SUMMARY OF PROPOSED ACTION The current proposal is to construct a wireless communication facility at the existing apartment building. The antennas are proposed to be mounted on Seattle City Light pole and the associated equipment is proposed to be located inside the existing apartment building. II. GENERAL INFORMATION Project Name: T- Mobile Applicant: Justin Abbott for T- Mobile Location: Birch Crest Apartments at 4020 -4030 S 140TH Street. Zoning: HDR Comprehensive Plan Designation: HDR III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under WAC 197 -11 -800 IV. BACKGROUND/PROPOSAL The current proposal is to construct a wireless communication facility at the existing apartment building. The antennas are proposed to be mounted on Seattle City Light pole and the associated equipment is proposed to be located inside the existing apartment building. • • V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. Section 704 of 1996 Telecommunication Act preempts state and local governments from basing regulation of the placement, construction, and modification of personal wireless facilities directly or indirectly on the environmental effects of radio frequency emissions. Section 704 states that "No state or local government or instrumentality thereof may regulate the placement, construction or modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with Federal Communication Commission's regulations concerning such emissions." a(1) -a(2) — Concur with checklist. b (1) -- Concur with checklist. b(2) -b (3) –The project meets the City of Tukwila noise ordinance requirements. Compliance with applicable local, state and federal noise regulations will mitigate any potential adverse noise impacts, associated with the project. The report was reviewed and approved by the City's noise consultant, Environalysis, who agreed that the proposal meets the city's adopted noise standards. 8. Suite 101 Bothell, WA 98011 Re: Acoustical Report — VoiceStream 142nd & 37`" / Birchcrest Apts(SE3559F) Site: 4020 -4030 S. 140th Street, Tukwila, WA 98168 Dear Ms Torell: This report presents a noise survey performed in the immediate vicinity of the proposed VoiceStream Wireless telecommunications facility at 4020 -4030 S. 140th Street, Tukwila, Washington. This noise survey extends from the proposed enclosure location on assessor's parcel no. 736060 0475 02 0465 04 to the nearest property lines. The purpose of this report is to document the existing conditions and the impact of the acoustical changes due to the proposed cabinet fans. This report contains data on the existing and predicted noise environments, impact criteria, and an evaluation of the predicted sound pressure levels as they relate to the criteria, and recommendations for improvement if appropriate. The proposed site will be housed inside A room that is about 21 ft. long by 9 ft. wide on the first floor of an existing two (2) story residential apartment building. Since the room has hard surfaces and will be reverberant where increase noise levels will occur, we recommend the installation of Owens Corning acoustical insulation on the entire ceiling above the equipment area. The insulation will be 2" thick, 3.0 pcf (48 kg/m3) black mat finish insulation with an NRC value of 0.70. The insulation can be attached to the ceiling with glue or stickpins. The equipment room will be located towards the middle portion of the building. (Please see attached figure). The building is located directly north of S. 140th Street and east of Pacific Highway South. The proposed site is zoned high density residential (HDR) and it is for residential usage. Residential properties are located to the south and east of the proposed site while commercial properties are located to the west. As per the City of Tukwila Municipal Code Chapter 8.22 Noise, Section 8.22.040 "Maximum Permissible Sound Level" stipulates a maximum permissible sound level of 55 dBA for a residential sound source to a residential receiver. However, during the nighttime hours from 10 pm to 7 am (weekdays and weekends), the maximum permissible sound level is reduced by 10 dBA to 45 dBA • • VoiceStream Wireless Existing Ambient Sound Levels - 2 - 4020 -4030 S. 140`'' Street, Tukwila, WA 98168 Existing sound levels were measured at the site to determine the current ambient sound levels. Sound level measurements were taken on June 3, 2003 using a Larson -Davis Model 820 precision integrating sound level meter and statistical data logger that meet the American National Standards Institute (ANSI) requirements for a Type 1 instrument. The measurement was taken at the project site and the averaged ambient noise levels measured was an La, of 56.0 dBA. The minimum level Lm;,, was 50.1 dBA and the highest level L, level was 64.8 dBA. The weather during the measurement period was sunny with no precipitation. The nearby roadways were dry and 0 -5mph winds were blowing from the west. The dominant noise source during the measurement period was observed to be traffic on Pacific Highway South. Sound Level Calculations Reference sound power levels of the proposed VoiceStream Nokia Ultrasite radio cabinets are from the manufacturer's published data. The proposed equipment will include four Nokia cabinets with a maximum individual sound power level of 72.0 dBA each. The maximum combined sound power level for four pieces of equipment was computed to be at 78.0 dBA. (The sound power levels for the Nokia indoor cabinet is attached). The closest residential receiver property line is located to the north of the project site and is approximately 23 feet away. To the south, the nearest residential receiver property is about 120 ft. away from the proposed equipment site. Sound pressure levels from the proposed new radio cabinet fan equipment are predicted as indicated in Table 1 below. In order to predict the equipment noise levels at the receiving property lines, this survey used the methods established by Air- Conditioning and Refrigeration Institute (ARI) Standard 275 dated 1997. "Application factors" such as location, height, and reflective surfaces are taken into consideration to predict the sound level at a specific location. The resulting sound pressure level values at the closest property lines are based on the "worst case" of sound propagation from the side of the fan enclosure while operating. Additional attenuation will be achieved at the site from foliage, terrain and objects within the equipment sound path. The maximum acoustic noise limits are as follows: 72 dB (A) for the Indoor cabinet 65 dB (A) for the Outdoor cabinet • • AFFIDAVIT OF QUALIFICATION AND CERTIFICATION FOR T- MOBILE PERSONAL WIRELESS SERVICE FACILITY SE- 3559 -F "142ND & 37TH/ BIRCHCREST APTS" SCL POLE, 4020 - 4030 S 140Th ST TUKWILA, KING COUNTY, WASHINGTON CALCULATIONS OF RADIOFREQUENCY POWER DENSITY Radiofrequency (RF) power densities are computed in accordance with: "An Engineering Assessment of the Potential Impact of Federal Radiation Protection Guidance on the AM, FM, and TV Broadcast Services" and methods described in Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields, OET Bulletin 65, August 1997. Wireless telecommunications providers are required to comply with the FCC "Rules & Regulations" CFR 47 §1.1310, Radiofrequency radiation exposure limits and CFR 47 §24.52, RF hazards. PREDICTED CONDITIONS AT GROUND LEVELS Site plans provided by T- Mobile indicate that all of the proposed T- Mobile antennas will be mounted atop a wooden replacement SCL utility pole at 4020 - 4030 S. 140th Street in Tukwila. The T- Mobile antennas will be centered at approximately the 42 -foot level on the 45 -foot replacement pole. The pole is shown without climbing appurtenances. Thus it is unlikely that anyone other than authorized RF workers could approach near enough to the proposed antennas to cause those persons' RF exposure to exceed FCC limits. It is expected that exposure conditions inside nearby buildings and near ground level due to the contributions from all transmitting antennas will be well below the FCC public exposure limits. FCC COMPLIANCE The Federal Communications Commission (FCC) has determined through calculations and technical analysis that cellular and broadband PCS facilities, such as those operated by T- Mobile, are highly unlikely to cause human RF exposures in excess of FCC guideline limits. The following calculations demonstrate that the proposed T- Mobile facility will not cause excessive exposure conditions near ground level in any areas. Hatfield & Dawson Consulting Engineers 44 0 2000 • • The following equation is used to calculate RF power densities at specific far -field locations: S (mW /cm2)= 0.36 x ERP (watts) / (Distance in feet)2 This equation is derived from Equation 9 on page 21 of FCC OET Bulletin 65. It includes the effect of ground reflections. The FCC Public MPE limit for PCS base station frequencies is 1.0 mW /cm2. By manipulating the OET far -field RF power density equation, we can produce a new formula for determining the maximum distance from the proposed antennas where excessive exposure conditions may occur, and beyond which power densities would be too low to produce excessive exposures. The new formula requires solving the far -field equation for distance given the MPE limit of 1.0 mW /cm2 for PCS frequencies: Distance in feet = 0.36 x ERP (watts) According to T- Mobile RF engineers, the radiated power levels from the proposed T- Mobile facility will be less than 1730 watts. Using the above equation and inserting the worst -case maximum ERP of 1730 watts we find that the maximum distance within which excessive RF exposure conditions could exist is: Exclusion distance = 1 0.36 x 1730 watts = 25 feet All of the proposed T- Mobile antennas will be mounted at 42 feet above ground level. It is apparent from the T- Mobile drawings that all publicly accessible areas near ground level, and habitable structures are farther than 25 feet from the proposed antennas. Thus it would not be possible for the proposed T- Mobile PCS facility to cause excessive RF exposure conditions in any area. Therefore the proposed T- Mobile facility will be in compliance with the FCC's RF exposure rules. Hatfield & Dawson Consulting Engineers • • INTERFERENCE The transmission equipment for the proposed T- Mobile PCS facility is certified by the FCC under the equipment authorization procedures set forth in Part 2 of the FCC rules. This assures that the proposed facility will operate only within the desired PCS frequency bands, and that spurious emissions are within FCC specifications. Thus the proposed T- Mobile PCS facility is unlikely to interfere with other adjacent or neighboring transmission or reception functions. QUALIFICATIONS I am an experienced radio engineer whose qualifications are a matter of record with the Federal Communications Commission.
