Project Description:
The renovation of Foster High School stadium by replacing the football field's natural turf with
synthetic turf; resurfacing the cinder track with a more modern surface; replacing and enlarging
facilities for rest rooms, concessions and storage; replacing the stands on the visitor's side of the
field and replacing and updating the press box in the stadium. The project is located on the
Foster High School campus at 4242 South 144th Street in Tukwila. As a result of these proposed
renovations, access to the field and its facilities on the west side will be improved for emergency
vehicles and disabled persons.

Washington State Department of Ecology
Other Required Permits:
Building permit, demolition permit, clearing and grading permit and sewer permit.
Summary of Primary Impacts:
• Earth
The topography of the site is generally flat with just a small portion of the site containing
slopes of 3:1. The existing sand and gravel soils were placed on the site when it was
originally developed as an athletic field. The football field will be graded to
accommodate the synthetic turf surface. The fill removed from the field will be used to
fill a slope between the field and the high school parking lot to provide wheelchair
access. Approximately 5,000 cubic yards of fill will be moved. The applicant will be
required to provide a soils evaluation letter reference cut/fill, including on -site access and

infiltration drywell at the permitting stage. Erosion in the areas being excavated is
possible; the project will be required to comply with the City's erosion control
regulations.
• Air
Dust and exhaust emissions will be generated during construction, with watering as
necessary to control dust.
• Water
There are no surface water bodies or wetlands on or near the stadium site. An existing
stormwater system collects runoff from impervious surfaces including the track and
stadium roof. The stormwater will continue to be collected in the same manner and
discharged into the existing system at Showalter Middle School. The project will be
required to comply with all City stormwater regulations. All infrastructure will be
required to comply with the City of Tukwila's Infrastructure Design Manual.
• Plants
The natural grass surface of the football field will be replaced by artificial turf. Some
landscaping will be added to the entryway of the site. There are no known threatened or
endangered species on or near the stadium site.
• Animals
The site will remain partially native and is near native areas. Many common species of
birds may be on the site on occasion. The only wildlife observed on or near the site have
been songbirds. No known threatened or endangered species are known to be on or near
the project site. The site lies within the Pacific Flyway, a primary corridor for migratory
bird species.
• Energy/Natural Resources
Construction activities will use electric power, gasoline and diesel internal combustion
engines. Electricity will be used for lighting, heating and communications. The
concessions /rest room building will be only partially heated. The building will be
required to meet State energy code regulations.
• Environmental Health
Noise generated by construction equipment will occur on a short -term basis. The hours
of construction will comply with the City's noise ordinance. After construction is
completed, noise will continue to be generated by spectators during sports events.

The site is currently used as a sports stadium. Adjacent uses include Foster High School,
Showalter Middle School, the City of Tukwila indoor pool and St. Thomas Church.
Single - family residences are located on the south side of South 144th, across the street
from the stadium.
The existing restrooms, storage building, concessions, and press box will be demolished
and replaced. The current zoning and land use designation are Low Density Residential
(LDR). No additional employees are anticipated other than the existing maintenance
staff.
Housing
No housing is proposed nor will any residential structures be removed.
Aesthetics
The existing stadium is 36 feet in height. The existing light standards are approximately
80 feet in height. The exterior building materials for the proposed
concessions /restroom/storage building are split -faced concrete block, with a metal roof
intended to match the exterior of the existing stadium.
• Light and Glare
Existing stadium lights illuminate the athletic field during practice times and games.
These lights are typically used during evening hours. Security lighting will be added to
the area around the restrooms and concessions, at the request of the police department.
These lights will remain on until dawn.
• Recreation
•

The football stadium is located on the high school campus and is adjacent to the City's
pool and school tennis courts and ball fields. The existing track is used for school events
as well as by members of the public.
Historic and Cultural Preservation
No known places or landmarks exist within the project area.
Transportation
The stadium is located on South 144th Street in Tukwila, which provides access to the
stadium via the high school and middle school parking lots. The site is served by Metro
bus route 142, with a bus stop located at the intersection of S. 144th Street and 42nd

Avenue South. There are currently 151 parking spaces at Foster High School. As the
project involves improvements to an existing facility, new vehicle trips would be limited
to any possible new users of the facilities. Peak traffic volumes would occur during
evening hours when practice times are scheduled or completed and games are played.
• Public Services
No increase in the need for public services is expected. The applicant will be required to
provide access to the east side of the track/field for the Fire Department.
• Utilities
The project will not increase demand on the utility systems. The stadium will continue to
use electricity, water, garbage service, telephone and sanitary sewer services.
Recommendation:
Determination of Non - Significance.

Dear Sir or Madam:
On March 10, 2003, the City of Tukwila issued a Determination of Non - Significance (DNS)
(E03 -006) for renovations to the Foster High School Stadium located at 4242 S. 144th St.
Tukwila, Washington (King County Parcel Number 1523049108).
The scope of work for the original DNS included:
• Replacing the natural turf on the football field with synthetic turf;
• Re- surfacing the cinder track with a more modern surface;
• Replacing and enlarging facilities for restrooms, concessions, and storage;
• Replacing stands on visitor's side of the field; and
• Replacing and updating the press box in the stadium
On October 4, 2004, the City of Tukwila received a letter on behalf of the Tukwila School
District requesting that the City of Tukwila issue an addendum to the previously issued DNS
to address the following work:
• Installation of additional drainage infrastructure to ensure proper functioning of
stormwater system for Foster High School and Showalter Middle School.
The applicant will be working on a steep slope and is required to comply with TMC 18.45
(Sensitive Areas Overlay District) and TMC 18.54 (Tree Regulations). However, the City
has concluded that the project does not substantially change the prior SEPA analysis of
significant impacts and the scope of work for E03 -006 will now include the work proposed
in the applicant's October 4, 2004 letter (attached).

Subject: Showalter Middle School Drainage Conveyance Improvements,
Wetlands Observations
Dear Brandon:
Last week you and I discussed the proposed pipeline that would address drainage problems for
the Showalter Middle School. Perhaps you recall that the proposed project consists of two
pipeline sections, the first section is a 350 linear foot buried pipeline along the baseball field of
Showalter Middle School, and the second section is a 500 linear foot surface pipeline down the
30 percent hill slope to S. Macadam Road. The purpose of this letter is to present information
regarding vegetation and soil conditions found at the pipeline site, based on observations made
during the field staking of the pipeline alignment on September 2nd. As indicated below, based
on the vegetative species identified and the soil conditions found, it does not appear that any
portion of the pipeline site would be properly classified as wetland.
The first section crosses a grass ball field on the school grounds with under drains and
irrigation underlain by fill.
The second section goes down the steep hillslope. Stationing begins at the bottom of the slope.
The upper half of the alignment (station 2 +50 to 5 +00) lies along a ridgeline. As we located
the pipeline alignment, I made the following observations regarding plants and soil present in
this portion of the pipeline. I have gained knowledge of northwest native plants during my 28
year career involving creek, river and drainage projects. The alignment is almost completely
dominated by invasive species. Soil moisture reflects a week with the only measurable rainfall
in the past week occurring Thursday (0.17 ").

Zipper Zeman Associates, Inc. (ZZA) is pleased to present a copy of the above -
referenced report. This report presents the results of our limited subsurface exploration and
geotechnical engineering evaluation relative to geologic hazards for the proposed project.
Authorization to proceed with this study was provided by Mr. Jack Bjork by acceptance of our
August 24, 2004 proposal: Our work was completed in general accordance with the scope of
services described in the referenced proposal letter.
The purpose of the study was to perform a geologic reconnaissance and limited
subsurface explorations along a proposed tightline stormwater pipeline alignment that will
traverse a slope between the upper playfields of Showalter Middle School at the west and
Macadam Road at the base of the slope at the east. Due to the sloping nature of the site, we
understand the Tukwila Planning and Community Development Department requests a
geotechnical report that meets City of Tukwila requirements as stated in Tukwila Municipal
Code, Chapter 18.45, Sensitive Areas Overlay. Our scope of services consisted of a geologic
reconnaissance, limited field explorations, geotechnical engineering analysis, and preparation of
this report.
This report is an instrument of service and the conclusions and recommendations
presented herein are in respect to the subject property and have been prepared in accordance with
generally accepted geotechnical engineering practice. This report has been prepared for the
exclusive use of R.W. Beck, Inc., and its agents, for specific application to this project and the
stated purpose. In the event of any changes in the nature, design, or location of the proposed
improvements, the preliminary conclusions and recommendations presented in this report should
be reviewed and modified, if necessary, to reflect the changes.

The proposed pipeline alignment includes the eastern perimeter of the upper playfield of
Showalter Middle School and a slope to the east that extends through an undeveloped area to
Macadam Road near the base of the slope. The proposed approximate 500 -foot long alignment
will begin and end in manhole structures. At this preliminary stage, we understand that the
tightline will be a 12 -inch diameter high density polyethylene (HDPE) pipe that will exit the
upper playfield slope at a depth of approximately 7 feet and be anchored surficiallyala�ng the
sl pe. Near the base of the slope the pipeline will go below gra a to connect to the lower
manhole structure at Macadam Road.
SITE CONDITIONS
The site conditions were evaluated in September 2004. The surface and subsurface
conditions are described below, while the exploration procedures and interpretive logs of the
explorations are presented in Appendix A. The existing site features and approximate
exploration locations are shown on the Site and Exploration Plan, Figure 1.
Surface Conditions
Surface conditions were assessed during a geologic reconnaissance conducted on
September 9, 2004. The intent of the reconnaissance was to identify surficial features along the
proposed pipeline alignment that may be indicative of geologic hazards, and to locate
occurrences of groundwater seepage along the slope.
The approximate elevation at the top of slope at the west end of the alignment is 263 feet,
and 130 feet at the bottom of the slope. The entire alignment has an approximate overall
inclination of 3.3H:1V (Horizontal:Vertical), or approximately 33 percent. The alignment
includes an upper segment from approximately elevation 263 feet to 240 feet on a 1.6H:1V (63
percent) slope, and a lower segment from approximately elevation 240 feet to 130 feet on a
3.6H:1 V (28percent) slope.
The proposed pipeline alignment was previously brush cleared, flagged and staked at 100
foot intervals by others. Alignment stationing commenced at the top of the slope within the east
perimeter of the grass playfield at the staked Station 5 +15, with station values decreasing
downslope and to the east. A summary of our geologic reconnaissance follows.

From Station 5 +15 to Station 5 +00, the alignment comprised the eastern perimeter of the
school's grass playfield. From Station 5 +00 to Station 4 +40, the generally level alignment was
thickly vegetated with blackberry brambles. The upper playfield fill pad appeared generally
stable with no visible ground cracking, irregular terraces, or evidence of downslope movement.

Hand probing and shallow excavations disclosed up to two feet of loose silty sand with some
gravel and scattered construction debris. No groundwater seepage was observed.
Station 4 +40 to Station 4 +00
A slope on the order of 1.6H:1 V with an elevation change of approximately 23 feet
characterized this alignment interval. The slope was thickly vegetated with surface brush
including blackberry brambles, ivy and scattered small trees. Landscape debris and scattered
construction debris including concrete, asphalt, wood and metal were noted along the slope. The
upper fill slope did not disclose evidence of instability or indications of movement.
Groundwater seepage was not observed. Hand auger boring HA -1 was advanced near Station
4 +00.
Station 4 +00 to Station 3 +00
This alignment interval appeared to be the original native slope area that was not subject
to filling for the upper playfield and school development. The slope was generally mild along
this segment with approximately 20 feet of relief for the 100 feet in distance. Scattered moderate
to large trees including cedar, fir and maple were present. The alignment along this area
followed a ridge —like feature. Surface drainage features were noted to parallel this ridge feature
to the north and south of the alignment. Groundwater seepage was not observed. Hand auger
boring HA -2 was advanced near Station 3 +00.
Station 3 +00 to Station 2 +00
Thick surface brush including blackberry brambles and ivy were observed along this
interval with scattered moderate size cedar, fir and alder trees. The ridge -like feature continued
along this segment and the elevation change was approximately 35 feet. The drainage features
continued to parallel the alignment on the north and south. Groundwater seepage was not
observed. Hand auger boring HA -3 was advanced near Station 2 +00.
Station 2 +00 to Station 1 +00
Scattered moderate size cedar, fir, alder and maple trees were observed along this
segment, along with thick brush. There was approximately 35 feet of relief along this 100 foot
long segment. The drainage feature to the south of the alignment disclosed some limited
surficial flow. The slight flow entered a quarry spall lined ditch near Station 1 +00. We did not
observe groundwater seepage. Hand auger boring HA-4 was advanced near Station 1+00.
Station 1 +00 to Station 0 +00
This alignment segment consisted of thick brush and scattered small to moderate size
trees from approximately Station 1+00 to 0 +50. There was approximately 25 feet of relief along
the entire 100 foot segment. Approximately the eastern 50 feet of the alignment appeared to
have been cleared in the past and filled. The fill appeared to have been excavated from the quarry

spall Lined drainage ditch to the south and mounded to the north in the area of the proposed
pipeline alignment. We observed that the slope adjacent to Macadam Road was quarry spall
surfaced. Probing at the surface of the probable filled area noted approximately 1 to 2.5 feet of
upper loose conditions. We did not observe groundwater seepage. We observed an approximate
6 -foot high, near - vertical cut bank at the south side of the quarry spall lined drainage ditch, south
of the proposed alignment. The exposure disclosed medium dense to dense weathered glacial
till.
Subsurface Conditions
The limited subsurface exploration program consisted of advancing four shallow hand
auger borings (HA -1, HA -2, HA -3 and HA -4) at the approximate locations shown on the Site
and Exploration Plan, Figure 1. Soil descriptions presented in this report are based on the
subsurface conditions encountered at specific exploration locations across the site. Variations in
subsurface conditions may exist between the exploration locations.
The regional geology of the site area was reviewed in the Preliminary Geologic Map of
Seattle and Vicinity, Washington (U.S.G.S. Map I -354) compiled in 1962 by Waldron. The site
area is classified as modified land which has been altered by cutting and filling. It appears that
Showalter Middle School and Foster High School, and the associated athletic playfields, were
developed by cutting at the west and filling to the east. The subject slope at the east side of the
playfield was apparently filled. Vashon lodgement glacial till has been mapped below the
modified land. We interpret the slope below the upper fill slope to consist of the till deposits.
The Vashon till is a glacially consolidated mixture of silt, sand, gravel, cobbles, and boulders.
Subsurface conditions as disclosed by our shallow hand auger soil boring explorations completed
for this study on the lower slope generally confirmed the presence of the soils described on the
geologic map.
H. r borings HA -1 through HA-4 encountered approximately 0.5 feet of topsoil
atop a • . se ur:. ' . g medium dense, silty sand with some gravel and roots to a depth of
approximately 1 to 1.5 feet. Medium dense silty sand with some gravel was encountered below
the near - surface looser soil to approximately 1.75 to 2.5 feet in depth. The explorations
encountered dense silty sand with some gravel, interpreted as weathered glacial till, to the
explorations' termination depths. The hand auger borings met refusal due to gravels at depths of
4 feet in HA -1 and 3.2 feet in HA -2, HA -3 and HA -4.
Groundwater was observed only at the location of hand auger boring HA -1 at a depth of
approximately 3.2 feet. We have interpreted this groundwater occurrence to represent a perched
condition, and not an area -wide groundwater table. Though we did not encounter groundwater
seepage in the other exploration, we would anticipate that perched groundwater conditions could
develop during the wetter times of the year on the slope above the fill and also above the less
permeable, dense unweathered glacial till. It should be noted that groundwater conditions and
soil moisture contents will likely vary with changes in season, precipitation, site utilization,
irrigation, and other on- and off -site factors.

The proposed stormwater outfall will consist of a 12 -inch diameter HDPR tightline. The
pipeline alignment includes the eastern perimeter of the upper playfield of Showalter Middle
School and traverses to the east down the slope of an undeveloped area to Macadam Road near
the base of the slope. The proposed approximate 500 feet of alignment will begin and end in
manhole structures. The upper end of the outfall will exit the upper playfield slope at a depth of
approximately 7 feet. Most of the tightline will be installed on the ground surface. Near the base
of the slope the pipeline will go below grade to connect to the lower manhole structure at
Macadam Road. The proposed project is feasible from the geotechnical perspective, in our
opinion. A summary of regulated geologic hazard and tightline anchorage considerations is
presented below.
Regulated Geologic Hazards
As described in the Tukwila Municipal Code Chapter 18.45.020E, Areas of Potential
Geologic Instability are described under Class 1 through Class 4. Based on our geologic
reconnaissance, review of geologic maps and limited subsurface explorations, we would classify
the proposed pipeline alignment slope as a Class 2 area. Class 2 areas are described as slopes
where the landslide potential is moderate, the slope is between 20 percent and 40 percent, and the
area is underlain by relatively permeable soils. The topographic survey provided for our review,
as well as our site observations, confirm the slope inclination. Soils disclosed by the
explorations and our site observations confirmed the presence of relatively permeable weathered
glacial till above less permeable and denser glacial till. The slope below the athletic field at the
upper western end of the alignment consists of fill material.
The geologic reconnaissance completed along the proposed pipeline alignment did not
disclose evidence of landsliding or significant surface water erosion. We did not observe any
seepage or wet areas along the surface of the alignment. The proposed tightline installation will
require only minor excavation at the top and bottom of the slope in order to connect the pipe to
the manhole structures. The portion of the pipe that is installed on the ground surface will be
anchored. Based on our observations, the proposed pipeline installation project will not increase
the potential for soil movement, in our opinion.
Geotechnical report requirements are described in Section 4 of Chapter 18.45.080E,
Areas of Potential Geologic Instability. For a Class 2 site, geotechnical reports shall include a
site evaluation review, surface reconnaissance and subsurface exploration of site conditions, if
deemed necessary. Based upon our site observations and our interpretation of the code, it is our
opinion that the contents of this report meet the code requirements for a Class 2 landslide hazard
area.

The upper end of the tightline should be adequately anchored to the manhole structure.
We recommend that the pipe manufacturer or contractor provide a tensile and shear connection
between the structure and the outfall pipe which will prevent the pipe from pulling out.
Similarly, the wall of the structure must be of adequate strength to withstand the loading imposed
by the outfall pipe. A typical connection will consist of a flange adaptor with a grooved lip and a
two piece steel clamp mortared into the structure.
We recommend securing the portion of the pipe that is placed on the ground surface with
an anchor spacing no less than 50 feet. We recommend placing the pipe within prefabricated
metal collars that allow longitudinal pipe movement (to compensate for elongation and
contraction due to temperature fluctuations) but that do not allow lateral movement. The collars
should be secured to the ground by driving No. 12 steel reinforcing bars into the ground on either
side of the pipe. We recommend driving the bars at least 6 inches into the underlying dense
unweathered glacial till.

APPENDIX A
FIELD EXPLORATION PROCEDURES AND LOGS
Our field exploration for this project included advancing four hand auger borings (HA -1
through HA -4) on September 9, 2004. The approximate exploration locations are shown on the
Site and Exploration Plan, Figure 1. The exploration locations were determined by measuring
distances from existing staked stationing which was also presented on a plan provided by R.W.
Beck. Exploration elevations were interpolated from topographic information provided on the
R.W. Beck plan. The exploration locations and elevations should be considered as accurate as
the degree implied by the measurement method. The following section describes our procedures
associated with the exploration. Descriptive logs of the explorations (HA -1 through HA -4) are
enclosed in this appendix.
Hand Auger Boring Procedures
An engineering geologist from our firm advanced a 3 -inch diameter auger by hand,
continuously observing the soil cuttings as they were retrieved. Representative soil samples
were retrieved and were stored in moisture -tight containers and transported to our laboratory for
further visual classification and testing.
The enclosed boring logs describe the vertical sequence of soils and materials
encountered in each boring, based primarily upon our field classifications and supported by our
subsequent laboratory examination. Where a soil contact was observed to be gradational, our log
indicates the average contact depth. Where a soil type changed between sample intervals, we
inferred the contact depth. We estimated the relative density and consistency of in situ soils by
means of the excavation characteristics and by the sidewall stability. The logs also indicate the
approximate depths of any sidewall caving or groundwater seepage observed at the exploration
locations, as well as all sample numbers and sampling locations.

SHORELINE MAILINGS:
Notice of for a Substantial Development Permit must be mailed to owners and to property owners within 500
feet of subject property, comments are due 30 days after the notice of application is mailed/posted. The notice of
Application for Shoreline Substantial Development Permit must include a statement that any person desiring to submit
written comments on the application or desiring to receive notification of the final decision on the application may do so
within 30 days of the notice of application. If a hearing will be held on the application, the hearing notice must include the
information that written comments may be submitted, or oral presentation made at the hearing.

NOTICE OF APPLICATION
PROJECT INFORMATION
Erik Sweet, David Evans & Associates on behalf of the Tukwila School District has filed an
application for environmental review for renovations to the Foster High School Stadium and athletic
field, located at 4242 South 144th Street.
Permits applied for include: State Environmental Policy Act (SEPA) application
Other known required permits include: Land Altering, Building Permit
Studies required with the applications include: None.
An environmental checklist has been submitted. The renovations include replacing the natural turf
with synthetic turf on the football field; resurfacing the cinder track with a more modern surface;
replacing and enlarging facilities for restrooms, concessions and storage; replacing the stands on the
visitor's side of the field; and replacing and updating the press box in the stadium.

counter at the Department of Community Development (DCD), located at 6300 Southcenter
Boulevard #100.

OPPORTUNITY FOR PUBLIC COMMENT
Your written comments on the project are requested. They must be delivered to DCD at the
address above or postmarked no later than 5:00 P.M., Friday, February 28, 2003.
APPEALS
You may request a copy of any decision, information on hearings, and your appeal rights by calling
DCD at (206) 431 -3670. The decision on the SEPA determination for this project is made by the
Director of the Department of Community Development and may be appealed to King County
Superior Court. The decisions on the land altering and building permits may be appealed to the
Hearing Examiner.

Proposed SEPA Addendum
In 2003 the Tukwila School District applied for and received review under the State
Environmental Policy Act (SEPA) and the permits necessary for renovation of the Foster High
School football field. As described in the SEPA Checklist prepared for the project, the field
was converted in 2003 to artificial surfacing and underdrains were installed to collect runoff
from the football field. Collected runoff from both the football field and Showalter Middle
School were then directed toward the east side of the school site to an infiltration system that
disperses stormwater near the top of the steep slope.
The District now wishes to supplement the drainage system installed in 2003. Because the
District's proposal involves additional analysis about drainage infrastructure necessary for
proper functioning of the Foster High School field and Showalter Middle School facilities, but
does not substantially change prior SEPA analysis of significan t impacts resulting from field
construction, the District proposes that SEPA review for the drainage work be in the form of an
addendum pursuant to WAC 197- 11- 600(4)(c) and 197 -11 -625.
Background and Project Description
During the October 20, 2003 storm event, the infiltration system described above was
overwhelmed. A large amount of surface runoff flowed down the steep slope, causing erosion
and deposition of a large quantity of sediment on Macadam Road South. In response to a
request by the City of Tukwila Department of Public Works, the District began investigating a
solution to the drainage problem that would prevent additional erosion. Alternatives were
evaluated and discussed in Conveyance Alternatives Memorandum by R. W. Beck, Inc., in July
2004. The school board selected the recommended alternative which was to replace the
infiltration system with a pipe and detention system to convey flow from the Foster High
School football field and Showalter Middle School to Macadam Road South roadside ditch.
The infiltration system has been in place for several years; however it does not meet current
city standards because of its location at the top of a steep slope and because it is undersized for
the collection area being served. The purpose of the proposed project is to correct this
deficiency, thereby reducing the potential for erosion and slope instability.

The proposed layout is shown in the attached design drawings. Runoff from the school and
football field would be conveyed from the infiltration system across the baseball field in a pipe
to a detention pipe and control structure. Detention will be installed to offset the potential
increase in peak flows due to the football field improvements. Outflow would be conveyed
down the steep slope through an anchored, high density polyethylene (HDPE) pipe that would
extend from the top of the slope to the west side of Macadam Road South. The pipe sections
will be butt fused together at the top of the bank forming a continuous pipe which is then
guided down the steep slope. The HDPE pipe would lie along the top of the ground. At the
bottom of the ravine, the pipe would enter a manhole for energy dissipation. Flow would then
be directed south in an existing roadside ditch to an existing 24 -inch culvert under Macadam
Road South.
No Significant Environmental Impacts The drainage project has been designed to avoid all
significant environmental impacts. In particular, Installation of underground pipes and
manholes construction will be conducted in accordance with the erosion and sediment control
plan; disturbed areas will be restored; and trenching down the steep slope will be avoided. The
design includes a surface pipeline which is assembled at the top of slope and slid downhill into
place. Work on the hillslope will be limited to hand labor activities such as brush cutting and
hammering. Use of heavy equipment on the steep slope is specifically prohibited.
Upon completion, the proposed project will convey flow down a steep slope in a pipe, reducing
groundwater and surface water flows on the slope. The project will return the runoff to the
steep slope to a quantity nearer its historical level and will reduce impacts of the prior football
field construction. In short, the project will improve, not adversely impact, the environment.
We request that you consider the information we have provided and our request that additional
work be addressed in a SEPA addendum that supplements the previous SEPA review and DNS.
