintained above five (5) feet from the ground)
will allow surveillance opportunities, . hence reducing the potential for
criminal behavior.
OFFICE BUILDING
1 Doors: Doors should have quality locking mechanisms with minir ium one
inch deadbolt locks. All exit doors shall be operable from the interidr without
the use of a key or any special knowledge or effort. The Crime Prevention
Unit should be contacted for information regarding correct hardware usage at
242 -8084.
Alarm System: This business should be protected with an alarm system
that reports robbery and burglary incidents. Employees should be well
versed on the mechanical and appropriate uses of the system.
Orientation of Windows: Windows should be located so that individuals inside
the building can easily survey the parking lot area.

4. Graffiti Prevention Program: It is important to win the war against the graffiti
"artist" and keep your building attractive. New non-stick anti-graffiti water-
based or wax like coatings are now available to make an effective barrier
against graffiti or other potentially staining substances. Contact the crime
prevention unit for further information.

Trip generation rates that produce the maximum number of trips must be used
in the analyses. As we said before you must be conservative. You need to
compare the existing calculated trip generation rate with the rates using
different variables as per trip generation manual including square footage
and number of employees for a single tenant office building (LUC -715), and
total number of parking stalls. If you are proposing more parking stalls
than needed then you need to give us an explanation of why do you want to
build them. If it is for future expansion plans, then you need to indicate
that in your proposal. I am anticipating a summary table listing all above
variables when discussing trip generation in the report.

1990 and 1995. Then it increased by a 6% annual rate between 1995 and
1999. The comprehensive plan estimated an average annual growth rate for
EMW of 3% between 1990 and 2010.
