Project Description:
Jerry Knudson is proposing to demolish the old 8640 square foot Kitty Litter Plant at 13140 56th
Avenue South. All that remains of the existing building is the concrete shell. After demolition the
site will be seeded with grass.

Summary of Primary Impacts:
Earth

The soils on the property primary consist of sandy loam and gravel. The site is generally flat
and there are no indications of unstable slopes on the property or in the adjacent area. The
project does not involve any grading or filling. Soil disturbances would be minimal and will
only occur when the grade of the building is removed.

Since soil disturbance will be minimal, erosion from the project is very unlikely. Prior to
issuance of the demolition permit, the applicant is required to submit an erosion and
sedimentation plan to the City.
•Air
As this is a demolition project there will be some dust generated from the project. Exhaust
from trucks and equipments will also generate emissions into the air. Both impacts will be
temporary and will cease after the demolition is complete.
During construction, the application will use watering to control dust impacts from the
project.
The Puget Sound Clean Air Agency did provide notification to the City and applicant of the
their requirements for demolishing the building.
• Water
The Duwamish River is located approximately 250 feet from the subject building. A small
corner of the lot is within 200 feet of the river, but no work will occur within this area. No
dredging or filling will occur within any water bodies. The applicant is not proposing any
surface or ground withdrawals of water nor will any materials be discharged into the River.
After the project is complete storm water runoff from the site will be reduced due to the
reduction of impervious surfaces on the property. After project erosion will be reduced by
hydroseeding the site.
• Plants
As the site is already developed there is a minimal amount of vegetation on the project. This
vegetation includes, alder, shrubs, and grass. Most of the vegetation will be retained on the
site. Some disturbance to the grass and shrubs will likely occur as a result of heavy
equipment on the property.
After the building is removed the site will be hydroseeded with grass.
• Animals
The animals on site are typical of those found in urban settings, such as birds and rodents.
The property is bordered by residential development and the site is too small to be provide
habitat for any large species of mammals. The entire Puget Sound region is part of the
Pacific Flyway for migrating birds.
There are no known endangered or threatened species on the property.
The Duwamish River is home to threatened salmon.

• Energy /Natural Resources
During construction gasoline will be needed for operation of machinery and automobiles on
the property. The project will have no affect on the potential for solar energy. Upon
completion, there will no need for any types of energy.
• Environmental Health
Noise from the project will be short term and will be associated with heavy construction
equipment. The applicant will be required to meet the City's hours of operations for work
within residential districts of the City.
This area of the City has never been connected to City sewer, thus a septic tank was likely
used for waste disposal. As a condition of issuance of the Demolition Permit the applicant
will be required to have the tank pumped empty and removed or filled with sand.
Land /Shoreline Use
The current zoning on the property is low density residential (LDR). The property is an old
commercial use, which is no longer permitted in the zone. While not part of this
environmental review, future development on the property will likely be single - family
homes.
A small portion of the property lies within the shoreline area of the Duwamish River. As
noted, there will be no activity in this area. The shoreline designation of this area is Urban.
• Housing
No houses will be demolished as part of this project. The demolition will permit the site to
be used for single - family homes.
• Aesthetics
The existing trees on the property will be retained during demolition activity. As noted, the
building is the shell of an old commercial building. This abandoned building as a negative
impact on the aesthetics of the area. The building is used for disposal of waste, storage, and
has been tagged by graffiti. The removal of the building will enhance the aesthetics of the
area.

Not applicable
Recreation
The Duwamish River is located near the property and is used for various recreation activities.

• Historic and Cultural Preservation
No known places or landmarks exist within the project area.
During construction if any landmarks or evident of historical, archaeological, scientific, or
cultural importance are found on the site, work will stop immediately and the contractor will
notify the City of Tukwila, Washington State Office of Archeology, and the Muckleshoot
Indian Tribe.
• Transportation
The property is accessed from 56th Avenue, which is connected to Interurban Avenue, which
is an arterial street. During construction there will some additional trips on City roads due to
the hauling of debris from the site. The debris will be removed to an approved facility.
• Public Services
N/A
• Utilities
The utilities that are currently serving the property will have to be capped.
Recommendation:
Determination of Non - Significance
The City's existing regulations mitigate any environmental impacts associated with the development.

appreciate the chance to sit down face to face and discuss the code violations at your two
properties in Tukwila.
At this meeting you have agreed to the following schedule for compliance::.
RFA03 -017 Kitty Litter Factory Demolition
1. You have agreed to complete the removal of the asbestos by the end of this week
(March 19, 2004). You will also provide us with the appropriate documentation to
verify the completion of the asbestos removal.
2. You have agreed to provide the Permit Center with a response to the Correction
Letter #1, dated 9/30/03, by the end of next week (March 26, 2004). A copy of the
correction letter is enclosed for your review.
3. You have agreed to pick up the demolition permit within 5 days of notification that it
is ready to issue.
4. You have agreed to complete the demolition within two weeks of issuance of the
demolition permit.

1. You have agreed to remove the trash piles inside the yard near the gates within two
weeks (March 31, 2004).
2. You have agreed to mend and/or replace any screening fence that has deteriorated and
to install sight- obscuring gates within four weeks (April 16, 2004).
3. You have agreed to remove the blackberry overgrowth and maintain the required
landscaping within four weeks (April 15, 2004).
We sincerely appreciate your efforts to bring these sites into compliance with city
municipal codes. Should you fail to bring these properties into compliance within a
reasonable period of time, the City may be forced to take additional action. Once
compliance has been achieved and the city is assured the properties will be maintained at
the required levels, these files will be closed. We will continue to monitor progress over

On September 25, 2003, the Department of Community Development sent you a "Notice of Complete
Application" for the demolition of the former kitty litter building at 13140 56th Avenue South. In that
letter, it noted that within 14 -days of receiving the letter a public notice board must be installed on site.
This has not occurred and the public comment period for the SEPA cannot begin until the public notice
board is installed. The City is required to have a public comment period before issuing a SEPA
determination.
Please install the public notice board on the property within 14 -days from the date of this letter. Enclosed
you will find information regarding posting the site. If the public notice board is not installed within that
time the City's code enforcement action on the property will recommence.

City staff has reviewed the materials submitted for a SEPA application to demolish of building at
13140 56 Avenue South and have determined that the application is incomplete. Please provide
the below listed information.
1. Two set of mailing labels for all property owners and tenants (residents of business) within
500 feet of the subject property. Each unit in multiple - family buildings —e.g. apartments,
condos, trailer parks —must be included.
2. King County Assessor's map(s) that shows the location of each property within 500ft. of the
subject lot
3. Please provide a vicinity map of the site location

1) Building to be demolished is an old kitty litter factory. Your demolition permit application shall
also include capping of utilities. Since there is no sewer service in 56th Ave S more likely an on site
septic system was utilized when the building was in use. Please show location of septic tank(s) on
plan, since septic system removal is part of your demo permit application. The on site septic
tank(s) shall be pumped empty and removed or filled with sand. A copy of documentation from the
business that performed the pumping shall be provided to the City Utilities Inspector prior to Public
Works final inspection. Public Works Development Bulletin 11 is attached for reference.
2) Show location of existing water service and water meter. Water service shall be plugged at the
main if you plan to abandon it. If water service will be used again in the near future for a new
building it shall be capped at the water meter.
3) Provide an erosion prevention and sediment control plan. Development Bulletin 9 is attached for
reference. If you plan to use water for dust control, show location of the nearest fire hydrant on
your plan and add a temporary water on Public Works permit application form.
4) Public Works permit is a progressive fee. Please submit a cost estimate for utilities capping work
(water, sewer /septic) and erosion prevention/sediment control. A Public Works permit application
fee in the amount of $250 plus 2.5% of construction site work will be assessed upon your revision
resubmittal. Please note that you have a pending SEPA application and a demolition permit can not
be issued prior to SEPA approval.

Green/Duwamish rivers, or Black River? For the purpose of this analysis, channel means the
area between the ordinary high water mark of both banks of a stream, and bed means the
stream bottom substrates, typically within the normal wetted -width of a stream. This includes

remnant oxbows, ditches formed from channelized portions of natural watercourses or any area
that may provide off channel rearing habitat for juvenile fish from the Duwamish River. This
