The checklist, and the accompanying Shoreline application, were submitted after the applicants received an RFA from Code Enforcement for already doing the clearing. Applicants state that they don't intend to use the site for any particular use. Their intention was to "clean up" an overgrown lot that was occasionally used as a dumping spot by tenants. and others. A landscape - screening plan was included with the Shoreline submittal. River Screening Plan 2. Shoreline Permit (L2000 -017) Summary of Primary Impacts: Earth The site is essentially flat. The end abutting S 143`d ST (south end) is paved and contains a 1 story metal shop building with an industrial /commercial tenant. The cleared end was covered with thick underbrush and approximately 21 Cottonwood trees of various diameters. The soil is designated "Urban" by the Natural Resources Conservation Service (former Soil Conservation Service). The "Urban" designation is given for soils that are a mix of naturally occurring soils for the site and fill material. Soils directly across the river and those in Fort Dent Park are Pilchuck (fine silty loam) and Newburgh (silty). After removal of the vegetation and roots the site was graded before the addition of the quarry spalds, apparently without the addition of fill. The addition of quarry spalds did not create an impervious surface. Air Dust and vehicular emissions from the clearing was likely. The loss of these trees has reduced the overall capacity of the regional tree mass to absorb carbon dioxide. Water The site is adjacent to the Green River Trail and the Green River. The work performed was 60'- 70' feet from the Ordinary High Water Mark. This area involved both the Low and High Impact Environments. The width of the Low Impact Environments that were involved varied from 25' on the east end of the site to 40' on the west end. E2000 -007 Simvest Inc. September 13, 2000 As the site is separated from the river by 60' -70', 12' of which is the pedestrian trail, storm water runoff does not travel across the surface to the river. Plants It is unknown what possible diversity of flora were on the site. The predominant ground cover was 21 Cottonwoods (listed on the checklist were #3 of a 12" -18 "diameter, #6 of 4" -8" and #12 of 1 " -3 ") and low brush of unknown variety. Animals Daily visitors and inhabitants of the site were most assuredly songbirds, rodent/small ground dwelling mammals, and small snakes. Herons, hawks, osprey, and Bald Eagles frequent the overall river area and surrounding properties. The river is home to two threatened or endangered fish species, the Chinook salmon and Bull Trout. Energy and Natural Resources N/A Environmental Health N/A Land/Shoreline Uses The site is zoned C/LI. The current use for the developed part of the site is conforming. The surrounding properties are truck repair and storage. Provided issuance of both Land Altering and Tree Permits clearing of the High Impact Environment section of the site is in keeping with zoning and development regulations. A band 60' -70' wide from the Ordinary High Water Mark is a trail use easement. Paralleling the trail on either side is grass. The bank of the river is covered with a variety of low deciduous shrubs and low trees. Housing N/A Aesthetics The removal of the entire wooded area has created a hole in the view corridor of the trail both up and down river. Previous to the clearing the large truck storage and repair facilities on either side of this parcel were blocked from view at numerous points along the trail by the intervening trees E2000 -007 • • Simvest Inc. September 13, 2000 of this property. The applicant is proposing a 20' wide screen of trees between the fence that parallels the trail and the area of spalds on the lot. Light and Glare N/A Recreation The Green River Pedestrian/Biking Trail runs along the river on an easement from this property. The work undertaken was completely on the landward side of a 6' woven wire security fence and the trail easement. There will be no loss of recreation opportunities related to physical access, only the loss of aesthetic quality (see Aesthetics above). Historic and Cultural Preservation There are no known historic or cultural sites on this parcel. Transportation There are no known transportation impacts at this time. Public Services N/A Utilities The portion of the site with a structure has electric, natural gas, water, refuse service, telephone and sanitary sewer service. These will not be effected by the clearing nor is there likely to be an increased demand on these services until there is a proposal for development. Recommendation Determination of Nonsignificance.
