Seattle- Tacoma International Airport
Comprehensive Development Plan Draft Environmental Assessment
Date of Issuance: April 12, 2007
Proponent/Applicant: Port of Seattle
Description of the Proposal: The Comprehensive Development Plan (CDP) for Seattle -
Tacoma International Airport (Sea -Tac Airport) revises the terminal /landside development
program proposed in the Sea-Tac Airport Master Plan U pdate iii 1997:-The CDP reflects —
changes in the aviation industry following completion of the Master Plan Update by
maximizing use of existing facilities and reducing the cost of construction.
The Comprehensive Development Plan consists of 61 near -term and long -term projects. The
12 near -term projects would be under construction or in operation by the year 2010. The Port
is seeking FAA unconditional approval of the Airport Layout Plan showing these projects,
and, under the StateEnvironmental Policy Act (SEPA) will be adopting the Final
Environmental Assessment and addressing probable significant impacts that would occur as a
result of these projects.
The 12 near -term projects, which represent the proposed federal action, would provide the
following facilities and improvements:
• Taxiway improvements. Improved airfield efficiency from construction and
reconfiguration of several taxiway connections.
• Expanded air cargo facilities. Development of additional freight cargo capability on
Port land north of State Route (SR) 518.
• Terminal roadway improvements. Enhanced airport circulation through expansion of
the Upper Terminal Drive and exit ramp and expansion of the Ground Transportation
- Taxi_Holding_Lot.
• . Expanded support facilities. Improved support facilities, including airport maintenance
and employee parking, that would be displaced during construction of the
improvements described above.
• Ground noise reduction. Analysis of the potential benefits of building a noise wall at
the north end of the north air cargo ramp to reduce noise from aircraft on the ground.
Forty -nine long -term projects that would likely be initiated as activity reaches 45 million
annual passengers are subject to further planning and refinement. It is anticipated that all
Comprehensive Development Plan projects would be undertaken by 2024, when the airport is
forecast to reach the estimated capacity of the three - runway system at Sea -Tac Airport.

The impacts of long -term projects are identified in this document for purposes of full
disclosure of reasonably foreseeable future actions. FAA would be conditionally approving,
subject to future National Environmental Policy Act (NEPA) review, the long -term projects,
and under SEPA, these projects are being addressed through a program/non- project -level
evaluation.
For purposes of environmental review, one development alternative and a No Action
Alternative have been identified and evaluated. The No Action Alternative reflects the
existing infrastructure and facilities, but is also expected to include the completion of other
development projects that have undergone and completed separate NEPA and SEPA reviews
and approvals.
Location of the Proposal: The project site consists primarily of Port of Seattle owned
property including the Sea -Tac Airport and other off -site lands. Sea -Tac Airport is located
entirely within the City of SeaTac, and is approximately 12 miles south of Downtown Seattle
in King County, Washington with access directly off State Route (SR) 99 /International
Boulevard to the east and SR 509 from the north.

The following areas have been addressed in this Draft Environmental Assessment:
Surface Transportation, Air Quality, Water Quality, Wetlands, Floodplains, Fish, Wildlife
and Plants, Noise, Coastal Resources, Compatible Land Use, Construction Impacts,
Department of Transportation Act: Section 4(f), Earth, Farmland, Hazardous Materials,
Pollution Prevention, and Solid Waste, Historical, Architectural, Archeological, and
Cultural Resources, Light Emissions and Visual Impacts, Public Services and Utilities,
Secondary (Induced) Impacts, Socioeconomic Impacts, Environmental Justice, and
Children's Environmental Heath and Safety Risks, Wild and Scenic Rivers. For each of
these elements, the Draft Environmental Assessment identifies any probable significant
environmental impacts, any relevant mitigation measures and any significant unavoidable
adverse impacts that may be anticipated.

The Port of Seattle is preparing a Comprehensive
Development Plan (CDP) for Sea -Tac Airport that refines the
terminal /landside development program proposed in the 1997
Sea -Tac Airport Master Plan Update. Since 1997, airport
operations have undergone profound changes with new
technology for ticketing, changes in passenger travel behavior,
and increased security requirements. The CDP reflects these
changes in the aviation industry by maximizing use of existing
facilities and reducing the extent and cost of construction that

was proposed in the Master Plan. The Port is conducting an
environmental review of the CDP under the National
Environmental Policy Act (NEPA) and the State Environmental
Policy Act (SEPA) to identify and minimize or mitigate potential
impacts.
WHAT IS THE COMPREHENSIVE DEVELOPMENT
PLAN?
The Comprehensive Development Plan identifies facilities and
roadway improvements that are needed in the short-term to
enhance efficiency and alleviate congestion in the terminal and
on the roadway system, and in the long -term to match
landside and terminal facilities capacity with the ultimate
capacity of the airfield. This refined plan balances the
passenger handling capability of the terminal complex and the
road system with the future airfield: 550,000 annual aircraft
operations or about 45 million annual passengers (MAP). This
level of activity is currently forecast to occur by about 2024.
The CDP would maintain desirable levels of passenger service
and efficiency by modifying, expanding, and reconfiguring
existing facilities. A central goal of the CDP is to maximize the
efficiency of the Airport through the most cost - effective means.
A key element of the CDP is the elimination of a new north
terminal complex that was proposed in the 1997 Master Plan
Update. The CDP would accommodate up to 45 MAP by
making more efficient use of the existing terminal complex.
This refinement was made possible by new technology such
as electronic check -in at kiosks, on -line ticketing, and more
efficient use of gates. Another major feature of the CDP is its
phased approach to project implementation. This will enable
the Airport to make "just -in- time" improvements to the terminal
and other landside facilities as demand dictates. One of the
greatest benefits of the phased approach is that the existing
terminal complex can be expanded incrementally, better
matching supply to demand and avoiding capital spending
before it is necessary.
WHY IS THE CDP NEEDED?
The aviation industry has evolved since the Master Plan
Update was completed in 1997. Accordingly, the CDP
proposes a less intensive approach to responding to airport
needs and reducing traffic congestion at the Airport. This
program addresses the following needs:
• Providing sufficient facilities to accommodate future
levels of activity in a more efficient manner.
• Balancing the major elements of Airport facilities,
factoring in recent changes in the aviation industry.
• Providing sufficient runway length on an existing
runway to serve aircraft operating to the Pacific Rim.
• Reducing aircraft noise impacts associated with aircraft
engine maintenance ground run -ups.

environmental reviews to reexamine the environmental
impacts of those projects.
All projects will be compared to a No Build /No Action
alternative. For projects found to impact any sensitive
resources (e.g. wetlands or floodplains), alternatives will be
investigated to avoid and /or minimize impacts to those
resources. In addition, the alternatives considered in the 1997
Master Plan will be reconsidered and analyzed as appropriate
for their potential to meet the needs identified for the
Comprehensive Development Plan. These include:
• Alternative modes of travel (auto, bus, rail, etc)
• Use of other airports
• Use of technology
• Use of demand management
• Alternative development at Sea -Tac
WHAT IS SCOPING?
Scoping is an open process at the start of environmental
review for the affected jurisdictions and the public to provide
input on the following:
• The scope of analysis required
• Potentially significant environmental issues
• Insignificant issues to be eliminated
• Potential alternatives to the proposed action
Scoping provides an opportunity for the Port to benefit from
local knowledge about potential environmental impacts. At the
Scoping Meeting, the Port will not be responding to comments
during the Public Comment period. The purpose of this time is
to enable the public to submit their comments concerning the
range of environmental issues that the Port should consider in
its analysis.
WHAT ENVIRONMENTAL ISSUES WILL BE
CONSIDERED?
In accordance with NEPA and SEPA, the environmental
review will consider each of the environmental factors below
relative to existing conditions (2005), future conditions in 2010,
and when Sea -Tac reaches 45 million annual passengers,
which is estimated at 2024.

The Port has determined that water resources, air quality and
traffic need to be emphasized in the environmental review.
The scoping process will help the Port determine which other
factors to evaluate in- depth, and which specific issues and
locations to study as part of the general environmental factors.

Attend the Scoping Meeting on Thursday August 25, 2005 at
Sea -Tac Airport. Come and meet with Port staff and its
consultants to further understand the CDP. The schedule for
the evening:
• 4pm -6pm: Open house where you can meet with Port
staff and consultants and ask them questions
• 6:00- 6:30pm: Port Presentation concerning the CDP

Long -Term CDP Projects (Post -2010)
Nearly 60 projects are recommended for the period
beyond 2010. The CDP takes a phased approach to
these projects, recommending that they be "triggered"
only as demand dictates. Due to the developed nature
of Sea -Tac Airport, numerous facilities would have to
be relocated to allow many of the new projects to be
completed. The long -term projects are shown in Figure
2 and include:
• Taxiway /taxilane modifications to improve aircraft
movement
• Extension of Runway 34R by 600 feet consistent with
the Master Plan Update
• Terminal improvements and expansion including
increasing the number of gates (from current 93 to 104
gates) and improving security processing and overall
passenger flows in terminal space
• Additional Remain Overnight (RON) positions
• Reconfiguration of taxiways and ramp areas to
accommodate new RON parking areas and departure
Holding -pads
• Cargo and support facility improvements
o Development of the South Aviation
Development Area (SADA), North and South
Belly Cargo facilities
o Development of Ground Support Equipment
storage and maintenance areas
o Development of a ground run -up enclosure
(GRE) north of the terminal area
• Surface transportation and parking improvements
o Relocation of North Airport Expressway,
development of the South link to 188`h Street,
and south access routes
o Expansion of and improvements to the main
parking garage
o Improved access between terminal and the
rental car facility and the south access
o Expansion of south employee parking lot
• Conversion of Port properties to compatible
commercial - industrial facilities (NESPA properties in
Burien and SeaTac)
WHAT IS THE "ENVIRONMENTAL REVIEW
PROCESS "?
The purpose of environmental review is to identify
environmental impacts that may result from a proposed
project, as well as reasonable alternatives that could avoid,
minimize or mitigate those impacts. The Port of Seattle, as
project sponsor, is conducting an environmental review in
accordance with the State Environmental Policy Act (SEPA).
Because the proposed CDP requires approval by the Federal
Aviation Agency (FAA), the environmental review will also
meet the requirements of the National Environmental Policy
Act (NEPA).
Short-term CDP projects will be evaluated at a detailed,
project -by- project level because sufficient planning information
is available for these projects. Long -term, or "programmatic,"
projects will be addressed at a more general level, because
detailed planning information has not been developed yet for
them. In the future, when detailed planning begins for the
long -term projects, the Port will conduct subsequent

How DOES THE CDP DIFFER FROM THE MASTER PLAN
UPDATE?
In a simple sense, the CDP would result in fewer facilities being
constructed within the Master Plan Update development footprint. The
table below outlines key differences between the CDP and the 1997
Master Plan Update.

The CDP proposes two categories of projects, short-
term projects that will be needed and built by the year
2010, and Tong -term projects that likely will be
triggered by demand sometime between 2010 and
2024. Except as noted above, these projects are
similar to those proposed in the Master Plan Update.
Short -Term CDP Projects (2010)
These projects are shown on Figure 1 and include:
• Adding three "remain- over - night" (RON) aircraft
parking positions
• Improving taxiway connectors to enhance airfield
safety
• Developing a fire department training area
• Developing cargo /freight facility north of SR 518
with access to SR 518
• Improving Airport circulation and recirculation
ramps on upper terminal drives to reduce traffic
congestion
• Expanding the holding lot for ground
transportation services (taxis, shuttles, and
buses)
• Replacing support facilities that are displaced by
above projects (Airport maintenance, employee
parking, Post Office, and Fire Fighting Station)

The Port of Seattle invites you to attend a scoping meeting on Thursday, August 25, 2005 to learn
more about and comment "on the range of issues to be considered in the environmental review of the
Comprehensive Development Plan (CDP) for Seattle- Tacoma International Airport.
The CDP for Sea -Tac Airport refines the terminal/landside development program proposed in the Sea -
Tac Airport Master Plan Update in 1997. The CDP also reflects changes in the aviation industry
following completion of the Master Plan Update by maximizing use of existing facilities and reducing
the cost of construction.
Scoping comments will be accepted and included in the official record, and will be considered during
environmental review under the National Environmental Policy Act and the State Environmental
Policy Act. Comments may be submitted in writing by September 20, 2005 directly to
SEPA.p @portseattle.org or me at the following address, PO Box 1209, Seattle, WA 98111 -1209.
Specifically, for representatives of Federal, State and Local agencies, the Port of Seattle will host
an agency scoping meeting on August 25, 2005 at Sea -Tac Airport from 9:00 a.m. until noon in
the Airport London Conference Room at the airport. In addition, a public scoping meeting will be
conducted at the same location starting at 4 p.m. on August 25, 2005. Driving and parking directions
are attached. Parking in the airport garage will be validated for this meeting.
A scoping document has been prepared and is attached to this memorandum. Additional copies may
be obtained on the Port's web site at www.portseattle.org/seatac.

Directions to Sea -Tac Airport
From the North: Take Interstate 5 to Exit 154B and drive west on State Route (SR) 518 to the
Sea -Tac Airport exit. About 1/2 mile on SR 518 you will see directional signs on the left to
general (daily) parking.
From the South: Take Interstate 5 Exit to 154A and drive west on State Route (SR) 518 to the
Sea -Tac Airport exit. About 1/2 mile on SR 518 you will see directional signs on the left to
general (daily) parking.
Directions to the Airport Conference Center from the Parking garage at Sea -Tac.
At Sea -Tac Airport, park in daily parking (floors 5 -8) between rows N -U. (They are closest to the
green and yellow elevators).
After parking, take the elevator to the 4th floor of the parking garage. Once out of the elevator, go
across the sky bridge to the main terminal.
All sky bridges take you to the main terminal but it is easiest if you use the sky bridge located at
the very south end of level 4 (labeled SAS, EVA, British Air, Asiana).
Once you are across the bridge, take the escalator up one level to ticketing.
Walk forward about 20 feet and turn right (there will be sign that says "Stairs to POS Aviation
Division Offices "). An elevator is behind and underneath the stairs.
Take these stairs and walk forward until you see the double glass doors for the Aviation Division
Offices.
Go through these doors and please remember to check in with the reception desk.
They will give you a visitor badge if needed and direct you from there.
