The SEPA states all work to occur in the ROW and erosion control measures taken throughout to prevent any siltation in drainage systems. Also crossing above or below a piped drainage should not be an issue. If they disturb a roadside drainage ditch /swale the timing of the work should be hopefully at a dry period. We do not regulate this drainage swale area but it WDFW may for an HPA. It would be much better if they could install cable on road bank instead of swale bottom. The conduit installation will begin on Interurban Avenue South at approximately South 119th Street, cross Hwy 599, and proceed south on East Marginal Way South to 40th Avenue South, to South 133`d Street and then east to Interurban Avenue South. The project will cross Southgate Creek at South 133`d Street, which is in a culvert at this site. Agencies with Jurisdiction: Washington State Department of Transportation Washington State Department of Fisheries Other Required Permits: Right -of -Way permit from Washington State DOT Summary of Primary Impacts: • Earth The installation of the conduit will occur exclusively within the existing road right -of- way. The topography of the route to be followed varies from flat to slopes up to 6 %. Erosion could occur during construction. Water The conduit route will cross Southgate Creek along South 133rd Street. Southgate Creek has been placed in a culvert at this location. It has not been determined as yet whether the conduit will be placed above or below the culvert containing the Creek. The culvert appears to be in poor condition and may need to be replaced. Whether the conduit for the fiber optic cables will be placed above or below the creek culvert will be determined prior to issuance of the Miscellaneous Permit and approval of the Franchise Agreement. Run -off may be generated during or immediately after trenching within the road right -of- way. Any run -off generated will be contained and removed using vacuum equipment. Protective measures will be implemented during construction to prevent erosion and sediment from entering storm drains and Southgate Creek. Plants The conduit will be placed entirely within the road right -of -way. The Checklist notes that grass and other types of invasive vegetation such as blackberry plants exist in some portions of the right -of -way that is not already paved. Most of the route is paved right - of -way. Plants will be cleared only from areas directly over the trench or where grading is required. If vegetation removal is required, the conduit right -of -way will be re- vegetated following construction. Animals Southgate Creek flows to the Duwamish River. Northwest Chinook Salmon are found in the Duwamish River and were listed as a threatened species in 1999. The river is part of a migration route for anadromous fish. • Energy/Natural Resources Construction activities will use electric power, gasoline and diesel internal combustion engines. • Environmental Health Noise generated by construction equipment will occur on a short-term basis. The route is approximately one mile long. Housing No housing is proposed nor will any residential structures be removed. Aesthetics The project will have no impact on the aesthetics of the road right -of -way. Light and Glare N/A Recreation N/A Historic and Cultural Preservation No known places or landmarks exist within the project area. Transportation The project will pass by a number of transit stops along the route. Safety and traffic control measures meeting State Department of Transportation standards will be used for the construction activities. The applicant must coordinate the installation of its fiber optic conduit with Williams Communication, which is installing conduit in a similar location, to avoid tearing up the road right -of -way twice. Public Services No increase in public services is expected. • Utilities Project will not increase demand on the utility systems. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. McLeod USA's Project is a linear utility (communication system) construction project located in the City of Tukwila. This project has the purpose and need to construct a highly effective communication system to link the businesses and industries within the City of Tukwila. 11. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, the tax lot number, and section, township, and range. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. McLeod USA's proposed conduit route is approximately 1 mile long traversing the City of Tukwila. Please see attached route maps for specific locations of the project. 12. A large portion of the Duwamish River Valley within the City of Tukwila is characterized by Urban Land soils, which have been modified by the disturbance of natural layers with additions of fill material several feet thick to accommodate large industrial and housing locations (USDA 1973: Bulletin of the Association of Engineering Geologists 1991). d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. All construction is proposed within existing road right's -of -way. e. Minor soil erosion and compaction could occur as the result of construction- related activities. Erosion by flowing water would be the principal impact during a storm water event. g. The proposed proiect will re- establish constructed areas to pre - construction conditions. Thus. areas where the conduit is constructed on non - impervious surfaces will be replaced with materials similar to pre - construction conditions. Similarly, areas that were paved prior to construction will be repaved after construction activities. Therefore, there will be no additional impervious surfaces introduced as part of this project. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Procedures include placing silt fences and/or straw bales between construction areas and wetlands and waterbodies to prevent sediment from entering waterbodies. Sediment control structures will remain in place until construction is complete and vegetation is sufficiently reestablished (if necessary) to control erosion. 2. Air a. What types of emissions to the air would result from the proposal (for example, dust, automobile odors, industrial wood smoke) during construction and when the project is completed? A temporary reduction in local ambient air quality may be caused by fugitive dust and emissions generated by construction equipment. The conduit will be placed within the road pavement above the culvert using typical trenching techniques (please see attached engineering drawings DWG -23 Through 25). Impacts to Southgate Creek from construction activities are not anticipated since the creek is contained within the culvert at this location. 3. Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. One juvenile Chinook salmon has been documented within Southgate Creek (Conversation with Ryan Partee, City of Tukwila), which is crossed by the conduit route. Impacts to this and other aquatic species are not anticipated as a result of construction (please see response a. 2. under "Water ". c. Is the site part of a migration route? If so, explain. The conduit route crosses Southgate Creek, which may be considered a migration route for anadromous fish species. Also, the route may be within the flyway of several migratory avian species. However, construction activities are not anticipated to adversely affect the migratory patterns of these aquatic and avian species. d. Proposed measures to preserve or enhance wildlife, if any: To minimize habitat loss, project features have been located in previously disturbed areas (e.g., existing road rights -of -way). Additional mitigation measures for wildlife and habitat impacts include: • Retaining native vegetation as much as possible in the affected areas to preserve wildlife habitat and providing a buffer of vegetation for surrounding areas. • Revegetate disturbed habitats with native vegetation to reduce the duration of habitat disturbance. In areas requiring maintenance, planting native grassland species, which need less frequent maintenance than native pioneer shrubs to reduce the frequency of human activity in the area. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Construction activities will use electric power, and gasoline and diesel internal combustion engines. 10 • • Please respond to all questions. Trash will be removed immediately, cleaned up, and disposed of in an appropriate manner. The risk of fire is slight due to the lack of vegetation within road rights -of -way. 1. Describe special emergency services that might be required. Emergency medical services and the local fire department will be utilized in the event of a construction accident that results in injury requiring first aid and evacuation. 2. Proposed measures to reduce or control environmental health hazards, if any: McLeod USA's engineering standards prescribe material specifications, conduit and component design, and proper procedure for construction and testing. McLeod USA has a Health and Safety Plan for handling emergency conditions at the conduit construction site. The plan provides for the safety of the general public and for workers at the site. It includes notifying the appropriate public officials in the event of an emergency and coordinating with the appropriate officials regarding planned responses and actual responses during an emergency.
