Dear Michael: Your SEPA application on behalf of the City of Tukwila, for the referenced project has found to be complete as of April 4, 2001 for the purposes of meeting state mandated time requirements. I have been assigned to the project. The next step is for you to install the notice board on the site within 14 days of the date of this letter. You received information on how to install the sign with your application packet. If you need another set of those instructions, you may obtain them at the Department of Community Development (DCD). Also, you must obtain a laminated copy of the Notice of Application to post on the board. This notice is also available at DCD. List any government approvals or permits that will be needed for the proposal: 1 • • The following approvals and permits shall be required and obtained from the City of Tukwila: Construction Plan approval Shoreline permit Right -of -Way Construction Permit Design Review (Lift Station) 11. Brief complete description of the proposal, including the proposed uses and the size of the project and site: The City of Tukwila intends to provide new sanitary sewer facilities, as well as replacing existing water mains within portions of the "Allentown" area of the City. The project includes construction of approximately 9,600 lineal feet of 10- inch, 8 -inch and 6 -inch water mains and related auxiliary items, to include fire hydrants, valves, services, etc. within the City owned right -of -way, commonly known as 42nd Avenue South, South 115th Street, 40th Avenue South, 44th Place South, South 122nd Street, South 124th Street, South 125th Street, 50th Place South, 51st Place South, 49th Avenue South and 50th Avenue South. The sanitary system will consist of nearly 11,000 lineal feet of 8 -inch gravity mains together with associated side sewer stubs, manholes and connections also located in the above noted streets. A lift station, located at the intersection of South 122nd Street and 5151 Place South, will be installed to pump the sewer into existing sanitary facilities. Work will also include surface restoration (in kind). See attached exhibit. 12. Location of the proposal, including street address, if any, and section, township, and range: Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. The project is located in its entirety in the corporate limits of the City of Tukwila, King County, Washington within Section 10 and 11, Township 23N, Range 4E. More specifically, in the area of the City more commonly known as "Allentown ". This area is located west of I- 5/ BNSF Burlington Northern Railroad right -of -way, east and north of the Duwamish River. Please reference the attached exhibit. B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (underline one): Flat, rolling, hilly, steep slopes, mountainous, other: b. What is the steepest slope on the site (approximate percent slope)? Approximately 4% to 5% slope in steepest areas (embankments). Generally 1% to 3% along the roadway corridors. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The underlain soils generally found in this area consist of alluvial deposits. The alluvial deposits generally consist of loose to medium dense sands and sandy silts. Peat and/or very soft clay silts may be encountered in some areas. 2 • • d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. While previous construction in adjacent areas have indicated that clays and organic materials may be exposed during pipe installations, there is no surface evidence of "unstable soils" in the immediate vicinity. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Import material shall likely be required in trench and roadway repair /reconstruction. No net increase in fill will be provided. Unsuitable trench soils will be loaded and hauled to waste per the City approved construction contract documents. Minimal roadway grading will be required for roadway repair. f. Could erosion occur as a result of clearing, construction, or use? Erosion of cleared areas or of stockpiled materials adjacent to pipe trenches may occur during periods of wet weather throughout the construction phase. Temporary erosion control mitigation shall be contractually mandated, installed and maintained throughout the construction process. Inspection of the temporary erosion control measures shall be conducted until such a time that the construction is complete and vegetation is established. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The proposed underground sewer /water facilities are to be located within areas which are currently covered with impervious area. After construction, all surfaces will be replaced to preconstruction conditions. At the location of the lift station, additional impervious area will be added. The additional impervious area will include the proposed building and asphalt. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: The Contractor shall employ King County's best management practices to minimize the effects of erosion. The continual use of straw bails, silt fencing, etc. shall be required during the construction process, as required by the contract. In addition, the project shall be temporarily "shut down" during times of inclement weather conditions. g. * ** 2. Air a. What types of emissions to the air would result from the proposal (i.e. dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities, if known. Normal exhaust emissions from construction equipment, both diesel and gas operated equipment, is expected during construction. Dust may be emitted during the construction of the project. A water truck shall be employed on -site as needed to control any fugitive dust problems. 3 • • b. Are there any off -site sources of emissions or odor that may affect your proposal? If so, generally describe. No c. Proposed measures to reduce or control emissions or other impacts to air, if any: The construction contract will include provisions for dust control during construction. Street cleaning/sweeping and compliance with Puget Sound Clean Air Agency shall be required by Contract. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year -round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. The Duwamish River is located (borders) along both the westerly and southerly boundaries of the Allentown area of the City. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Work is to be completed, within existing City right -of -way limits, in areas adjacent to the Duwamish River. Please see attached exhibit. Work will not be completed over or in the "waters ". 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities, if known. Trench dewatering with conventional trench sump pumps (trash pumps) are anticipated due to expected groundwater seepage into the trench section during pipe construction. 5) Does the proposal lie within a 100 -year floodplain? If so, note location on the site plan. Although the proposed improvement are not located within a FEMA designated floodplain, the project is located within the Allentown Floodplain Control Zone. 4 • • 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities, if known. Dewatering is anticipated to occur due to the seepage of groundwater into the trench excavation area, during utility installation. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any; describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to. serve. None anticipated. The completion of this project should result in the reduction of environmental damage currently caused by the utilization of "failed" private septic drain fields in the area which will be abandoned, over time, as the result of connections to the permanent public sewer system being installed as a part or this project. c. Water Runoff (including storm water): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. All stormwater runoff, within the project area, will continue to be collected and channeled into the existing storm drainage system, as it currently occurs. Minor stormwater improvements are proposed to alleviate some troublesome areas. 2) Could waste materials enter ground or surface waters? If so, generally describe. No d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: Methods to minimize and mitigate construction related erosion will be provided for in the design process and further required within the contract documents. Methods will include the use of silt fencing, filter fabric and straw bales to contain the silt on -site and the placing of filter fabric over catch basins to restrict silt from entering the existing storm system. Any significant dewatering will be routed to existing roadside ditches, as may be approved by the City. 4. Plants 5 • • a. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site; if any: At the location of the lift station, minor landscaping elements will be incorporated into the lift station site plan. The landscaping shall include small shrubs, as required/desired by the City. Grassed areas disturbed by the construction of this project shall be seeded. 5. Animals a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. The construction equipment during construction operations shall use oil, gas, and diesel fuel. The lift station is proposed to utilize electrical power to run the pumps. In addition, a diesel generator will be provided on -site when electrical power is not available. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe: No c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The sewage lift station will utilize energy efficient pump motors as required by the Washington State Energy Code. 7. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. No 1) Describe special emergency services that might be required. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment and operation, other)? The construction project may experience noise from vehicular traffic and the nearby BNRR facilities. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long -term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. 7 • • Short term noise from construction equipment during the allowable working hours shall be expected during the course of construction. The operation of construction equipment shall adhere to the local noise ordinance and the normal City recognized work hours. Noise associated with the lift station will be minimal. The pumps utilize low RPM, submersible motors which will not run continuously. 3) Proposed measures to reduce or control noise impacts, if any: Working days and hours will be established by the contract limiting working hours to weekdays (non- holiday) from 7:00 A.M. to 6:00 P.M., which comply to the guidelines established by the City of Tukwila Municipal Code, (Title 8.22.160) and the City's noise ordinance number 1363. The standby diesel generator will be designed with an acoustical enclosure and other devices to reduce the impact of noise. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? A majority of the project site is currently used as a City (public) owned Street (right -of -way). Land use adjacent to the project corridor is currently zoned as residential with limited commercial/industrial areas. b. Has the site been used for agriculture? Is so, describe. No c. Describe any structures on the site. Utility poles, power poles, and utility boxes exist within the project corridor. Existing underground utilities consist of water lines, sanitary sewers, storm drainage pipes, catch basins, manholes, gas mains (high pressure) and telephone lines. d. Portions of existing City -owned utilities (mostly all located underground) will be removed and wastehauled to allow for the installation of the proposed sanitary sewer and water facilities. Most of the existing facilities will be abandoned below ground, in place. e. What is the current zoning classification of the site? The project corridor is located within the City of Tukwila owned street right -of- way. The "neighborhood" is currently zoned as LDR/MIC/H. f. In 1997, the City installed a stormwater pump at 5 122nd St and 42nd Ave 5, which is operated during late fall, winter and early spring. The pump alleviated the seasonal flooding in this area, but without the pump operating correctly, the area is still subject to historical flooding. In order to protect present and future homeowners within the boundary and to allow them to qualify for flood insurance, the Public Works Director designated the area shown within the boundaries as flood - prone. On the Flood Insurance Study map, the Allentown outfall is located between sections J and K. The flood elevation at the outfall upstream from section J was calculated as 10.4'. This is the base flood elevation for Allentown within the boundaries shown on the attached map.
