Comment Letter B. Site Plan Project Description: The application is to change the use of half of an existing 81,000 square foot research and development building to administrative office. Traffic mitigation and impact fees were assessed at the time of the building's construction. The parking need and trip generation are not expected to increase as a result of this change in use. Agencies With Jurisdiction: Washington State Department of Ecology Comments to SEPA Checklist: A comment letter was submitted by a neighbor, see Attachment A. The concerns expressed are a potential increase in traffic and the change in use. Summary of Primary Impacts: 1. Air -- The project's air emissions consist of automotive traffic to and from the site. The trip generation update submitted as part of the environmental review showed no increase in trips due to the change of use. 3. Water — No disturbance to the on -site wetlands or water quality facilities will be required by this change. 4. Plants —The existing landscape plan will not be affected by this change. 5. Animals — Other than the wetlands the site does not contain significant animal habitat. No change to the habitat will be required by this change of use. 6. Energy and Natural Resources —The project's energy consumption is not expected to be affected by this change of use. 7. Environmental Health — No environmental health issues are expected to result from this change of use. 8. Land and Shoreline Use - The proposed change will not affect the shoreline. The Green/Duwamish River is approximately 1/4 mile east of the site. 9. Housing - The change of use will not affect the housing supply. 10. Aesthetics — The exterior building design will not be affected by the change in use. 11. Light and Glare — No new lighting will be required by the change of use. 12. Recreation - The change of use will not affect recreational facilities. 13. Historical and Cultural Preservation - The site is not known to have any historical or cultural significance. 14. Transportation — At the time the building was constructed a trip generation study was performed by Entranco Engineers. The final version dated March 21, 2000 and the Mitigation Memo dated April 6, 2000 outline the traffic mitigation measures that the applicant and the City agreed on. Five feet of additional right -of -way were dedicated along South 126th street and frontal improvements including curb, gutter, sidewalk, street widening, storm drainage and street lighting were required along South 124th Street, South 126th Street and 35th Avenue South. A revised trip generation analysis was performed for this application showing that there would not be a net increase in trips. 15. Public Services - The change of use should not increase demand for public services. 16. Utilities - The change of use should not increase the use of utilities on site. Fadden Lance Mueller & Associates 130 Lakeside Suite 250 Seattle, WA 98122 RECEIVED SEP 2 7 2001 COMMUNITY DEVELOPMENT • RECEIVED RE: Group Health & International Gateway East Development Group Health — South Administration Building (Building `B') SEP 26 2001 LANCE MUELLER & ASSOC Response to 9/18/01 Memo from Mike Cusick requesting AM and PM trips for the future condition Dear Mr. Fadden: This letter provides our review of the traffic associated with AM and PM trips for the future condition based on using the Institute of Transportation Engineers (ITE) Trip Generation Manual, 6th Edition. Land Use Code (LUC) 760 — Research and Development and LUC 710 — General Office classifications were used based on gross square footage of building use. Trip generation factors for square footage of building was used instead of number of employees since the total employee number of 800 for Buildings `A' and `B' was developed for impact fee calculation only. The AM and PM trip generation rate for LUC 760 is 1.24 and 1.08 trip ends per 1000 square feet of gross floor area, respectively. This results in 51 AM trips and 44 PM trips for the 40,800 square foot of Building B's R & D area. In addition, the 40,800 sf of general office use (LUC - 710) has a trip rate of 1.56 and 1.49 trip ends per 1000 square foot of gross floor area, respectively. This results in 64 AM trips and 61 PM trips. Combined with the R & D trips, Building `B' will generate 115 AM peak hour trips and 105 PM peak hour trips. Combining this volume with Building `A' volumes results in project peak hours of 390 AM and 370 PM, compared to the 547 AM and 530 PM forecasted in the previous report. The 2010 peak hour volumes will be 155 AM and 145 for PM based on the previous traffic analysis. Again combined with Building `A' and compared with the previous report the trips are 527 AM `revised' vs 743 AM Peak Hour per Figure 10 of the previous report. Revised PM is 509 vs 728 PM per Figure 10. In summary, our review indicates the conversion of the existing building will not result in an increase in average daily or peak hour traffic over the trips previously permitted. It is recommended that "As Built" counts be collected for a comparison basis, and to help build a better model for predicting trip generation rates in the area. I recently received the Notice for Application for Group Health Cooperative to change the use of the building located at 12501 East Marginal Way from Research and Development to administrative offices. I am opposed to this change. Less than one year ago, there was a Land use review hearing held about changing this area to conditional use. I was present at that hearing and I specifically asked about the building being built at 12501 East Marginal Way S. I was told at that meeting that this building would not be considered for office space due to the traffic concerns. I was told that research and development facilities require less manpower than offices and therefore have less of an impact on the neighborhood traffic. Since this building opened one block from my house the traffic on my street has increased and it would increase again if it changed to administrative from research and development. I have to wonder if this was the ultimate goal from the very beginning of the request. These buildings were being built when the original conditional land use request was made. The neighbors should not have to suffer because Group Health cannot fill their own building with research and development facilities. They built that building at that location with the knowledge that they could not have administrative or office space, now they want the city to change the land use code because of their poor planning. This combination results in a new total of 780 daily weekday trips - 118 additional weekday trips, for the proposed change in use of Building `B'. In March of 2000, The City of Tukwila requested the Group Health IGE Development's traffic impact analysis for traffic mitigation be based on 800 on -site employees rather than the estimated 650 employees contained in the traffic impact analysis due to the lack of documentation from Group Health for a Commute Trip Reduction program. Traffic Mitigation measures consisting of signal improvements are under way and impact fees have been paid by the applicant based on the 800 employee trip generation data. Currently, on a daily basis, approximately half the parking stalls around the Group Health Buildings `A' and `B" are unoccupied. As such, with the additional `factor of safety' included in the March, 2000 revision, it is not anticipated the use change in Building `B' will result in additional trips over the agreed upon mitigation. In summary, our review indicates the conversion of the existing building will not result in an increase in average daily traffic over the trips previously permitted. The proposed Conditional Use consists of changing the use of part of the existing 81,162 s.f. R &D building to administrative office. The existing building was constructed as part of a two building complex with site work starting in 2000. The buildings were developed according to the regulation of the MIC /L Zone of the City of Tukwila. The Declaration of Non Significance was issued on April 10, 2000. This issuance of this Declaration signified that any adverse impacts of the project were mitigated by the project within the proposal or by ordinance. The existing property was developed by Sabey Corporation as part of a two building campus. The project was permitted by the City as International Gateway East Buildings "A" & "B ". Each building is on a separate legal lot and received an individual permit. Building "A" is located on the north lot and faces S. 124th Street. Construction of the shell was completed first. Building "B" shell, which is located on the south lot and faces S. 126th, was completed in late 2000. During the construction period Group Health Cooperative leased both buildings from Sabey Corporation. Once the lease was in place Group Health made applications for tenant improvements and occupancy permits for both buildings as R &D facilities. The permit number for Building "A" was D2000 -267 and Building "B" was D2000 -308. The tenant work was done by Group Health's contractor. The entire interior of both building shells were finished completely under Group Health T.I. permits. Occupancy Permits for both buildings were issued on July 25, 2001 and interiors of each building completely improved on both floors. Occupancy Permits were issued by the City on July 25, 2001. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. The proposed change in use of 40,806 s.f. of R &D occupied building floor area to administrative office will not generate any activity that will be detrimental to the public welfare, injurious to surrounding property or improvements. All activities proposed under the Conditional Use will occur internally within the existing structure. 2. The proposed use shall meet or exceed the same standards for parking, landscaping, yards and other development regulations that are required in the district it will occupy. The existing facility was designed to conform to the current regulation of the MIC /L Zoning District. The site as permitted has a parking ratio of 4.3/1,000 gross floor area, which exceeds the code requirement of 3 stalls per 1,000 s.f. of usable floor area. This ratio represents, on a net usable basis, a parking ratio of 5 stalls per 1,000 s.f., which meets the users program needs for parking. 3. The proposed development shall be compatible generally with the surrounding land uses. The existing Group Health project was designed as a campus development with an emphasis on landscaping and pedestrian movement, architectural treatment, and site design in response to existing site wetlands and topography. The change of use of 40,806 s.f. of floor area to administrative office within Building "B" will not change the existing compatibility of the facility•with it neighbors. 4. the proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The comprehensive Land Use as amended by Ordinance 1953 defines the manufacturing /industrial center as "a major employment area containing distributing, light manufacturing and limited office uses, with supportive commercial and office uses ". The goal of the Comprehensive Plan is to develop "activities in order to maximize the employment and economic benefits to the people of Tukwila and the region, while minimizing impacts on residential neighborhoods ". The proposed change in use conforms to the goals and policies of the Comprehensive Plan. 5. All measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the in area which it is located. The existing 81,612 s.f. R &D facility received an occupancy permit on July 25, 2001. As part of the permit process the project provided mitigation for potential adverse impacts on the community and residential neighborhood. The traffic mitigation included signal improvements and traffic mitigation fees. These mitigation measures were based on an employee density of 800 people as directed by the City staff. The conversion of 40,806 s.f. of building floor area to administrative office with the balance remaining as R &D would generate slightly less traffic than has currently mitigated for under the previous environmental determination..
