Mullet, Mayor Department of Community Development MEMORANDUM Steve Lancaster, Director Brandon Miles, Assistant Planner September 15, 2004 E03 -025 (SEPA Determination) Six lot short plat 16804 53rd Avenue South and 16660 53`d Avenue South Project Description: Steve Lancaster, Director Tom Redding on behalf of Gilbert Chin has submitted a SEPA application for platting of six new lots on 53rd Avenue South. The applicant has two pending short plat . applications with the :City. The property at 16804 -53`d Avenue South was granted preliminary approval in October of 2001 (L2000- 073). This short plat was for a three lot short plat and in designing the short plat future consideration was made for connecting the property to a north- parcel. The applicant has now submitted.a.short plat application for the north property (L03 -061). Access to the north property will be via the previously approved short plat application (L20002073)_ The construction of the common improvements and the new houses in both short plats requires a cut and fill of soil that exceeds the exempted amount of 500 cubic yards. L2000 -073, L03 -061) SEPA Staff Report Summary of Primary Impacts: • Earth The property is located adjacent to Interstate Five and there is a steep drop off from the property to the Interstate roadway. The steepest slope on the property is 18 percent. The soils consists of AGC, Alderwood, and Gravely Sandy Loam. According to the SEPA Checklist there is no indication of unstable soils in the immediate vicinity. Erosion is likely to occur during construction of the common improvements and the proposed houses. To control erosion on the site, a temporary erosion' control plan will be submitted and approved by the City, prior to issuance of any grading permits. A Geotechnical report was submitted as part of L2000 -073 and an addendum for the additional lots was submitted by Spears Engineering and Technical Services (SETS). The Geotechnical report noted that prior to construction 6 to 12 inches of top soil should be removed from the site. The Geotechnical report had the following recommendations regarding the project: 1. All drainage must be directed away from the slope to the east of the property. The upper layer of soils (top two -five feet) above the dense till drain fairly rapidly, however the dense till below does not, and during periods of heavy rains a perched groundwater condition can be expected. 2. Any roof drains and catch basins should be tight -lined into the proposed storm sewer system for the project. The upper soils are rapid enough that there will probably not by any need for footing drains, however this may need to be changed once the site grading is underway and more of the native soils are exposed near the footing. grades. If footing drains are used then they will also need to be tight -lined in the proposed storm drainage system. 3. Continuous wall footings should be a minimum of eighteen inches in width and the slabs for the proposed buildings should be suitably reinforced and connected to the footings so as to limit the effects of-differential settlement and to provide some degree of uniform settlement ability for the building during a major seismic event. The pending short plat application will be required to note that any !uture development shall comply with the prepared Geotechnical Reports. •Air Construction activities during construction may have some impact on air quality. L2000 -073, L03 -061) SEPA Staff Report • Water There are no surface water bodies on or adjacent to the subject property. The Geotechnical report does note that there may be a high water table on the property during large rain events. Additionally, during the comment period for the Wally Chin Short (L03 -070) plat at 16628 53rd Avenue South, a citizen noted that there might be a natural spring the area. • Plants The site consists of mix of grass, shrubs, and trees. There are three large trees on the property and according to the Grading and Utilities Plan these trees will be retained. If trees on any slopes are removed, the applicant will be required to obtain a tree clearing permit from the Department of Community Development. During construction of improvements on the property, the applicant will be required to install tree protection fences around the base of the trees on the property. This will prevent the root system of the trees from being compacted. As this is part of a six lat short plat the applicant will be required per Subdivision regulations to plant a tree in each front yard of the new lots created. • Animals The animals on site are typical of those found in urban settings, such as birds and rodents. The property is bordered by residential development and Interstate Five this makes the site too small to provide habitat for any large species of mammals. The entire Puget Sound region is part of the Pacific Flyway for migrating birds. There are no known endangered or threatened species on the property. • Energy/Natural Resources During construction gasoline will be needed for operation of machinery and automobiles on the property. The project will have no affect on the potential for solar energy. • Environmental Health Noise from the project will be short term and will be associated with heavy construction equipment. The applicant will be required to meet the City's hours of operations for work within residential districts of the City. Land /Shoreline Use The current zoning on the property is Low Density Residential (LDR). L2000 -073, L03 -061) SEPA Staff Report The project area does not lie within the shoreline area. • Housing There are two existing house on the properties that will be retained. Additionally, the project will allow for the construction of four new homes. • Aesthetics The applicant will retain as many trees as possible. This will help reduce any aesthetic impacts from the development. The new homes that will be constructed will meet the height restrictions within the LDR zone. Many of the properties on 53`d Avenue have views of the Valley and of the Cascade Mountains. During the Wally Chin Short Plat comment period some residents expressed concern over losing views as a result of the project. The City does not have a view protection ordinance and the applicant would not be violating any City regulations by altering the views in the area. Light and Glare Lighting impacts will be minimal and will remain on site. Recreation There are no parks or recreation facilities in the immediate vicinity. Historic and Cultural Preservation No known places or landmarks exist within the project area. During construction if any landmarks or evidence of historical, archaeological, scientific, or cultural importance are found on the site, work will stop immediately and the contractor will notify the City of Tukwila, Washington State Office of Archeology, and the Muckleshoot Indian Tribe. • Transportation The existing homes currently have access off of 53rd Avenue and this will remain unchanged. The new homes will have access to 53rd Avenue via a private road constructed by the applicant. The private road will serve four lots and will meet City design standards. • Public Services N/A • Gilbert Chin Six Lot Short Plat E03 -025, (CC. L2000 -073, L03 -061) SEPA Staff Report • Utilities The project involves the extension of utilities to the various lots in the short plat. City Code requires that the utilities be underground. The following utilities provide service in the area, Val Vue (sewer), Highline (water), Puget Sound Energy (Gas and Electricity), and Comcast (cable). The results of this review, together with our recommendations, are to be found in the following report. We have provided three copies for your review and distribution. In 2000 we prepared geotechnical reports for the lots located at 16804 53'd Ave S (report 00001 -001, January 14, 2000) and at 16628 53id Ave S (report 00001 -037, October 18, 2000). The above referenced project is located in between these two previous reports. In reviewing the site it is our opinion that soils conditions and foundation design parameters are basically the same with no anticipated changes needed overall. Therefore we are providing the following information for use on the above referenced project. The surface of the proposed construction site is covered with 6 to 12 inches of topsoil that should be removed prior to the start of any construction due to the high compressibility of these soils. Light brown gravelly silty sand to sandy gravel with silt was encountered beneath the existing topsoil and extended to about 3 to 4 feet. Beneath this we encountered a very dense glacial till that extended to depths beyond the scope of this investigation. Considering the subsurface conditions and the proposed construction, it is recommended that the structures be founded upon conventional spread and continuous wall footing foundations. Settlements should not exceed tolerable limits if the following design and construction recommendations are observed. On the basis of the data obtained from the previous geotechnical reports and the previous test results from the various laboratory tests performed, we recommend that the following guidelines be used for the net allowable soils bearing capacity. ➢ All drainage must be directed away from the slope to the east of the property. The upper layer of soils (top 2 -5 feet) above the dense till drain fairly rapidly, however the dense till below does not, and during periods of heavy rains a perched groundwater condition can be expected. ➢ Any roof drains and catch basins should be tight -lined into the proposed storm sewer system for the project. The upper soils are rapid draining enough that there will probably not be any need for footing drains, however this may need to be changed once the site grading is underway and more of the native soils are exposed near the footing grades. If footing drains are used then they will also need to be tight -lined into the proposed storm drainage system. ➢ Continuous wall footings should be a minimum of eighteen inches in width and the slabs for the proposed buildings should be suitably reinforced and connected to the footings so as to limit the effects of differential settlement and to provide some degree of uniform settlement ability for the building during a major seismic event. COM/ • SPEARS ENGINEERING & TECHNICAL SERVICES The footings should be proportioned to meet the stated bearing capacity and/or the Uniform Building Code 1997 minimum requirements. Total settlement should be limited to 1 inch total with differential settlement of inch. Any excessively loose or soft spots or areas that do not meet the compaction requirements that are encountered in the footing subgrade will require over - excavation and backfilling with at least 2 feet of structural fill. In order to minimize the effects of any slight differential movement that may occur due to variations in the characters of the supporting soils and any variations in seasonal moisture contents, it is recommended that all continuous footings be suitably reinforced to make them as rigid as possible. The site was previously modeled using Geo- Slope's Slope/W program (version 4). The native soils were modeled using 120 lbs. /ft3 unit weight with a phi angle of 34° and no cohesion. A ground acceleration of 0.20g's was used in both the vertical and horizontal direction for the dynamic loading conditions. We have calculated various "worst case" scenarios and have found that the site shows no indications of any deep seated instability of the slope under either static or dynamic loading conditions. There are indications however that the existing slope to the east of the property may have some slight shallow surface slides under dynamic loading conditions. We would expect over time that there may be small surface failures on this area of the slope as it drops down to Interstate 5. We recommend that the proposed structures be built using a minimum setback of 35 feet from the top of the slope at the east property line. The on -site drainage (roof drains & catch basins for pavement areas) should be collected and directed into the proposed storm drainage system. Any drain fields and infiltration trenches should be setback a minimum of 25 feet from the east property line and maintained at a minimum depth of 4 feet below existing grade. The important item for maintaining the slope stability on the site is to minimize or completely eliminate any drainage that would saturate the slope to the east of the property. Lateral earth pressures are dependent upon the backfill materials and their configuration and moisture content. Three inch minus sand and gravel mixtures that are free draining are recommended for backfilling walls greater than four feet tall. There are below grade retaining walls or walls designed for retaining earthen fills on this project. The following values may be used for this site. Groundwater is not expected to cause any difficulties during construction of this project. It is recommended that runoff caused by wet weather be directed away from all open excavations. The on site silty soils can be expected to become soft and pump if subjected to excessive traffic after becoming wet during periods of bad weather. This can be avoided by constructing temporary or permanent driveway sections should wet weather be forecast. This project site is located within a "Zone 3 Area" as per the 1997 edition of the Uniform Building Code. All building structures on this project should be designed as per the U.B.C. Requirement for such a seismic classification. Additionally the on -site soils should be classified as type SD per the 1997 U.B.C. Table 16 -J. These types of soils have a shear wave velocity in the range of 600 to 1,200 ft/sec and an undrained shear strength of 1,000 -2,000 psf with blow counts in the range of 15 -50 blows per foot.
