Dear Mr. Listfield:
This letter is to notify you that the above referenced applications have been currently closed as
no re- submittal was received from you in response to the City's request for additional
information dated April 2, 2001.
The Conditional Use Permit (CUP) and SEPA applications were submitted on March 5, 2001. A
notice of complete application and request for additional information was sent to you on April 2,
2001, which listed the additional information that was required to further process your
application. The letter also stated that the information must be submitted within 90 days of that
letter.
Since there was no response received from you to address the issues raised in the April 2, 2001
letter within 90 days of that letter, the city has presently closed the Conditional Use Permit and
SEPA files. If you wish to pursue this project, a new CUP and SEPA applications must be filed.
If the project is revised to locate antennae on the existing monopole or any other structure on the
subject site, a SEPA application may not be required.
Please note that the illegal clearing matter is a code violation of the City's code and city will
pursue a resolution of that issue regardless of the status of the CUP and SEPA applications.

Re: AT & T's proposal to build a new monopole at Bow Lake Transfer Facility.
Attached is a copy of the letter sent to representative for AT & T regarding their proposal to
build a new monopole at the Bow Lake Transfer Facility.
Please note that city has requested AT & T to fully explore the alternatives to co- locate on
existing structures as required by City's Comprehensive Plan Policies. Also, the proposed access
road on the north side cannot be approved because of impacts to steep slopes. The restoration
plan for that area must address permanent solution instead of temporary erosion control
measures.

Use Permit for AT &T at 1800 Orilla Road, Tukwila, WA; File number LO1 -011.
Dear Mr. Warwick:
The Department of Community Development (DCD) received your Conditional Use application on
March 5, 2001, for AT &T to construct a new monopole at above referenced address. Additional
information was submitted on March 19, 2001.
Based on a review of your application for submittal requirements for Conditional Use Permit and
SEPA, your application is deemed complete as of April 2, 2001. Per Tukwila Municipal Code, a
notice of land use application must be distributed within 14 days of this date.
The next step is for you to install the notice board on the site by April 16, 2001. You received
information on how to install the sign with your application packet. Also, you must obtain a
laminated copy of the Notice of Application to post on the board. This notice is also available at
DCD. After installing the sign with the laminated notice, you need to return the signed Affidavit of
Posting to our office.
At this time we have started code related review of your application and the following
information is required to further process your application:
1. Illegal clearing and grading has occurred on the site. A land altering permit must be obtained
for this work. The land altering permit must include a restoration plan. Also, provide a report
prepared by a licensed geo- technical engineer and a re- vegetation plan prepared by a
licensed landscape architect.
Pursuant to conditional use criteria number 4, the proposed use shall be in keeping with the
goals and policies of the Comprehensive Land Use Policy Plan. Comprehensive land use
policy number 12.1.36, requires utilities to consolidate facilities and minimize visual impacts
of the facilities where technically feasible. As proposed the project does not meet this policy.

Since there is an existing monopole on the same site, it must be utilized for co- location.
According to your letter, owner of this monopole (Qwest) was approached with regard to co-
location but the existing structure will not support additional antennae. Please submit
documentation to that effect. If the existing monopole cannot support additional antennae, is
it possible to replace it with a taller monopole (maximum permitted height is 115') in order
to accommodate additional antennae.
Further, in the letter by your RF engineer, it is stated that the utility pole to the south of the
existing monopole could not be used for co- location due to the 60 -foot separation required by
interference rules. Please state which FCC rules require this. Also, there is another utility
pole further south that is also a possible alternative for co- location.
3. The access road as proposed on the north side cannot be approved as designed because of
impacts to the steep slope. Even if a new monopole location is approved, the access to the
proposed facility must be combined with the existing access on the south side of the site. The
re- vegetation and restoration plan for that area should provide permanent solutions.
Temporary erosion control is not an acceptable alternative since the gravel road in that
location will not be approved.
Upon receipt of above listed information, the City will inform you within 14 days if any additional
information is required to further process your application. This application will expire if we do not
receive the additional information within ninety (90) days of the date of this letter unless an
extension is granted pursuant to Section 18.105.070(E).
This determination of complete application does not preclude the ability of the City to require that
you submit additional plans or information, if such information is necessary to ensure the project
meets the substantive requirements of the City or to complete the review process.

monopole with a 2- sector, 10- antenna array at the top. A 12' x 28'
equipment shelter will be located near the base of the pole. The

the coverage objective while minimizing visual impact. The TVS zone allows for
heights up to 115'tall.
