Project Background FILE NUMBER: E03 -024 - APPLICANT: The Boeing Company REQUEST: Determine that the demolition of one building is a Planned Action and all impacts have been mitigated as part of the 1998 EIS. LOCATION: 8123 East Marginal Way South PROJECT DESCRIPTION: The current proposal is to demolish one building that is approximately 41,000 square feet and is referred to as the 2 -62 building located at 8123 East Marginal Way South. DETERMINATION: The project is designated as a Planned Action and no further SEPA review or threshold determination is required. This decision is final with no administrative appeals. ZONING /COMPREHENSIVE PLAN DESIGNATION: Manufacturing Industrial Center/ Heavy Project materials including the application, staff report and other studies related to the permit are available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila WA from Monday Through Friday, between 8:30 am and 5:00 pm. The parcel on which the building is located is within 200 feet of the ordinary high water mark of the Duwamish River however the building that will be demolished is located outside the 200 feet shoreline zone. II. GENERAL INFORMATION Project Name: Demolition of Boeing 2 -62 building. Applicant: The Boeing Company Location: 8123 East Marginal Way South Zoning: MIC/H Comprehensive Plan Designation: MIC/H II. REVIEW PROCESS This proposal was identified as a potential Planned Action as it met the requirements listed under Tukwila Municipal Code (TMC) Section 21.04.152. As part of this Planned Action review process, the proposed project is analyzed to ensure that all impacts have been mitigated as part of the 1998 EIS and also if the proposal is consistent with the Tukwila Comprehensive Plan. 6300 Southcenter Boulevard, Suite #100 0 Tukwila, Washington 98188 0 Phone: 206 - 431 -3670 0 Fax: 206 - 431 -3665 • • E03 -024 Staff Evaluation October 16, 2003 BACKGROUND/PROPOSAL The current proposal is to demolish a 41,000 square foot building located at 8123 East Marginal Way South. The subject site is developed as an aircraft manufacturing facility with a number of separate buildings. The building is outside the 200 feet shoreline of the Duwamish River although the parcel on which it is located abuts the Duwamish River. The subject site is zoned Manufacturing Industrial Center/Heavy ( MIC/H). This proposed demolition is a continuation of the implementation of Boeing's master plan for its properties in the Duwamish Corridor. On November 1, 2001, a Planned Action determination was issued for demolition of two buildings on the subject site, buildings 2 -63 and 2 -65, totaling approximately 76,000 sq. ft (File number E01 -025). On March 8, 2000, a Planned Action determination was issued for demolition of three buildings on the subject site, buildings 2 -50, 2 -71 and 2 -72 (File number E99- 0035). On December 14, 2000, a Planned Action determination was issued for demolition of the 2 -66 building (File number E2000 -030). Tukwila's Manufacturing and Industrial Center (MIC) is an important regional center of industrial activity. In 1992, a programmatic environmental impact statement (EIS) was prepared for the Duwamish Corridor master plan, a proposal to redevelop Boeing properties in the MIC over a 10 year period. In 1998, sub -area plan /EIS updates extended the previous analysis of the corridor's Boeing properties (about 650 acres) to the entire MIC sub -area (about 1,370 acres). As part of this Planned Action review for the current proposal, the impacts of the current proposal are compared to the 1998 Integrated GMA Implementation Plan and Final Environmental Impact Statement in order to ensure that all impacts have been mitigated. IV. CONSITENCY WITH COMPREHENSIVE PLAN The City of Tukwila Comprehensive Plan identifies the area surrounding the subject site as Manufacturing Industrial Center/Heavy. The proposed project meets the goals and policies listed in the Comprehensive Plan for the MIC/H area. Specifically, the proposed project meets the following goals and policies: Goal 11.1: Support the existing industrial activities in the MIC and development of new industrial activity in order to maximize the employment and economic benefits to the people to Tukwila in the region, while minimizing impacts on residential neighborhoods. -2- c:\mydocs\Boeing 2- 62\SEPA.doc • • E03 -024 Staff Evaluation October 16, 2003 Policy 11.1.5: Allow uses that are commonly associated with manufacturing and industry, including those directly supporting such activity, such as offices and laboratories, while prohibiting unrelated uses. Policy 11.1.8: Improve public access and use of the west side of the river, protecting owner's rights to reasonable use and enjoyment, improve employee access to the east side of the river and emphasize restoration on both sides of the river. V. REVIEW OF THE PLANNED ACTION CRITERIA Review of a proposed Planned Action differs from the typical SEPA review. TMC 21.04.152 — 21.04.158 identifies the process and criteria for reviewing Planned Actions. An Endangered Species Act Screen Checklist has been completed for this project. This Checklist is designed to evaluate the potential for a project to result in a potential "take" of Chinook salmon, coho salmon or cutthroat trout as defined by Section 9 of the Endangered Species Act. The Checklist notes that some hazardous substances will be disturbed during the demolition of the building and proposes a mitigation plan. The building siding is gallbestos and has tested negative for PCB's. Fluorescent light bulbs will be bundled and managed per Universal Waste Regulations; light fixture ballasts will be checked for PCB's and if any are found will be placed in drums and managed per TSCA regulations. Asbestos will be managed per PSCAA regulations. The Checklist notes that building 2 -62 does not designate as D008 per RCRA (Resource Conservation and Recovery Act). The existing paint booth and building steel will be recycled. The floor slab will be left in place and not disturbed. The subject site is within 200 feet of Ordinary Highwater Mark of the Duwamish River. The location of the building that will be demolished is outside the 200 foot shoreline zone. There is an existing storm drainage system on site. No changes are proposed to the existing storm drainage system. All impacts related to drainage will be addressed and mitigated during the process of reviewing the demolition permit. The project will meet all erosion and sedimentation control requirements of King County Surface Water Design Manual. Best Management Practices to ensure that no construction debris enters the storm drainage system shall include: placing filter fabric in the catch basins, site sweeping, covering -3- c:\mydocs\Boeing 2- 62\SEPA.doc E03 -024 Staff Evaluation October 16, 2003 containers with chemicals and cleaning the slab where there is visible contamination from historical industrial activities. All impacts related to construction debris will be mitigated as part of the demolition permit. V. CONCLUSION The current proposal to demolish one 41,000 square foot building is consistent with the Comprehensive Plan. It is also determined that all impacts associated with the current proposal have been mitigated pursuant to the environmental impact statement.
