The proposal also includes installing approximately 2000 square feet of landscaping. Ten existing parking stalls will be dedicated for trail users, and 18 of the remaining stalls will be shared with Fairway Trust for weekday evening, weekend, and holiday use. BACKGROUND • SEPA Review — E2000 -017 Vacating Maule Avenue November 30, 2000 Page 2 Timeline The construction is planned for the Spring and Summer of 2001. Additional Environmental Information Tukwila Shoreline permit L93 -0062 was prepared and approved in 1994. Other Permits Required: Tukwila Shoreline Substantial Development Permit Tukwila Tree Permit Approval of erosion prevention and sediment control plan Location: 14050 Interurban Avenue South, Tukwila, Washington, between Interurban Avenue South and the Duwamish River SE Section 14 and 36, Township 23, Range 4. Summary of Interdepartmental Comments: (to be completed prior to issuance of Building Permit): Fire Department • The post and guard rail shown does not allow emergency access to the trail. Access to the river trail will be needed by the Fire department. ENVIRONMENTAL ELEMENTS Earth The site is generally flat. There is no indication of instability. The site abuts the Duwamish River and is mostly covered with impervious surface and some landscaping. Urbanized fill, in accordance with the Soil Conservation Service, are generally found on the site. The area was graded and graveled in 1994, in preparation for the paving. The site is still flat and graveled. Only minimum surface work is required before paving. Some erosion could occur during tree planting. All applicable measures in the King County Surface Water Design manual will be employed to protect all surface and subsurface drainage and water. The total site will remain approximately 96% impervious. The proposed project does not add impervious surface. Air Emission may result from truck traffic, from surface preparation, and from asphalt surfacing activities. No other sources of emission are expected to affect the project. Water The site abuts the Duwamish River for approximately 900 feet. The work within the shoreline includes landscaping, paving, marking parking stalls, and installing signs. Rain will be the main source of runoff. The stormwater runoff will be collected by an existing catch basin and transported to the City of Tukwila storm drain system. No waste materials entering the ground or surface water is anticipated. Work will be performed according to the 1998 King County Surface Water Design Manual requirements. Plants Currently, there are several type of trees, shrubs, grass, wet soil plants, and water plants on the site. They include: alder, maple, aspen, and cottonwood, fir cedar, and pine, as well as other variety of trees. Wet soil plants include cattail, buttercup, bulrish, skunk cabbage, and water plants include water lily, eel grass, milfoll, and other varieties. • SEPA Review — E2000 -017 Vacating Maule Avenue November 30, 2000 Page 4 Four (4) cottonwood trees will be removed as it is anticipated that the paving for the new parking area will damage the root system of these trees. Landscaping will include adding 32 native trees to increase riverside vegetation, and groundcover. A list of trees is attached. There are no threatened or endangered vegetation species. Animals Several type of birds, mammals, and fish have been observed on or near the site. This includes hawk, heron, eagle, songbird, River Otter and Sea Lion. There are threatened and endangered species on the site. This includes Peregrine Falcon, Bald Eagle, Chinook Salmon, and Bull Trout. The area is part of the Pacific flyway for migratory birds. The area is also adjacent to the Green/Duwamish River which is a migratory route for salmonoids on Pacific lamprey. All project - related activities will halt upon discovery of conditions which hinder, threaten, or endanger species. Energy/Natural Resources There are no particular energy needs to complete this project. This project would not affect the potential use of solar energy by adjacent properties. Environmental Health There are no environmental health hazards expected to occur as a result of this proposal. Some noise will be created during paving operations. Paving will occur during normal business hours. During the long term, noise will be associated with automobile traffic coming and going from the parking area. 204 parking stalls are planned for the parking area proposed for this project. Land/Shoreline Uses The proposed project area is within the shoreline. This portion of the shoreline is regulated by the City of Tukwila under the Shoreline Master Plan. The current shoreline master program designation is "Urban". The current zoning classification of the site is Commercial/Light Industrial. The current comprehensive plan designation of the site is Commercial/ Light Industrial. The site is currently parking for the Riverside and the Riverside Inn, a restaurant and gambling establishment. The Fairway Center, an office building, is located to the south of the Inn. A bicycle and pedestrian trail runs through the site. No structures are located within the work area. Therefore, no structures will need to be demolished. The work area would be between the Riverside Inn and the Fairway Center, south of the Riverside Inn and north of the Fairway Center. • • SEPA Review — E2000 -017 Vacating Maule Avenue November 30, 2000 Page 5 Measures to insure that the proposal is compatible with existing and projected land use plans includes submittal of a Shoreline Substantial Development Permit application. The City of Tukwila's land use plan was also referred to in developing this proposal. The proposed project will not displace any persons. No persons will reside in the completed project area. The site has not been used for agriculture for at least 30 years. Housing There is no housing planned for the project area. Aesthetics No structures are proposed for the site. Installation of landscaping along the river and along the trail will provide aesthetic improvement. Light/Glare No lighting is proposed for the project. No glare is anticipated. Recreation There is a bicycle and a pedestrian path which runs through the project. The tree removal project will require temporary trail closure, for public safety. This is the only project that is anticipated to temporarily displace recreational use. Historic /Cultural Preservation None Transportation The site is served by Interurban Avenue South. This is along the west side of the site. Interstate 5 is approximately '/2 mile north of the site. There is bus service to the site, on Interurban Avenue. The site is immediately adjacent to the Green River. • SEPA Review — E2000 -017 Vacating Maule Avenue November 30, 2000 Page 6 Parking: The completed project will add 36 new parking stalls. There will be a total of 204 stalls, as these stalls will be combined with stalls from the Riverside Inn. Ten (10) of the stalls will be signed for trail users. Eighteen stalls will be signed for trail users after 6pm Monday through Fridays, weekends, and on holidays. There will not be any new roads generated from this project. The proposal will remove a road for public recreation use. Public Services The project will not result in an increased need for public service. Utilities Utilities currently found on the site include electricity, natural gas, water, refuse service, telephone, sanitary sewer, and telephone lines. Recommendation Staff recommends approval of the SEPA checklist as a determination of non - significance.
