You will note that two trees to the south (closest to the road) are dying and are recommended to be removed. Two trees are in weak condition and one is in average condition. We will be performing the recommended measures to help facilitate the longevity of the three trees to remain. Meanwhile, we will be removing the two dying trees. In addition to planting approximately 60 trees in the park, we are looking at replacing these two trees with two Leyland Cyprus trees. These replacement trees are fast growing, drought tolerant, and look very similar to the Western Red Cedar. We will be planting the trees in the same location as the two trees that are being removed. Gilles 4 2 5- 8 2 2 - 4 9 9 4 June 12, 2003 Rick Still, Assistant Director Tukwila Parks and Recreation 12424 42nd Avenue South Tukwila, WA 98168 SUBJECT: EVALUATION OF FIVE CEDAR TREES AT CASCADE PARK AT THE CORNER OF 37TH AVENUE SOUTH AND SOUTH 144TH STREET, TUKWILA, WA Dear Mr. Still, As you requested, this morning I went to the corner of 37th Avenue South and South 144th Street, to the new Cascade Park that is under construction. You requested that I evaluate a row of five trees to determine if they could be retained or if they should be removed. METHODOLOGY: To evaluate the trees and to prepare the report, I drew upon my 20+ years of experience in the field and my formal education in Natural Resources Management, Dendrology, Forest Ecology luation, Plant Identification, and Plant Physiology. I also followed the protocol of the International Society of Arboriculture (ISA) for Hazard Tree Assessment while looking at the overall health of the trees and the site conditions. This is a scientifically based process to look at the entire site, the surrounding land and the soil, as well as a complete look at the trees themselves. In examining each tree, I looked at such factors as: size, vigor, crown ratio and class, density of needles, injury, insect activity, root damage and root collar health, crown health, evidence of disease causing bacteria, fungi or virus, dead wood and hanging limbs. While no one can predict with absolute certainty which trees will or will not fall, we can, by using this scientific process, assess which trees are most likely to fail and take appropriate action to minimize injury and damage. The trees were tagged and numbered 1 through 5. The tags are made of shiny aluminum and are approximately 1 inch by 3 inches in size and are attached to the tree with short galvanized nails. The use of galvanized nails was to minimize rusting and streaking. Fax: 425-822-6314 E -mail: bkgilles @aol.com 12823 NE 107th Place Kirkland, WA 98033 Short nails were used so that they would not penetrate through the bark into the vascular cambium and potentially introduce pathogens. The tags were placed as high as possible to minimize their removal. The tags were generally placed on the backsides of the trees as inconspicuously as possible so as not to draw attention. OBSERVATIONS: The five trees are located in a row in the southwest corner of the park. The trees are all Western Red Cedar, Thuja plicata, and are all of similar size and age. In an effort to clearly present the information for each tree in a manner that facilitates the reader's ability to understand the conclusions I have drawn for each tree, I have collected the information onto a spreadsheet format. Please refer to Attachment 1, Tree Inventory/Condition Spreadsheet. The descriptions were left brief on the spreadsheet in an effort to include as much pertinent information as possible, to make the report manageable, and, to not bore the reader with infinite levels of detail. A more complete description of the terms used in the spreadsheet and in this report can be found in Attachment 2 , Glossary of Terms Used. A brief review of these terms and descriptions. will allow the reader to rapidly move through the spreadsheet and understand the information. DISCUSSION: Trees # 1, # 2, and #3, are dying rapidly. They have almost no foliage of their own. The vast majority of the green noted on the trees is actually an infestation of English Ivy, Hedera helix. There is some center rot in the trunks and the crowns are dying. The symptoms of decline are extreme and it is not possible to bring the trees back to health at this time. Trees # 4 and #5 are in decline but not as bad as the other three. The Ivy infestation is not as severe. However, the trees do show symptoms of serious decline. Current industry science does not allow us to accurately predict whether these trees can be returned to health or not. My training and experience lead me to the judgment that it is a 50/50 chance of survival. You could increase their survival opportunity by injection a combination of tree based fertilizer, beneficial fungi, and bacteria into the root zone. In addition, the trees need to be watered right away and watered every three to four weeks from now until the fall rains arrive in October or November. The best watering method is to use soaker hoses placed three feet from the trunk of the tree and spiraled around the tree covering the critical root zone. I would use at least two and possibly three 100 -foot soaker hoses on each tree. It is best to place the soakers using landscape staples, (available from HD Fowler in Bellevue for pennies apiece) then cover the area with some composed materials. The composted material will act as a Cascade Park Tukwila June 12, 2003 Gilles Consulting Page 2 of 10 mulch to minimize evaporation and will also stimulate the microbial activity of the soil which is another benefit to the health of the tree. Water the trees to a depth of 18 to 20 inches. I recommended leaving the water on the soaker hoses over night and then digging down to determine how deep your water is penetrating. Then adjust accordingly. It may take a good two days of watering to reach the proper depth. Once the water reaches the proper depth, turn off the hoses for four weeks and then water again. Water more often when temperatures increase —every three weeks when temperatures exceed 80 degrees and every two weeks when temperatures exceed 90 degrees. This drying out of the soil in between watering is important to prevent soil pathogens from attacking the trees. CONCLUSION: It is likely that the five trees are suffering from three years of severe drought that we have experienced in the area. Cedar trees all over Puget Sound are dying at a rapid rate due to the recent droughts. My observation of the soil in the park today was that there was almost no water in the soil. Western Red Cedar trees require and tolerate more water than other native conifers. Again, let me state that it is uncertain whether or not trees # 4 and # 5 can be saved. However, the treatments noted above, watering and soil injections are the best known treatments currently in the industry and provide the best hope for saving the trees. If you would like help setting up the watering or arranging for the soil injection of the root zones I will be glad to assist you. WAIVER OF LIABILITY: There are many conditions affecting a tree's health and stability which may be present and cannot be ascertained, such as, root rot, previous or unexposed construction damage, internal cracks, stem rot and more which may be hidden. Changes in circumstances and conditions can also cause a rapid deterioration of a tree's health and stability. Adverse weather conditions can dramatically affect the health and safety of a tree in a very short amount of time. While I have used every reasonable means to examine these trees, this evaluation represents my opinion of the tree health at this point in time. These findings do not guarantee future safety nor are they predictions of future events. The tree Hazard Evaluation consists of an external visual inspection of an individual tree's root flare, trunk, and canopy from the ground only unless otherwise specified. The inspection may also consist of taking trunk or root soundings for sound comparisons to aid the evaluator in determining the possible extend of decay within a tree. Soundings Cascade Park Tukwila June 12, 2003 Gilles Consulting Page 3 of 10 are only an aid to the evaluation process and do not replace the use of other more suited diagnostic tolls for determining the extent of decay within a tree. As conditions change is the responsibility of the property owners to schedule additional site visits by the necessary professionals to ensure that the long -term success of the project is ensured. It is the responsibility of the property owner to obtain all required permits from the city, county, stated, or federal agencies. It is the responsibility of the property owner to comply with all applicable laws, regulations, and permit conditions. If there is a homeowners association it is the responsibility of the property owner to comply with all Codes, Covenants, and Restrictions (CC &R's) that apply to tree pruning and tree removal. This Tree Hazard Evaluation is to be used to inform and guide the client in the management of their tree(s). This in no way implies that the evaluator is responsible for performing recommended actions or using other methods or tools to further determine the extent of internal tree problems without written authorization from the client. Furthermore, the evaluator in no way holds that the opinions and recommendations are the only actions required to insure that the tree will not fail. A second opinion is recommended. Also, the client shall hold the evaluator harmless for all injuries or damages incurred if the evaluator's recommendations are not followed or for acts of nature beyond the evaluator's reasonable expectations, such as severe winds, excessive rains, heavy snow loads, etc. This report and all attachments, enclosures, and references, are confidential and are for the use of the client concerned. This spreadsheet was developed by Gilles Consulting based upon the Hazard Tree Evaluation Form from the book, The Evaluation of Hazard Trees in Urban Areas, by Matheney and Clarke. The descriptions were left brief on the spreadsheet in an effort to include as much pertinent information as possible, to make the report manageable, and, to not bore the reader with infinite levels of detail. A review of these terms and descriptions will allow the reader to rapidly move through the report and understand the information. 1) TREE # - -the individual number of each tree. 2) SPECIES —This describes the species of each tree with both most readily accepted common name and the officially accepted scientific name. 3) DBH— Diameter Breast Height. This is the standard measurement of trees taken at 4.5 feet above the average ground level of the tree base. i) Occasionally it is not practical to measure a tree at 4.5 feet above the ground. The most representative area of the trunk near 4.5 feet is then measured and noted on the spreadsheet. For instance, a tree that forks at 4.5 feet can have an unusually large swelling at that point. The measurement is taken below the swelling and noted as, `28.4" at 36 "'. ii) Trees with multiple stems are listed as a "clump of x," with x being the number of trunks in the clump. Measurements may be given as an average of all the trunks, or individual measurements for each trunk may be listed. (1) Every effort is made to distinguish between a single tree with multiple stems and several trees growing close together at the bases. 4) % LCR— Percentage of Live Crown Ratio. The relative proportion of green crown to overall tree height. This is an important indication of a tree's health. If a tree has a high percentage of Live Crown Ratio, it is likely producing enough photosynthetic activity to support the tree. If a tree has less than 30 to 40% LCR it can create a shortage of needed energy and can indicate poor health and vigor. 5) SYMMETRY —is the description of the form of the canopy. That is, the balance or overall shape of the canopy and crown. This is the place I list any major defects in the tree shape —does the tree have all its foliage on one side or in one unusual area. Symmetry can be important if there are additional defects in the tree such as rot pockets, cracks, loose roots, weak crown etc. Symmetry is generally categorized as Generally Symmetrical, Minor Asymmetry or Major Asymmetry: i) Gen. Sym.— Generally Symmetrical. The canopy /foliage is generally even on all sides with spacing of scaffold branches typical for the species, both vertically and radially. ii) Min. Asym. —Minor Asymmetry. The canopy /foliage has a slightly irregular shape with more weight on one side but appears to be no problem for the tree. iii) Maj. Asym. —Major Asymmetry. The canopy /foliage has a highly irregular shape for the species with the majority of the weight on one side of the tree. Cascade Park Tukwila June 12, 2003 Gilles Consulting Page 6of10 This can have a significant impact on the tree's stability, health and hazard potential — especially if other defects are noted such as cracks, rot, root defects. 6) FOLIAGEBRANCH describes the foliage of the tree in relation to a perfect specimen of that particular species. First the branch growth and foliage density is described, and then any signs or symptoms of stress and/or disease are noted. The condition of the foliage, or the branches and buds for deciduous trees in the dormant season, are important indications of a tree's health and vigor. i) For Deciduous trees in the dormant season: (1) The structure of the tree is visible, (2) The quantity and quality of buds indicates health, and is described as good bud set, average bud set, or poor bud set. These are abbreviated in the spreadsheet as: gbs, abs, or pbs. (3) The amount of annual shoot elongation is visible and is another major indication of tree health and vigor. This is described as: (a) Excellent, Good, Average, or Short Shoot Elongation. These are abbreviated in the spreadsheet as ESE, GSE, ASE, OR SSE. ii) For evergreen trees year round and deciduous trees in leaf, the color and density of the foliage indicates if the tree is healthy or stressed, or if an insect infestation, a bacterial, fungal, or viral infection is present. Foliage is categorized on a scale from: (1) Dense — extremely thick foliage,, an indication of healthy vigorous growth, (2) Good —thick foliage, thicker than average for the species, (3) Normal/Average —thick foliage, average for the species, an indication of healthy growth, (4) Thin or Thinning— needles and leaves becoming less dense so that sunlight readily passes through; an indication that the tree is under serious stress that could impact the long -term survivability and safety of the tree, (5) Sparse —few leaves or needles on the twigs, an indication that the tree is under extreme stress and could indicate the future death of the tree (6) Necrosis —the presence of dead twigs and branchlets. This is another significant indication of tree health. A few dead twigs and branches are reasonably typical in most trees of size. However, if there are dead twigs and branchlets all over a certain portion of the tree, or all over the tree, these are indications of stress or attack that can have an impact on the tree's long -term health. (7) HANGERS —A term to describe a large branch or limb that has broken off but is still hanging up in the tree. These can be particularly dangerous in adverse weather conditions. 7) CROWN CONDITION —The crown is uppermost portion of the tree, generally considered the top 10 to 20% of the canopy or that part of the canopy above the main trunk in deciduous trees and above the secondary bark in evergreen trees. i) The condition of the tree's crown is a reflection of the overall health and vigor of the entire tree. The crown is one of the first places a tree will demonstrate stress and pathogenic attack such as root rot. Cascade Park Tukwila June 12, 2003 Gilles Consulting Page 7 of 10 ii) If the Crown Condition is healthy and strong, this is a good sign. If the crown condition is weak, broken out, or shows other signs of decline, it is an indication that the tree is under stress. It is such an important indication of health and vigor that this is the first place a trained forester or arborist looks to begin the evaluation of a tree. Current research reveals that, by the time trees with root rot show significant signs of decline in the crown, fully 50% or more of the roots have already rotted away. Crown Condition can be described as: (1) Healthy Crown — exceptional growth for the species. (2) Average Crown typical for the species. (3) Weak Crown thin spindly growth with thin or sparse needles. (4) Flagging Crown describes a tree crown that is weak and unable to grow straight up. (5) Dying Crown describes obvious decline that is nearing death. (6) Dead Crown —the crown has died due to pathological or physical injury. The tree is considered to have significant stress and/or weakness if the crown is dead. (7) Broken out —a formerly weak crown condition that has been broken off by adverse weather conditions or other mechanical means. (8) Regenerated or Regenerating— formerly broken out crowns that are now growing back, Regenerating crowns may appear healthy, average, or weak and indicate current health of the tree. (9) SUPPRESSED —a term used to describe poor condition of an entire tree or just the crown. Suppressed crowns are those that are entirely below the general level of the canopy of surrounding trees which receive no direct sunlight. They are generally in poor health and vigor. Suppressed trees are generally trees that are smaller and growing in the shade of larger trees around them. They generally have thin or sparse needles, weak or missing crowns, are prone to insect attack as well as bacterial and fungal infections. 8) TRUNK —this is the area to note any defects that can have an impact on the tree's stability or hazard potential. Typical things noted are: i) FORKED — bifurcation of branches or trunks that often occur at a narrow angle. ii) INCLUDED BARK —a pattern of development at branch or trunk junctions where bark is turned inward rather than pushed out. This can be a serious structural defect in a tree that can and often does lead to failure of one or more of the branches or trunks especially during severe adverse weather conditions. iii) EPICORMIC GROWTH —this is generally seen as dense thick growth near the trunk of a tree. Although this looks like a healthy condition, it is in fact the opposite. Trees with Epicormic Growth have used their reserve stores of energy in a last ditch effort to produce enough additional photosynthetic surface area to produce more sugars, starches and carbohydrates to support the continued growth of the tree. Generally speaking, when conifers in the Pacific Northwest exhibit heavy amounts of Epicormic Growth, they are not Cascade Park Tukwila June 12, 2003 Gilles Consulting Page 8of10 producing enough food to support their current mass and are already in serious dec line. iv) INTERNAL STRUCTURAL WEAKNESS —a physical characteristic of the tree trunk, such as a kink, crack, rot pocket, or rot column that predisposes the tree trunk to failure at the point of greatest weakness. v) BOWED —a gradual curve of the trunk. This can indicate an Internal Structural Weakness or an overall weak tree. It can also indicate slow movement of soils or historic damage of the tree that has been corrected by the curved growth. vi) KINKED —a sharp angle in the tree trunk that indicates that the normal growth pattern is disrupted. Generally this means that the internal fibers and annual rings are weaker than straight trunks and prone to failure, especially in adverse weather conditions. vii) GROUND FLOWER —an area of deformed bark near the base of a tree trunk that indicates long -term root rot. 9) ROOT COLLAR —This is the area where the trunk enters the soil and the buttress roots flare out away from the trunk into the soil. It is here that signs of rot, decay, insect infestation, fungal or bacterial infection are noted. NAD stands for No Apparent Defects. 10) Roots —Any abnormalities such as girdling roots, roots that wrap around the tree itself that strangle the cambium layer and kill the tree, are noted here. 11) COMMENTS —This is the area to note any additional information that would not fit in the previous boxes or attributes about the tree that have bearing on the health and structure of the tree. 12) CURRENT HEALTH ASSESSMENT —A description of the tree's general health rating from dead, poor, suppressed, fair, good, to excellent. 13) RECOMMENDATION —This is an estimate of whether or not the tree is off sufficient health, vigor, and structure that it is worth consideration of retention. NOTE: TREES WITH THE SAME DESCRIPTION AND DIFFERENT RATINGS: Two trees may have the same descriptions in the matrix boxes, one may be marked "Significant," while another may be marked "Non- Significant." The difference is in the degree of the description; early "necrosis" versus advanced "necrosis" for instance. In my letter of March 7, 2001 to the Department and the Council, I expressed concerns about safety, noise, and crime in regard to the park. Although my concerns about noise and crime are still not completely allayed, what troubles me greatly is the absence of any mention in the above - referenced memorandum about installing a crossing light for the children who are old enough to walk to the park by themselves (as well as elders, parents with baby carriages, the physically or mentally challenged, and anyone else lacking the split- second timing needed to cross a busy street without a light). In my letter I urged the installation of a pedestrian- operated crossing light at the logical place — between the north and south sides of 144th Street S. at the southern boundary of the park. Now, some people may say that those who live to the west of the park on the south side of 144th can simply walk down to Tukwila Int'1 Blvd. and cross safely there, but to expect that is not only unreasonable, it is unrealistic. No one, and especially no child, is going to continue past the park and walk a block east to the Boulevard, cross 144th at the existing light, and then walk another block back to reach the park — they're going to try to cross the street as soon as they're opposite the park. I sincerely hope this will not be a case of waiting for a child (or an elder or a baby carriage) to be hit by a bus, truck, or car to galvanize the installation of a crossing light. If the park can be afforded, so can the light. And I am sure we agree that people's lives are more important than any anticipated inconvenience to traffic. I do hope the City of Tukwila's Department of Community Development, Council, and Mayor's Office will do the responsible thing and expedite the addition to the park plans of a pedestrian- operated crossing light across 144th Street S. at the southern boundary of the Cascade View Park. Proposed features for this "passive" park include picnic tables, benches, a gazebo and children's play area. An entry plaza will contain permanent art work and planters. Informal lawn areas and ornamental planting beds will be bordered by walking paths that are handicapped accessible. During the comment period three letters were received. Areas of concern focused on noise, pedestrian - traffic conflicts and crime. These issues are discussed in the following sections of this memo: Plants, Environmental Health, Transportation and Public Services. Agencies with Jurisdiction: None. Summary of Primary Impacts: • Earth The site was previously developed and contains seven single - family homes and three additional vacant parcels. The amount of fill materials will be minimal and will be used to fill in basement and foundation areas previously occupied by single - family homes. Imported materials will come from an approved off -site barrow pit. At park completion less than 25% of the site will be impervious. A City- approved temporary erosion control plan will be in place prior to grading and construction. • Air Dust and exhaust emissions will be generated during construction, with watering as necessary to control dust. • Water There are no water bodies on, or in the vicinity of, the site. The source of runoff to the site is seasonal rainfall. Storm water runoff generated by the project will be collected and conveyed by a series of existing and proposed catch basins and tightlines to the existing storm drain system. Where possible, healthy significant trees will be retained and incorporated into the park design. Existing residential ground cover and shrubs will be removed prior to grading. The landscape plan for the park has not been completed at this time, however it is anticipated that a variety of low maintenance, drought tolerant trees, shrubs and groundcovers will be used. Plantings will be designed to allow adequate sight lines throughout the park and in accordance with recommendations regarding crime prevention. • Animals Songbirds and rodents have been observed. The site is located within the Pacific Flyway, a migration path for various waterfowl. Environmental Health Noise generated by construction equipment will occur on a short-term basis. The hours of construction will comply with the City's noise ordinance. Users of the park may generate varying levels of noise and will also be subject to the City's noise ordinance. The site design will place activities and landscaping in a manner that will buffer or reduce noise impacts. The site contains seven single - family homes, constructed at various times between the 1940's and 1960's. The seven homes have been purchased by the City. Four of the seven homes were found to contain traces of asbestos which will be removed in accordance with Washington State Labor and Industries requirements. After the asbestos has been properly removed, the seven houses will be relocated or demolished. • Land /Shoreline Use The project is bounded on the north by South 142nd Place, on the east by 37th Avenue South and on the south by South 144th Street. The site is located in the Medium Density Residential zoning district which allows parks as a permitted use. Apartment complexes are located to the east (across 37th Avenue South), to the south (across South 144th) and along the project's west property line. All of these apartment complexes are zoned High Density Residential. Commercial properties are located to the east (True Value Hardware) and south (Larry's market) and are zoned Neighborhood Commercial Center. Single family homes are located to the north, across South 142nd Place and are zoned Low Density Residential. Tukwila International Boulevard is one block east of the project site. • Housing The site contains seven single - family homes. These homes were constructed at various times between the 1940's and 1960's. The seven homes have been purchased by the City and will be removed and /or demolished to create the park site. Any illumination, including security lighting, shall be directed away from adjoining properties and public rights -of -way. • Recreation According to the first review draft of Tukwila's "Park, Golf and Public Places Plan 2000 - 2005" dated April 21, 2000, the Cascade View Neighborhood is the "most obvious area that does not meet the city's standard for access to a neighborhood park." According to that plan, Cascade View Park is ranked first in priority for proposed park projects. Historic and Cultural Preservation No known places or landmarks. Transportation The project is bounded on the north by South 142nd Place, on the east by 37th Avenue South and on the south by South 144th Street. Tukwila International Boulevard is located one block to the east. To increase pedestrian safety for children, landscaping will be used to buffer and separate activities within the park from those around the park. Children's play equipment will be buffered by landscape plantings and located away from the street. Metro transit route #128 runs along South 144th Street. The project will eliminate 7 ( +1 -) parking spaces with the removal of the residential structures. Based on the City's concurrency ordinance, the park is not expected to cause a negative impact on the existing level of service. A brief background of how we arrived at this point is as follows: • The Cascade View Park has been on the CIP for the past decade. • The Cascade View Park is the number one priority need in the Parks Commission goals and Six -Year Parks, Golf and Public Places Plan. • Several community meetings have taken place regarding the park (one City Council public meeting, one City Council parks plan public hearing, three Parks Commission public meetings and several Community and Parks Committee meetings). • The Cascade View Park "phone line" was created to give our residents updated information and also another opportunity to voice concerns or ask questions. • City staff with representation from all departments participated in the Cascade View "all -city project team" to discuss park concepts, design and construction. • Outreach to receive public input came from several city mailings, articles in the city newsletter (Hazelnut), flyers, announcements, signs and cascade view phone line. With the support from city staff, the Parks Commission and the Tukwila City Council, the next step was to hear from the public. At the first City Council public meeting on June 15, 2000, the message was loud and clear — we need a park! The comments that came from this meeting included: make it a first class park; choose a location close to the apartments; make it a safe place for children and seniors; playground equipment with open space and trails; upgrade Cascade View Elementary ball field; and, keep criminals and drug users away from the new park. From this meeting, the city staff took the collected comments to the Community Affairs and Parks Committee on July 15, 2000. The committee approved a park concept. The Mayor directed city staff to proceed and purchase land for park development. The Parks Commission facilitated three park design meetings.' The first was held at Cascade View Elementary School on March 14, 2001. The final meeting was also held at the park site on May 1, 2001. With public information collected, the city staff introduced the updated Cascade View Park conceptual design. Comments included; add a drop off zone for kids and seniors; need barbecue area and tables; make house a historic museum; busy street — need 3 -way stop signs on 142' and 37th Ave South now; add a quality bathroom structure; and, vandalism and crime concerns with enclosed bathroom. All participants were given a park survey (see enclosed for results). The final conceptual park design calls for a passive park with amenities that include: park entry plaza with art and planters; walking trail; children's play equipment; picnic tables and benches; gazebo; open play lawn; park lighting; and, buffering plants and landscaping. Half- street improvements are scheduled and six parking stalls (one handicapped) are recommended. The Parks and Recreation Department has collected valuable information from our concerned residents, elected officials and city staff. We have made every effort to proceed by including the community to develop and construct a park that will best fit the needs for the Cascade View neighborhood. We will continue to dedicate our efforts to add another quality park for the City of Tukwila. We have been very excited about this proposed park. However, upon receiving a copy of the notice with the design outlay of the park, we became concerned. We own and operate a dog and cat grooming shop in Burien. When searching for a place to lease, one of our needs for the space was that the location be set back f'om the street. Dogs, like children, have a tendency to dart out into streets, traffic etc. Since I have opened two years ago, there has been more than one instance where unleashed dogs have run around the parking lot, and had our space not have been set back from the street, I an sure there may have been some accidents. At my previous job, they had a dca dart out into the street Tess than a month ago, get hit by a car and die. What does this have to do with the park? Well, according to the diagram, the children's swings and play area is located close to the street, not only one street. but also an intersection. I think it seems logical and safer that the children's play area and swings are set farther into the park. We own the house across the street at 14153 - 37th. and in the past two years, our fence has been smashed into at least twice from careless motorists. One of these incidents was reported to police, the other not reported. It seems to make more sense to have the picnic tables or seating for parents to be outside the play area, as sort of a buffer from the street. Lastly, if the park goes ahead as diagrammed here, we feel that we would worry about the safety of the children. Instead of a peaceful park across the street from our home, we would have children running close to or in the street. However; I do have some concerns —and recommendations to address those concerns. The first concern is one of safety. The south side, and main entrance, of the proposed park abuts on a dangerously busy street and corner. This is the point where many children who live to the south of 144th Street would likely try to cross the street to reach the park. I believe it is essential, if the park is to be built on the proposed site, that a traffic light be installed at the intersection. of S. 144th Street and 37th Avenue S. This could be a "crossing" light that stops traffic only when a "walk button" is pressed by a pedestrian. The park would be no blessing if children were harmed trying to reach it. In the sane regard, I think it would be wise to fence off the park along 144th Street and at least partway up the 37th Avenue side to prevent children from running out into traffic in the excitement of play (there could be no guarantee they would stay in the less hazardous, "official" children's area to the north). The second concern is one of noise. Along with about 50 other families, I live in the Colonial Garden apartments directly south of the proposed park site. We have already experienced how the sharp, shrill sound of barking dogs from Lots A and B (on the proposed site schematic) carries across the street and straight into our courtyard, where it is amplified and echoes in a way more distressing than all the surrounding sirens, boom boxes, and airplanes put together. If people were engaged in sports activities on the proposed "play lawn" (Lots A through E), the inevitable screaming and yelling would focus into our courtyard and be even more disturbing than the yowling dogs —and for prolonged periods of time. I believe this could at least be mitigated by a deep, high buffer planted solidly all along the south side of the proposed park. Finally, I am concerned about the very real possibility that a park in this high- density, major- traffic- corridor location would be a magnet after dark for unruly groups of adolescents —and worse. The only remedy I can think of for that, short of all -night police foot - patrols, would be to fence and gate the entire park and lock it at dusk. The composite of the gypsum wallboard and the joint compound is considered to be Tess than 1% asbestos and may be treated as a non- asbestos- containing material. Although the material is not considered an asbestos - containing material, contractors performing renovation or demolition work should be notified of the presence of asbestos in the gypsum wallboard and joint compound. The wallboard debris should be wetted during demolition and respirators should be worn. The original asbestos - containing layer of flooring found in the kitchen is sandwiched between the original plywood substrate and a newer layer of plywood with a top layer of non - asbestos sheet flooring. To expedite the removal of the lower layer of ACM flooring, the plywood substrates and sheet flooring could be removed as an integral unit and disposed of intact by an abatement contractor. There is approximately 160 square feet of asbestos - containing flooring in the kitchen. The asbestos found in the kitchen sink undercoating was used for sound dampening. The sink can be removed as an integral unit and disposed intact as ACM. The asphalt plies covering the garage roof tested positive for asbestos, however, the silver paint tested negative. Built -up roofing abatement is considered by Washington Department of Labor and Industries to be a Class II removal operation, which includes asbestos - containing built -up layers, felt underlayment, intact cements, coatings, and mastics. The manual removal of intact (non - friable) roofing materials is not considered an asbestos project. However, demolition contractor personnel conducting built -up roofing removal must have asbestos awareness training and have an asbestos certified supervisor onsite. The material must be removed using manual methods and must not be sanded, abraded, or ground. Material that has been removed from a roof must not be dropped or thrown to the ground and must be removed by the end of the work shift. LETTER OF "GOOD FAITH INSPECTION ", PBS PROJECT #40229.000 PBS Environmental performed an asbestos survey of the property referenced above on January 24, 2001. The purpose of the survey was to determine the presence of asbestos - containing materials (ACMs) in the residence prior to a proposed demolition. The intent of this letter is to ensure that the City of Tukwila is in compliance with the Washington Department of Labor and Industries' requirement that a "good faith inspection" for asbestos - containing materials be performed prior to demolition activities. ASBESTOS - CONTAINING MATERIALS Suspect ACMs were sampled by AHERA accredited Building Inspector Harry Goren (cert. # 995730). All accessible spaces were inspected for suspect ACMs. Samples were analyzed by polarized light microscopy (PLM), which has a reliable limit of quantification of one percent asbestos by volume. Suspect asbestos - containing materials were sampled with single use containers to avoid cross - contamination. Samples were assigned a unique identification number. Twelve (12) bulk samples were collected and delivered for analysis to NVL Laboratories, Inc. located in Seattle, Washington using chain -of- custody protocol. Laboratory analyses are attached to this report. Although the mastic tested negative, a similar mastic found in the kitchen tested positive. The kitchen has multiple layers of floor tiles, of which a combination of the tiles and mastic tested positive for asbestos. The bottom layer of mastic in the kitchen tested negative for asbestos. All of the tile layers and associated mastic in the living room, kitchen, and bedroom should be removed as an integral unit and disposed of intact by an abatement contractor. LETTER OF "GOOD FAITH INSPECTION ", PBS PROJECT #40229.000 PBS Environmental performed an asbestos survey of the property referenced above on January 24, 2001. The purpose of the survey was to determine the presence of asbestos - containing materials (ACMs) in the residence prior to a proposed demolition. The intent of this letter is to ensure that the City of Tukwila is in compliance with the Washington Department of Labor and Industries' requirement that a "good faith inspection" for asbestos - containing materials be performed prior to demolition activities. ASBESTOS - CONTAINING MATERIALS Suspect ACMs were sampled by AHERA accredited Building Inspector Harry Goren (cert. # 995730). All accessible spaces were inspected for suspect ACMs. Samples were analyzed by polarized Tight microscopy (PLM), which has a reliable limit of quantification of one percent asbestos by volume. Suspect asbestos - containing materials were sampled with single use containers to avoid cross - contamination. Samples were assigned a unique identification number. Ten (10) bulk samples were collected and delivered for analysis to NVL Laboratories, Inc. located in Seattle, Washington using chain -of- custody protocol. The composite of the gypsum wallboard and the joint compound is considered to be Tess than 1% asbestos and may be treated as a non - asbestos - containing material. Although the material is not considered an asbestos - containing material, contractors performing renovation or demolition work should be notified of the presence of asbestos in the gypsum wallboard and joint compound. The wallboard debris should be wetted during demolition and respirators should be worn. The bottom layer of sheet vinyl flooring (felt backing with mastic) found in the bathroom tested positive for asbestos. The layer is effectively encapsulated by the non - asbestos top layer of sheet flooring. Both layers of sheet flooring should be removed as an integral unit and disposed of intact by an abatement contractor. There is approximately 30 square feet of asbestos - containing flooring found in the bathroom. The top two out of three layers of sheet vinyl flooring (felt backing) and mastic found in the kitchen tested positive for asbestos. The bottom layer of mastic over plywood tested negative. All layers of sheet vinyl should be removed as an integral unit and disposed of intact by an abatement contractor. There is approximately 170 square feet of asbestos - containing flooring found in the kitchen. The felt backing of the sheet flooring used as a wainscot in the laundry room tested positive for asbestos; however the mastic was negative. The intent of this letter is to ensure that the City of Tukwila is in compliance with the Washington Department of Labor and Industries' requirement that a "good faith inspection" for asbestos - containing materials be performed prior to demolition activities. All accessible spaces were inspected for suspect ACMs. Samples were analyzed by polarized light microscopy (PLM), which has a reliable limit of quantification of one percent asbestos by volume. The composite of the gypsum wallboard and the joint compound is considered to be Tess than 1% asbestos and may be treated as a non - asbestos- containing material. Although the material is not considered an asbestos - containing material, contractors performing renovation or demolition work should be notified of the presence of asbestos in the gypsum wallboard and joint compound. The wallboard debris should be wetted during demolition and respirators should be worn. The felt backing of the sheet flooring found in the bathroom is encapsulated by the non - asbestos vinyl surface layer. No mastic was found in the sample analysis. The ACM shall be removed by an abatement contractor prior to demolition of the residence. There is approximately 25 square feet of asbestos flooring material in the bathroom.
