Included in the scope was construction of an underground stormwater detention system, site lighting, stairs, ramps and retaining walls. The plan required 3,200 cubic yards of cut and associated structural fill. Description of Addendum: The original lot has not been constructed and revised plans have been submitted to the City of Tukwila. The current plan involves regrading of a vacant site to construct a 74 space parking lot. Included in the scope is construction of an open stormwater detention pond, site lighting, stairs and landscaping. The plan requires 2,100 cubic yards of cut and 350 cubic yards of fill. The City has determined that the addendum does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21c.030 (2) (c). This decision was made after review of the project scope and other information on file with the lead agency. This information is available to the public on request. The original decision was issued December 15, 2000. This addendum is adopted on October 17, 2003. Project Description Construction- of two office buildings is proposed for the site located on the east side of Highway 99, east of the existing Intergate West development. Preliminary grading of the site will involve the construction of several temporary access roads, and a staging area for office trailers. The roadways and office trailer area will be used during the construction of the proposed office buildings, and during the renovations to the existing Intergate East buildings. A combination of cut and fills will be necessary to complete the proposed grading. Subsurface Conditions Six test pits were excavated in the vicinity of the planned roadways and staging area on May 15, 2000. Silty sand with gravel fill underlain by medium dense to very dense silty sand and silt soils was observed at the majority of the test pit locations. The approximate location of the test pits are provided on the attached site plan (Plate 1 and 2). The following is a description of the soil conditions observed. Conclusions Based on the soil conditions observed at the test pit locations, the planned grading for the roadway areas is feasible. Due to the moisture sensitive nature of the existing fill and underlying native soils, the grading activities should be performed during dry weather conditions. Measures to control drainage and reduce erosion of the graded surfaces and existing slopes should be implemented. ECI should periodically observe_the grading for the temporary roadways. In the vicinity of the proposed office trailer staging area, existing fills of up to five feet in depth are present (TP -2). Due to the loose and saturated condition of the existing fill, overexcavation and the use of rock or recycled concrete may be necessary below the trailer supports. In our opinion, the trailers should maintain a minimum setback of twenty (20) feet from the top of the existing rockery located to the east of the proposed trailer staging area. During our site visit to observe the test pit excavations, the existing slopes at the site were observed for signs of instability. No signs of slope instability were observed at the time of our site visit. We understand the proposed grading operations will not involve any deep cuts into the existing steep slope areas of the site. The placement of fill is planned along the toe of slopes and below the existing rockery at the lower southeast corner of the site. In our opinion, the proposed placement of fill and initial grading of the site will help improve site drainage, and the overall stability of the site.
