This letter serves a notice of decision that the application to designate the tenant improvement
and associated fuel tanks and backup generators for Exodus Communications as a planned action
is issued pursuant to TMC 21.04.156.

REQUEST: Determine that the construction activities fall under the Manufacturing/
Industrial Center planned action criteria and therefore no additional SEPA review is required.
LOCATION: 3355 S. 120"' Place, International Gateway East
PROJECT DESCRIPTION: Tenant improvement to an existing high bay warehouse building to
convert it to an interne hosting business. A new 2nd and 3`d floor will be added within the
existing building envelope. Mechanical and electrical systems will be upgraded, including new
HVAC equipment and emergency electrical generators with associated fuel tanks.
DETERMINATION: Project is designated as a planned action. The decision is final with no
administrative appeal.

Here is what I have to offer you right now regarding the noise from Exodus Seattle III. I am missing a
lot of information (e.g. building sections, mechanical drawings, mechanical equipment selections. Toad
bank noise data, etc.), but this is 8111 can give you until I receive more information. The property line is
100 feet to the south & west and 80 feet to the east. The zoning is industrial, so the noise ordinance
limit is 70 dBA. We need to meet the noise ordinance with all rooftop equipment running and one
generator running at full load in each generator room. 1 have also evaluated the condition with five of
the six generators running in each room to simulate a power failure condition. This analysis does not
include any load bank noise. (I have not heard back from Avtron)
Figure 1 presents the predicted noise level at the south property line from a single generator room
without noise control (other than an engine muffler). The expeded noise level is 88 dBA with a single
generator and 95 dBA with five generators. Cleariy, the generator rooms will need to be fully enclosed
in order to meet the 70 dBA noise ordinance limit during testing.
Figure 2 presents the predicted noise level at the south property line including 100 rooftop AC units, 50
Aerovent model 66W724 exhaust fans, and 30 Caterpillar 3516B diesel generators with noise control.
This analysis assumes the following recommended noise control measures:
1. Provide IAC model 7LFS sound attenuators at the radiator exhaust louvers and IAC model 5LFS
sound attenuators at the air intake opening into each generator room from the air intake tunnel.
2. Provide a Maxim M -41 primary silencer and a Maxim FPE secondary silencer on each engine.
3. Provide 4,000 square feet of acoustical panels (equal to Empire M -90) in each engine room, and
20,000 square feet of acoustical panels in the air intake tunnel. Distribute panels uniformly.
I can't evaluate sound transmission to the east and west property lines accurately until I receive noise
data onfthe rooftop AC units and a building section showing the elevation of the roof, rooftop units, and
building parapet. We may need to use the building parapet to shield the rooftop equipment from the
commercial property to the east.

ENVIRONMENTAL CHECKLIST
The state Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all govemmental agencies to
consider the environmental impacts of a proposal before making decisions. An environmental impact statement
(EIS) must be prepared for all proposals with probably significant adverse impacts on the quality of the
environment. The purpose of this checklist is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency
decide whether an EIS is required.
Instruction for Applicants:
This environmental checklist asks you to describe some basic information about your proposal. The City uses this
checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of
an EIS. Answer the questions briefly, with the most precise information known, or give the best description you
can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you
should be able to answer the questions from your own observations or project plans without the need to hire
experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know"
or "does not apply." Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations.
Answer these questions if you can. If you have problems, the City staff can assist you.

The Electronic Modular Control Panel (EMCP II) is a
generator- mounted control panel, available on all
Caterpillar packaged generator sets. It utilizes
environmentally sealed, solid- state, microprocessor -
based modules for engine control and AC
metering. This new application of mature, high -
tech electronics to generator monitoring provides
more features, accuracy, and reliability than
present electromechanical and many competitive
panel systems.

The EMCP II provides these standard control and
monitoring features, many of which are options on
other panels:
• Automatic /manual start-stop engine control
with programmable safety shutdowns and
associated flashing LED indicators for low oil
pressure, high coolant temperature, overspeed,
overcrank, and emergency stop
• Cycle cranking - adjustable 1 -60 second
crank/rest periods
• Cooldown timer - adjustable 0 -30 minutes
• Energized to run or shutdown fuel control
systems
• LCD digital readout for: engine oil pressure,
