SUMMARY OF PROPOSED ACTION The project involves the construction of gravity and force main sanitary sewer for upgrades to the City of Tukwila's system. The project includes 2,100 lineal feet of 8 -inch sanitary sewer in Interurban Avenue, running northwest from Fort Dent Way; and 700 lineal feet of 4 -inch force main sanitary sewer in the center of the cul -de -sac at Fort Dent Way, running southwest to Interurban Avenue. II. GENERAL INFORMATION Project Name: Fort Dent Way /Interurban Avenue Sewer Extension Applicant: City of Tukwila Public Works Department, Mike Cusick 6300 Southcenter Boulevard Tukwila, WA 98188 (206) 433 -0179 Location: The project is located in t he C ity o f T ukwila a long F ort D ent W ay and Interurban Avenue; north of I -405, east of I -5 and west of the Green River. Zoning and Comprehensive Plan Designation: The current Zoning and Comprehensive Plan designations of the areas adjacent to the project site are Regional Commercial Mixed Use (RCM) and High Density Residential (HDR), Medium Density Residential (MDR) and Low Density Residential (LDR). Notification: Notice of application was posted on site, mailed to some adjacent property owners on October 1, 2004. Also, as permitted by Tukwila Municipal Code 18.104.090 (6), notice was published in the Seattle Times on October 1, 2004, since all property owners and tenants could not be notified due to lengthy project impact area. III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as it does not meet the exemptions listed under WAC 197 -11 -800. • • IV. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. Historic and Cultural Preservation: a- b - -Per the comment letter received from Muckelshoot Cultural Resources Program, several archaeological sites have been recorded in and near Fort Dent Park. c — All proposed improvements are to be conducted within areas that have been previously disturbed. The extent of the excavations is about eight to ten feet and there are existing utilities at that depth. No deep excavations are planned as part of this project. It is not practical to conduct an exploratory excavation to determine if any 3 • • resources exist prior to construction because they are within open roadways. However if any artifacts are encountered during any of the excavation activities, all work will be stopped and the State Office of Archaeology and Historic Preservation and the concerned tribes cultural committees and staff will be notified. 14. COMMENTS A letter was received from the Muckleshoot Cultural Resources Program stating that several archaeological sites have been recorded in and near Fort Dent Park, and archaeological material may extend underneath these adjacent roadways. The letter also requested that a professional archaeologist be present during construction to assess the possibility for archaeological resources. It is not practical to conduct an exploratory excavation to determine if any resources exist prior to construction. No deep excavations are planned for this project. All work will occur in areas that have previously been disturbed. However if any artifacts are encountered during any of the excavation activities, all work will be stopped and the State Office of Archaeology and Historic Preservation and the concerned tribes cultural committees and staff will be notified. CONCLUSION The proposal can be found to not have a probable significant adverse impact on the environment and pursuant to WAC 197 -11 -340, a Determination of Nonsignificance (DNS) is issued for this project This DNS is based on impacts identified within the environmental checklist, attachments, and the above "Final Staff Evaluation for Application No. E04- 016 ", and is supported by plans, policies, and regulations formally adopted by city of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions. The Interurban Ave. and Fort Dent Way property is an area the Tribe has flagged as high potential for archaeological discovery. The section on Historic and Cultural Preservation in the SEPA checklist for this project is simply not accurate. Several archaeological sites have been recorded in and near Fort Dent Park, and archaeological material may extend underneath these adjacent roadways. Information regarding previous surveys and recorded archaeological sites is available from the Office of Archaeology and Historic Preservation, in Olympia. The OAHP is a SEPA review agency, and we would respect their input and opinion on this project. Because ground disturbing activities are planned for existing paved surfaces, an archaeological field survey is probably not possible. We request that a professional archaeologist be present during construction to assess the possibility for archaeological resources. if the archaeologist determines after viewing the soils under the paved surfaces, that the possibility for intact archaeological resources is low, then we would retract our request for a monitor to be present throughout the project. The Cultural Resources Program does not represent the Wildlife Program and the Fisheries Program which are separate departments under the Muckleshoot Indian Tribe. Please contact these departments separately for their input on this project. We appreciate the effort to coordinate with the Muckleshoot Tribe prior to site preparation. The project route is generally flat with the steepest portion approximately a 10% slope near the intersection of Fort Dent Way and Interurban Avenue. c. According to the Soil Survey of King County, the general types of soil found along the project route are Newberg Silt Loam. d. Indicate source of fill. Trenching within the existing rights -of -way will be required for installation of the sanitary sewer lines, and will be backfilled with the same material. f. Sediment erosion is possible during construction activities, but will be controlled through use of Best Management Practices. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The sanitary sewer lines will be installed in the existing asphalt rights -of -way and repaved with asphalt upon project completion. h.
