The project includes construction of new 1900 linear feet of a 10 -inch diameter water line II. GENERAL INFORMATION Project Name: Southcenter Boulevard water main replacement. Applicant: City of Tukwila Public Works Department, Mike Cusick 6300 Southcenter Boulevard Tukwila, WA 98188 (206) 433 -0179 Location: Zoning: Comprehensive Plan Designation: The project is located in the City of Tukwila along Tukwila Parkway and Southcenter Boulevard; north of I -405, east of I -5 and west of the Green River. See attached map for the exact location. The current zoning for the adjacent properties in the vicinity of the project area is Tukwila Urban Center (TUC), Low Density Residential (LDR) and Commercial /Light Industrial (C /LI). The current Comprehensive Plan depicts the areas adjacent to the project site as Tukwila Urban Center (TUC), Low Density Residential (LDR) and Commercial /Light Industrial (C /LI). III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as it does not meet the exemptions listed under WAC 197 -11 -800. • • IV. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. BACKGROUND: 1 -2 -- Concur with checklist. 3 -- Applicant is City of Tukwila, Public Works Department 6300 Southcenter Boulevard, Tukwila WA 98188 Contact person is Mike Cusick, Senior Engineer- Water /Sewer, Phone 206 - 431 -2441. 4 -5 -- Concur with checklist. 6-- Utility construction is anticipated to commence in Summer 2006. 7 -11 -- Concur with checklist. 12 —The proposed water line will run from Tukwila Parkway to the Green River and then continue north along the River under the paved trail until it reached the bridge and will cross over the bridge and continue east along Southcenter Parkway until it reached Interurban Ave. See attached map for exact location. 13 —A portion of the project lies within 200 feet of the Green River. The water line is proposed under the paved trail along the River and it will be attached to the existing bridge over the Green River. B. ENVIRONMENTAL ELEMENTS: 1. Historic and Cultural Preservation: a- b - -Per the comment letter received from Muckleshoot Cultural Resources Program the area along South Grady Way to Southcenter Boulevard is an area that they have flagged as high potential for archaeological discovery. c — All proposed improvements are to be conducted within areas that have been previously developed so it is not anticipated that any artifacts will be encountered. The water line will be laid under the paved trail and then it will be attached to an existing bridge. If any artifacts are encountered during any of the excavation activities, all work will be stopped and the State Office of Archaeology and Historic Preservation and concerned tribes cultural committees and staff will be notified. 14. COMMENTS A letter was received from Muckleshoot Cultural Resources Program stating that the area along South Grady Way to Southcenter Boulevard is an area that they have flagged as high potential for archaeological discovery. The letter also requested an archaeological field study by a professional archaeologist. The project engineer, Mike Cusick talked to Laura Murphy, Tribal Archaeologist and explained that the project includes working only in the area that has been previously disturbed and that the water line will be attached to an existing bridge. Further if any artifacts are encountered during any of the excavation activities, all work will be stopped and the State Office of Archaeology and Historic Preservation and concerned tribes cultural committees and staff will be notified. A comment letter was also received from City of Seattle, Public Utilities requesting a copy of the plans and informing that Seattle Public Utilities operates 60" concrete cylinder pipeline. The Project Engineer provided them with a copy of the plans and will co- ordinate with them during construction. 4 VII. CONCLUSION The proposal can be found to not have a probable significant adverse impact on the environment and pursuant to WAC 197 -11 -340, a Determination of Nonsignificance (DNS) is issued for this project This DNS is based on impacts identified within the environmental checklist, attachments, and the above "Final Staff Evaluation for Application No. E05-001", and is supported by plans, policies, and regulations formally adopted by city of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions. The along South Grady Way to Southcenter Boulevard property is an area the Tribe has flagged as high potential for archaeological discovery. information regarding previous surveys and recorded archaeological sites is available from the Office of Archaeology and Historic Preservation, in Olympia. If the project area has been previously surveyed, then the following requests can be disregarded. Due to the project's ground disturbing activities and the potential for archaeological discovery, the Cultural Committee is requesting. 1. An archaeological field study of the project APE by a professional archaeologist. 2. The option of sending a tribal monitor during the field survey 3. To review the draft survey for completeness and accuracy 4. A copy of the final technical report for our files The Cultural Resources Program does not represent the Wildlife Program and the Fisheries Program which arc separate departments under the Muckleshoot Indian Tribe. Please contact these departments separately for their input on this project. We appreciate the effort to coordinate with the Muckleshoot Tribe prior to site preparation.
