SUMMARY OF PROPOSED ACTION
The project involves construction of a 10 -inch water main for the upgrades to the City of
Tukwila's system. The project includes construction of new 1900 linear feet of a 10 -inch
diameter water line

The project is located in the City of Tukwila along Tukwila Parkway and
Southcenter Boulevard; north of I -405, east of I -5 and west of the Green
River. See attached map for the exact location.
The current zoning for the adjacent properties in the vicinity of the project
area is Tukwila Urban Center (TUC), Low Density Residential (LDR) and
Commercial /Light Industrial (C /LI).
The current Comprehensive Plan depicts the areas adjacent to the project site
as Tukwila Urban Center (TUC), Low Density Residential (LDR) and
Commercial /Light Industrial (C /LI).
III. REVIEW PROCESS
The proposed action is subject to State Environmental Policy Act (SEPA) review as it does
not meet the exemptions listed under WAC 197 -11 -800.

IV. REVIEW OF THE ENVIRONMENTAL CHECKLIST

Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If

proposed under the paved trail along the River and it will be attached to the existing bridge
over the Green River.

the area along South Grady Way to Southcenter Boulevard is an area that they have
flagged as high potential for archaeological discovery.
c — All proposed improvements are to be conducted within areas that have been
previously developed so it is not anticipated that any artifacts will be encountered.
The water line will be laid under the paved trail and then it will be attached to an
existing bridge. If any artifacts are encountered during any of the excavation
activities, all work will be stopped and the State Office of Archaeology and Historic
Preservation and concerned tribes cultural committees and staff will be notified.

IV. COMMENTS
A letter was received from Muckleshoot Cultural Resources Program stating that the area
along South Grady Way to Southcenter Boulevard is an area that they have flagged as high
potential for archaeological discovery. The letter also requested an archaeological field study
by a professional archaeologist. The project engineer, Mike Cusick talked to Laura Murphy,
Tribal Archaeologist and explained that the project includes working only in the area that has
been previously disturbed and that the water line will be attached to an existing bridge.
Further if any artifacts are encountered during any of the excavation activities, all work will
be stopped and the State Office of Archaeology and Historic Preservation and concerned
tribes cultural committees and staff will be notified.
A comment letter was also received from City of Seattle, Public Utilities requesting a copy
of the plans and informing that Seattle Public Utilities operates 60" concrete cylinder
pipeline. The Project Engineer provided them with a copy of the plans and will co- ordinate
with them during construction.

VII. CONCLUSION
The proposal can be found to not have a probable significant adverse impact on the
environment and pursuant to WAC 197 -11 -340, a Determination of Nonsignificance (DNS)
is issued for this project
This DNS is based on impacts identified within the environmental checklist, attachments,
and the above "Final Staff Evaluation for Application No. E05-001", and is supported by
plans, policies, and regulations formally adopted by city of Tukwila for the exercise of
substantive authority under SEPA to approve, condition, or deny proposed actions.

for about 1900 linear feet in order to upgrade the City of
Tukwila's water system. The water line was also proposed
to cross the Duwamish River by attaching it to the 66th Ave
Bridge.
In addition to the water line installation the scope of work
is expanded to include the installation of 4" conduit for
Time Warner's fiber optic cable in the City's open cut
trench laid out for the water line. The conduit for fiber optic
cable will also be attached to the underside of the 66th Ave
Bridge.

8/19/05 regarding the Southcenter Boulevard Water Main Replacement and have the following
cornments. The along South Grady Way to Southcenter Boulevard property is an area the Tribe
has flagged as high potential for archaeological discovery. information regarding previous
surveys and recorded archaeological sites is available from the Office of Archaeology and
Historic Preservation, in Olympia. If the project area has been previously surveyed, then the
following requests can be disregarded.
Due to the project's ground disturbing activities and the potential for archaeological
discovery, the Cultural Committee is requesting.
1. An archaeological field study of the project APE by a professional archaeologist.
2. The option of sending a tribal monitor during the field survey
3. To review the draft survey for completeness and accuracy
4. A copy of the final technical report for our files
The Cultural Resources Program does not represent the Wildlife Program and the
Fisheries Program which arc separate departments under the Muckleshoot Indian Tribe. Please
contact these departments separately for their input on this project.
We appreciate the effort to coordinate with the Muckleshoot Tribe prior to site
preparation. The destructive nature of construction excavation can often destroy a site and cause
delays and unnecessary expense for the contractor. If you have any questions, please contact me

Dear Minnie:
Thank you for sending Seattle Public Utilities a copy of your Notice of Application for this
project.
This letter is to provide notice that Seattle Public Utilities operates a 60" inch concrete
cylinder pipeline within Southcenter Boulevard to Andover Park East in the vicinity of this
project. This pipeline is one of our main water transmission lines which supplies water
communities in South King County.
I have enclosed copies of our map book sheets showing the approximate location of the 60"
inch concrete cylinder pipeline. If there is to be operation of heavy equipment, excavation or
construction performed in the area of our pipe, Seattle Public Utilities should be included in
the pre - construction process, plan review and the actual construction.
Information needed by SPU
• Three copies of scalable Plan, Section and Profile drawings that show the planned
improvements in proximity to our pipe. These plans will be reviewed for comment by
SPU Operations staff & engineers.

temporary bridging would be timbers and steel plate.

The following applications have been submitted to the City of Tukwila Department of Community Development:
PROPOSAL: The project involves construction of a 10 inch water main from Interurban Avenue South
to Andover Park East (approximately 1900 linear feet).
APPLICANT: City of Tukwila, Public Works.
LOCATION:
The project is located along South Grady Way to Southcenter Boulevard to Andover
Park East. The water line will be attached to the existing bridge over the Green River and
will be underneath a paved trail along the river.

OPPORTUNITY FOR PUBLIC COMMENT
You can submit comments on this application. You must submit your comments in writing to the
Department of Community Development. Comments regarding the State Environmental Protection Act
Permit (E05 -001) are due by 5:00 p.m. on September 2, 2005 and comments regarding the Shoreline
Permit (L05 -053) are due by 5:00 p.m. on September 19, 2005. If you have questions about this proposal
contact Minnie Dhaliwal, the Planner in charge of this file, at (206) 431 -3685. Anyone who submits written
comments will become parties of record and will be notified of any decision on this project.
APPEALS
You may request a copy of any decision on this project or obtain information on your appeal rights by contacting
the Department of Community Development at 206 -431 -3670. Decision related to the Shoreline is made by the
Director of Community Development and may be appealed to the State Shorelines Hearing Board. The
Department will provide you with information on appeals if you are interested.

written comments on the application or desiring to receive notification of the final decision on the application may do so
within 30 days of the notice of application. If a hearing will be held on the application, the hearing notice must include the
information that written comments may be submitted, or oral presentation made at the hearing.

The project involves the design and construction of a 10 inch water main for the upgrades
to the City of Tukwila's system. The project includes the following:
• 1900 Linear feet of 10 inch diameter water line from Interurban Avenue South to
Andover Park East.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and
section, township, and range, if known. If a proposal would occur over a range of
area, provide the range or boundaries of the site(s). Provide a legal description, site
plan, vicinity map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate maps or
detailed plans submitted with any permit applications related to this checklist.
The project is located in the City of Tukwila along South Grady Way and Interurban
Avenue; north of I -405, east of I -5, and west of the Green River. The project is situated in
Section 23, SW Section 24, Township 23N, Range 4E, of King County.
13. Does the proposal lie within an area designated on the City's Comprehensive Land
Use Policy Plan Map as environmentally sensitive?
Portions of the projects are located in environmentally sensitive areas when the water line
crosses over the Green River attached to the existing bridge, then the water line runs
parallel to the river on the west side.

Rationale
1 - No salmonid use occurs within areas directly affected by the project. This action is not
anticipated to have a direct effect on salmonids and is not anticipated to result in take as a result
of direct affects. (Note: Indirect impacts are evaluated separately.)
2 Habitats in these watercourses or rivers are either directly used by salmonids or support pathway -
indicator relationships that are critical for salmonids. Actions effecting these habitats may result
in the take of a salmonid.
3 All projects in the City ultimately drain to salmonid- bearing waters. The results of these actions
may result in significant secondary alteration to receiving waters that may support salmonid use.
Significant secondary effect to these areas may result in the take of salmonids using habitats in
these areas.
4 All projects in the City ultimately drain to salmonid-bearing 'waters. The results of these actions
are not anticipated to result in a significant change in the receiving bodies or they may result in a
change but are not anticipated to result in an affect to salmonids or a critical habitat element.
