SUMMARY OF PROPOSED ACTION The current proposal is to construct a wireless communication facility at the existing motel building. The antennas are proposed to be mounted in a new architectural feature, a cupola and the associated equipment is proposed to be located in an existing unit of the motel building. II. GENERAL INFORMATION Project Name: Verizon Wireless Applicant: Wireless facilities for Verizon Wireless Location: 14800 Interurban Ave South Zoning: RCM Comprehensive Plan Designation: RCM III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under WAC 197 -11 -800 IV. BACKGROUND /PROPOSAL The current proposal is to construct a wireless communication facility at the existing motel building. The antennas are proposed to be mounted in a new architectural feature, a cupola, on the roof of the west end of the Building B of the existing motel complex. The associated equipment is proposed to be located in end unit of the first floor of the Building B. The antennas are 52" tall and there will be four antennas in each of the three sectors. • • V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. Section 704 states that "No state or local government or instrumentality thereof may regulate the placement, construction or modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with Federal Communication Commission's regulations concerning such emissions." a(1)— A fire alarm system monitored by a city approved U. Dear Ms. McCollough: The Department of Community Development received your application on July 2, 2002, to construct a rooftop wireless facility at the above referenced property. Based on a review of your submittal relative to those requirements as set out in the Complete Application Checklists for SEPA, Conditional Use Permit and Shoreline Permit, your applications were deemed complete as of July 30, 2002. Pursuant to Tukwila Municipal Code, a notice of application for SEPA, shoreline permit and conditional use permit must be distributed within 14 days of determination of completeness. The next step is for you to install the notice board on the site by August 13, 2002. You received information on how to install the sign with your application packet. Also, you must obtain a laminated copy of the Notice of Application to post on the board. Please call me to obtain the laminated notice. After installing the sign with the laminated notice, you need to return the signed Affidavit of Posting to our office. At this time we have started code related review of your application and the following information is required to further process your application: 1. Please provide a signed and notarized copy of affidavit of ownership and hold harmless form by the property owners. This form is included in the application packet. 2. The survey map submitted for the shoreline permit does not contain the required information. The survey must show mean high water mark and the limits of 40' river, 100' low impact and 200' high impact environments. The proposed project is a possible form building code perspective. However, there are several code - related issues that will have to be resolved. For example a `true" one hour fire resistive occupancy separation will be required between the support facility and any dwelling unit exposure. A sound transmission co- efficient of 50 will be required between the support facility and dwelling unit(s) and this will have to be confirmed by test. The cupola must be of the same fire resistive construction as the main building. Containment provisions for the lead/acid batteries will be required. Structural provisions of the building code will have to be integrated into the existing structure. 2. Fire Department will need additional information on the number and volume of batteries for emergency power. A fire alarm system monitored by a city approved U. L. Central Station will be required. This determination of complete application does not preclude the City to require that you submit additional plans or information, if such information is necessary to further review the application and ensure that the project meets the substantive requirements of Tukwila Municipal Code. We will locate four Al/gon, Model 7262 Antennas, two receive and two broadcast, in each of three sectors. These antennas are 51.2' tall, 5" wide and 3.2' deep. Each antenna weighs 10.8 lbs.. There will be no down - tilt and the antennas will have only a 75° vertical beam width, thus only going 3.75° above and below the antennas centerline. Our support facility, 625 sq' which will be located inside Unit 8 -29. That space will hold radio equipment, servers and two HVAC units to cool the equipment. The HVAC units will be chosen for their noise characteristics and, if necessary, with buffering and only one unit operating at any one time, will operate within the noise limits required of the source and receiving properties, as called for by RCW or City of Tukwila, whichever is more stringent. This will be an unmanned support facility which will only be visited once every four to six weeks by a technician. Thus no additional parking or other arrangements for employees at the site will be needed. HVAC noise will be limited by the choice of machinery to meet the noise standards for the class of noise recipient and noise source required by the Revised Code of Washington or the City of Tukwila whichever is more stringent. The aesthetic impact of the proposal will be mitigated by using an architecture feature, built on an existing building, to house the antennas and completely hide their existence.
