Development for review and decision.

PROPOSAL: The applicant has submitted a short plat application to create
five new lots from two existing lots. The project is subject to
the State Environmental Policy Act and the applicant has
submitted a SEPA checklist. The proposed lots will have
access to the public right of way via 39th Avenue South and
South 117th Street. All of the houses on the lots will be
required to connect to the City sewer systems. Any existing
septic tanks on the properties will be required to be abandoned
per Seattle -King County Health Regulations.

SHORELINE MAILINGS:
Notice of Application for a Substantial Development Permit must be mailed to owners and to property owners within 500
feet of subject property, comments are due 30 days after the notice of application is mailed/posted. The notice of
Application for Shoreline Substantial Development Permit must include a statement that any person desiring to submit
written comments on the application or desiring to receive notification of the final decision on the application may do so
within 30 days of the notice of application. If a hearing will be held on the application, the hearing notice must include the
information that written continents may be submitted, or oral presentation made at the hearing.

Dear Curry:
The Department of Community Development received your short plat and SEPA application on April 21,
2004. A letter from the Department on May 10, 2004, noted that the application was incomplete and
requested additional information. On May 24, 2004, the additional information was submitted to the City.
Based on a review of your application for submittal requirements for Preliminary Short Plat, your
application is deemed complete as of June 4, 2004. A notice of land use application will be distributed
within 14 days of this date. The next step is for you to install the notice board on the site within 14 days of
the date of this letter. You received information on how to install the sign with your application packet. If
you need another set of those instructions, you may obtain them at the Department of Community
Development (DCD). Also, you must obtain a laminated copy of the Notice of Application to post on the
board. This notice is also available at DCD. After installing the sign with the laminated notice, you need to
return the signed Affidavit of Posting to our office.
The application and associated materials have been routed to other City departments for review. Staff
will be in contact with you soon to discuss the project.
This determination of complete application does not preclude the ability of the City to require that you submit
additional plans or information, if such information is necessary to ensure the project meets the substantive
requirements of the City or to complete the review process.

Dear Ms. Curry:
The Department of Community Development received your short plat application and
related SEPA application on April 21, 2004. As was noted at the front counter sufficient
information was missing from the short plat application. As of May 1, 2004, the short
plat application and SEPA application are deemed incomplete and additional information
is required in order for the City to begin review of the application.
The following needs to be submitted:
1. Title Report: Clearly establish status as legal lot(s) of record, ownership, all
know easements and encumbrances, must be dated within 45 -days of application
filing.
2. Four copies of the Plat Survey Map with the following information:
a. The plat survey must include the name of the plat, graphic scale, space for
the City of Tukwila file number, and north arrow. It shall be drawn with
black ink in record of survey format and include the elements listed in
TMC 17.04.060.
b. Legal descriptions of the existing and proposed lots.
c. The final plat documents must include all applicable certificates and
approvals listed in the "Certificates and Approvals" section of this
application (TMC 17.04.060). Sections for the surveyor and owner(s)
must be signed prior to submittal.
d. Existing and proposed lot lines shall be shown solid with new lines and
called out and lot lines to be removed shall be shown dashed.
e. Lot and block numbers shall begin with the number one (1) and be
numbered consecutively without omission or duplication.

f. Total lot or parcel sizes and averages width of each proposed lot
(minimum 50 feet for residential)
g. Dash in required setback distances from all parcel lots lines.
h. Fire access lanes and turn arounds per Fire Department standards.
i. Location of all tracks to be dedicated to any public or private purpose shall
be distinguished from lots intended for general development with notes
stating their purpose and limitations.
j. Locations of existing and proposed public street rights -of -way and private
access easements.
k. Location, dimension and purpose of existing and proposed easements.
3. A letter stating how the applicable landscaping provisions of the Tukwila
Municipal Code will be met.
The City cannot begin review of the application until these items are submitted.

Subject: Infiltration Evaluation for K. Nakata Short Plat, Tukwila, WA
The purpose of this evaluation is to document the soil infiltration characteristics at the
site of the proposed short plat. The soils observed were noted in a field visit on March
22, 2004.
Soils at one excavation pit approximately two feet deep in the location of the residence at
11600 39th Avenue S. and observation of surface soils indicated a clean uniform silt.
Soils up to three feet deep of the same type of soils was verified by Mr. Nakata based on
personal experience in landscaping work on the site over many years. In addition, despite
very level topography, standing water has never been noted during heavy storm events.
It is proposed that the three new residences on Lots 2, 3 and 4 dispose of roof and
driveway runoff by splash blocks and sheet flow respectively per Appendix C of the King
County Surface Water Manual. Criteria for vegetated flow paths required by these
methodologies can be met on the site. Runoff volumes are disposed of by natural surface
infiltration, suitable for the type and depth of soils on the site.

Assessment located on the 7th floor of the King County Administration Building, Room 700, 500
Fourth Avenue, Seattle. To compile the information required:
• Obtain the Assessor's map(s) that contain(s) your property and all neighboring properties within 500
feet (See example diagram). You may use the maps on file in the Assessor's Office or purchase a set
from the King County Department of Public Works Map Counter on the 9th floor of the
Administration Building. Purchased maps must be ordered several hours in advance of the time you
would like to pick them up.
• After securing the Assessor's maps, obtain a "Real Estate Inquiry Batch Request Sheet" from the
Department of Assessment. On this form, provide the tax account number for each affected property
as shown on the Assessor's map(s) and submit the completed form to the Department of Assessment
