Capital Improvements, Andover Park West Overflow and Maule /Interurban
Avenue South
Project Description:
The City of Tukwila Public Works has filed a SEPA application for upgrades of the City's water
system. All work being proposed is within the City's right -of -way. There are two projects
involved with this SEPA application: On Maule Avenue between S. 144th and S 142" the City is
proposing to upgrade an existing two inch steel pipe with a ten inch ductile water line. This will
replace a 40 -year old line and provide this area of the City with better fire flows. At the SW
corner of Andover Park West and Minkler Blvd. the City is planning on installing a gravity
overflow for sanitary lift Station two. The proposed overflow line will cross the Union Pacific
Railroad and through the existing 60 -inch storm drain line in Minkler Blvd. The projects will
require the removal of approximately 10,000 cubic yards of fill and approximately 10,000 cubic
yards of material will be imported off site from an approved off site barrow pit.

Staff Report
Summary of Primary Impacts:
• Earth
Both of the site are generally flat with the steepest grade being five percent. Soils on
both site are classified as urban land. There is no history of unstable surface conditions
on either of the sites.
During the project approximately 10,000 cubic yards of soil will be exported from site.
An additional 10,000 cubic yards of material will be imported from the site from an
approved barrow pit.
As with any construction project erosion could occur as a result of the project. The
applicant will be required to obtain the necessary permits from public works. During
construction the applicant will follow Best Management Practices and will be required to
submit and have approved by the City a Temporary Erosion Control Plan.
•Air
Emissions to the air during construction and grading activities will be the result of vehicle
and equipment exhaust and dust during dry weather. During construction, the applicant
will comply with Best Management Practices to reduce emissions to the air.
• Water
The Minkler site is adjacent to a King County Drainage ditch which is a tributary to the
P -17 pump. The work that will be preformed is 180 feet west of the ditch and no work is
planned near the ditch. No fill or materials will be placed in any surface water or
wetland. All work is outside of any floodplains.
Ground water may be encountered during construction activities. The ground water will
be treated and released into the storm drainage system per Best Management Practices.
Plants
Plant species on the site include, cedar evergreen trees, shrubs, and grass. During
construction shrubs and grass will be removed. All significant trees will be retained.
When construction is complete, the work area will be replanted.
There are no known threatened or endangered species of vegetation on or near the project
area.

Staff Report
• Animals
The following animals are present on or near the project sites, hawk, heron, eagle,
songbirds, beaver, river otter, shellfish, and rodents.
The Green/Duwamish Rivers are in the proximity of the projects. The Rivers are home to
the Chinook salmon, which is listed as an endangered species. Bald Eagles may also be
in the proximity and are listed as threatened by the Federal Government.
The Pacific Flyway covers a large portion of Western Washington. In addition, the
Green/Duwamish River is a migration route for Salmon.
Best Management Practices will be utilized to minimize any impacts to wildlife. As
previously noted, all significant trees on the project sites will be retained and any shrubs
or grass that is removed will be replanted.
Energy/Natural Resources
Not Applicable
Environmental Health
Noise generated by construction equipment will occur on a short-term basis. The site is
located within commercial /industrial areas of the City. There are no residential units that
will be impacted from the activities taking place on the property.
The applicant will utilize Best Management Practices and will comply with the City's
noise regulations during construction.
Land/Shoreline Use
The Minkler site is zoned Tukwila Urban Center and the Maule Avenue site is zoned
Commercial /Light Industrial. All work will be preformed within the City's right of way.
Adjacent land uses are primarily commercial and industrial. The project areas have not
been used for agriculture in recent times.
The Maule Avenue site is near the Duwamish River, but is not within 200 -feet and a
Shoreline Permit is not required. The applicable shoreline classification is urban.
The sites have not been classified as environmentally sensitive.

Housing
Not Applicable
Aesthetics
The project will be below grade and thus will have no impacts on aesthetics. The
applicant will replant areas where vegetation was removed for the project.
• Light and Glare
Minimal site lighting will be provided for security of the lift station (Andover Park East)
at night. There will be no off -site impacts from the lighting.
• Recreation
Not Applicable
• Historic and Cultural Preservation
No known places or landmarks exist within the project areas.
During construction if any landmarks or evident of historical, archaeological, scientific, or
cultural importance are found on the sites, work will stop immediately and the contractor will
notify the City of Tukwila, Washington State Office of Archeology, and the Muckleshoot
Indian Tribe
• Transportation
The work is within the City's right of way and will have a minimal impact during the
construction activities. Comments were received from the Nordstrom Property located
near the Andover Park East site concerning possible impacts from the project on their
warehouse operations. While these comments were outside of the scope of the SEPA
review staff did meet with Nordstrom and their property manager and were able to
resolve any of their concerns.
The project will not require construction of any parking spaces.
• Public Services
The project will not require any additional or increase the demand for public services.
The Maule Avenue project will improve public service in that area of the City by
increasing fire flow.
• Utilities

Staff Report
The site is served by the following utilities, Puget Sound Energy for gas and power, City
of Tukwila for Water, Qwest for Telephone, and AT &T for Cable.
The final result of both projects will be to enhance water and sewer service in the City.

RE: Letter Dated September 3, 2003
Dear Mr. Kubinski -Dove:
The Department of Community Development received your letter dated September 3, 2003 for the SEPA
application for sewer enhancement along Andover Park West and Minider Street. The concerns of the
letter are the impacts of the project to surrounding businesses during construction.
This issue is outside of the realm of SEPA review. SEPA reviews the environmental impacts from a
proposed project. The Department of Community Development has been working closely with the Public
Works Department regarding this project.
The project will provide gravity overflow for sanitary lift station #2 located at the southwest corner of
Andover Park West and Minkler Boulevard. The gravity overflow will provide a positive drain line in the
event of pump failure. The proposed line will cross under the Union Pacific Railroad track and through
the existing 60 inch storm drain in Minkler Boulevard. The work will occur in the summer of 2004 with
the estimated completion date being September or October. There are not limit on the hours of operations
for this project. The City's Public Works Department has noted that at least two access points to the
Nordstrom property will be available during construction.
One week prior to construction the City will inform you of the construction date. If any unforeseen
events should emerge during the construction that will have an impact on the Nordstrom's property the
City will inform you as early as possible.
During any City project the City attempts to minimize the impacts to surrounding properties. Yet, some
impacts may occur during this project and the City hopes that you and Nordstrom understand that such
impacts are to improve the level of service for all City residents and businesses and that such impacts are
temporary.

Dear Mr. Cusick:
I am writing on behalf of Andover Park West, L.L.C., the Owner of the property located at Southeast
corner of the intersection of Andover Park West and Minkler Streets in Tukwila. This property is leased
to Nordstrom, Inc. Naturally as a Landlord we are concerned with our Tenants ability to conduct full
business operations at this facility during the sewer enhancement project planned at the intersection of
Andover Park West and Minkler Streets. In addition, the timing of the construction start and construction
completion is also very important to our Tenant and their business operations.
It is my understanding from our phone conversation that during this sewer enhancement project the
property ingress /egress on Minkler Street and on Andover Park West will be retained by keeping the
ingress/egress access point furthest from the intersection open on both streets to accommodate our
Tenant's business operations through the entire construction project. If this is incorrect, please contact
me immediately at (425) 828-4334. 'laity access is impaired, we will need to work with the City of
Tukwila and our Tenant, Nordstrom, Inc., to ensure a compromise is determined to minimize any impact
to our Tenant's business operations.
Further, it is my understanding that it is unlikely this project will start construction in the 2003 calendar
year. The timing of this project is also crucial to our Tenant's business operations. Please confirm this
information is accurate. In addition, please provide an estimated construction start and completion date, .
so we may effectively communicate with our Tenant and determine any impact to their business
operations.
I am requesting that this letter be placed in the City file for this Project and that all communications
and notices regarding this project be forwarded to my attention at Powell Development Company, P.O.
Box 97070, Kirkland, WA 98083. In addition, I am requesting that all information pertaining to

SHORELINE MAILINGS:
Notice of Application for a Substantial Development Permit must be mailed to owners and to property owners within 500
feet of subject property, comments are due 30 days after the notice of application is mailed/posted. The notice of
Application for Shoreline Substantial Development Permit must include a statement that any person desiring to submit
written comments on the application or desiring to receive notification of the final decision on the application may do so
within 30 days of the notice of application. If a hearing will be held on the application, the hearing notice must include the
information that written comments may be submitted, or oral presentation made at the hearing.

PROPOSAL: The City of Tukwila Public Works has filed a SEPA
application for upgrades of the City's water system. All work
being proposed is within the City's right -of -way. There are

water line. This will replace a 40 -year old line and provide
this area of the City with better fire flows. At the SW corner
of Andover Park West and Minkler Blvd. the City is planning
on installing a gravity overflow for sanitary lift station Two.
The proposed overflow line will cross the Union Pacific
Railroad and through the existing 60 inch storm drain line in
Minkler Blvd. The projects will require the removal of
approximately 10,000 cubic yards of fill and approximately
10,000 cubic yards of material will be imported off site from
an approved off site barrow pit.

The proposed project in Maule Avenue between S 144th St. to S 142nd St. will upgrade an existing 2" steel
