Construction of an approximately 130,000 sq. ft. telecommunications center building on the
northern portion of a 7.57 -acre site, which is developed with an existing 89,200 sq. ft.
telecommunications center building. Work will entail demolition of an existing parking lot
and 1,370 -sq. ft. building, preload of the proposed building footprint and building
construction.

Summary of Primary Impacts:
Earth
The site is flat with approximately 2% slope on the site. The soils are comprised of
sand and gravel. Approximately 12,600 cubic yards of sand and gravel preload fill
will be taken from (and be returned to) stockpiled materials owned by the applicant
on a site approximately 1000 feet southwest of the construction site. Fill and
grading for the construction of the new building will be minimal as the site was
graded when the parking lot and existing building were constructed.
Approximately 95% of the site will be covered by impervious surfaces (buildings,
parking, driveways and sidewalks). The site is currently approximately 95%
impervious surface, so there will be no change in impervious surface.
Silt fences and sediment traps will be used to control storm water prior to discharge
into existing onsite catchbasins. During construction new catchbasins will be
installed. All catchbasins will be protected from silt and sediment accumulation
during construction.
Air
Normal emissions and dust associated with use of construction equipment. After
normal exhaust associated with customer and delivery vehicles, and intermittent use
of emergency generators.
During grading and earthwork construction a water truck will be used to minimize
dust. Construction equipment will meet local, state and federal emission standards.
Emergency generators will meet Puget Sound Clean Air Agency regulations.
Water
The site is not adjacent to a body of water and the project does not plan to withdraw
any ground water from the ground. The Green River lies approximately 375 feet
from the southeast corner of the site. Stormwater from the site will flow into the
City of Tukwila storm water system, which is then conveyed to the P -17 pond for
detention prior to discharge into the Green River. Oil /water separators will be

installed onsite to minimize water quality impacts from parking areas. The project
will comply with the King County Stormwater Design Manual.
Plants
The checklist indicates that the site contains deciduous and evergreen trees that are
part of formal landscaping on the site. Additional landscaping will be planted on the
site as part of the new building. No landscaping will be removed from the site.
Street trees will be planted along South 180 Street.
Animals
The checklist notes that songbirds have been observed on or near the site. There are
no threatened or endangered species known to be on or near the site. The site is
located on the Pacific flyway.
Energy/Natural Resources
Electricity will be used to power the telecommunications equipment that will be
housed in the new building. The estimated amount of wattage that the equipment
will use is 20 megawatts. Electricity and natural gas will be used for the HVAC
units. The emergency power generators will use diesel fuel. The new building will
be designed to meet the Washington State energy code to save energy in heating and
cooling the building.
Environmental Health
The emergency power generators will have 2,000 - gallon diesel fuel tanks to power
them. It is estimated that there will be 11 emergency generators associated with the
new building.
Construction noises will occur during the demolition of the existing building and
preloading of the building site and construction of the new building. These noises
would occur generally between the hours of 7:00 a.m. and 5:00 p.m. Once
construction is complete, then noise will be generated by vehicles and delivery
trucks, from approximately 8:00 a.m. to 6:00 p.m. Noise will also be created by the
HVAC systems on a regular basis and the emergency generators on a periodic basis.
The HVAC units and emergency generators will be insulated to reduce the noise.
Any noise created by the mechanical units on the site is subject to the City's noise
standards, TMC 8.22.
Land /Shoreline Uses
The site is currently occupied by two structures, an 89,200 sq. foot warehouse that
has been converted to a telecommunications center and a 1,370 sq. foot building that

formerly housed a bank that is proposed for demolition. The site is designated
Tukwila Urban Center on the City's Comprehensive Plan Map and zoned Tukwila
Urban Center. The site is located at the southern edge of the Urban Center, with
industrially designated lands to the south.
The checklist indicates that the site is shown to be in an area of potential seismic
instability, with soft, loose sand and a shallow ground water table.
The proposed development is consistent with the Comprehensive Plan and Zoning
designations.
Housing
N/A
Aesthetics
The proposed development is subject to design review by the City's Board of
Architectural Review. The maximum height of the proposed building is 26 feet of
the exterior walls with an additional 16 feet for the HVAC equipment and screening
that will be located on the roof. The HVAC units will be setback from the edge of
the roof approximately 30 feet. The wall that will face South 180th Street will be just
under 660 feet in length. The building will be setback approximately 18 feet from
the sidewalk and approximately 25 feet from the existing curb. The applicant will
be required to design the building to modulate the facade in order to mitigate the
impact of the length of the building's wall and its proximity to the public street.
Light/Glare
No light or glare is anticipated from the building. The Checklist notes that the
parking areas will be illuminated during business hours when there is no daylight.
Recreation
Existing sidewalks provide pedestrian access to the Green River Trail that lies
feet to the southeast of the site.
Historic /Cultural Preservation
There are no known historic and cultural sites or objects on or next to this site.

Transportation
The site will be served by Andover Park West and South 180th Street. METRO bus
service exists on Andover Park West and South 180th Street. There are currently 422
parking stalls on the site; 386 stalls will be eliminated when the new building is
constructed. There will be 67 parking spaces when the new building is completed —
36 onsite and 31 offsite. No new streets will be required to serve the site. The
Checklist estimates that approximately 20 trips will be generated per day by the new
development. The peak trip times are not known. All projects in Tukwila are
subject to the City's concurrency standards and transportation mitigation fees. It
does not appear this project will be required to pay any mitigation fees.
Public Services
The new development will generate an increased need for fire and police services
since there will be an operating building and business onsite. This increase can be
accommodated by current service levels.
Utilities
The site is served by the City of Tukwila for sewer and water service. Utilities
currently available at the site include electric, natural gas, water, refuse service,
telephone, storm water and sanitary sewer. No additional utilities are anticipated to
be needed as a result of the subdivision. The cumulative effect of the need for
electrical service for this building is not known.

We had an opportunity to meet with the architect for this project, Bob Fadden yesterday,
and I wanted to summarize for you the issues that we discussed with him.
The major issue staff has identified with the proposed 931A building relates to the great
length of the building wall, approximately 600 feet, along a major transportation corridor
in the City. In the meeting yesterday, we talked about using different wall textures to add
visual interest and break up the mass of the wall and using some form of art on some of
the wall panels as another way to vary the wall treatment.
We also talked about wall modulation both at the corners and at the two "entrances"
(which are actually emergency exits from the building, not entrances) on South 180th
Street. Staff suggested reversing the corners but we did not reach a conclusion on the
issue of modulating the two "entrances ". After further discussion in the office, we have
determined that it is very important to modulate the wall in order to mitigate the impact
of the length along South 180th Street. The modulation should occur both at the two
"entrances" that are shown on the site plan and at the corners of the building on South
180th Street. On the attached portion of the site plan, I have drawn examples of where the
building should be stepped back.
These are the major issues we have identified with the project to -date.
• Modulate the building facade by reversing the corners and indenting the building as
illustrated on the attached drawing at the two "entrances" proposed on South 180th
Street.
• Vary the surface texture and height of the facade at least every 50 -60 feet. Block skin
on the outside of the concrete tilt up wall could be used to vary the texture as well as
to create a warmer "feel" to the building than created by painted concrete. This adds
visual interest for both the pedestrian as well as vehicles traveling along South 180th
Street.

• Street trees must be installed on both sides of the sidewalk and the planters depth
varied to again provide some modulation of the streetscape.
• Move the generators back to abut the existing generators so as to allow more room for
landscaping adjacent to the west property line to screen the site.
One issue that we did not talk about with Bob, but have discussed with you is the issue of
the noise created by the both the emergency generators adjacent to the building as well as
the mechanical units that will be on the roof. Projects similar to Qwest's have generated
a number of complaints about noise from adjacent property owners. This will need to be
addressed through the environmental review of the project.
I hope this helps the project team as you finalize the plans for the design review

Construction of approximately 130,000 s.f. telecommunications center building, over an existing parking
lot on northern portion of a 7.57 acre site (southern portion occupied by existing 89,200 s.f.
telecommunications center building). Work will entail demolition of existing parking lot and
approximately 1,370 s.f. building, preload of site, and then building construction.

our stockpile on Segale Business Park property 1000' southwest of the site. Fill and grading for
the project thereafter will be minimal since the site was already graded for the parking lot.

Silt fences and sediment traps will be used to control storm water prior to discharge into existing
onsite catchbasins. During construction new catchbasins will be installed. All catchbasins will
have CB protection.

INTRODUCTION
This letter presents our recommendations for preload embankment placement for the
proposed Building 931A at the Segale Business Park in Tukwila, Washington. The proposed
building will be constructed adjacent to the north side of an existing warehouse building on -site.
The existing building was preloaded to induce settlement of subgrade soils prior to construction.
The preload embankment extended into the proposed building in the area shown on the attached
site sketch. A settlement sensitive utility corridor exists along the north property line. Further
geotechnical recommendations for the proposed building will be presented in our forthcoming
geotechnical report. .
PRELOAD EMBANKMENT FILL PLACEMENT
We recommend that the final grade for the planned preload embankment be constructed as
described in the following paragraphs and on the attached sketch. The embankment sideslopes
should be inclined at 1H:1V (horizontal:vertical) or flatter. The embankment crest should be
7 feet above the finished floor elevation, except near the northern building perimeter as shown on
the attached cross section sketch. The embankment fill should extend at least 5 feet beyond the
proposed east and west building perimeters.
To limit settlements beneath the existing building to the south we recommend that the toe of
the proposed preload embankment be placed no closer than 10 feet to the existing building
perimeter. We recommend that the northern toe of the preload embankment be placed no closer

than 20 feet to the center line of the nearest utility to limit settlement beneath the utility. Near the
toe, the preload embankment height should be limited to 3.5 feet above finished floor elevation.
The embankment fill height should be increased to 7 feet above finished floor elevation at a
distance of 30 feet from the center line of the nearest utility. The attached cross section sketch
shows the recommended preload geometry at the north building perimeter.
We understand that the original preload extended 80 feet beyond the central portion of the
north building perimeter, as shown in the attached site sketch. Consequently much of this area
does not require preloading. To achieve uniform settlement characteristics we recommend that
the toe of the proposed preload overlap the previously preloaded zone by at least 20 feet. The
recommendations for preloading assume that column and wall loads will be supported on piles in
areas where the past and future preloads overlap by less than 20 feet.
The silty soils underlying the site are expected to experience consolidation settlement due to
the preload embankment. Sandy soils are not expected to consolidate, but may deflect elastically.
Our analyses indicate that settlement beneath the existing building and utility corridor due to the
preload embankment will be negligible, provided the recommendations in this letter report are
followed. Survey monuments should be established at several locations on the south and north
perimeter of the proposed building to confirm that the estimated preload fill- induced settlements
are not exceeded.

DATA CENTERS: Tariffs aim to hang cost of expansion on companies

It is a big business that could
have an effect on everything from
your monthly electric bill to the
ease with which you access your
favorite Web sites.
• Data centers, also known as co-
location facilities and server farms,
are sprouting at such a furious
pace in Tukwila and the Kent
Valley that some have expressed
concern over whether Seattle City
Light and Puget Sound Energy can
handle the power necessary to run
these 24 -hour, high- security facili-
ties.
"We are talking to about half a
dozen customers that are request-
ing 445 megawatts of power in a
little area near Southcenter Mall,"
said Karl Karzmar, manager of
revenue requirements for Puget
Sound Energy. "That is the equiva-
lent of six oil refineries."
A relatively new phenomenon
in the utility business, the rise of
the Internet data center has some
utility veterans scratching their
heads.
Puget Sound Energy last week
asked the Washington Utilities and
Transportation Commission to ac-
cept a tariff on the new data
centers. The tariff is designed to
protect the company's existing resi-
dential and business customers
from footing the bill for the new
base stations necessary to support
the projects. Those base stations
could cost as much as $20 million
each, Karzmar said.
Not to be left behind, Seattle
City Light plans to bring up the
data center issue on Thursday at
the Seattle City Council meeting.
For the utilities that provide
power to homes, businesses and
schools in the region, this is a new
and complex issue.
On one hand, the data centers
— with their amazing appetite for
power — represent potentially
lucrative business customers. The
facilities run 24 hours a day, seven
days a week, and therefore could
become a constant revenue stream.
On the other hand, they require so
much energy that they could po-
tentially flood the .utilities with
exorbitant capital expenditures.
Who, will pay for those expen-
ditures and what it will mean for
power rates in the area is still open
to debate.
"These - facilities are what we
call extremely dense loads," said
. Bob Royer; director of communica-
tions and public affairs at Seattle
City Light.
"The entire University of Wash-
ington, from stadium lights at the
football game to the Medical
School, averages 31 megawatts per
day. We have data center projects
in front of us that are asking for
30, 40 and 50 megawatts."
With more than 1.5 million
square feet, the Intergate complex
in Tukwila is one of the biggest
data centers. Sabey Corp. - re -pur-
chased the 1.35 million square -foot
Intergate East facility last Septem-
ber from Boeing Space & Defense.
In less than 12 months, the devel-
oper has leased 92 percent of the
six - building complex to seven dif-
ferent co-location companies.
"It is probably the largest data
center park in the country," boasts
Laurent Poole, chief operating offi-
cer at Sabey. Exodus, ICG Commu-
nications, NetStream Communica-
tions, Pac West Telecomm and

After building Exodus' fast
Tukwila facility in 1997, Sabey has
become an expert in the arena and
now has facilities either under
management or development in
Los Angeles, Spokane and Denver.
Poole claims his firm is one of the
top four builders of Internet data
centers in the country.
As more people access the
Internet and conduct bandwidth -
heavy tasks such as listening to
online music, Poole said the need
for co- location space in Seattle
continues to escalate.
But it is not just Seattle. The
need ' for data center space is
growing at a rapid clip at many
technology hubs throughout the
country, causing similar concerns
among utilities in places such as
Texas and California.
Exodus, one of the largest
providers of co-location space,
plans to nearly double the amount
of space it has by the end of the
year. While companies such as
Amazon.com rum their own server
farms, many high -tech companies
have decided to outsource the
operations to companies such as
Exodus that may be better pre-
pared for dealing with Internet
traffic management.
"We have 2 million square feet
of space under construction and
we plan to double our size in the
next nine months, yet there is
more demand right now than data
center space," said Steve Porter, an
account executive at Exodus in
Seattle.
The booming market for coc
location space has left some in the
local utility industry perplexed.
"It accelerates in a quantum
way what you have to do to serve
the growth," said Seattle City
Light's Royer. "The utility industry
is almost stunned by this, in a
way." .

In 1997, a little -known Silicon Valley
• company called Exodus Communications
opened a 15,000-square-foot dam center in
Tukwila.
The mission was to handle the Internet
traffic and computer servers for the
regions growing number of dot-coms.
Fast - forward to summer 2000. Exodus
is now wrapping up construction on a new
13 -acre, 576,000 - square-foot data center
less than a mile from its original facility.
.Sitting at the confluence of several fber
•optic backbones, the Exodus plant will
consume enough power for a small town
and eventually house Internet servers for
firms such as Avenue A, Microsoft and
Onvia.com.
Exodus is not the only company
building massive data centers near Seattle.
More than a dozen companies — with
names like AboveNet, Globix and HosPro
— are looking for facilities here that will
house the networking equipment of the
Internet economy.

Company completes 72 -mile fiber optic ring 'around city

Broomfield, Colo., has completed a
72 -mile fiber optic ring around great-
er Seattle that it says will let area
companies easily link to a high -speed
international pipeline for voice and
data.
It's not much to look at - a one-
foot bundle of 12 2 -inch black plastic
tubes - but it sure is fast The loop,
which took 18 months to lay and was
completed last month, can carry
digitized voice and data on invisible
laser light 26,000 times faster than a
conventional 56 kbps modem does.
Only one of the tubes is filled
right now, with 768 strands of fiber
optic cable. The other tubes will get
newer - technology cable as the need
arises. The light -borne data will be
sped through the lines by the latest
routers and switches.
"Practically speaking, we can't
state the ring's ultimate capacity," said
John Seely, a Level 3 systems
engineer. As technology evolves, sav-
ings can be passed along to custom-
ers, said spokeswoman Kathy Sattem
The loop extends north to Canyon
Park in south Snbhomish County,
heads south through Woodinville and
west of Redmond down to Issaquah,
swings southwest to Tukwila, and
then follows I -5 up into downtown
Seattle.
The Seattle ring connects to a
16,000 mile fiber -optic cable linking
similar rings in 25 other Americus
cities, rings throughout Europe, a
trans- Atlantic and a trans -Pacific cable
and a cable under construction be-
tween Hong Kong and Tokyo.
Proximity to the loop is useful for
potential customers, the largest of
which Level 3 will accommodate with
direct connections wherever they are.
Smaller customers can link directly to
the Seattle ring from Level 3's 48,000 -
square-foot facility, called a gateway,
at 1000 Denny Way, which now
houses equipment for 75 businesses.
Smaller businesses also are begin -
ning to cluster near so-called carrier
hotels and "co-location facilities" locat-
ed on or near the loop, so they can
connect directly to it.
The smallest companies must
connect to the ring through other
carriers, such as Qwest or Electric
Lightwave, of Vancouver, both of
which have their own competing
rings around the city.
Before the loop was created, all
area businesses had to use other
carriers to reach Level 3's national
backbone. That cost up to twice as
much as using Level 3 exclusively,
Sattern said.
Typically, Level 3 customers are
Internet service providers, application
service providers and popular Web
sites.
National customers, `claimed to
number about 2,000, include AOL,
Yahoo!, Juno and Earthlink. Seattle -
based customers include Innovative
Communications Technologies, which
offers companies twice the domestic
Tong- distance phone service at half
the price they're currently paying, and
AuBeta Networks, which creates inex-
pensive, nationwide, high- bandwidth
Wide Area Networks for companies.
"For upgradable, national cover-
age, versatility and good co-location
facilities, I had no real choice-except
Level 3, said Norm Hernandez, chief
executive of AuBeta Networks.
Level 3's versatility stems from its
use of , an optical standard called
SONET (synchronous optical net-
work), which lets it carry any combi-
nation of Ethernet, Internet Protocol
and circuit -based connections.
Each of those is a specialized way
of transmitting data or digitized
conversation.
Fast Ethernet, a protocol used
exclusively to transmit data on local
or wide -area networks, carries data at
up to 1,000 megabits per second. For
purposes of comparison, that's about
26,790 times faster than a home -
computer rnodem operating at 56
kilobits per second.
Few companies are demanding
Fast Ethernet speed today, said Victor
Smith, Seattle -area director of Level 3.
"But our national backbone could
provide multiple channels, each with
nearly 9,000 megabits per second or
