SUMMARY OF PROPOSED ACTION II. The proposal is to demolish the existing 9,300 square foot Winners restaurant; to regrade the site excavating approximately 3,000 cubic yards; and to construct a new 20,200 square foot building for five retail tenants on the 47,694 square foot site. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under Part Nine — Categorical Exemptions (WAC 197 -11 -800.) IV. BACKGROUND /PROPOSAL The proposal is to demolish the existing 9,300square foot Winners restaurant, convert approximate 9,000 square feet of pervious surface to impervious and construct a new 20,200 square foot building for retail tenants on a 47,694 square foot site along Southcenter PY. 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206 - 431 -3670 • Fax: 206 - 431 -3665 • 1 Staff Report: E04 -012 17401 Southcenter Parkway: SC -3 Retail Building The site is surrounded by and shares access to parking with two existing retail developments – a furniture store to the north and a multi- tenant development to the west. V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. BACKGROUND: 1 -4 -- Concur with checklist. 5- The demolition and construction will follow issuance of SEPA determination and after obtaining all required permits from the City of Tukwila or other agencies. 6 -8 Concur with checklist. 9 —In addition to'a City of Tukwila Demolition permit, the applicant must obtain separate permits from the Fire Department. The applicant is also responsible for contacting and obtaining other permits from other state agencies. 10- 12— Concur with checklist. B. ENVIRONMENTAL ELEMENTS: 1. Earth: a -d -- Concur with checklist. e. Applicant has modified the proposed grades for the site and will now be removing approximately 3,000 cubic yards of earth. f -h- Concur with checklist. 2. Air: a – Applicant is required to obtain all relevant permits from Puget Sound Clean Air Agency to address any emission to the air that is typically due to the demolition work.. b -c– Concur with checklist. 3. Water: a(1)- a(3)— Concur with checklist. Page 2 of 6 • • Staff Report: E04 -012 17401 Southcenter Parkway: SC -3 Retail Building a(4) Applicant proposes to reroute the existing North Canyon 36 inch storm water line. a(5) – a (6) b(1) and (2) -- Concur with checklist. c (1) – Existing utilities including storm drainage will be capped off during demolition. The project shall meet all King County Surface Water Design Manual drainage requirements. All impacts associated to drainage will be mitigated as part of the demolition permit and construction permit. Increase in runoff is calculated to be less than .4 cubic feet per second. c (2) – Best Management Practices must be followed to ensure that no construction debris enters the storm drainage system and subsequent to that the natural drainage system. All impacts related to construction debris will be mitigated as part of demolition permit and the construction permit. d -- Concur with checklist. 4. Plants: a- Concur with checklist. b. Approximately 9,000 square feet of landscaping will be removed. c. Concur with checklist. d. Applicant will be relandscaping in some of the parking areas. Compliance with applicable local, state and federal noise regulations will mitigate any potential adverse noise impacts, associated with the project. 8. Land and Shoreline Use: a -k -- Concur with checklist. 1 - Cross sections were requested of the applicant to demonstrate appropriate transitions to adjacent developed properties. The Board of Architectural Review is required and will review compatibility with surrounding land uses. See additional comments below under Public Comments. 9. Housing: a -c -- Concur with checklist. 10. Aesthetics: a- b— Concur with checklist. c. The applicant's proposed measures may not be sufficient to control aesthetic impacts. The Board of Architectural Review retains decision m aking authority for overall design and compatibility of project per the City's guidelines regarding compatibility with adjacent properties. 11. Light and Glare: a- Applicant does not list parking lot illumination that is proposed for installation. b -d -- Concur with checklist. 12. Several additional routes of travel other than I -5 or I -405 can provide access the site. Access from the south and east is via arterial streets such as S. 180 St. will also serve some percentage of the vehicle trips. b - The site is served by Metro #155 that provides hourly daily service to Fairwood in Renton and the Southcenter Mall via S. 180 St. and Southcenter PY. c -g— Concur with checklist. Public Comment Page 4 of 6 Staff Report: E04 -012 17401 Southcenter Parkway: SC -3 Retail Building Two comment letters have been received regarding the project. 1. Ethan Allen, the tenant and property owner to the north of the site had the following concerns /comments: a. Additional parking lot lighting is requested to respond to multiple car break -ins and low parking light levels; b. Pedestrian markings are needed in order to alert motorists to pedestrian crossings between the parking on the north of the site to the businesses south of a common access drive; c. The current stop sign for cars exiting the site onto Southcenter PY is unreadable and should be replaced; d. Existing parking lot plantings are dead and should be replaced or upgraded; e. Concern about the visibility of garbage /trash area; and f. The need for a traffic signal or right turn only at common drive between the Ethan Allen and Winners due to existing traffic conditions and safety issues. Staff Response: The traffic report prepared by Transpo did not identify the subject intersection as being a safety concern or as needing a warrant analysis for a traffic signal. The proposed project will result in a net decrease in vehicular trips. Motorists have the alternative of using the common access drive to get to the signal to the south for turning left. The stop sign is on private property on a common access easement The other issues are design review issues and will be addressed during the Board of Architectural Review process. 2. JoAnn opposes the project for aesthetic and parking purposes. a. The proposed project will build along the front of the existing Jo -Ann's store and locate the trash and recycling area opposite (approximately 50 feet from) the Jo- Ann's entrance; b. The proposed project will limit visibility of two tenant spaces from the street because they will be behind the proposed structure. The two tenants are currently Jo -Ann and Borders. c. The existing situation allows shared parking between the restaurant and the Jo -Ann store whereas the proposed project eliminates the parking currently located in front of their entrance causing customers to park on the side of the building. Staff Response: The issues are design review issues and will be addressed during the Board of Architectural Review process. CONCLUSION The proposal can be found to not have a probable significant adverse impact on the environment and pursuant to WAC 197 -11 -340, a Determination of Nonsignificance (DNS) is issued for this project This DNS is based on impacts identified within the environmental checklist, attachments, and the above "Final Staff Evaluation for Application No. E03- 008 ", and is supported by plans, policies, and regulations formally adopted by city of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions. Replacing the single -tenant building with a multi -tenant building that is double the size of the restaurant will:; create an aesthetics problem and create a parking problem for our customers. Based on the drawings that we have seen, it is our belief that the front of the Jo -Ann store will face the rear (i.e., trash area) of the proposed multi -tenant building. We have not determined exactly how close our store will be to the trash area of the multi -tenant building, but regardless of the distance, it will not be a pleasant view: Furthermore, we believe that it does not serve the interests of the community to have two retail buildings so close to each other. Additionally, the new multi -tenant building will create visibility issues for the public traveling on Southcenter Parkway. The new building will likely prevent our - customers from seeing our store. Finally, the new multi -tenant building will eliminate the parking in front of our store and force our customers to park on the side of the building, or to. park on the side of the new building and cross the access road. This letter contains our written comments on the proposed 20,200 square foot retail building at 17401 Southcenter Parkway, at the current Winners Restaurant location. We are the retail store located directly North of the project on Southcenter Parkway. I have attached a copy of a site plan labeled SC -3 Retail Building, dated June 8, 2004. To simplify my comments, I have placed numbers on the site plan that correspond with the following comments and concerns: 1. and 2. The site plan calls for the removal of two existing lights. In my opinion it will be necessary to replace these under - performing lights with newer, taller, more powerful lights. We have experienced multiple break -ins to our employee and customer cars during the past year, and the more light on the surrounding property, the better. 3. This corner is very dark in the winter months, and I believe an additional light (as above) is needed. It is especially important that pedestrians crossing over from our property to the new retail stores can be easily seen by the cars turning in from Southcenter Parkway. 4. I believe some type of marked cross walk, and a stop sign is needed here to help pedestrians cross the common access drive. A speed bump might also help. 5. The current stop sign here is faded and needs to be painted or replaced. 6. I'm not sure who is responsible for the plantings in front of the 20 existing parking stalls. This area needs to be replanted or upgraded, and if the new retail shops are • • responsible, I believe a sprinkler system should be in place so that the plantings remain healthy. 7. I want to make sure that any garbage bins, etc. are fully hidden. 8. My concern is that it will be easier for the new retail customers to park in front of our building and walk to the shops, rather than park in the existing 20 stalls or in back of the new retail stores. Parking near my number 1 light or in back of the proposed building is much farther away from the front doors of the new retail than parking at my number 8 parking area, and it's only human nature to take the shortest distance in most parking situations. I'm not sure what the answer is here and I'm very concerned that there won't be enough parking places for all customers —it's already hard to find parking during peak times. Currently Winners has multiple small and one large sign that says "Winners Parking" at my numbers 1, 6, and 2. locations, but Winners' customers rarely park in these spaces. Personally I am not in favor of having labeled parking spaces, as consumers tend to park where they want, no matter what a sign says. 9. It is virtually impossible to come out of our parking lot and make a left turn onto Southcenter Parkway today. With the increased traffic this just gets more difficult. One solution would be a traffic light, the other solution a "right turn only" sign. I have witnessed many traffic accidents at this location, and the increased traffic will make this worse. In general I am not opposed to the concept of new retail, but I want to ensure that pedestrians are safe and that there is enough parking at the right locations. Please put me on any future mailings as this project progresses. If it's been more than a year, than we've not given credit for existing trips. I concur with the report's analysis on parking layout. Required number of stalls is zoning /planning controlled but it seems from a parking generation viewpoint, the parking onsite is adequate. Brad Decker, Decker Development 1 7401 Southcenter Parkway Retail: Traffic Assessment The purpose of this memorandum is to provide a brief traffic assessment of the proposed retail development to be located at 17401 Southcenter Parkway in Tukwila, Washington. The scope of this memorandum is based on feedback from the City of Tukwila staff provided by the project's developer to Transpo. This traffic assessment addresses the following areas identified as key by City staff: • Site Trip Generation • On -site Parking Supply /Demand • Parking Layout Operations Project Summary The proposed development would remove an existing 9,300 square foot sit -down restaurant located at 17401 Southcenter Parkway and replace it with approximately 19,500 square feet of general retail space. The project would supply 80 parking stalls on -site. A site plan for the project is shown in Attachment 1. Trip Generation In order to better understand the traffic implications of the proposed project, trip generation estimates were prepared for the existing restaurant on -site as well as the proposed retail space. The difference between the two represents the net impact of the proposed development. Trip generation estimates were developed for a typical weekday, AM peak hour, and PM peak hour. Trip generation estimates were developed using ITE Trip Generation (7h Edition). For the existing restaurant, the average trip rate for Land Use # 932 (High Turnover Sit - Down Restaurant) was used, while the average rate for Land Use # 820 (Shopping Center) was used for the proposed project. Appropriate pass -by trip rate considerations were made for both land uses based on the ITE Trip Generation Handy (2001). Pass -by rates are not provided for daily or AM peak hour time periods, so the provided PM peak hour rates were used (43% for High Turnover Sit - down Restaurant, 34% for Shopping Center). Table 1 shows the estimated existing trip generation, the proposed project's trip generation, and the resulting net new trips. For instance, during the PM peak hour, the proposed project would result in nine less new trips, and twenty less pass -by trips. Based on these estimates, the proposed retail development is anticipated to generate less traffic than the current land use on -site. Thus, the traffic impacts to the site driveway and area intersections should be less than if the restaurant were to remain. On -Site Parking The adequacy of the proposed parking supply for the project was compared to the estimated peak parking demand for such a land use. ITE Parking Generation (2nd Edition) was used to estimate the peak weekday and Saturday parking demand. The average peak parking demand rates for Land Use # 820 (Shopping Center) were used to estimate the parking demand for the proposed project. The current site plan proposes a supply of 80 parking stalls to be located on -site. Table 2 compares the proposed parking supply to the calculated peak demand on both a weekday and Saturday. AIM .iYTYY+il.41� t+ As is shown in Table 2, the project's proposed parking supply of 80 stalls exceeds the estimated peak demand by 17 and 3 stalls on weekdays and Saturdays, respectively. Based on this comparison, the proposed parking supply on -site should adequately serve the proposed retail project. Beyond those stalls noted in Table 2, additional parking associated with developments to the south would also be available for use, though they were not assumed available in the calculated supply. Parking Layout Operations Transpo has been asked to provide comments regarding the current parking lot and access configuration proposed for the site and evaluate parking circulation and operations. The most recent site plan provided shows that the site will access the shared driveway on the north edge of the site, which then intersects with Southcenter Parkway to the east. The parking aisle that serves the majority of on -site parking is proposed to be located approximately 40 feet west of Southcenter Parkway. Such a configuration aligns the proposed driveway aisle with the driveway aisle for the development directly to the north. The existing restaurant drive aisle is approximately 75 feet west of Southcenter Parkway. While there is the possibility that a parked vehicle backing out of one of the development's parking stalls near the north of the lot may block the entry of an inbound vehicle to the site, there is a low likelihood for such a conflict given the project's anticipated trip generation. Even if such a conflict did occur with a vehicle parked in the most northerly parking stall on -site, a queue of at least two vehicles would be able to form in the driveway throat before the queue would reach Southcenter Parkway. Given that such a chain reaction of conflicts is unlikely, no additional safety issues are anticipated due to the proposed drive aisle location be moved approximately 35 feet closer to Southcenter Parkway. It would be advantageous for the existing private access aisle to the north and the proposed project's access aisle to align with one another to form an internal intersection, rather than create two off -set intersections along the shared driveway. No other substantial issues appear to be an issue with the site plan as currently proposed. We trust that this memorandum addresses the issues requested by City staff. This project will remove the existing building and parking and construct a new retail building. Parking will be predominantly in the front (the east side), but will also be along all three of the other sides. Approximately 0.1 acres of existing parking area to the south will be modified and is included in the development area for this report. The increase in impervious area for the entire development area is 10,879 square feet. By virtue of Exemption Number 4 to Core Requirement Number 3, detention will not be required. The enclosed calculations demonstrate that the increase in runoff from the two natural discharge areas is Tess than 0.1 cfs and the increase in runoff from the entire site (which is a single threshold discharge area) will be less than 0.4cfs. CORE REQUIREMENTS Discharge at the Natural Location: The existing site discharges in two locations, thus forming two natural discharge areas. On system is on the north side of the site and drains off of the site at the north east corner. The other system is in the alley on the south west corner of the site. It discharges to the east a short distance south of the site. The completed site will drain to the same locations. Offsite Analysis: All drainage systems in and around the site are fully developed and consist of storm drain pipes. See Section III for a full description. Flow Control: By virtue of Exemption Number 4,. Urban Redevelopment, detention is not required for the project. This exemption is met as follows: 1. The increase in runoff from each of the two natural discharge areas is less than .0.1cfs, and the increase in runoff from the single threshold discharge area is under 0.4cfs. 2. Flow control BMPs will be added to the new impervious area by using perforated tightline connections for the roof downspouts. For the parking lot areas, a rock filled trench is proposed to enhance infiltration while carrying the runoff from the east parking lot to Stormceptor #1. This will give about 9,035 square feet of PGIS a chance to infiltrate. Since the project will actually decrease the PGIS by 3,081 square feet, this will be an improvement to the existing conditions. 3. There are no landslide hazard areas or erosion hazard areas within the project, and no known severe flooding or erosion problems will be affected by the project. 4. The manner in which runoff will leave the site will not create a significant adverse impact per Core Requirement #1. RECEIVED 'JUN 0 9 2004 COMMUNITY DEVELOPMENT 4' • • Conveyance System: A complete backwater analysis was not done, as the runoff from the site is distributed as it was in the predeveloped conditions. The new areas being directed to the Stormceptor units are small, with the largest being 0.34 acres. Using the rational formula with C =0.9 and an intensity of 3.0, the flow is 0.92cfs. The capacity of an 8 inch smooth wall pipe at 0.5% is 0.87cfs. This is very close to the 0.92cfs, so no flooding will occur. Erosion and Sediment Control: No sediment trap or pond is required, as the size of the site and the length of runoff are too small. Other BMP's are proposed. See Section VII. Maintenance and Operations: Maintenance requirements are provided in Section X. Financial Guarantees and Liability: All required guarantees will be provided when requested. Water Quality: Water quality is required, as the new and disturbed PGIS is over 5,000 square feet. Per discussions with City staff, treatment can be provided with Stormceptors. The sizing of the units is included in Section IV. SPECIAL REQUIREMENTS Other Adopted Area - Specific Requirements: No such areas are known to affect this site. Floodplain /Floodway Delineation: The site does not contain, nor is it adjacent to a stream, lake, wetland, or closed depression Flood Protection Facilities: The site is not adjacent to a Class 1 or 2 stream, nor does is propose to construct a new or modify and existing flood protection facility. Runoff from the adjacent site is collected in a storm drain system in an access easement located between the sites. This runoff is collected together with other uphill runoff in a 36 inch CMP and carried through the site. The sites to the north and south are collected in their own drainage systems. On -site: Having been fully developed in the past, the site runoff is collected in existing storm drain systems. The site is occupied by a restaurant building in the center, with parking on the north and south sides. Because the site occupies an east - west ridge that slopes down to the south and north, runoff is split in those directions. A storm drain pipe in the easement area on the northern portion of the west side of the site collects runoff and carries it into the 36 inch storm drain described above. On the southerly portion of the west side of the site, a separate storm drain collects runoff from that area and extends a short distance to the south. At that point, it tums to the east and runs to a catch basin in the existing parking area that is off of the site to the south east. The civil plans for the site show these runoff patterns. Runoff in front of the existing building sheet flows across the sidewalk and into Southcenter Pkwy. It is not known how the roof downspouts connect to the storm drain system. Downstream: All of the runoff enters and large diameter storm drain in Southcenter Pkwy. This pipe drains to the north to Minkler St., where it turns and heads east in a 54 inch pipe. The system is illustrated in copies of the City's storm drain maps, enclosed herein. The developed site will drain into this system, as it does now. The maximum runoff path is from the west side to the east side, a distance of about 176 feet over a slope of 2.8 %. Thus, basic BMP's such as a silt fence, catch basin filters, construction entrance, and ground cover techniques are adequate. RECEIVED JUN 0 9 2004 COMMUNITY DEVELOPMENT .SECTION D.4 • ESC MEASURES D.4.3 PERIMETER PROTECTION ESC Requirement 3: Perimeter protection to filter sediment from sheetwash shall be located downslope of all disturbed areas and shall be installed prior to upslope grading. Perimeter protection includes the use of vegetated strips as well as more conventional, constructed measures, such as silt fences. During the wet season, 50 linear feet of silt fence (and the necessary stakes) per acre of disturbed area must be stockpiled on site. Purpose: The purpose of perimeter protection is to reduce the amount of sediment transported beyond the disturbed areas of the construction site. Perimeter protection is primarily a backup means of sediment control. Most, if not all, sediment -laden water is to be treated in a sediment trap or pond. The only circumstances in which perimeter control is to be used as a primary means of sediment removal is when the catchment is very small (see below). When to Install: Perimeter protection is to be installed prior to any upslope clearing and grading. Measures to Use: There are three perimeter protection measures in this section that can be used to satisfy ESC Requirement 3: silt fence, brush barriers, and vegetated strips. These measures can be used interchangeably. If surface water is collected by an interceptor dike or swale and routed to a sediment pond or trap, there is no need for the perimeter protection measures specified in this section. Criteria for Use as Primary Treatment: At the boundary of a site, perimeter protection may be used as the sole form of treatment when the flowpath meets the criteria listed below.
