This letter serves as a notice of decision that the application for planned action regarding the conversion of a
portion of a multi- tenant building to a data center is issued pursuant to TMC 21.04.156.

PROJECT DESCRIPTION: This project involves the conversion of a portion of a multi- tenant building
(approximately 48,000 square feet) from a warehouse /manufacturing use to a data center. Tenant
improvements include an equipment yard and the installation of two 15,000 gallon underground fuel storage
tanks.
DETERMINATION: The project falls under the planned action guidelines. The decision is final with no
administrative appeal.
ZONING /COMPREHENSIVE
PLAN DESIGNATION: MIC /H
Project materials including the application, any staff reports, and other studies related to the permit are
available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite
100, Tukwila, Washington from Monday through Friday, between 8:30 a.m. and 5:00 p.m. The project
planner is Deborah Ritter who may be contacted at 206 -431 -3663 for further information. Property owners
affected by this decision may request a change in valuation for their property tax purposes notwithstanding
any program of revaluation.

center. Tenant improvements include an equipment yard and the installation of two

This report summarizes my preliminary assessment of environmental noise from the
proposed Netstream project at Intergate East (Building #3) in Tukwila, WA. Intergate
East is a five building industrial complex located between Highway 99 (Pacific Highway
South) and East Marginal Way, just south of South 120th Place. This report presents the
results of an acoustical analysis of the proposed mechanical and power generation
equipment described in the preliminary plans dated 10 /11 /00. The primary noise
generating equipment associated with this project are four 2 MW diesel emergency
generators (one is redundant) located inside the building against the east wall, three 500
ton centrifugal chillers located next to the generator room, one Toad bank and two cooling
towers. The cooling towers will be located on the roof of the building, and the load bank
will be positioned outside the east wall of the building in a CMU enclosure.
The project is located within the City of Tukwila, and the Tukwila Noise Ordinance
(Chapter 8.22) governs the maximum permissible sound levels as noise is radiated across
property lines. The subject property is zoned industrial, and so is the adjacent property in
all directions. The nearest property that is zoned residential is in King County on the
west side of Highway 99 — approximately 800 feet west southwest from this site. The
King County noise ordinance will govern the maximum permissible noise levels to those
properties. There is also residential property (within the city limits of Tukwila)
approximately 1000 feet south of the project on the south side of S. 126th Street. This
property is shielded from this project by Building #5.
The following preliminary noise control recommendations are offered for this project:
1 Install a continuous bank of sound attenuators at or near the roofline of the air intake
opening above each generator room. The attenuators shall be mounted to completely
seal the roof opening.

2. Install a bank of sound attenuators behind cach radiator exhaust louver at the east wall
of the generator room. The attenuators shall be mounted against the outside wall
directly behind the exhaust louvers.
3. Provide a critical grade muffler for each engine exhaust system. The muffler should
be located inside the generator room, suspended above the generator.
4. Provide nominal 2" thick acoustical panels in the generator room and the chiller
room. The total area of panels for each room is to be determined.
5. If possible, select a load bank with an LwA rating that does not exceed 100 dR (ref 1
picowatt). If the load bank exceeds this noise level, provide an acoustical enclosure
around this unit that is designed to meet the noise ordinance.
Select the cooling towers for minimum noise generation. In order to meet the
nighttime noise ordinance at the residential properties to the west and south (without
a rooftop noise barrier), the LwA rating for each cooling tower should not exceed 96
dB. A tower with this rating is not difficult to find, and is much preferred over a
rooftop noise barrier.
Although the design work has not yet been completed, it should not be difficult to meet
the requirements of the Tukwila and King County noise ordinances from this equipment
if the preliminary recommendations are fully implemented. If you have any questions

chillers 24 hours a day and generators periodic testing and emergency use.
