Noise containment analysis by Acoustical Consulting Services (ACS), dated July 3, 2001, 9. Remodel approximately 7,600 square feet of the present 26,980 square foot building to provide an indoor kennel and cattery serving up to 130 dogs and 20 cats on both a day and overnight basis. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The project is located on an 11.85 -acre parcel in the City of Tukwila at 17585 Southcenter Parkway. The freestanding PetsMart building is behind (west of) the Azteca Restaurant and north of the Levitz furniture store. The facility is located in the SW quarter of Section 26, Township 23, Range 4. The location has an assessor parcel number (APN) of 2623049067. The extensive legal description is attached at the end of this SEPA checklist. 13. Does the proposal lie within an area designated on the City's Comprehensive Land Use Policy Plan Map as environmentally sensitive? No B. ENVIRONMENTAL ELEMENTS 1. Earth a. Construction of the indoor kennel will require modifying the existing HVAC in order separate the air handling systems between the store and the hotel, and within the hotel, to provide separate filtered systems for cats and dogs. Further, each of the two pet zones will be fully air conditioned, with air turned from 10 to 30 times an hour. b. Are there any off -site sources of emissions or odor that may affect your proposal? Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, which could occur as a result of this proposal? If so, describe. No 1) Describe special emergency services that might be required. None 2) Proposed measures to reduce or control environmental health hazards, if any: On -site veterinarians can and will address any urgent medical needs. They are immediately available from Banfield, The Pet Hospital, a facility already incorporated within the PetsMart building. As standard operating procedure, PetsHotel requires all incoming pets to be current on their vaccinations prior to check -in. Vaccinations must be given at least 48 hours before arrival, and when given for the first time, rabies vaccinations should be given 14 days prior to arrival. b. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Aircraft, rail, and vehicular traffic maintain a high ambient noise level. 2) What types and levels of noise would be created by or associated with the project on a short -term or long -term basis Environmental checklist for proposed PetsHotel Page 8 • (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. While most kennels are open -air facilities, and have attendant noise from dogs, the proposed PetsHotel is for an indoor kennel, where noise is contained within a structure. The design incorporates methods and materials that mitigate the transfer of sound such that sound study by ACS, referred to earlier in this checklist, did not register sound in the adjacent tenant space. 3) Proposed measures to reduce or control noise impacts, If any: Sound control measures are a standard requirement for any PetsHotel. All operations are indoors, including exercise and training activities. To achieve this standard in reducing noise, the company requires separation walls between the kennel and adjoining retail space, and each wall is to be constructed of 6 -inch metal studs at 24- inch centers with full height 5 /8th inch gypsum board on both sides. In addition PetsMart requires 6 -inch sound batt insulation to be installed within the stud walls. Ceilings throughout the kennel area will have acoustic tiles as well. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? Retail commercial. b. Has the site been used for agriculture? if so, describe. Not known c. Describe any structures on the site The 11.85 -acre site contains two one -story community shopping center buildings, the 26,980 square foot PetsMart store, and the 136,649 square foot, four - tenant structure immediately to the north. The King County Assessor classifies them as "Line Retail ". Both have masonry- type construction. In addition, both buildings are listed as having no fire sprinkling systems, no elevators and having a rectangular or slightly irregular shape. The structures were built in 1996. d. There are no residents at present or anticipated in the future. The addition of the PetsHotel activity within the existing PetsMart store is expected to add a maximum of eight employees present at any one time over the existing eleven- person staffing level. j. Approximately how many people would the completed project displace? None k. Proposed measures to avoid or reduce displacement impacts, if any: None 1. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: By law the City is required to Impose conditions on the design and operation of the proposed kennel that ensure such compatibility. Any such conditions will be included in the approval of a conditional use permit, based on staff review and comments received in a public hearing held by the City Planning Commission. 9. Housing a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low - income housing? None b. Approximately how many units, If any, would be eliminated? There will be no changes visible above the existing parapet, and there will be no changes to the present materials being used on the exterior of the structure. b. What views in the immediate vicinity would be altered or obstructed? None. The only alteration being considered for the building's facade is possibly the addition of minor secondary signage if allowed, or by substituting a new PetsHotel sign for one of the current secondary signs. There are no changes being proposed for freestanding signs. c. Proposed measures to reduce or control aesthetic impacts, if any. Obtain permits for any changes to exterior signs. 11. Light and Glare a. What type of light or glare will the proposal produce? What time of day would it mainly occur? None b. How many would the project eliminate? No changes to the existing number or layout of the parking lot would occur as a result of approval of the proposed PetsHotel. d. There would be a net decrease in the expected number of vehicular trips to the present PetsMart facility. The PetsHotel requires conversion of approximately 6,700 square feet of retail space, which is a high generator of traffic, into kennel space. Would the project result in an increased need for public services (for example: fire protection, police protection, health care, schools, other)? If so, generally describe. No. The use is a service for owners of pets; an on -site veterinarian will provide medical services. The PetsHotel provides both 24 -hour staffing and on- premises video monitoring, such that there will be an additional deterrent to theft and vandalism, and hence, a potential reduction in the need for police protection. b. Proposed measures to reduce or control direct impacts on public services, if any. None beyond security measures described in 15 a, above. 16. Utilities a. Elliot, Tempe) to the adjacent Staples (1275 W. Elliot, Tempe). To help detenrine the potential noise impact, ACS recorded the sound of approximately 100 dogs . barking at Pets Hotel Pius (4001'E. Speedway Blvd, Tucson). This facility is a fully enclosed, indoor kennel. During the recording the dogs were purposely incited to bark in order to represent maximum conditions. The recording was then replayed within the Tempe facility at approximately 100 dB. The barking was not audible in the adjacent Staples. During testing, a Noise Isolation Class (NIC) test was attempted. Pink/white noise was played in the Tempe PetsMart at levels in* excess of 100'dB. The source noise was not measurable in the adjacent space. Therefore, an NIC rating could not be determined. . If you have any questions or concems, please call (480) 827 -1007.
